5th National Anomaly Committee Meeting will be held on 17.7.2012


The next meeting of National Anomaly Committee will be held on 17.7.2012

Next and fifth meeting of National Anomaly Committee will be held on 17.07.2012 at New Delhi.

The two major Railway Unions, AIRF and NFIR today published the office memorandum regarding the next meeting of National Anomaly Committee on their websites. The Department of Personnel and Training has sent the office memorandum directly to all the Staff Side Members of National Anomaly Committee.


The 5th NAC Meeting will be held on 17th July, 2012 at 3.00 pm, previously the 4th NAC Meeting was held on 5.1.2012.

Sir,
as the date for the nxt meeting is fixed, we hope that the committee members would be kind and responsible enough to take up and resolve the anomaly issue of the G.Pay of LDCs. 7 years we were deprived and at last we see a ray of light in the end of the tunnel, lets hope for the best. Thanks.

Secretary, Staff Side Central Anomaly Committee. Sir. I have been selected by SSC on the basis of combined Grauduate Level Exam, 2004 posted in ICAR in 2007 as Assistant pre-revised scale 5500-9000/-. ICAR comprises of ICAR Head office and ICAR Institutes. Posting was made randomly by Head office so I being higher ranker posted in Institute. My batchmates of lower ranks have been fixed pay 17140/- in 4600 G.P. from date of joining but mine 13500/- in 4200 G.P. presently the total difference is about 10,000/- Department is making plea that I have been posted in field office in different cadre but I was not informed I was posted in different separate cadre, if it was so they could have ask for option for posting but nothing was done. Please raise this issue in the meeting that candidates selected by same agency(SSC)for the same post(Assistant) for the same pay scale(5500-9000/-) under the same recruitment rules, selected for the same department(ICAR) same training imparted all the batchmates, all are working in same department and carrying same duties and responsibility then how the pay scale could be different. in which higher rankers are getting less pay than lowest rankers. please do needful and help me by raising this issue in the meeting.

I WANT TO KNOW THAT WHY DO THE PROMOTION TO BE DONE ONCE IN A YEAR ON 1ST OF JANUARY.
WHY IT IS NOT TWICE IN A YEAR.
A EMPLOYEE JOINED ON 3RD JAN 2011 WILL BE PROMOTED ON 3RD JAN 2014 BUT HE/SHE PROMOTED ON 1ST JAN 2015.
WHY THIS TYPE OF ANOMALY IS TAKEN INTO CONSIDERATION.

I m working with Nehru Science Centre which is under National Council of Science Museums,Kolkata,which is an autonomous organisation under Ministry of culture Govt.of India. I have joined as LDC on 11-10-1984 I got first promotion as UDC in the year 1988 i..e.on 19-11-1988 and I got second promotion in the year 1991 as Assistant Finance and accounts i.e. 18-2-1991 this promotion i got after passing Limited Departmentalcompetitive examination conducted by the National council of science museums Kolkata NCSM Kolkata has its Service (Recruitment and promotion rules 1982 for administrative categories of staff ( Grade III Assistant finance and accounts Rs. 425-800/(i) 75% from amongst zonal UDCs and LDCs Telephone operator Receptionist Jr. steno,storekeepers who have completed not less than 3 years approved seervice as UDC Receptionist Jr,. steno storekeepers or 5 years as LDC Telephone operator on the result of departmental competitive examination and personal interview
(ii) 25% by direct recruitment of candidates possessing unversity degre age not exceeding 28years and on the result of competeitive examination and interview Department candidates with requisite educational qualification will also be eligible to compete and there will be no age restriction in their case.
above are the conditions are mentioned in NCSM (RAP Rules).


Now please note that I didnt get benefits of ACP as I have already got two promotions within 7 years of service. MACPS introduced wef 1-9-2008 vide order dated 19th May,2009. MACPS is 10/20/30 but where as since 1991 i have been in this post and more than 10 years service rendered but my office has not given me MACPS due to my benchmark of previous 5 years is not good and since 1-9=2008 till the date I am struggling to get my MACPS as srecently I wrote to Swamys Publisherss In the month of March 2014 magazine they have published my grievances and they said please submit appeal. But my office is not considerng to give me MACPS since 1-9-2008 on the ground that it is not non-selection basis it is on the competitive and merit. Since 1991 I have almost completed 23 years and stuck and no financial upgrdation given by my office on the plea thatBENCHMARK.

I got two promotions within 7 years of my service since than 1991 I did not get any financial upgradation as my office is not ready to consider my case I have made appeal and they declined the same.


Kindly examine as MACPS is applicable to me or not as continous 23 years of service without any break since 1991 no benefits from ACP and stuck till today going to complete 30 years of service in the year October 2014 30-10-2014. I have been deprived from financial upgradation pl examine my case and give me justice in this case.
