Please refer to your RTI application dated 3/1/2011 (received in this Division on 21/1/2011 through Ministry of Statistics & Programme Implementation vide their letter No. 34019/1/2010-RTI dated 11.1.2011). Point wise information is furnished as under:

2. With regard to point (A), it is informed that this Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC. However this Department has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Further, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2 to UDCs of CSCS and Stempgraphers Grade 'D' of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance.

3. With regard to point B, a copy of your RTI application is being forwarded to concerned CPIO i.e. Under Secretary, Estt. (D), DOP&T, North Block, New Delhi as the subject matter related to implementation of MACP Scheme pertain to them.

4. Appeal, if any, may be made to Sh. Rajiv Manjhi, DS(CSII), 1st appellate Authority, CS-II Division, DOP&T, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi within 30 days from the receipt of this letter.

The DOPT vide its letter No.20/57/2010-CSII(A) dt.31-01-2011, has given a reply for a RTI application.
The para 2 of that reply said that the DOPT has not received any memorandum/request from any Central Government Employees Association/Department for merger of post of LDC/UDC.
If it is true, then all of our Associations must send a request to DOPT for merger of post of LDC/UDC. It should be included in the agenda for the upcoming meeting of NAC and JCM for MACP anomalies. The merger of post of LDC/UDC should be stressed for the benefit of our comrades.
The reply also reads that “the DOPT has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Our Confederations and Associations also make strong request for getting this up gradation must be extended for all LDCs and UDCs. Particularly, to the LDCs who were covered partly by old ACPS and partly by new MACPS. Because, for LDCs who got Ist up gradation under old ACPS, the sudden shift from old ACPS to new MACPS fetch a huge monetary loss.
Hence, this up gradation must be considered not only to the LDC & UDCs of CSCS cadre but also to the entire LDCs and UDCs of Central Government work force. Step motherly treatment between cadres must be stopped.

Now, situation has been changed, all existing LDC's UDC's have got computer knowledge and mejority of the LDC and UDC working in the departments are graduates and post graduates. Government should think over this issue, because though possessing Graduate and Post graduate digree due to lack of opportunities the staff is working as LDC's and UDC's. Why Government is not giving any importance to the highly qualified LDC's and UDC's. Instead of thinking better pay scale to the them, government has suppressing by implementing MACP (benifit of Rs.100/- in grade pay. Water is rising over our head. this is the right time to wake up other wise nobody will help us, LDC and UDC's are also human beings, we are also working fot the development of our nation by providing all our skills and talent towards discharging of Official works with Rules and regulations which is not so essy to understand other than administrative persons who are dealing this.

so, think over this and this matter is very serious

other fellowmen rightly said. LDC/UDCs are the most suffered lot in a govt.deptt. in terms of their emoluments in comparison to their work load and responsibility. Every officer expect a note be put up with all its supporting rules and regulations by LDC/UDC and any ignorance is viewed seriously it looks as if to know the rules and make them aware to their bosses is the sole responsiblity of the junior most staff i.e. LDC/UDCs. It is high time their emoluments is upgraded to compensate their responsibilities and skills required to discharge their functions.

Every time a cadre restructuring proposal for Stenographers is considered by DOPT, it is restricted to CSSS only. I have never heard DOPT cares for Stenographers posted in subordinate offices. In fact both of them comes from the same competitive examination but later CSSS gets better and more better promotions/cadre review/upgradations in service. The stenographers in subordinate offices are treated like bonded labourers. They cannot leave the job and cannot get with equal service conditions. It is totally disheartening.
Now, stenographers in subordinate offices who have already facing stagnation of promotions, cannot get the relief from MACP scheme. In MACP they will get first promotional grade pay after completion of 20 yrs. of continuous service.
Please look into the seriousness of the matter. Unite for rights.

Merging the posts of LDCs and UDCs and giving them a grade pay which nearner to the next cadre is needed. Now group "D" posts are getting more benefits than us. LDCs and UDCs who have post graduation and more are getting a grade pay which is very less, so hierarchy should be maintained. Group D staff working in the same office who got MACP are now getting a grade pay which is more than us. So please seriously look in to the matter of all LDCs and UDCs of Central Government.

As all the LDCs and UDCs serving Government of India have been selected through a single competitive examination the step motherly treatment should not be meted out to some cadres only. No one is taking care of the fundamental rule of "Equal pay for equal work". Most of the LDCs and UDCs are holding seats of higher responsibilities in the subordinate offices and are expected to do a perfect file work. Why at all there should be a 'subordinate cadre' in the Central Government???

