Subject : Meeting of the National Anomaly Committee - 17th July, 2012 at 3.00 PM

The undersigned is directed to refer to OM of even number dated 2nd December, 2011 regarding the 4th meeting of the National Anomaly Committee which was held on 5th January, 2012. All the Agenda Items placed before it could not be discussed and the meeting had to be adjourned. This meeting will now be held in Committee Room No.119, North Block, New Delhi on 17th July, 2012 at 3.00 PM.

It is requested that you may kindly make it convenient to attend this meeting and also kindly confirm your participation urgently. Agenda Notes for the meeting will remain the same as were circulated earlier vide this Ministry's OM of even number dated 16th December, 2011.

It is great news to all the Central Govt employees. I hope that Hon'ble Committee will accept and solve all outstanding anomalies of 6th CPC like increment issue as 7 years has already been elapsed and employees are eagerly waiting. Now-a-days low paid employees like me are pulling their life very miserly, due to fall down of rupee price.

I would like to invite special attention of Committee on agenda point No.42 about grant of promotional grade pay on MACP1&2 instead of next G/Pay and Point No.11 about grant of allowances wef Jan 2006 as demanded by AIRF.

It is already 6 years completed after 6th CPC but still there are various anomolies exist. Atleast, hope these will be solved in this coming meeting.. The main issues to be settled are:
1) Uniform MF to all PBs.
2) Higher fixation of pre-revised 5000 & 5500 scales with equivalent 6500 as these are merged and given a single gp of Rs.4200/-;
3) MACP as per promotion hierarchy

We fed up with those things. the anomalies committee has done nothing for the employees excepting convening of meeting. I don't know how much time it will take to give decision in favour of employees. Simple one thing is that of MACP has no benefit so the Government given promotional hierarchy scale on MACP just like old ACP, which will throw away the monetary loss of employees.

I would like to request the national anomalies committee members that they may please be upgraded the post of Steno grade D as they were facing huge monetary loss due to implementation of MACP scheme. Sir, earlier ACP scheme had a promotional benefit as wherein promotion scale was given to the employees under ACP but the new MACP scheme has meager hike, thus creating big loss. So please modify the new MACP scheme and all benefit should be given just like old ACP scheme.

I would like to request anomaly committee member from staff side to strongly focus on Agenda point no. 38 (Anomaly in fixing grade pay) as well as on agenda point no. 39 (Anomaly in non uniform multiplaying factor for fixing minimum pay in all pay band). If these two points will be resolve, it will be beneficial to all C.G. Employees.

Officer/Staff promoted through Departmental Competitive Examination should be treated at par with direct recruitee for the purpose of MACP as there are the cases in different departments where officers/staff passed three departmental competitive examination but left with at least 20 years of service.

I hope that stenos grade III, with grade pay 2400/- who r working in non secrt. org. will be granted NFSG which has been granted in csss/afhqss,who completed 4-5 years regular services with grade pay 2400.

I hope that in this meeting this disparity will be solved that stenos who are working in non secrt. org. with grade pay 2400 will be granted NFSG with grade pay 4200. Which has been granted in CSSS/AFHQSS who completed 4 /5 years in the grade pay of 2400/-. & other benifites as well as CSSS.

I hope they do something about the discrepancy on pay fixation of SAS passed appointees from the IAAD which is presently not at par with direct recruits other than the application of "stepping up" rule. What about those IAAD departments without direct recruits to pursue stepping up of pay of a senior? The SAS passed appointees will and have suffered this anomaly for many years, besides being a gross injustice to the dignity of SAS passed AAO s in the cadre. Please do something about this.

Sub:Anomaly in the OM No.10/02/2011-E.III/A dated 19th March 2012.

I wish to bring to your kind notice a fresh anomaly created by implementing the
OM of reference above.

As per the OM,it is decided that in relaxation of stipulation under Rule 10 of
the CCS (RP)Rules, 2008, those central government employees who were due to get
their annual increment between February to June during 2006 may be granted one
increment on 1.1.2006 in the pre-revised pay scale as a one time measure and
thereafter will get the next increment in the revised pay structure on 1.7.2006
as per the Rule 10 of CCS(RP)Rules 2008.The pay of the eligible employees may be
re-fixed accordingly.

I wish to bring to your kind notice that the OM is silent on those central
government employees who are promoted to higher grade between February to June
during 2006 and their increment on promotion falls in the same period.

It may kindly be noted that both those employees who opted for the pay revision
to Revised pay on their date of next annual increment between February to June
2006 and those employees who opted for the pay revision on promotion date to
higher grade between February to June 2006 were not granted their next increment
in Revised Pay structure on 1.7.2006.

By implementing the OM of reference above,those employees with annual increment
between February to June 2006 are granted two increments ,one on 1.1.2006 in
pre-revised scale and the next increment in the revised pay structure on
1.7.2006,while as those promoted employees are granted only one increment on
their promotion.

This leads to a clear anomaly,where the promoted employee draws one increment
less than the employee not promoted in the same grade on 1.7.2006-a senior
drawing less than his junior.

This anomaly shall be rectified by granting the benefits given in the OM,
namely ,the grant the next increment in the revised pay structure on 1.7.2006
as a one time measure, also to those employees who are promoted between
February to June 2006 .

This note is put up for your kind and immediate attention of the NAC members for
discussions/rectification in the next National Anomaly Committee meeting on
17th July 2012.Thanking You.

Sir, would you kindly consider the fact that prior to 6th CPC the scale of 6500-10500 was applicable to PS and 7500-11500 to SPS in non CSSS/CSSS cadre. However, after 6th CPC the SPS is getting Grade pay of Rs 4800/- whereas a PS in CSSS will get Grade pay of 5400/- after completion of 8 years. Further there is no promotional avenues available for staff in non CSSS offices like PPS, Sr PPS and Exec PPS in CSSS Cadre.
Hence our request is to kindly look into this aspect and pay a sympathetic look towards the plight of PS/SPS in field offices, who are working with officers of the equivalent rank. Thanking you.

(1) The disparity that prevails between the stenographers of CSSS and subordinate office stenographers has to be solved, as per sixth pay commission's recommendation. (2) This time it is expected that the issue of granting grade pay of the promotional post will be solved.

