FLASH NEWS FROM SECRETARY GENERAL Mr.K.K.N.Kutty...

Confederation General Secretary informs that the next Meeting of the National Anomaly Committee will be likely held on 27.03.2010.

Many issues including Increment to those employees whose date of increment is between february and june and Stepping up of pay of senior officials on par with the pay of higher pay granted to new recruits on or after 1.1.2006 etc will again come up for discussion in the said meeting.

The staff side must demand for stepping up of seniors with promotions given to the juniors in the same grade after 1.1.2006 as per CCS(RP)Rules below rule 7 (D) item Note-10. The present interpretentation of the confederation is against the interest of the employees, if you are unable to convince the logic and existing rules, please don't ask any thing in the NAC, at least let the people get through CAT as per the rules in vogue. I appeal the General secretary of the confedration, Once again please please don't spoil the benefit of Central Government employees. Try to understand the rules allow the employees to get the benefits already granted ie., stepping up of seniors pay with junior promotees.

The Issue of Pass Rules by Ministry of Railways has not be resolved yet. This must be taken up strongly.

In addition the slab rates fixed by Ministry of Finance are beneficial only to high income group. At the present slab rates even the lowest in Group C employee will be compelled to pay Income Tax. So an alternative to this may be explored.

Dear Mr. Kutti,

In the meeting please ask for the following:
1. Instead of stepping up ask for bunching of 2
2. instead of 1.86 it should be 2.56 as given in Gr A
3. MACP should be in line with ACP i.e. next grade pay of next grade in the cadre and not just next grade pay
4. 5400 for SOs and 4800 for Asstt and 4200 for UDC and 2800 for LDC.

Dear Mr Kutty
Ok When you discuss about the stepping up of pay at par with direct recruites, what happens to the junior promotee, whose basic is fixed more than the direct recruit. In the case of Assts/PAs, the the person promoted after 1.1.06 is fixed on 7450/- scale of pay. But the seniors will be getting less than this if it is stepped up at par with direct recruits. kindly clarify

MY PAY WAS FIXED AT 6500*1.86 WHEN I WAS PROMOTED AS AAO ON 29.03.07IN DEF ACCTS DEPTT THOUGH IT WAS UPGRADE TO 4800 PAY. NOW AS PER M/O FIN,D/O EXPENDITURE,IC UO NO 10/1/2010-IC DATED 27.01.2010 ISSUED TO M/O P&NG, THE FIXATION SHOULD 7500*1.86 AFTER FORGOING ARREAR WHICH I HAVE ALREADY FORGOED EVEN AT 6500*1.86 THUS BEARING DUAL LOSS OF BASIC PAY ALONG WITH ARREARS. THIS IS VERY FRUSTATING. THOUGH IT WILL BE BETTER IF WE GET MINIMUM ENTRY OF 18150 AGAINST GP OF 4800 WHICH SATISFACTORY.........

Following points must be taken in the agenda: 1) First, The Govt. should revised the MACP on the pattern of old ACP which is more beneficial atleast for the Lower grade employees. The Hierchy of GRade pay should be according to the next promoted post in the cadre.
2) As the Group'D' staff has been upgraded to PB-1 the grade pay of LDC must be raised from 1900 to atleast 2400 to maintain the status of Group "C' staff who are the most sufferer in ^CPC. The GP of UDC should be raised atleast upto 2800 to maintain the parity. These are the burning issues which JCM must consider and take a fruitful decision

The confusing orders issued for implementation of pay commission has created a difference again between CSS and Field Offices, though the idea is to bring identity and recent CAT judgment is a land mark on this. As such, the NAC should take up the issues viz.,

1) To bring parity between CSS and Field offices;
2) To take up the issue of minimum fixation at Rs. 12090+4200 for pre revised 5000 and 5500 scales;
3) To see the anamoly in fixing the minimum qualifying service prescribed from one grade pay to another grade pay on promotion, as the qualifying service prescribed is arbitrarily fixed;
4) To rectify the anamoly in MACP order and keeping status-quo of promotional heirarchy