In fact LDCs are getting less salary than peons if one takes into account the cycle allowance, washing allowance,yearly uniforms supplied and lesser responsibility. LDCs are selected through a tougher all india test of SSC. So Govt should consider a grade pay of 2400 to LDCSs, 2800 to UDCs.

LDC and UDC in all the offices of the Government of India holds higher responsibilities. In Civil Wing of the Department of Posts they perform the duties of clerk as well as of JE Civil to the some extent but the grade pay is less than that of Postman of the Department.

I am a LDC in ICAR Institute, my educational qualification is Graduation plus 01 year PG Diploma in Computer, my present salary is Rs.13,700/= per month.
A peon who is working in in my office have educational qualification Class 5th Pass are getting salary 16,200/= per months. This is fact LDCs are getting less salary than peons if one takes into account the cycle allowance, washing allowance, yearly uniforms supplied and lesser responsibility. So Govt should take necessary action for merger of the post of LDC & UDC with new Grade Pay of Rs.4200/=

so please look into the matter and kindly request to merge the post of LDC & UDC with 4200/- grade pay.
This issue is started during the onset of 6th CPC, but till now no solution has been made. please kindly look into this matter early.
please do not make us equal to group D who were not passed any school classes

It is sorry to say that Govt showed disparity by giving more benefits to tech /scientific staff especially(JTO)by merging and upgrading the post.clerical category was fully forgotten by them, The net result is this if an individual is working in dgqa Estt he/she will not get promotion at all. they have to wait atlest 15 to 20 years to get one promotion. when that be the case a clerical
category's gp starts from 1900, so he/she will retire with grade pay of Rs.2,800/- maximum ie to get this Rs.900/- increase in gp he/she has to work for 30 years which means Rs. 30/- per year, which is highly pathetic. pl see this anomoly and redress the cerical category's grievance at the earliest.

I am requested to All India Association of minitrial staff of group C and confederation to send a request to DOPT for upgradation of grade pay of LDC & UDC and upgraded grade pay should be atleast 2400 for LDC and 2800 for UDC. It is also requested to kindly strongly protest the request.

It is time to redefine the duties of Assistants and UDCs. Both should not have the same duties/responsibilities when there is a big difference in their grade pays.

It is necessary to send a representaion to the concerned authority regarding the merging of the posts of LDCs and UDCs and granting a grade pay of 4200/- as early as possible.And thereby solve the grievances of all the clerical staffs.

It is apparent from the 6th CPC recommendations - Handful pay package is particularly meant for Group-A & B Officers but peanuts/eye-wash to the Group-C cadres in particular to LDC/UDC. At least, Group-D staff are better placed on par with LDCs. The LDCs qualifications and standard has been enhanced by the Govt. but the ill-fated LDCs grade pay is still Rs.1900/-who are selected from the Competitive Exam, just Rs.100/- more than Group-D staff,for shouldering the responsibilities for smooth functioning of day to day work. The Clerical cadre is most neglected cadre in this democratic country. Expectations may leads to disappointment

I have same grievance like Mr Anonymous. Here I would like to inform you that I too MBA in HR, PGDCA, BCOM, TYPING SKILL IN ENGLISH AND HINDI etc. I have been serving my four years in NEIGRIHMS as a LDC post with hoping of change in SALARY and Promotion. Unfortunately at present Central Government treated our post as attendant/Peon and we do not deserve our right earnest money. Our education qualification or talent is treated as unqualified government servant.

Now I am thinking to quit my job. What do you say?

It is not understood why confederation of cent. govt.employees are unable to convince in the sub-committee meeting that in MACP, there should be up gradation to next pay which is available in that organisation and not as per hierarchy of pay scale. Hope this will be cleared by the Association, otherwise association should boycott the futile meeting which is being held only for this matter.

We strongly agree with all the comments posted earlier. LDCs/UDCs possessing Graduation/Post Graduation and technical certificate in Typewriting and Additional Knowledge in computers with good command over English and Hindi are now a days appointed in various departments/Offices. However, the grade pay in respect of these staff is almost equivalent to the erstwhile Group 'D'staff of with a meager difference of Rs 100/-. This meager difference will create a mental depression in the youngsters who are shouldering very high responsibilities with knowledge about service rules and updated information in service matters. It is high time that Government take an action to make a change in this issue, by granting a Grade pay of Rs 2400/-to LDCS and Rs 4200/- to UDCs. Otherwise Government will loose all able and efficient clerks who will look for a better pay.