Respected members of the Anomaly Committee, we have waited long enough for this meeting to take place, and after years of waiting and with lesser years for the nxt CPC, it has been fixed. So during this meeting all the decision taken, it would take another year or so for implementation, and we cannot afford to wait for the next NAC meeting after this, as by then it would be time for nxt CPC. So respected members kindly take some action regarding the G-Pay anomaly, so that we LDCs also get some relief as we are among the group worst affected and rejected during this 6 CPC. I would like to request anomaly committee member from staff side that assitant of some departments has been given G.P 4600 but some other departments assttants like imd scientific assitant are getting 4200 g.p. though pay commission was of the openinion of immpartial.

it is requested to anomaly committee members from staff side to take up the case of B.P 7450-11500. in some departments the scale does not existed before pthe 6th pay commission. then how the emloyee in 6500-10500 can be upgraded to pay scale 7450-11500. they should be upgraded to 7500-12000 in such departments. pl take up the issue which has been left till now.

I agree with the Agenda Points/Demands of AIRF put forth with Hon’ble Anomalies Committee and comments offered by Asst D Ram and others. In fact clerical staffs of all the departments are very badly affected and even discrimination had risen in one rank in the same department, due to less/wrong determination of their grade pay Rs.1900/Rs. 2400 by CPC and granting of MACP on next grade pay of Rs.2000/Rs.2400/Rs.2800 instead of promotional grade pay of Rs.2400/4200/4600. I want to explain more as under :-

(a) Before 6th CPC, the basic qualification for LDC was only Matric (10th) and such LDCs those who are appointed upto 31 Aug 1984 are eligible for grant of Grade Pay Rs.4200/- and MACP3 on G/Pay Rs.4600/-
(b) LDCs those who are appointed after 01 Sep 1998 with the same qualification will get MACP-1 on G/Pay Rs.2000/-, MACP-2 on G/Pay Rs.2400/- and MACP-3 on G/Pay Rs.2800/-. Hence such LDCs will deprive for ever for grant of Grade Pay of Rs.4200/4600/-, if he is not get promotions to ASST & AAO.
(c) On implementation of 6th CPC, the basic qualification for LDC has now been raised to Higher Secondary (12th Class) with Computer knowledge and such qualified LDCs will never get G/Pay of Rs.4200/4600 like LDCs appointed upto 31 Aug 1984 due to above anomaly.
Hence, I humbly request the Hon’ble Anomalies Committee to consider this issue on humanitarian grounds and either MACP should be granted on promotional grade pay of Rs.2400/4200/4600 or revise Grade Pay of Clerical Staff by taking into account of correct ratio of 50% as done for S-30 as demanded at Point No.38 & 39 by AIRF.

Serving and retired employees in June each year are not given last increment,after completing 12 service in June. This issue is in the agenda at Item 40 for the 5th National anomaly committee meeting on 17 July 12. All affected employees and retirees should EXERT PRESSURE ON THE MEMBERS OF THE UNION/ASSOCIATION WHO SHOULD CONVINCE THE OFFICIAL SIDE OF THIS GRAVE INJUSTICE. An amendment need be issued that those retiring in June the criteria that they shd be on roll on 1 July need be waived due to their retirement. PRIORITY BE ACCORDED BY ALL

Jr. Stenographers working in Zonal Railway who have completed 4 year regular service with GP Rs. 2400/- should be granted GP Rs. 4200/- and stenographers should be given other benefits as is enjoyed by stenos working in Railway Board's office.

New Pension Scheme should be scrapped and instead Old pension scheme should be implemented for all Central Govt. Employees e.g railways and so on. State Govt. employees have pension system but why Central Govt. Employees except Indian Army service have no pension. Old pension system needs to be implemented.

1) The issue of granting MACP in the promotional hierarchy must be resolved on priority basis to benefit maximum employees.
2) The confederation must also try to resolve the issues of pay disparity in many departments by granting them pay according to the recommendations of 6th pay commission.

Respected Sirs,
I agree with the Agenda Points/Demands of AIRF put forth with Hon’ble Anomalies Committee and comments offered by Asst D Ram and others. In fact clerical staffs of all the departments are very badly affected and even their basic qualification has raised and grade pay has reduced in two ways i.e while determining of their grade pay only 40% (Rs.1900/Rs.2400) by CPC and granting of MACP on next grade pay of Rs.2000/Rs.2400/ Rs.2800 instead of promotional grade pay of Rs.2400/4200/4600. But G/Pay of S-30 raised upto 50%. I want to explain more as under :-

(a) Before 6th CPC, the basic qualification for LDC was only Matric (10th) and such LDCs those who are appointed upto 31 Aug 1984 are eligible for grant of Grade Pay Rs.4200/- and MACP3 on G/Pay Rs.4600/-
(b) LDCs those who are appointed after 01 Sep 1998 with the same qualification will get MACP-1 on G/Pay Rs.2000/-, MACP-2 on G/Pay Rs.2400/- and MACP-3 on G/Pay Rs.2800/-. Hence such LDCs will deprive for ever for grant of Grade Pay of Rs.4200/4600/-, if he is not get promotions to ASST & AAO.
(c) On implementation of 6th CPC, the basic qualification for LDC has now been raised to Higher Secondary (12th Class) with Computer knowledge and such qualified LDCs will never get G/Pay of Rs.4200/4600 like LDCs appointed upto 31 Aug 1984 due to above anomaly.

sir please look into the matter of staff which enter in service with G.P.4200 and get G.P.5400 after 3rd MACP only Rs.1200 pay upgradation in thiry years. thogh a person enter in G.P 2400 GEt 4600 after 3rd MACP means rs. 2200 upgaradation in 30 years. and a person entering in G.P 5400 get 8600 after 3rd MACP..
thus 2200/1200/3200 are three stages for three types of staff. pl take up the case with pay anomaly committee to remove the anomaly, which has not been taken so far. If it left this time it will left for ever . pl take up the issue seriously.

Grade Pay of LDC and UDC should be increased as 2400 and 2800 because :

1. Work/assignment:

Work/assignment like proper and prompt documentation, record keeping, typing work and presently good computer operating etc. done by the LDC/UDC which is required high skill and mental ability with knowledge.

