Whether MACP is for Civilian Govt servent. What about Defence, are they do not deserve to be upgraded?
What is meaning of 8,16,24 years for them?

This is regarding a peculiar anomaly that has arisen on the induction of new MACP Scheme in place of ACP Scheme.

The career up gradations for ministerial staffs must be given in the same avenue and in the same structure to which they belong to in the department.

A grade pay which is not at all in the structure of ministerial staffs of that department was given to ministerial staffs under MACP up gradation. In many departments the cadres are facing such problems.

Ministerial staffs were placed in the grade pay that was granted to technical staffs by way of MACP up gradation. Though the ministerial staffs were placed in the technical staffs grade pay, further promotion will not be given for ministerial staffs to a technical post. Hence, the fall back status remains unchanged.

The educational qualification of the technical staffs is much lower to that of the ministerial staff’s.

This cannot be treated as career progression at all.

The career up gradations for ministerial staffs must be given in the same avenue and in the same structure to which they belong to i.e., in the ministerial staffs grade pay in that department.

Then only it can be a meaningful career progression to overcome the fall back status.

In our department, the grade pays, granted for LDC-UDC- Head Clerks structure are 1900, 2400, 4200 respectively. But, under MACP up gradation, from Rs.2400, a grade pay of Rs.2800 is given. This grade pay of Rs.2800 pertains to the structure of technical staff’s cadre. It is not at all granted in the structure of LDC-UDC-Head Clerk. A staff belongs to LDC UDC structure, cannot get further promotion to a technical post, though he was placed in a technical post grade pay of Rs.2800.

This cannot be treated as career progression.

To resolve this anomaly for LDC-UDC-Head Clerks, MACP up gradations must be given in the granted structure of 1900-2400-4200.

This should be got resolved through MACP anomaly subcommittee & NAC positively.

I think some one from very lower ranked CG employee should be sufficient from staff side to make the official side to understand the likely big problem being faced by the GOI due to non acceptance of Grade Pay of the next Promotional Post to be granted under the new MACP Scheme instead of granting next higher Grade Pay in the revised Grade Pay Hierarchy. Because it is very very simple to understand that the new provision is creating two different categories of employees in the same ranks in the same organization ,which make the MACP earners to feel neglected and to work sincerely in comparasion to ACP earners, which is more benefiacial.

please clarify point 6 again. Is it that a grade pay will not be changed on MACPS even if the post on promotion carries the same grade pay .suppose one is in the grade pay of 5400/-while he qualified for 3rd upgradation. Let us suppose that next promoted post carries the same grade pay.Like 5400 appears in Pay band-2 as well as 3.whether we should upgrade the grade pay or not.

Pt No. 10: Does all kinds of leave include Extra Ordinary Leave Without Pay without MC as well for the purpose of regular service in MACPS? This was the case in earstwhile ACP though DOPT through OM dated 18.7.2001 clarified it properly.

As per point No.17 of DoP&T's OM dated 19.5.2009 all the conditions viz Trade Test, Medical SHAPE-1 categorization, eduction qualification etc. have been dispensed with for granting financial benefits under MACP Scheme. But 'Benchmark' has been retained. This instructions are being followed by all the CPMFs except C.I.S.F. where SHAPE-I is still required for MACP which is totally negligency of Govt. instructions due to which morale of the Force is getting down. Necessary clarification is required to be issued for CISF by the MHA.

All the Central Government Employees Federations, confederations are demanding that Grade Pay of the next Promotional Post to be granted under the new MACP Scheme instead of granting In KVIC there is no post of Grade Pay 4800 so the employees granted 4600 grade pay may be granted Rs 5400 as next higher Grade Pay in the revised Grade Pay Hierarchy as the promotion in the hierarchy and not to a Grade Pay which is not present in the hierarchy of the respective department.

I am giving the comparison of ACP &MACP with regard of JE.In 2nd ACP the difference of pay was 00 &jump of pay Rs for all while in 2nd MACP(after 10 years) of pay varies from Rs 5404 to 7067 & jumps of pay Rs 1255 to6659 while DA payable in 6 month pay increases 1566 which is more than in MACP

The demand for MACP scheme with grade pay of promotional post in the hierachy is absolutely justified otherwise there is going to be discontent among employees. Govt should consider the demand without westing time.