In my office a sweeper getting the salary about 21000. And a LDC get salary about 14000. There is big difference in their salary. A sweeper has no responsibility. Sometimes class-IV staff make misbehave with LDC & UDC staff by saying that "hum thumhara kam kyon kare hamari salary thumse jyada hai"

LDC/UDC of subordinate cadre surffers from discrimination by DOPT who have turend blind towards the just cause :
Discrimination issues:
1.although recruited through same recruiting agence i.e SSC approved service for the purpose of grant of ACP to a LDC working in Hq offices is counted from July of the year of main examination irr3espctive of his date of joining whereas a LDC appointed in Subordinate office , the period of service of the purpose of ACP is counted from his date of actual joining which is to be addressed.
2) LDC/UDC are no better than erstwhile Group D employee whereas DOPT recently discriminately granted 4200 GP to UDCs for CSS cadre only . The Grade pay of Office Suptdt/Assistant /Sr UDC(granted ACP prior to 01.09.08) in suboridnate offices is 4200/ although the above posts are promotional grades.

I have been working as LDC/GrIV (DASS) in Delhi government from last three years. it seems a very painful reflection where about a number of times representation sent to Governmental body to change the grade pay of LDC but till date no request has been allocations/taken in this regard a number of persons who came from outside Delhi and live with family but the salary of LDC is not adequate to handle or perform the family well. I think a number of deserving and well qualified person like MBA/MCA Graduate and many more extra qualification possess very difficult situation to handle the whole family with a small Salary. we are treated like peon and far-rash and getting only 100 more than it is a very difficult situation.

In VI CPC LDC/UDC are ignored. Earlier Gp.IV employees are getting very good payment then a LDC or UDC. Gp.IV employees have been given very good monetary benefit and their duty is to say nothing just to move file from here and there. They are not given any responsibility comparatively LDC/UDC have to run the offices.

It is seen as per present VI CPC structure LDC never get GP of 4600. Whereas a senior most UDC is getting 4600.

LDC should be given the grade pay of Rs.2400 and UDC Rs.4200. if govt seriously think of upgradation.

VI CPC Structure demoralise the Cadre of LDC/UDC.

It is time to get united all LDC/UDC.

We can only share our feelings but no fruitful, no body will give voice for us. It is painful to say that, Clerks are better placed in the British Rule but we have been ignored in this democratic country.
There is no difference in Qualification, Examination and mode of selection in the grade of LDC/UDC and LDC/UDC(CSCS)but there is difference in the Grade Pay and it is apparent that lot of discrimation and step-motherly attitude araised out of 6th CPC.

In my opinion it is better to merge the posts of LDC/UDC of all central government department and re designate them as office assistants. Then Granting a grade pay of 4200 to this re-designated posts. Then only the issues can be solved. Othereise the parity or unequality between group D staffs
and LDC/UDCs never come to an end.

Dear Countrymen,Pl do justice to the most suffered LDC/UDC. We're dieing inside of waiting your RTI reply dt. Jan 2011 to put into action. As suggested, the designation LOWER/ UPPER may be re-designated as Office Assistant or merged as Asstt.Gr III,II,I with 2800GP and 4200 GP respectively. This will surely push up the moral of LDC/UDC who're humbly handling all the odd jobs of the Country. Like the "Harry Potter" character of servant Dobby, whose dress is symbolic of servant-hood, the name LDC/UDC sound very low reputation in the society. Pl help us to serve the nation with pride and as a complete man.

I am requesting to the Concern Authorities in DOPT. Please kindly change the designation of LDC and UDC. It sounds like LKG and UKG, instead it should be Office Assistant and Assistant and grade pay should 2800 and 4200. Since competative examination for Assistant and UDC is same and qualification is also same UDC grade should be merged with Assistnat and LDC grade should be called as Office Assistant with grade pay of Rs.2800 (Qualification has also been increase to 12 class pass for entry level of LDC post).

I am requesting among all the LDC and UDC staff to kindly think and discuss this issue.

is this right that a LDC who has got ACP in 2007 getting grade pay of Rs. 4200/ and a UDC getting MACP in 2009 getting g.pay of Rs. 2800. Even on promotion to Head Clerck he will get G.Pay of Rs. 2800/-.It means for next 10 years he has to get G.Pay of Rs. 2800/-
If this is right there is no hope from the government of this type.