2. Promotion opportunity :

As per recruitment rules LDC/UDC is promoted against the post in the hierarchy after completion of required regular service but most of the time LDC/UDC is not getting the promotion upto 10 years after completion of required regular service in the post due to non availability of higher post in the hierarchy.

For example : as per rule a LDC is required at least 5 years regular service in the grade for promotion to the post of UDC but he is not getting promotion due to non availability of the post after completion of 15/16 years of regular service, after that he is promoted to the post of UDC in this situation he is required 10 years regular service in the post of UDC for promotion to next higher post in the hierarchy.

The MACP is not helpful in the situation because the MACP seems like a band-aid on cancer tumor not a surgery.

Keeping in view of above, it clears that the present grade pay is keeping for LDC/UDC is not justified. Hence, the grade pay of LDC/UDC should be increased i.e. 2400 for LDC and 2800 for UDC w.e.f. 01.01.2006.

1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 to
General Manager Departmental canteen working in ministry of Defence under DOP&T (to save the goodwill of the apex post of General Manager because he is controlling and managing the 22 Nos. staff of canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc.) Due to merger of pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e.Rs4200 which is cause of functional disturbance. Befor 6CPC GM was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.

2 Designation of Manager gd II should be changed as Manager because there is no post of Manager gd I in Deptl Canteen of M.O. Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise. Please take on prioritty and include in the agenda of 5th meeting of anomaly committee of 17th July 2012.

I request our National JCM leaders to raise our issue.

Reckoning of entire contingent service without break should be counted towards the minimum service of 10, 20, 30 years for the purpose of grant of benefit under the ACP/MACP Scheme.

As all employees increment is due in the month of July therefore retirement may also provide in December .
Please look into the matter and take appropriate steps.

NFG (Non-Functional Grade)in each post may solve the conflict between Old ACP and MACP. In other words, granting of promotional post grade pay at the time of attaining the requisite service length in a certain post. This will provide equal opportunities among the employees and the same is right from constitutional post of view.

I would like to requested to the Anomalies Committee members to stop injustice with the employees especially with the Group C employees as they are facing huge monetary loss due to implementation of new MACP. Erstwhile ACP scheme has a huge advantage as in which the employees were getting promotional scale instead of next immediate grade pay. How could Government imagine to implement such a MACP scheme which has given loss to the employees instead of benefit. So please stop injustice with the Group C employees and new MACP scheme should be on promotional hierarchy just like old ACP.

The honorable members of anomaly committee are requested to include in the agenda, the issue of deciding Date Of Next Increment in case of promotee senior, after he was granted stepping up of pay w. r. t. a directly recruited junior. Fundamentally stepping up of pay should not have a bearing on rule no. 10 of CCS(RP)rules 2008 deciding the next increment.

It is strange that maximum number of group IV employee are illitrage, 5 or 8th pass and getting more pay then the LDCs and maximum no. of LDC are graduate and having computer knowledge and getting only Grade pay Rs 1900.This is injustis with LDC/UDC

Request the Anomaly Committee to solve the DNI problems arising out of DoPT OM dated 2nd July,2010. The person who was on regular service for say 5 months between 1st July to 30th June in any given consecutive three years is not getting any increment for three years consecutive years in-spite of putting in 15 months of regular service as per the DoPT OM..hence his 15 months of regular service gets forfieted for incremental benefit...this is gross injustice and this anomaly must be resolved as per the Agenda item No.47..

Pay fixed for promotees low compared to open/direct recruits to same post

Request to
1) Fix minimum basic pay of promotees at par with direct recruits in the same scale.
2) Grant of additional increment in the new scale of 6th cpc for Feb-June joiners instead of pre-revised scale

Joined on 01/02/2008 in 8000-275-13500 with basic - 8000
As per 6th cpc pay fixed to PB-3 on 01-02-2008 as 15600+GP-5400=21000
1st increment on July 2009 & after 2nd increment on July 2010, Basic pay - 22280 (16880+GP-5400)
Got promotion to GP-6600 in PB-3 on 1-2-2011, Basic pay fixed to 24150 (17550+GP-6600) as per 6th cpc
After increment in July 2011, basic pay fixed to 24880 (18280+GP-6600)
Salary of open/direct recruits who joined on Nov 2011 to same post ie GP-6600 in PB-3 is fixed as 25350 (18750+GP-6600)

So we promotees are getting lesser pay as compared to the open/direct recruits

Even though the anomaly committee granted one additional increment to Feb-June joiners, our issue is not solved since the increment is granted on pre-revised basic and both 8000 & 8275 has been fixed to 15600+GP-5400 in 6th cpc fitment table. So we won't get an increment actually.

Let us hope that the Grade pay to UDC and Gr. III Steno should be given at Rs.2800 from 1.1.2006 so that their GP can be fixed at next GP i.e. 4200 on 1st MACP and Rs.4600 on 2nd MACP to equate Gr. Pay of senior UDC/Steno after 20 years of service. As per the existing rule, the UDC/Steno Gr.III who got ACP after 12 years are getting Rs.4600 after 20 years of service, whereas those Steno Gr.III/UDC will get GP of Rs. 4200 after 20 years of service, who got Ist MACP after 1.9.2008.
2) If above is not considered, at least the financial upgradation under 1st and 2nd MACP should be awarded on promotional hierarchy and not on grade pay.

Sir,
I have gone through the 6th pay commission report and found that a scale of Rs.5500 - 9000 has been merged with the scale of Rs.5000-8000. While in the Vth pay commission the yearly increment in the scale of Rs.5000-8000 was Rs.150/- per year and in the scale of Rs.5500-9000 was Rs.175/- per year. So far, no pay commission has ever merged a higher scale with a lower scale. I have also never seen the scale of the peoples of higher positions being merged with the lower scale, rather it was always merged with the higher scales. I am unable to understand under what circumstances they have merged the higher scale with the lower scale which clearly shows injustice with the low class employees.
Therefore, it is requested that the scale of Rs.5500-9000 may please be merged with the scale of Rs.6500-10500 and not with the Rs.5000-8000.
I again request you to kindly include the case in the agenda of anomaly committee to be held on 17th July,2012 so that the employees working in the pay scale of Rs.5500-9000 may get their proper scale of Rs.6500-10500.

