A government panel today recommended a pay hike for over 2.5 lakh officers in Central Public Sector Undertakings, whose heads may take home a salary windfall of up to Rs 1 lakh a month,along with liberal benefits such as stock options and productivity rewards. The new wage structure that represents a 25 to 45 per cent hike also offers Employees Stock Option Scheme (ESOP), variable pay and risk rewards and will be implemented retrospectively from January 1, 2007.


"The government will take a view on the recommendations by December 31,"said Minister for Heavy Industry Santosh Mohan Dev after receiving the report of the Second Pay Revision Committee headed by former Supreme Court judge Jagannadha Rao. Commenting on the recommendations, PSU chamber SCOPE Director General S M Diwan said: "The benefits to the executives would range from 25 to 45 per cent depending upon the profitability of their enterprise and their seniority.


" Under the proposed dispensation, the CPSEs will be divided into five categories depending upon the turnover, manpower and geographical spread and the CMDs in the top category will draw a fixed basic salary of Rs 1 lakh per month as against Rs 31,500 at the maximum grade currently. The basic pay of CMDs of the CPSEs falling in different categories will range from Rs 55,000 to Rs 1 lakh per month.


Expressing the possibility of further improving upon the recommendations of the second pay panel, Dev said, "The proposals are aimed at stopping the exodus of CPSE employees to the private sector." CPSEs employee around 16 lakh people, a government official said, adding that the pay structure of other staff members will be worked out after the seventh round of negotiations with workmen representatives.

The message that there is an increase of 150% for PSU employees is totally false. In fact the increase allowed is only 17.46% from the existing pay as on date.

An uniform increase of 30% is allowed as 1-01-2007. But this same rate of 30% increase is allowed as on the date of notification (from 1-10-2008 also)by way of reducing the rate of IDA. All the CPSU employees are be-fooled. As the oil sector PSUs and Poweer Sector PSUs get different form of incentives they may not be much worried about this meagre increase.

Alas! the poor sufferers are the employees of Central Government now turned as CPSUs like BSNL etc.

One cannot expect much more from the burocrats. They are concerned with their own benefits.

The Government should consider atleast to give an increase of 42 % as recommended by the committee with out any reduction in the existing rate of IDAs

Dr.D.S.Raj, it 100% correct... this wage revision gave me the hike of (- )4500 rs. compare to last month salary..now iam in loss of 4500 because of joined offer 2007.....

I want to draw your attention towards the disparity in pay revision done by the government(OIL MINISTRY) for executives joining before and after 01.01.2007.The government have discouraged the new executives to join the psu and created frustration by giving less salary to executives and fresh engineers joining after 01.01.2007 whereas the engineers and executives joining before 01.01.2007 at the same level are drawing more salaries .
This is utter non sense that the DPE has not given Fitment benefit for the executives and non unionised supervisors who have joined after 1st Jan 2007.This is not at all justified.It will take around 6 years to catch up the salary of those,Who have have joined on or before 31.12.2006.New Joinees should not accept this Step motherly treatment.And the revision should cater to all section of employees. It is totally wrong decision of pay revision committee that they have not given fitment benefit for those executives and non unionized supervisors .while the private companies are offering out of scope to woo new entrants to their organization.in my view the pay revision committee should comprise young blood so that they can feel the needs of the young mass.otherwise in job advertisement PSUs should not specify SALARY IS DUE REVISION.
I would request you to highlight this issue and requset the government to pass an amendment to the DPE guidelines issued earlier so that the disparity in salary structure for those joining before and after 01.01.2007 is removed and that all should get equal salaries at the same level.