Govt should allow these employees to take bribe or commission to remove this disparity by themselves. Because Govt. is so nalayak that they cant understand this simple problem.

Situation for LDC,UDC and Stenographer'D' is worse than of peons. Because nowadays Class-IV are getting more scale/grade pay and allowance etc. are morethan LDC/UDC/Stenographer'D'. It is unjustice. DOPT has recently issued order that Stenographer/ UDC whose is in cadre or CSSS/CSE who has completed 4/5 years service in the post will get NFSG Grade. So why only CSSS/CSS Ministry employees will get the above Grade pay i. Rs. 4200/-? Why subbordinate offices Stenographer/ UDC will not get. I request DOP&T look in to the matter at the earliest to all subbordinate Govt. employees also. DOP&T should consider GP LDC Rs.2400 and UDC/
Stenographer'D'should get GP 4200 w.e.f. 1.1.2006. It will effect to work.

In present situation LDC and UDCs are treated as unwanted child,our policy makers should know that these groups C posts alway work as pillar for our deparments. In case where any investigation required initial noting of clerk always chekced, and responsbility of such proposal always be asked by the concerned person. than why government treating these groups unrequired.it is good time to upliftment of these groups by upgrading of post ie. office assistant and senior office assistant with grade pay of minimum of Rs.2800/- and 4200/- respectivily. This will show actual humanic face of government. our staff representative should go with full force.

It is very pathethic in our part when a person opt for subordinate cadre in SSC Exam & suffer for the whole life. DoPT should at list do justice to the LDC's of subordinate cadre by upgrading their grade pays. At present in any organization in subordinate cadre a LDC is taking all loads from doing diary despatch to Accounts,Adm,Store,Cash single handedly " Are ek ox ki tarah kam karte hain hum" and after ten years of job due to lack of promotion one is awarded with a gift of Rs. 100/- "Ajkal to sadiyon main bhe 151/- de dete hain log". At now the anamoly committee as well as our associations should take a bold step for justice to these poor fellow. One more thing after independence it is observed that name of the states are being changed for the sake of votes I think the designation of these two posts of LDC & UDC must be changed to at least give them opportunity to get rid of the humiliation given to them by media & society calling them "Babus".

Clerks are the most neglected side. The higher authorities are bent on increasing their pays ignoring the basic concept of equal pay for equal work and equal distribution of wealth. Unless all Indian common organization is made to address this issue no one will heard. The sound of Bhagat singh should be made heard again in our highest institution of law makers to make them realize the equality of humanity.

The Post of LDC is Upgraded to UDC, There Grade Pay is Changed from 1900/- to 2400/-, Is there any Change in their Basic from 5830/- to 7410/-??
Because I am a Central Govt. Employee inUnder Labour Ministry and am Upgraded to UDC from LDC newly Recruted. I am holding MCA Degree and getting only the differece of Grade Pay. Neither the Basic has changed nor the Travelling Allowances which is same as the LDC i.e 400+DA.
Kindly also make me Clear that if there is Reserved Vaccant Post (SC/ST) in Assistant Post through any Govt Rules and as having my Post Graduation Degree can I get the benefit of my Degree because I am giving my MCA Knowledge to the Organization but in return getting so less Salary. As the fact is that we all giving service and 100% in return we deserve the good salary.

I am newly recruited in Central Govt under Labour Ministry as LDC and
now since the Post is Up gradated to UDC I am getting only the
Differece of 1900/- to 2400/- else all other Allowances i.e Basic, TA
is same as the LDC i.e Basic-5830/- and TA-400+DA as the Swamihand
book rules says the UDC will get the Basic-7410/- and TA-600/-.
Further, I am a Post Graduate (Master in Computer Application)
belonging to Scheduled Caste Category, and there is vaccant SC Post in
the Department in Assistant Post so can get the benefit to Promotion
to Assistant?
As we all give our Service and 100% efficiency to the Organization
and in return deserve the Handsome Salary but since I am a new to
Central Govt, so kindly guide me what the rules and regulations says.