I would like to invite special attention of Committee on agenda point No.38 & 39 of AIRF about grave anomalies in fixation of Grade Pay and Pay Band. Pay Commission have done discrimination specially in the pre-revised pay scales of Rsz.3050-4590, 3200-4900, 4000-6000 and 4500-7000 as employees of these scales are not get right ratio of GP&PB like scale beyond 18 and above. Hence, they are waiting for natural justice please.

Sir, The issue of certain categories of teachers like Physical Education Teachers', Librarians, Craft Instructors, Music/Art Teachers etc., & Head Masters(Primary & Middle) working in Andaman and Nicobar Islands under the Directorate of Education, are still deprived of the genuine benefit of Part-B (Item No. 52 & 53) though the issue was discussed twice in the National Anomaly Meeting. I would like to use this platform to urge the members from staff side to please take up this issue in the coming meeting and a conclusion may be drawn to end the melancholy among these categories of teachers.

I WAS PROMOTED FROM LDC TO AAO IN DELHI ADMINISTRATION DURING DECEMBER 2011. PRIOR TO PROMOTION I WAS GETTING PAY OF RS. 7350 PLUS 1900 GRADE PAY. WHEREAS, ON PROMOTION MY PAY WAS FIXED AT RS. 9300 PLUS 4800 AS GRADE PAY. ON THE OTHER HAND IN OTHER ACCOUNTS CADRES DIRECT RECRUTIESS ARE GETTING 13850 PLUS 4800 GRADE PAY. THIS ANOMOLY IS HARASSMENT TO ALL AAOs POSTED AFTER 1.1.2006.

THE DIFFERENCE OF PAY COMES TO RS. 8000 APPROX.

THERE IS NO DIRECT RECRUITMENT IN OUR CADRE. PLEASE GO THROUGH THIS ISSUE.

COUNTING/NON COUNTING OF TRAINING PERIOD IN 6CPC

It is brought to our notice,that tha employees recruited under direct recruitment, who are under training, and thereafter before regular appointment training period undergone by such a govt servant,whether on renumeration or stipend or otherwise may be treated as duty for the purpose of drawing increments, in accordance with FR26 GOII (DOPT OM no 16/16/89-estt(pay-1) dt 22-10-1990 and 31-03-1992. The real fact of the induvidual in karnataka circle is as follows.

Date of appt:27.09.2005
Dt of regular appt-12.01.2006(training period/induction training is 27-09-2005 to 11.01.2006)
1st increment drawn on sept 2006(As per 5th CPC).
But 1st increment given on JULY 2007(as per 6CPC)
(Our director of accts has objected that in the 6CPC, there is no any authority given in 6CPC to count training period for increment).
PLEASE CLARIFY THE DIRECT RECRUITMENT EMPLOYEES TRAINING PERIOD IS COUNTED OR NOT COUNTED FOR INCREMENT IN 6CPC, ALSO THE ABOVE EMPLOYEE IS ELIGIBLE/ NOT ELIGIBLE TO DRAW 1ST INCREMENT ON JULY 2006.

III, GSI as they were facing huge monetary loss due to implementation of MACP scheme. Sir, earlier ACP scheme had a promotional benefit as wherein promotion scale was given to the employees under ACP but the new MACP scheme has meager hike, thus creating big loss. So please modify the new MACP scheme and all benefit should be given just like old ACP scheme.

Is it a great offence of the LDC/UDCs while filling the forms for staff selection commission exam. giving preference for staying his/her own state ? Why there is different rule for these cadres in CSCS and attached offices as the former only doing the diary and dispatch work are getting higher grade pay and also promotion after completion of five years and the later disbursing the work equal to assistants in CSCS cadre getting only the next grade pay(equal to attendant and peons) in attached offices ? So please look into the matter and do something for these distressed fellows.

Is it a great office of the clerical staff to choose posting in his own state while filling the forms for staff selection clerical exam. ? The clerks i.e. LDC/UDCs doing only the diary, dispatch and typing work in CSCS cadre are getting higher grade pay after completion of 5 years or promotion within a few years while the same post in attached offices doing the work equal to assistants like dealing of court cases, RTI matters, facing audit, cash and accounts, administration etc. are getting only the next grade pay i.e. after completion of 10 years as there is hardly any promotion within 20 years service. So what is the profit of these distressed employees changing the qualification from matriculation to +2. Sir, please look into the matter to do something. "Bibhuti"

sir i want to say that macp should be given wef 1-1-2006 instead of 1-9-2008 as it it is in place of macp and existed earlier. at the time of 5th pay commisiion it was introduced first time that is why it was given from date of imlimentation of pay commission . but this time situation is different. the scheme alredy existed in the form of macp. and also it is pay not an allowences.

It is stated that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. Above minimum educational qualificationsare equal, but grade pay different.
This anomaly may kindly be looked into seriously. I request to render natural justice to the Library Information Assistants (LIA). Hence it is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).

All are talking about the Grade Pay and no-one talking about the Basic.
As the LDC post is Upgraded to UDC Post but still they are getting initial Basic Pay Ts.5830/-.
What the Game Govt. Playing, if they have Promoted them to UDC then their initial Basic should be fixed at Rs 7510/- according to Swami handbook but still they are getting LDC's initial Basic. What the rule is that same Designation but the Initial Pay is Different.
Frnds this happens only with Group C and D Employees not with Group A or B why ??
We are Post Graduate and may be some are Phd more educated then giving more output to organisation but getting Shameless Monthly only Rs.16780/- in hand per Month at the Post of UDC. There is a big difference nw in Group B and Group C where Group B getting minimum of Rs 40000/- approx initial Gross and UDC Rs 16780/-.

From a central govt employee who suffered loss due to implementation of MACP
To the attention of all the anomaly committee members and for favorable consideration during next meeting.