Im working in defence acct. department as AAO
1)AFTER THE CADRE MERGER SO AND AAO ARE GETTING SAME GRADE PAY I.E.4800 DEPARTMENT IS NOT GIVING GRADE PAY OF 5400 AFTER COMPLETION OF 4 YRS.
2)01.01.2006 FIXATION MAY BE MADE BY MULTIPLYING 2.61 INSTEAD OF 1.86

In absent of this sanction, anomaly is increased and seniors have to retire with great loss in their service.

some existing Group C employees having Old BasicPay Rs 4000-6000 and Rs 4500-7000 become the worst
suffrer by the 6th CPC recomendation.As the coommission
marged some old pay to make it one
category such it could be done for better purification of the said
sufferer employees by marging them
in to one Pay slap that is Rs 4500-125-7000 in old pay structure. I hope it will be raised in the next
meeting which is scheduled by 27th march.

Dear sir,
Soo many employees approximately 1200 employees in wagan work shop at vijayawada are not getting either TA or CCA because administration provide wokemen special train for these employees.But their resodence is not near to arilway station.They are comming 30 to 50 kilometers out of station.Please give the solution for this problem,they are all lossing their TA and CCA becuase of this reason.

Dear Sir,
Some of the departments have given Rs. 4600/- Grade Pay to Diploma holders of old scale 5500-9000 whereas some depts have fixed them on 4200/-(GP).Could anyone clarify on this differentiation.

What is the progress about ldc. LDC are most important role in CSCS. But government is ignoring to LDC. LDC want 2800 pay grade. LDC are most old but did not received good support of government. so please do something about ldcs because ldcs have too families. They have responsibilities. But ldcs grade pay is oly 1900. This is not anomaly. Think it. do something about ldcs who are sort in ministries. Ldcs too waiting their promotions, ACPs. please increase grade pay 1900 to 2800. That is the nowdays mahngai ki jaroorat hai ki ldcs ka grade pay 2800 kiya jaye.

MACP order does not clarify clearly for those who had sought own request transfer fromother seniority unit.para 24 of MACP order should clarify the meaning of the word-'organisation".6th cpc has recommended MACP WITH retention of condition of old ACP SCHEME in which it was clearly mentioned that promotion prior to request transfer should be ignored,but in rlys this provision is being overlooked.

Pay of UDC(CSCS) should be in the grade pay of Rs. 4200/- in stead of Rs. 2400/. Pay of Assisant have been increased . UDc are ignored the Government Please consider the matter in pay anamoly meeting.

Dear Kutty Sir,

You are requested to make efforts for justice to ministerial staff specially LDCs and UDCs whihch are placed in lowest category. It is very difficult for them to survive with their families with a very low wages/salary.

They are placed in a very low category or the lowest catgory after abolition of the Group 'D' Staff.

Please raise the issue with Govt for granting the Grade Pay of Rs 2800 to LDCs and Grade Pay of Rs 4200 to UDCs.

Your cooperation in this regards will be highly appreciated by the LDCs, UDCs and their families

Since a Common Seniority List is available with DOPT for promoting UDCs to the grade of Assistants, it is obvious that whenever pay of a junior (in the CSL) is given the 7450 scale, those above him/her should be considered for stepping up, and this action could be initiated by DOPT itself. A general order could be issued by DOPT raising the pay of all those who are senior to the junior official (say, Sl.No.1000 of the CSL of UDCs) irrespective of the cadre in which the official is working. This is mainly because DOPT is centralising the appointments to the CSS since 2003.

Respected Sir,The 6th PC done a great injustice to the NG Cadre of DGOF,by merging the existing posts of CM II with CM I(T&NT)and recommending the merger of AF(T),a group B(NG) with JWM, a groupB(G)on the basis of earlier pay scales and not considering the 4 functional posts at DGOF.At the same time permitting 7 functional posts for Officers of DGOF is irrelevent due to their functional requirement in production activities at Ordnance factories.