1. 6th Pay Commission, Pre-revised pay scales 2550-3200,
2610-3540, 2610-4000, 2650-4000 & 2750-4400 in respect of erstwhile Group ‘D’ employees have been merged and grade pay has been fixed at 40% of the maximum of the pre-revised pay scale (i.e., Rs. 4400 x 40% = Rs. 1760/- rounded off to Rs 1800/). Likewise, Pay scales of 5000-8000, 5500-9000 & 6500-10500/- in respect of JEs / Office Supd / D’Man / MCM etc., have been merged and grade pay has been fixed at 40% of the maximum of the
pre-revised pay scale (i.e., Rs. 10500/- x 40% = Rs. 4200/-). But Pay scale of 3050-4590, 4000-6000/- & 4500-7000/- in respect of LDC / UDC other equivalent post / category have not been merged and upgraded due to this Gde Pay has not been increased.

2. An LDC whose educational qualification for appointment is 10+2 plus knowledge of computer is getting Gde Pay of Rs 1900/- whereas a JE whose educational qualification is 10+3 (SSLC + 3 years Diploma) is getting Gde Pay of Rs 4200/- on entry grade. Hence a great disparity to the clerical cadre.

3. Moreover, the job profile of the post of LDC has undergone significant changes after introduction of modernization in Government offices. Now, computers have taken over the place of Manual/Electronic Typewriters. As a result LDC & UDC have been trained to work in various computer applications viz. MS Word, M.S., Excel & MS Power Point etc without granting the minimum pay scale prescribed for doing work in computers.

4. The differences of grade between erstwhile group 'D' employees and LDC is only 100/- and equal grade pay between Drivers and LDC's which is shameful to LDC's cadre

5. LDC's are working all Central Govt Department i do not understand why these Association are not taking action to merge LDC/UDC or upgrade LDC's Grade pay.

6. If Confederations / Associations do not take any action in the next National Anomaly Committee Meeting (NAC) then it is last option to go file case with Central Administrative Tribunal (CAT) by all LDC's.

As per RTI application in respect of Shri Pinaki Acharya, UDC and reply by DOPT vide letter No 20/57/2010-CSII(A)stated that "The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T" but as per Agenda points in last three National Anomaly Committee Meeting this point has not reflected in the list to discuss the matter. Please clarify is there any separate Anomaly Committee of the DOP&T to examine the case.

The DOPT vide its letter No.20/57/2010-CSII(A) dt.31-01-2011, has given a reply for a RTI application "The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T." If decided by Govt to upgrade grade pay or merging of LDC/UDC post. w.e.f., 01.01.2006 then this will beneficial for LDC/UDC otherwise no use.

It appears that MACP scheme is not award for LDC or UDC. Because, provision in ACP scheme for LDC was Rs, 2400 in 12 years. But after MACP an LDC will get the same after 20 years. The same condition is being implemented for UDC too. May one think ? whether it is award or punishment.

A New Employee in Grade Pay 2400/- getting Basic of 7510/- where as Upgraded UDC senior employee is getting 5830/-, New employee will get TA-800/- and Old employee is getting only 400/- where daily Petrol and other Transport cost is touching the sky. It is very much un-tolerable situation with the LDC/UDC. Most of the bureaucrats are administrative personnel & giving decision on the matter in dopt or
finance ministry. They are well known with our problem. They are harassing our small kids & family. Present market scenerio said we must sit after office work in the road side to beg for some money. Because who have kept the files as per RTI's reply they should immediate take action and give their views and give the LDC/UDC actual grade pay what they deserve.

You see I am a qualification holder of M.A., M.B.A.& DCA holder with my working load in Accounts Dept. of all Establishment Seat work with Pay Bill, GPF, Pension, retirement/death case settlement, etc. etc. You imagine is it possible to work any UDC's single handed work, about 300 employees working in this organisation. Now a days every month one or two employees going retire from this organisation.

It is requested that please take immediate decision on LDC/UDC GP should be minimum of Rs.4200/- or more. Cent percentage of UDC/LDC's are Graduate & Master Degree, they should also be given equal weightage of
engineering graduates & other
graduates pay scale. If a graduate
engineer is working in Banking Sector or other General services than why the General Graduates can get with their equal pay scale & equal status of the work. Like- Engineer Grduates are paid higher pay scale with their educational qualification with their respective field of work, same the General Graduates are also same or more responsible they are taking in their respective field, so give equal justice of all and give equal pay scale to all graduates in any field.