I joined in a corporation under Ministry of Labour Govt of India on 7-12-1983 as LDC. and regularsied as LDC on 05-04-1985. As per the ACP schme pay was revised from 8-8-99 under UDC scale of 4000-100-6000. 2nd financial upgradation was grated under ACP Scheme as per order dated 2-2-09 with grade pay of Rs.4200/- When MACP was implemented from 01-9-2008 my grade pay was reduced to Rs.2800/-
as per hierarchy of grade pay policy instead of hierarchy of promotion scale/grade pay. Sir Now I am lossing about Rs.3000/- per month. About 15 other colleques are also similerly losing. Ours is a central govt corporation which adopted similar central pay but having less promotional opportunities. We have to wait for about 15 years to get a promotion from LDC to UDC and to Asst.
Hence my and our friends submission before the committe is that MACP may please be modified with Promotion grade pay instead of hierarchical grade pay. At lease two grade pay may be in the promotional grade pay to remove this anomaly.Our seniors just one month above who got ACP had got grade pay of Rs.4200/- but we got MACP of Rs.2800/- Kindly rectify the anomaly

this is the right opportunity to put our best effort to get the required benefit form the govt. like...
i. Fixation on promotion.. at least 1000/- should be granted on promotion.

ii. fixation of pay in the meger scale of pay i.e. 5000-8000 & 5500-9000 . higher grade pay with fixation benefit may be given in case of promotion in the merger scale if the post is essential for administrative reason. so also next higher grade pay may be granted to the next promotional post if grade pay is same.

Sir,
I have gone through the 6th pay commission report and found that a scale of Rs.5500 - 9000 has been merged with the scale of Rs.5000-8000. While in the Vth pay commission the yearly increment in the scale of Rs.5000-8000 was Rs.150/- per year and in the scale of Rs.5500-9000 was Rs.175/- per year. So far, no pay commission has ever merged a higher scale with a lower scale. I have also never seen the scale of the peoples of higher positions being merged with the lower scale, rather it was always merged with the higher scales. I am unable to understand under what circumstances they have merged the higher scale with the lower scale which clearly shows injustice with the low class employees.
Therefore, it is requested that the scale of Rs.5500-9000 may please be merged with the scale of Rs.6500-10500 and not with the Rs.5000-8000.
I again request you to kindly include the case in the agenda of anomaly committee to be held on 17th July,2012 so that the employees working in the pay scale of Rs.5500-9000 may get their proper scale of Rs.6500-10500

Sir please look into the matter for re-imbursement of children Education allowance of Rs 15000/- in place of Old CEA rule . It is very frank that most of the person of every department who are claiming the CEAS re-imbursement after implementation of 6th pay commission and submitting manipulated or false bill frequently and Moto of every one for getting full amount,any how, maximum of Rs.15000/- is try to get every year.
It is my personal opinion that the prescribed amount of Rs.15000/- my be allowed to employee with the salary without any bills like old CEA rule and the monthly amount may be fixed. please take up the case with pay anomaly committee to remove the new re-imbruement of policy CEAS so as the corruption will reduced . please take up the issue seriously

One increment has been granted to those who were having their annual increment due from FEB. to JUNE-2006 in pre-revised scale. But some of them who were promoted before 2006 and due to get 02 increments (one promotional & one annual , by fixation from date on next increment) during FEB. to JUNE-2006 in pre-revised scale and could not got their promotional increment, thus causing a huge loss to them apart from losing seniority. It is therefore requested to all members of the National Anomaly Committee that this anomaly also may be considered for discussion in the next Anomaly Committee Meeting. The Government side should also not have much problem on granting one pre-revised promotional increment on 01-01-2006 to such unlucky personnel (on similar line & along with one- time increment recently granted for FEB. to JUNE-2006 cases) for re-fixation purpose .

It is requested that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)ie,. B.A/B.Sc/ B.Com.+ B.Lib.Sc. Above minimum educational qualifications are granted, Rs.4600/- grade pay.

Whereas in the Defence/Armed Forces like Army, Nay and Air Force Educational Qualifications required for Library Information Assistants and Senior Library Information Assistants is MA, MLiSc etc., Rs. 4200/- grade pay was granted.

You are requested to kindly be looked into SLIA/LIA seriously and render natural justice to the Library Information Assistants (SLIA/LIA).

Hence it is justified that the Library Information Assistants deserve to be placed in the higher than grade pay of Rs. 4600/- (from 01/01/2006) to the Librarians who are the part of Defence/Armed Forces.

IN PRE-REVISED SCALE I HAVE GIVEN ONE INCREMENT IN THE MONTH SEPTEMBER-2006. BUT IN 6TH PAY COMMISSION I HAVE GIVEN FIRST INCREMENT ON 01.07.2007 AFTER 22 MONTHS FROM DATE OF TRIANING. ACCORDING TO FR26 GOII (DOPT OM no 16/16/89-estt(pay-1) dt 22-10-1990 and 31-03-1992 TRAINING PERIOD COUNTS FOR INCREMENT. BUT IN OUR CASE TRAINING PERIOD IS NOT CONSIDEING BY DIR. OF POSTAL KARNATAKA. HENCE KINDLY INTIMATE US WHETHER TRAINING PERIOD IN 6TH CPC COUNTS OR NOT.

The employee who opted for fixation from the date of promotion as 1.2.2006 are still lagging one increment than who opted from 1.1.2006.

Some corrective measures need to be taken for fulfilling the loss of pay for these employees.