It was a ridiculous step by the Government to postpone the increment beyond 12 months without any fault of the employees. The staff side should insist on granting one increment on 01st Jan. 2006 to those employees as a one time measure, without any further delay .Many of us will be retiring after puting up even 1 months service and geting no increment hence here again a recurring loss.In earlier days many of us had opted to get our pay fixed in such a manner that we expected to earn an increment before retirement to get pensionery benefits. The 6th CPC has taken away our choice and put us to a loss.

In the recent past I have seen an order in the site of DOPT according to which when an Us of CSS gets promoted on or after 1.1.2006 as Ds his pay ha got to be fixed under Rule 13 of CCS RPR 2008 by grant of 6% i.e. two increments .Why is so. The universal rule 13 of CCS RPR 2008 says only one increment of 3% to be given on promotion in all cases. Is not it again a point to be taken up ?Why this disparity?

In 6CPC, the much awaited 'Pass Rule' is yet to be clarified for CG employes specially Railway Gr.'C' employees. In clarification it must be taken care that the benifits of an employee appointed before Sept'1987 (as amended in 5th CPC)is protected and yes,it must be.
In artisan category(most deprived section), merging of two scales i.e. S7 & S8 has not been implented where as in Ministral category it was applied. It has blocked the promotional prospect of an employee in artisan category in compare to Ministrial one. In 6th CPC, this aspect is totaly ignored depriving the working class section who are absolutely dedicated to thier duties.

In some places (I am working in Income Tax Department, A.P.), the Audit has pointed out that if somebody promoted in the same pay band 2 i.e.in the same grade pay of 4200/-, one increment (due to promotion) should not be given as they there is no change in grade pay. Then what is the fun of conducting DPCs. Kindly clarify on this point and discuss this issue before anomolies committee.

Sir, I have been working in the Central Agricultural University, Imphal as Jr. Stenographer in the pay scale of 4000-100-6000 till November 2006. In the meantime, I have been appointed as PA/Sr. Stenographer in the same department in the pay scale of Rs.5500-175-9000/- with effect from 1-12-2006. What will be my initial pay fixation? The department has fixed my pay at Rs.9300+4200. But my colleques (we we were in same position) have got promotion after two years back (i.e. 1-12-2008)but fixed at Rs.10,370+4200. Why such great differece has come). Please clarify me that what will be my initial pay fixation.

The PS of CSSS who were in grade pay Rs.4800/- were given 3rd MACP after completing more than 30 years of service in CSSS in Grade Pay PB-2 Rs.5400/- w.e.f. 1.9.2008 but he is also elglible for NFS after completling four years of regular service i.e. w.e.f. 1.07.2005. So after getting 3RD MACP he is also entitled to get NFS Grade and NFS increment w.e.f. 1.07.2009. But this NFS increment has been denied to me by Ministry of Coal on the pretext that you have been given 3rd MACP in grade pay Rs.5400-PB-2 so the NFS increment will not be given. The dealing hand of Ministry of Coal is adament and is not releasing my NFS increment which is due under Rule 13 of CCS(RP). It is a committed NFS increment which have to be given to all SOs/PS of CSSS. I request you to kindly get it clarified from Deptt. of Personnel about this whether I am entitled for the NFS w.e.f. 1.7.2009 or not after 3RD MACP in Grade pay PB-2 Rs.5400/-.

I was working in Rs.5000-8000 (pre-revised scale. W.e.f. 10.03.2008, I joined as Secretary in Rs.6500 scale against a directly advertised post after my selection. But my scale has been fixed as Rs.7450/- instead of Rs.7500/-.

Please clarify whether I can get Rs.7500/- scale or not since I have been selected and appointed as Secretary in the scale of Rs.6500/- against a directly advertised post.
