Subject:- Review of Scheme for Compassionate Appointment in the light of the 6th Pay Commission recommendations.



The modification of the existing Scheme for Compassionate Appointment has been considered in the light of the recommendation of the 6th CPC as contained in para 2.2.9 and 2.2.10 of its Report. Accordingly, in partial modification of the Scheme for Compassionate Appointment issued by this Department vide O.M.No.14014/6/94- Estt.(D) dated gth October, 1998, as amended from time to time, it has been decided in consultation with the Department of Expenditure that for appointment on compassionate arounds, in exceptional circumstat6es Government may consider- recruiting persons not immediatelv meeting the minimum educational standards. Government may engage them as trainees who will be given the regular pay bands and grade pay only on acquiring the minimum qualification prescribed under the recruitment rules. The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employees, will be governed by the minimum of the - IS pay band of Rs. 4440-7440 without any grade pay. In addition, they will be granted all applicable Allowances, like Dearness Allowances, House Rent Allowance and Transport Allowance at the admissible rates. The same shall be calculated on the minimum of - IS pay band without any grade pay. The period spent in the -IS pay band by the future recruits will not be counted as service for any purpose as their regular service will start only after they are placed in the pay band PB-1 of Rs.5200- 20200 along with grade pay of Rs.1800.

A Peon has been appointed on compassionate ground in the month of March'11 who is 10th fail and paid Rs. 4440 + Alowances as admissible treated as trainee before acquiring essential qualification of 10th pass as per DOPT instruction. It may please advised that if he may be placed in PB 1 5200-20200 with Grade Pay of Rs. 1800 by giving training as in case of earlier Gr. D staff. An advise in this regard alongwith relevant rule may please be provided so that justice may be extended to the concened person.

one widow was appointed as peon on compassionate ground in March'2011 and allowed pay of Rs. 4440 + allowances being matric fail. It may be advised whether she may be placed in PB1 5200-20200 with Grade Pay 1800 by providing training as in case of existing Gr.D employees or only after acquiring minimum qualification i.e. Matric Pass. if a railway employee gets death while in service, then the son will get the job. i want to know that the son will get the job at which post.
if he is diploma & also degree in engineering, then which job he will get?
can he join as a section engineer directly?

My Father Worked in CPWD Jaipur and He is at OS post after his death I want to apply for the job.I am an Btech Graduate in IT.

Sir, I am a BE (Civil) degree holder and I have applied for JE (Civil) post on compassionate appointment in 1999.In 2001 board was setup and written & interview was conducted & was declared passed but presiding officer did'nt signed the board & was transferred out, again in 2003 fresh board was conducted & again I cleared written & interview vacancy was released in my name but appointment was not given stating age relaxation will be accorded by the higher authorities. But higher authorities after keeping the case for 1 year dispose off the case stating that case is prior to 2000 and hence case is closed in 2005. I went to court for relief court order for considering the case after a long battle in the court department agree to give the appointment in 2012 but not on JE but on LDC sating that JE has come in Gp B and Gp B post is not consider in compassionate appointment I joined as LDC in Apr 2012 due to crises in the family. My query is that why they have not joined me as JE as when I have applied JE was in Gp C post and vacancy was also released against my name. Why they can not appointment me on the same vacancy released for JE post in Dec 2004 ie in 5th CPC. Please answer on my mail add hariprakash.dubey@yahoo.com and er.hariprakash123@gmail.com