Sixth Central Pay Commission has not addressed many issues pertaining to lower level employees seriously. Many fresh anomalies at lower level have been created instead of rectifying the existing ones. At lower level the difference between two pay bands is only nominal. There are a number of Grade Pays at lower level with a difference of mere 100 rupees.
Min of pay Band-1 - 5200 Grade Pay- 1800,1900,2400,2800
Min of Pay Band-2 - 9300(diff- 4100) Grade Pay- 4200, 4600,4800, 5400
Min of Pay Band-3 - 15600(diff- 6300) Grade Pay- 5400,6600,7600
Min of Pay Band-4 - 37400(diff: 21800) Grad Pay - 8700, 10000, 12000
Pay Band- 2 has been created after merging the pre-revised scales of 5000-8000, 5500-9000 and 6500-10500- and Pay Band-3 has been created after merging the pre-revised scales of 8000-13500 and 9000-13500. It is a visible anomaly that for arriving the minimum of the Pay Band-2 only the minimum of the lowest pre-revised scales merged (5000) has been taken (5000 x 1.74-later changed to 1.86) where as for arriving minimum of Pay Band-3 minimum of the highest pre-revised scales merged (9000 x 1.74) has been taken. Now the pre-revised scale of 6500-10500 has been taken out and merged with pre-revised scale of 7450-11500 and given the grade pay of 4600/-. However, minimum pay as fixed as per the existing fixation formula of employees in position as on 1.1.2006 is less than that of entry pay specified for direct recruits of grade pay of 4600
Pay commission has not derived a separate fixation formula where merging of two or more scales has been taken place. Pay fixation in the revised scale is allowed to be done by pay drawn in the existing scale multiplied by 1.86 in all cases. In many cases the pay specified for corresponding grade pay for direct recruits is much higher than that of the pay fixed as per the fixation formula of existing employees. What the surprise is that such anomalies will not occur in the case of Pay Band-4 as the minimum of the Pay Band is much higher than that of multiplication factor of pay drawn in the existing scale by 1.86.
In the absence of a clear cut clarification regarding pay fixation consequent upon grant of revised pay structure of grade pay of Rs.4600/- in the pay band PB-2 to Assistants and PAs of Secretariat Services (CSS, AFHQ, Railway Board and MEA), pay fixation had become a big task which created a chain of anomalies. Assistants and PAs in position as on 1.1.2006 the pay was to be fixed on the basis of fitment table of Rs.5500-9000 where as for Assistants and PAs promoted after 1.1.2006 pay was to be fixed on the basis of fitment table of Rs.7450-11500. Subsequently the pay in respect of juniors was fixed in the pre-revised scale of 7450-11500 and the seniors had to be given the felicity of stepping up with juniors. This also was not implemented uniformly in all Secretariat services and therefore, in certain depts. like AFHQ, the seniors had to forgo their one increment also.
It is seen that the main anomaly is regarding pay fixation in the revised scale and as such the agenda items 01 to 07 are absolutely in the right direction to be settled.
90% of the anomalies will be settled if the pay fixation is done with the multiplication of minimum of the upgraded pre-revised sale considering the following points:-
(a) Pay scales of Rs. 5500 and Rs. 6500 have been merged and placed in the pre-revised scale of Rs.7450/- with 4600 grade pay(minimum pay= 7450 x 1.86=13860+4600=18460).
(b) This uniformity should be applicable in all cases with retrospective effect of 01-01-2006. If required, arrears payment can be dis-allowed in all such re-fixation.
© In the case of promotion also, minimum pay is to be fixed at par with direct recruits of the respective grade.

Please read the following few lines towards justification of Anomaly caused to DEO in U.T. of Puducherry.

Pondicherry Pay Anomaly Committee caused injustice to this DATA ENTRY OPERATOR cadre.

The fault lines of the Meeting of the Puducherry Pay Anomaly Committee are given below

1. Views of the Staff Side have not been recorded.
2. Views of Department of Planning and Research Department (cadre control for the post of Data Entry Operator) have not been recorded.
3. The committee has not recorded their views for rejection of the plea for the rectification of anomaly, whether within the ambit of principles and polices of 6th Central Pay Commission or beyond the ambit.
4. Staff side member signature have not been sought.
5. National Anomaly Committee had agreed our plea was an anomaly and that has been included in the agenda No.59/2009 communicated to Government of Puducherry through Ministry of Home Affairs to note the following versions to be taken into by the Puducherry Pay Anomaly Committee.

No grade system prevails in Government of Puducherry, only the posts of Data Entry Operator exists. The pay scale of Data Entry Operators in the U.T of Puducherry is in the pre-revised pay scale of Rs.4500-7500 performing all the functions, duties and responsibilities of Data Entry Operators Grade A,B,C and D. The entry Qualification of Data Entry Operators in the U.T of Puducherry is similar to Data
Entry Operators Grade “C” in the N.C.T of Delhi and Central Government whose
pre-revised pay scale was Rs.5000-8000 placed in the running pay band PB-2 with Grade Pay Rs.4200. But the Data Entry Operators of U.T of Puducherry has been placed in the running pay band of PB-1 with Grade Pay Rs.2800 causing anomaly in revised pay structure.

Anomaly is coming under the Principles of 6th CPC

Principles of 6th CPC:

1.2.20(d) - “Where identical or analogous posts discharging similar functions had been placed in two or more distinct pay scales.”

1.2.20(e) - “Where the functions, nature of the job, qualifications prescribed and level of responsibility attached to the post justified a higher pay scale without causing any distortion or imbalance in any of the established relativities.”

Policies of 6th CPC:
--------------------

Common categories:

Para 3.8.1 : Common categories of staff are those that are engaged in similar functions spread across various Ministries/Departments/Organisations of the Central Government. These categories are not limited to any specific ministry or department and therefore any decision taken for them impacts more than one ministry/department/organization.

Parity:

Para 7.57.5 : The Commission has recommended parity between Central Secretariat and field staff in all Central Government organization. This parity justifiably has to be extended to the Secretariat staff of the UTs whose pay scales are generally on par with those in the field organizations of the Central Government. The Commission accordingly, recommends pay scales on par with those existing in the Central Secretariat for the Secretariat staff of various UTs.

As per 1.2.20(d) of the above said principle D.E.O in U.T. of Puducherry and D.E.O Gr.”C” in N.C.T of New Delhi are analogous posts, dicharging similar functions had been placed in two distinct pay scales viz.Grade Pay of Rs.2800 and Rs.4200.

As per 1.2.20(e) of the above said principle D.E.O in U.T of Puducherry justifies a higher pay scale without causing any distortion or imbalance in any of the established relativities.

Hence, my humbly request is to personaly intervene into the issue of Pay Anomaly to DEO of U.T. of Puducherry and the same may be dealt at National Pay Anomaly Committee and render justice to the Policies and Principles of 6th Central Pay Commission.

