Subject:-     Grant of Fixed Medical Allowance (FMA) to the Railway pensioners/family pensioners-regarding.



In pursuance of Government's decision on the recommendations of the Fifth Central Pay Commission, instructions regarding grant of Fixed Medical Allowance @ Rs.100/- p.m. to Railway Pensioners/Family Pensioners were issued vide Board's letter No.PC-V/98/I/7/1/1 dated 21-4-99 and subsequently amended from time to time; the last being letter No.PC-V/20066/A/Med./1 dated 15.09.2009.

2. In this connection, Department of Pension & Pensioners' Welfare (DoP&PW), the nodal Department on the subject have advised vide OM No.4/25/2008-P&PW (D), dated 25-5-2010 that the demand for enhancement of Fixed Medical Allowance has been under consideration of the Government for some time past and the amount of Fixed Medical Allowance has been enhanced from Rs.100/- to Rs.300/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be in force.

3. These orders shall take effect from 01-09-2008.

4. This issue with the concurrence of the Finance Directorate of the Ministry of Railways.

The PDAs now a days-- say after OCT,2011-over South Central Railway/ Secunderabad-- Area..( earlier there was no such demand and every one got the FMA and arrears too)-now by the Banks--- insisting to follow that the Railway Pensioner's -- who retired after 1999-should submit their FMA undertaking through their PSAs; this matter may be looked into afresh and a decision be taken on the matter to get it solved, as to remove the hurdles and the difficulties they are facing in approaching inter-departmental Officials-- like in the RPF-then-DPO-then DFM- offices-etc...and to move days together on this issue itself... with no guarantee of getting endorsement, etc.

As YOU can see the RPF/Armed Force of Union of India is recruiting direct ASCs/RPF through UPSC and they are promoted to the rank of DSCs/RPF on completion of three years of their service including training..BUT for the departmentally promoted ASCs/RPF with the same rank and pay, promoted/working against clear, sanctioned,existing vacancy,at par with the other ASCs they-ASCs/Promotes/on the word of ADHOC are not given such privilege by Ministry of Railways/Railway Board/RPF may be on/for the reason, best to be NOTED that they are ADHOC and regularization not done because of non conducting of the DPCs; WHO is at fault, the Group'A'Cadre departmental ASCs or the Administration in the MR/RB/RPF.. Whom you find fault with..On this matter Several/ All the Judgemnets, Orders, Notifications, V/VI CPC Recommendations, UPSC,DoPT,MRs Orders, Circulars,etc. are becoming waste in the matter for their regularization and next promotion at par with direct ASCs....is kept at bay...for more than three years to say even 15 years,,, in a specified spells of periods...??? WHO is going through..... all this..... matters..NO ONE .... because they are not one of them in the RPF? and now we talk lots of things....when it reflects US............????????. Can YOU make any influence and set this matter right.......TQ
