Sub: Grant of financial upgradation under the Modified ACP Scheme – reckoning of Non-Functional Grade (NFG) to DR Assistants/DR Grade ‘C’ Stenographers – clarification reg.

In supersession of Board’s Order of even number dated 17.2.2010, it is clarified that DR Assistants/DR Grade ‘C’ Stenographers who have got Non-Functional Grade (NFG) in the Grade Pay of RS.5400 would only be entitled to 3rd financial upgradation in the immediate grade pay of RS.6600 on completion of 30 years of continuous service or on completion of 10 years of stagnation in 2 single Grade Pay, whichever is earlier. No further financial upgradation would be admissible to such officials.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways and has the sanction of the President.

I was appointed in Dec 1987 (KVS, M/o HRD, Govt of India) (Shifted to Autonomous organisation under M/o MSME, Govt of India in the year Dec 1989, through proper channel) in the scale of 1400-40- and got the promotion in the year Oct 2001 in the pay scale of Rs.5500-9000 (Group B post). I will be completing 23 years by Dec 2010, So far I have not got any ACP/MACP except one promotion in Oct 2001. Now I am in the Grade pay of Rs 4200/-. When I will get ACP/MACP and scale of Pay after up gradation. As per Government decision that employees are permitted to revise their initial option up to 31.12.2010, If I get ACP/MACP, can I avail the revised option, so that I can get pay scale 9300 with Grade Pay of Rs 5400/-. Pl clarify.

hello my name is shekhar naha my term of service as on 30.08.2008 is 23 yrs 2 months and my grade pay is rs 2400.i got single ACP IN1997 NOW I like to know my 2nd acp/macp tenure and new gr pay.

Hi, this is P K. I joined Central Govt. Service in Nov' 2005 and as per VIth pay commission, I have not been given increment on 01.07.2006 (on PB 7510 + GP 2400) by stepping up my pay. hi, myself is santosh, working with Delhi Government where all central government rules are applicable. I am dealing with the Macp case of the different depatments. I have a typical case which needs your suggestion/clafication.

" one Sh. Ram kumar was appointed as Chowkidar on regular basis in the scale of Rs.2550-3200(pre-revised)w.e.f.02.01.88 and consequently appointed as peon in the scale of Rs.2550-3200(pre-revised) with effect from 11.07.89.As per the entries made in sevice book it appears that on recommendation of the screening committee the official was eligible for first ACP w.e.f. 02,\.01.2000 in the pay scale of Rs2610-3540 and same was granted to him.
The official was promoted to the post of Lab Asstt and joind in Directorate of Education w.e.f. 22.08.07 in the scale of Rs.4000-6000.
The official approached Hon'ble Court with the plea that he may be reverted back to his parent department i.e. Trade and Taxes Department on grounds that he is facing difficulty in performing his duties in the post of Lab. Asstt.as he is not well conversant with the new equipments and consequently on the direction of Hon'ble court the offical was reparitated to Deptt.of Trade & Taxes and reverted to the post of PEON.and is taken on strength of this depattment w.e.f. 01.10.10(F/N) aginst a vacant post of Peon.
Now, the official has completed 20 years of regular service on 01.09.2008 i.e. the date of implementation of of MACP by 6th CPC but the eligiblity period also includes the period w.e.f 22.08.2007 to 30.09.2010 during which the official served as Lab Asstt. in Directorate of Eduaction on a higher scale and later on joining this department after repartiation as Peon w.e.f.01.10.2010 as per Hon'ble CAT's order dated 16.07.10.
NOw it has to be ascertained whether the official has completed minimum service period to become eligible for MACP by counting the service he has rendered during the period of Lab.Asstt. in Higher Scale or not?

Hi,i appointed in a cg department,on dec 98.In our department we are not having any promotion structure.By MACP scheme my grade pay changed from 1900 to 2000.In the other side who is having regular promotion will go from 1900 to 2400.why there is a difference.To whom i have raise this anomoly.i am helpless
As I have joint as LDC in the central Govt.ie. Income tax Department, Mumbai,in March-1976,and promoted as UDC in 1982 in the pay scale 4000-100-6000 and promoted as TA (stating that, TA post was not promotional post)in 1988 in the pay scale 4500-125-7000 after passing Departmental examination of Inspector. Mr. Ashok Salunke was also appointed as LDC in March 1976 and he has granted ACP after completion of 24 year service in the pay scale 5000-150-8000 from March-2000 whereas as was drawing in pay scale 4500-125-7000.During 2001 after restructuring the post of UDC & TA has been merged/ re- designated as Sr. TA in the pay scale 5000-150-8000 and inter seniority has been fixed on the basis of UDC. Please clarify, that can I am eligible for financial up gradation in the pay scale 5000-150-8000 from March-2000.
In June, 2001 I got promotion as Inspector in the pay scale 5500-175-9000. Whether, as per 6th pay commission, after completion of 30 years service, can I am eligible for ACP / MACP on March,2006. Please reply.