Item No. 42 of the agenda-MACP anomalies- due to MACP great loss occurred to senior UDCs who were eligible for ACP after 24 years of service from 1-9-2008 with 4200/- grade pay -But got only 2800/- grade pay from 1-9-2008- we will get 4200/- grade pay after 30 years of service. MACP is harmfull to senior UDCS having less promotion scope- please either give grade pay in promotional hierarchy or give 4200/- grade pay for senior udcs who have completed 24 years service during 01-09-2008 to 01-09-2010

The Pay Scales recommended by successive Pay Commissions to Trained Graduate Teachers, School Librarians and Library & Information Assistants were identical till 4th CPC but the 5th CPC recommended different pay scales for School Librarians and Library Information Assistants but the anomaly was rectified by the Department of Expenditure vide their OM FNo. 71/3/2001-IC dated 21.2.2002, revised the Pay Scale of Library Information Asstt. Retrospectively to Rs.5500-9000 w.e.f. 1.1.1996. The Library & Information Assistants in Government Departmental Libraries besides having the same educational/professional qualifications as those of the School Librarian carry much more responsibilities than the School Librarian.
It is therefore I would request to the members of the staff side of the anomaly committee to strongly put forward the case in favour of Library Information Assistants to be granted PB-2, Rs.9300-34800 with Grade pay of Rs. 4600.

Kind attention is drawn to the O.M. referred above. In this regard, I am to state that I have joined service on 04.01.1982 and my 2nd ACP falls on 04.01.2006. I have been allowed ACP accordingly and further increment was given from 01.01.2007. With reference to the 6th CPC, my pay had been fixed at Rs. 18600+GP 6600. Since the increment has to be granted on completion of 6 complete months, the next increment has been postponed to 01.07.2007 instead of 01.07.2006.pl rectify this anamoly, no of affected staffs are there like this

I would like to draw the kind attention of Anomaly committee, in respect of pay fixation of AAO after implementation of VI pay commission. Before 01-01-2006 an official working on the post of LDC, was drawing salary in the pay scale of Rs. 3050-75-3950-80-4590, and after qualifying and posted were in receipt of pay scale of Rs. 6,500-200-10,500 i.e a straightway jump of double from his previous salary. Whereas after 01-01-2006 those officials posted as AAO are hardly getting an increment of 3% in his previous pay, along with grade pay of Rs. 4,800. Those officials working as SA or Steno and already drawing grade pay of Rs. 4,200/4,600 although having caliber are not willing to appear for SAS exam. In my view since the cadre after passing SAS is changed hence the same may not be treated as a promotion and the pay of the officials shall be fixed in the new cadre as pay fixed for fresh appointment

Those who are retiring or retired or died while on duty on 30th June should be given a notional increment since they have served 12 months and when this period considered as a qualifying service for other purpose.
this is clear cut anomaly which was not thought of while framing the recommendations.

MACP Anomaly-item no 44 for the favorable consideration of National anomaly committee members.......
I am Central govt employee and now working as UDC. 2nd ACP was given on 17-10-2008 with grade pay of Rs.4200/- based on old ACp Order and before the issue MACP order dated 19-5-2009. Again grade pay was reduced based on subsequent macp order to Rs.2800/- and reduced the pay drawn. Even though the MACP order contains a clause that past cases need not be re opend my salary reduced. MACP was adversely affted to senior UDCs who have completed 24 years service after 01-9-2008. This anomaly may be rectified and permitted to continue the 4200/- grade pay.

DOPT has revised G/pay from Rs.4200/- to Rs.4600/- to the ASST of Central Secretariat wef 1 Jan 2006 and a new post of UDC (SG) with G/Pay Rs.4200/- wef 11 Jun 2011. Both these are not made applicable to BRO clerks, BRO UDC & Asst are still getting GP Rs. 2400/- and Rs.4200/- respectively and no one is listening to us. Please give justice to BRO clerks.

Another issue is that approximately 60-70% lower level staff were placed on the pre-revised Pay Scales of Rs.3050-4590, 3200-4900, 4000-6000 and 4500-7000 and 6th CPC has not given due cognizance to these employees while determining PB & GP as these scales are replaced with single PB-1 Rs.5200-20200 with very minimum G/Pays Rs.1900/-, 2000/-, 2400/- and 2800/-. With due respect to all JCM Members, Implementation of 6th CPC, each and everybody got better benefits even Gr.D staff and Drivers has been upgraded. But the worst affected cadre is LDCs & UDCs in Subordinate Central Government offices. Adding salt to the injury, the MACP further aggravated situation. Earlier ACP Scheme was more beneficial to the Clerical Cadre they were getting the Promotional Grade. But now the LDC and UDCs are worst sufferers with the implementation of MACP. I spent 27 seven years in clerical service and got one promotion as UDC and I am still at grade pay of Rs. 2800/-. In my office who put 14 years service in driver cadre, they are getting Rs. 2800/- as grade pay. How funny it is, in the eyes of 6cpc, 14 years service and 27 years services are equal. Is it JCM Members are also blind like 6cpc. So it is to requested that, please open your eyes and raise the REAL ANOMALY POINTS SUCH as Grade Pay of LDC, UDCs/MACP in the forthcoming Anomaly Committee Meeting.

I Would like to draw kind attention to the National Anomaly committee that Pay fixed for promotees low compared to open / direct recruit in same post / grade pay. Fix minimum basic pay of promotees at per with direct recruit in the same scale. For example - as per direct recruit the minimum basic pay for 6600 GP is Rs. 18750/- hence the minimum pay for the promotion to 6600/- GP minimum basic pay should be fixed as Rs. 18750/- + 6600/-

Qualification of Library Information Assistant is Graduation + one year degree of Library science = grade pay Rs. 4200/- but in case of School librarian Qualification is Graduation + Diploma (Six months) = Grade Pay Rs. 4600/- That is difference less work higher grade pay.

Why 6th PC has created such a discrimination between the promotees and the direct recruits on the ground of date of joining the post either by promotion or by direct recruit even both of them hold the same post and discharge the same responsibility and even the Indian Constitution upholds "Equal Pay for Equal Works"?

This anomaly should be removed positively in the meeting on 17th July 2012.

Due to MACP stagnated employees in the central govt departments adversely affected especially in the LDC/UDC cadre. After completing 24 years regular service on 01-10-2008 I was eagerly waiting for IInd ACP in the grade pay of Rs.4200/- But ACP already granted was withdrawn and 2800/- grde pay granted due to implementation of macp from 01-9-2008- MACP was a curse to senior UDCS- thereby salary reduced- Commitee may please examine these anomalies and allow to contine the grade pay of Rs./4200/- already granted to seniors before 19-5-2009 or allow to draw 4200/- grade pay to all UDCs who had completed 24 years service as on 01-9-2008 to 01-9-2010 to protect the interest of senior UDCS who had stagnated in central govt departments.