Criteria to be used in promotion of PSs to PPSs under either Cadre Review or DPC

Amendment to Recruitment Rules (RR) is necessary in the case of departmental promotions, particularly Grade I posts i.e. USs or PPSs, which are made through selection. As we are all aware that with the recommendations of 6th Pay Commission, the MACP Scheme has been introduced and this was followed by circulars by DoPT to all the Cadre Controlling Units of the Ministries/Departments for reviewing their Cadre Structure, emphasizing the importance of holding of Cadre Reviews in a time bound manner. This is obviously to give further relief to those who have though been granted financial upgradation but are awating their promotion since the upgradations under MACP are only in the hierarchy of Grade Pay and not the ACTUAL promotion. It may please be noted that all PSs and SOs who have been granted their NFPS have received their 2nd or 3rd financial upgradation as per MACP. They are now waiting for their actual promotions for which selection-cum-merit criteria may be used during Cadre Reviews or DPCs to determine their eligibility for actual promotion, depending on vacancies, as follows:

(i) Marks for seniority (benchmark maybe set);

(ii) Marks for APARs
(Already there are benchmarks for giving marks on good, v.good and outstanding reports);

(iii) Marks for Qualifying Service (benchmark maybe set);

(iv) Marks for those who have already been granted 2nd or 3rd financial upgradation and are awaiting ACTUAL promotion (benchmark maybe set). Obviously, they should be given preference over those who have yet to complete their 20 or 30 years of service or 10 years in the same Grade Pay, whichever is earlier.

Sir,
I have been appointed as Gp ‘D’ w.e.f. 01 May 1980 in the pay scale of Rs. 196-232/-, got advancement as LDC through Departmental promotion w.e.f.
19 May 1986 in the pay scale of Rs. 950-1500/-, promoted as UDC through Limited departmental examination on 21 Jun 1995 in the pay scale of Rs. 4000-6000/- and promoted as Assistant through seniority cum fitness basis on 02 Aug 2004 in the pay scale of Rs. 5000-8000/-.(pre revised) All the promotions earned before 01 Jan 2006. Presently I am drawing Grade Pay Rs. 4200/- and Basic Pay Rs. 12130/-.. As per direction given by Govt that MACP scheme is applicable to all Gp ‘A’, ‘B’ , ‘C’ even erstwhile Gp ‘D’ also. Please clarify whether I am entitled for MACP benefits on completion of my 30 year service w.e.f. 01 May 2010.
My intention is that I got two promotions through successful passing examinations and superseded to my colleagues in two steps of promotions/ pay and allowances in two times. Now they are drawing more pay and Grade Pay then me on implementation of MACP benefits. Please clarify whether I am entitled for 3rd MACP with grade pay Rs. 4600/- on completion of 30 years of service or Stepping up of pay with my colleagues.

Please confirm whether EOL on private affairs which is a non-qualifying service can be treated as a kind of leave and MACP be admitted as per the basic order dt.19.5.2009? Please clarify urgently

EOL is also a kind of leave. EOL (without medical certificate) is generally couned for the purpose of promotion.Hence it should be counted for the purpose of MACP as well.

M.A.C.P. for drivers is not a justified option because this technical job is based on experiance when requiard time and trad test pass by the person, why delaied her salery by m.a.c.p. by this option drivers are in finencial probelam .

How th casescases of the pre revised pay scales (Rs 5000-8000 & Rs 5500-9000 and Rs 6500-10500 & Rs. 7450-11500 ) merged with effect from 01.01.2006 are to be decided under MACPS dt 19-05-2009 and what is tht calculation ?

I was Appointed as LDC on 21/5/75

1) I got 1st promotion as UDC w.e.f 1/10/80.
2) 2nd pro as ASSTT. Store keeper wef 8/9/94 (pre revised) 5000-8000, revised rs 9300-34800 with GP rs 4200.
3) 3rd pro as SK wef "19/2/2008" pre revised scale 5500-9000 which revised as 9300-34800 with GP rs 4200.

As per recommendations of the revised pay scale of 6th CPC the pay bend & GR pay of asstt store keeper & store keeper have been merged and both the posts are having same pay structure & grade pay ie 9300-34800 with grade pay of rs 4200.
Thus my third pro ie ASK to Sk wef 19/2/08 was in the same scale of pay & grade pay & due to this merger no pay fixation benefit was given to me by my department being same grade.
Thus my third promotion which is from 19/2/08 has become "NULLIFIED".

"HENCE I HAVE GOT ONLY two PROMOTION BENIFIT DURING MY 35 YEAR SERVICE".

Please reply me sir, whether I am entitle for 3rd MACP wef 1/9/08 in PB 9300-34800 with GP 4600.

Sir,
I was appointed on 25.08.1988 as Jr.Clerk (975-1540/- as per 4thPC) and promoted as Sr. Clerk(4000-8000) on 29.01.1994, In March 2002 I was selected for the ex-cadre post of Inspector(9300-34800) and have been subsequently promoted as Commercial Inspector in my parent cadre in the March 2011. As per the circular of DOPT AND Railway Board No 143/2010 can the year of joining the ex-cadre post of Inspector be reckoned for the purpose of calculation of MACPS. If so will the next financial up gradation get due in March 2012.
i have been refused MACPS on the ground that since my seniority is being maintned in the parent cadre no MACPS can be granted.