I have Completed my Master in Computer Application and Nw working as Upgraded UDC we cant say this Post as even UDC bcoz lots of difference in Pay is there.
Anyway what I want to say that My others MCA Frnds are now earning Min of 30000/- P.M and I am only 15000/- in Central Govt.
LDC & UDC in any Central Govt Organization are highly qualified and back-bone also in this Computer Paper-less Organisation they are giving there cent percent and what Govt. is giving to them where everyday Prices is touching the Sky.
I just request to Authority to look after this issue and atlest go through these Comments !!

will the DOPT think about the Asstt. Accounts officers horrible situations who are
(i) getting less than the entry pay
(ii) ashamed with their 7-8 year junior new entrants.
(iii)getting 4800 grade pay and whose under staff (Sr Auditors) are getting 5400 grade pay after getting MACPs.
(iv)travelling by train and staff by plane on ty duties.
(v)waiting for their MACPs for next Grade Pay and whose colleagues in CSS/Ministries are getting 5400 grade pay after competing 4 years service.

This sound very sweet, but the Anomaly Committee of DOPT meeting 2012 has already over, and no such agenda was discussed. Further,IT STATED THAT, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2to UDCs of CSCS and Stenographers Grade 'D' of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance. BUT HOW LONG WE'LL WAIT? lot of LDC/UDC are retiring every month and many of them are even death who are to enjoy the benefits? Pl show the world "we care for the lowest clerical job holder, lowest monetary benefit receiver who are given the heaviest jobs. LDC/UDc
handle all the administrative odd works, even forcing them to stoop down to clean up the job which are not their normal duties, not to mention about working on Saturday, Sunday,but much more and never gives only Grade Pay almost equivalent of a Peon! When we agitate we are blamed as unfaithful

well i think today their is no real difference between sweeper and clerk and only by means of 100 Rs more,its demotivating

No doubt 6th pay commission was blessing for some people but at the same time it was curse for some others. Take example of LDC/UDCs and Head Clerks who all have been placed in the same pay band of as of class IV which means that a sweeper is equivalent to a Head Clerk who is having higher qualification and is having higher irresponsibility than that of a sweeper.
Although the Govt. has reduced the number of years for MACP i,e from 12 years to 10 years, but is it beneficial for those LDCs who were given ACP in the older scale and were expecting scale of 5500-9000 (pre-revised) and 9300-34800 with grade pay Rs.4200/- in revised scal? No, they have to wait for 10 more years to get this scale after implementation of 3rd MACP, This has created great financial loss to many LDCs/UDCs. This anomaly must be included in the agenda of the anomaly committee meeting to be held on 17th July 2012.

For LDC's its not enough. 1900/- should be converted into 2400/- for LDC'S and it should be 4200/- for UDC's.. Because if a LDC get MACP then he get the benigit of 100/-. which is a neglible amount. Its not the reward of his service of 10 years.. so govt should take a immediate action.

most of you are comparing your present salary with the peons having 30+ years of service.

the peons means grp D staff are made grp c for the shake of classification where as there is no change in their work nature or status apeon starts and ends his life as peon so please dont compare your starting salary with the salary of peon who wasted all his service for the humiliation of his masters
so if you are not satisfied with your grade pay dont apply for the post of LDC

The Graduates who appointed in Central Govt Offices are getting Grade Pay Rs 5400/-. However LDC is not asking to increase Grade pay Rs 5400/- but they are requesting to increase grade pay Rs 2400/- with qualification of 10+2 with knowledge typing and computer. Yes, Nature of duties of LDC's/UDC's are different than Peons/Mazdoors / S'Wala. And the Post of LDCs onwards they are getting posting/transfer within 3 years in MES.

Majority of LDC's who are appointed for the LDC post in the Central Govt field offices are Experienced and Degree/Diploma holders, mere qualification shall not be appointed for LDC post as there is weightage at time of interview for the LDC post i.e., 10 marks for who has acquired degree and 10 marks for candidates who acquired 5 years experience. It is clear that most of them who appointed for the post are Degree/Diploma holder but LDC post are equated with Mazddors/S'Wala/Peon which is huge injustice. Associations/Federations should take necessary action with Govt to increase the Grade pay or merging of post LDC/UDC and re-designate as Junior Asst with Grade pay Rs. 2800/- since 50% of field offices, these post has already merged before implementation of Sixth Pay Commission

I refer to your knowledge that in Kendriya Vidyalaya Sangathan, lot of vacancies of UDC & LDC are lying vacant since last many years and there is no any provisions of contractual appointments against vacancies. More over work load is much higher than the other govt. depts. But the salary is at par with the other govt. depts.
