National Anomaly Committee - Agenda item No.5(v) – ‘Date of Next Increment’
The above said point regarding the anomaly relating to Rule 9 of the CCS (RP) Rules 2008, some of our readers were confused pertaining a news which came recently from our staff side members of National Anomaly Committee. The news was that, the decision of the recently concluded in fourth National Anomaly Committee (NAC Meeting) regarding the anomaly in annual increment arising due to the implementation of 6th Central Pay Commission Recommendations.
The decision is that before the implementation of 6th CPC, those employees whose yearly increment falls between February to June are eligible to get one increment in the pre-revised scale from 1.1.2006 as one time measure. In other words, “Annual increment falls between 1st February 2006 and 1stJune 2006, first increment will be granted on January 2006 on V CPC rates and the second will be granted on July 2006 on VI CPC rates as one time measure”.
The only particular group of employees are eligible to get the increment as one time measure, everyone should know that this decision do not have any effect on other employees.
“Qualifying period for earning an increment is 6 months on 1st July”.
As per Rule 10 of CCS(RP) Rules, 2008 there will be one uniform date of annual increment, viz. 1st July of every year. Government servants completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. Accordingly, all Government servants who earned their last increment between 02.01.2005 and 01.01.2006 would get their next increment on 01.07.2006.
For those employees whose date of next increment falls on 01.01.2006, the instructions already provide for granting an increment in the pre-revised pay scale as on 01.01.2006 and then fixing their pay in the revised pay scales. Such Government servants would also get their next increment on 01.07.2006.
Due to implementation of the above said rule, concerning the anomaly has been discussed in every meeting of National Anomaly Committee and finally a decision was taken. Now, we are expecting a Government order regarding the issue through Dopt, which may help to calculate the pay fixation and arrears exactly.

This is ok. But what about those who joined 2006, 2007 & 2008. This point has to be looked into and they should also get this benefit. Otherwise, lakhs of employees will be deprived of this benefit.

Now more than a month has gone the news of one time increment to employees whose increment falls between February, 2006 to June, 2006 but where is the DOPT order, please comment.
Why DOPT is not issuing order when it is already agreed.
What about new recruits who joined in Feb 2007 and thereafter and one joined Jan 2007 and thereafter the anomaly will exist forever due to 6 month minimum service condition. in future anyone join in January he will get their increment in July but one join in February will get their increment in very next year in July anomaly will exist, matter should considered in future aspect also, this will not enough to think just about 6th cpc in 2006 fixation, government should remove 6 months condition for first increment for future also. Kindly look into the matter.

Kindly get the DOPT order issued on top priority as the affected employees like me are eagerly waiting and respected Committee has already given us natural justice.
Whether the govt has actually agreed to grant one increment for those whos increment falls between feb-06 to june-06?I think the govt might not have agreed on the matter.If it would have agreed,there would not have so much delay in issuance of the required order.I think you are misleading all of us since last one and half month.
when we can expect the order from DOPT? after the issue of this order is it compulsory to the govt to accept this?is there any such binding on the govt to accept this?

The news regarding DNI has spread a wave of pleasure but order in this regard has not been issued so far by the Govt. prevails a desperation among the affected officials. The decision in Anomaly meeting should be binding for the Govt. otherwise there is no meaning of such Anomaly meeting.
The DNI issue accepted by anomaly comity is very glad news for the employees whose DNI falls on 1st feb tojune.But when the order will be issue? A number of deprived financial benefits from their juniors are waiting for this rule.I thanks to NAC

The DNI issue accepted by the anomaly committee should be welcomed as whose increment falls between 1st feb to june are badly affected and are bearing financial loss and even they are getting less pay than their juniors. They feels also humiliation

Now, the election results are declared, Budget is presented, still no order regarding DNI issue. Next it
will be said that it is year ending..
Still justice is incomplete unless it is extended to the employees who got promoted between 2 Jan 2006 and 30 June 2006, whose pay was caused to fixation by any means during the same period and who joined/would join their jobs afresh between the 2 Jan and 30 June after the 6th CPC became effective
