Sub: 'National Conference on Human Resource Management-towards Competency based Performance Management for the Civil Service’ to be held at New Delhi on 28-29 November 2011.

Sir/Madam,

The Department of Personnel & Training (DOPT) and the United Nations Development Programme (UNDP) are jointly hosting a ‘National Conference on Human Resource Management-towards Competency based Performance Management for the Civil Service’ to be held at New Delhi on 28-29 November 2011 under the aegis of ‘Pathways for an Inclusive Indian Administration’(PIIA) project.

2. Human resource has assumed a critical significance in the present day scenario in the context of India’s rising economic and political importance in the world. A lot of policy initiatives are being taken by the Government for governance reform. Besides, legislative measures such as Public Interest Disclosure, Lokpal Bill, Judicial Accountability Bill, Citizens Right to Grievance Redressal Bill, etc. are at various stages of approval and finalization. The objective of the proposed Conference is to provide an impetus to the on-going reform initiatives by providing solutions and recommendations to decision-makers which can inform policy development, systems/design/re_engineering as well as HRM Processes. The concept of Competency Framework, which is being envisaged in the Draft National Training Policy, will also be discussed in the Conference. Besides, the Conference will have presentations from international speakers on how their respective Governments have addressed the
HRM issue using competency framework, highlighting lessons learnt, innovations and practical solutions.

3. The arrangements for accommodation for participants (from outside Delhi) to this Conference shall be made at Delhi for the nights of 27-28 November 2011 only in view of the fact that the conference will be over by 5.30 p.m on 29th November 2011. Airport transfers shall also be organized. However, the travel expenses to and fro Delhi and local travel within Delhi will have to be borne by the respective offices of the participants.

4. It is requested that a suitable officer of the rank of Joint Secretary/Director conversant with the cadre controlling functions of AIS/Organized Group A’ Service under your charge may kindly be nominated to participate in the Conference. Once nomination of the officer from your organization is finalized and confirmed to us, Mr.Deep Kumar Yadav (09711992118, HRM-Conference@undp.org (the contact person for RSVP) shall contact him/her for providing logistics related and other in formation.