I am a central Govt employee. Joined as LDC on 13.8.83. date of regularization as LDC on 18.10.84. IInd ACP awarded on 18.10.08 in the pre-revised scale of 5000-150-8000(revised pay band with Grade pay 4200/-). My pay was fixed in PB-2 with Grade pay 4200/- . After the implementation of MACP my pay was reduced to PB-1 5200-20200 with GP 2800. I was directed to refund the amount drawn with GP 4200/-. Pre-revised scale of PB-1 5200-20200 with GP 2800- is 4500-125-7000. A cadre with this pre-revised scale is not prevailing in my Dept. I was awarded 2nd ACP after completing 25 years service. This was reduced after the implementation of MACP. Now, my 29th year of service, I am working as a UDC drawing PB-1 5200-20200 with GP 2800.Though I was regularized in the entry cadre after 1 year, my continuous service started from 13.8.83. Hon'ble Anomaly committee may kindly check the anomaly and allow me to continue in the G P 4200.

A resolved anomaly of the 5th CPC has appears again like a incurable disease (anomaly) in the 6th CPC for Library & Information Assistants. Sadly official side of the NAC described the anomaly as a consciously created anomaly without going into the facts. 6th CPC placed the Library and Information Assistants in the grade pay of Rs. 4,200 whereas the school Librarians are placed in the grade pay of Rs.4600/-in the PB-2 without taking note that School Librarians require double graduation for their recruitment i.e. Bachelor degree (B.A/BSc/B.Com.) and a degree in Library & Information Science. On the other hand Library and Information assistants too require two degrees i.e. a degree and a degree in Library & Information Science for their appointments. On recruitment qualification grounds Library and Information Assistants deserve to be placed in the grade pay of Rs. 4600 like school Librarians.
The above referred anomaly existed in the 5th CPC too. But that anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002.
I request the anomaly committee to do the justice consciously in favor of Library and Information Assistants.

The grievances of LDC and UDC to upgrade the Grade Pay has been on the agenda right from the beginning. It was very worst decision to grant such a low grade pay to LDC/UDC. LDC/UDC posts are key position in the hierarchy. However, it is very sorry state of affair that that VI Pay Commission has neglected the interest of LDC and UDC and granted such a low GP of Rs.1900 and 2400 to them in caparison to GP granted at PB-3 and PB-4.

The demand to grant the GP of Rs. 2400 to LDC and GP of Rs.4200/- was quite justified.

Presently one LDC is getting GP 1900 and in 1st MACP GP 2000 is being granted the GP of Rs.2000 i.e. just a 100 rupees benefit and UDC on grant of MACP they are being granted the GP of Rs.2800/- only, whereas on actual promotion they are eligible to greater GP then that of they are getting at the time of MACP. This is totally injustice and harassment to them.

All federations are requested to help the clerical cadre for getting justification.

Anomaly Committee, therefore, may accept the demand for grant of Grade Pay to LDC and UDC as under:

Post Present GP Justified GP
LDC Rs. 1900 Rs.2400
UDC Rs.2400 Rs.4200

The so called experts who decided the fate of 6th CPC have taken away all the benefits for themselves. The uniform standard of fixing new pay scale was a practice upto 5th CPC and the increase in Basic Pay was according to certain ratio which was equal for all the employees. But here in 6th CPC, where the percentage of increase in Basic Pay/Grade Pay for the lower rank of employees are very low, the higher grade Officers have been given more benefits. For example, the pay scale of 5500-9000/- has been given new basic pay @ Rs. 9300/- & Grade Pay @ 4200/- (Total=Rs.13500/-) under 6th CPC which is 2.45 times of the initial basic pay of Rs. 5500/-. However, the pay scale of Rs. 14300-18300/- has been given new basic pay @ Rs. 37400/- + Grade Pay of @ Rs. 8700 (Total=Rs. 46100/-) which is 3.22 times more than the old basic pay. If the ratio of 3.22 would have been applied in the former case, the minimum Basic Pay+Grade Pay would have been fixed @ Rs. 17710/- instead of Rs. 13500/- and the difference of Rs.4000/- in the pay would have been avoided. Further,inclusion of DA+HRA with the difference will be more heart beating. I appeal to the authorities to narrow this difference.

Sir, i was appointed in the pay scale of Rs.1400-2600/-(4th CPC) revised to Rs.5000-8000/- (5th CPC)and later grated scale of Rs.6,500-10,500/- under ACP Scheme w.e.f 1/11/2003.
On 01/01/2006,my pay was fixed at Rs.12,840/- with GP 4600p.m at PB2.I have not got any promotion yet.
Now, in inviting a reference to OM No. AB.14017/61/2008-Estt.(RR) dated 24/03/2009,i would like to request you kindly to clarify :
i) What will be GP from 01/01/2006 as per 6th CPC?
ii) As per placement recommended by 6th CPC, should not my GP be placed at Rs.4800/-on 01/01/2006?
iii) On grant of MACP i received GP @ rs.4800/- after completion of 20 years on November,2011.Is it correct?
iii) kindly clarify, wat should be my GP on 1/1/2006(after completion of 15 years of service/ and what should be my GP on grant of MACP on November,2011?

I was appointed on April,1989 as a direct recruit in the pay scale of Rs.1400-2600/-(4thCPC)i.e. at Rs.5000-8000/-(5thCPC). Later under a Time Bound Scheme i was granted Scale of Rs.8000-13,500/- w.e.f.01/06/2003, after completion of 14 years of regular service in the same post.
On 01/01/2006,my pay of Rs.8,550/- was fixed at Rs.15,910/- with GP 5400/-p.m in PB2. Request kindly to confirm the following :
i) Whether my Pay fixation on 01/01/2006 was correct or not?
ii)What should be my pay on 01/01/2006 as per GoI OM No. AB.14017/61/2008-Estt.(RR) dated 24/03/2009 ?
iii) What should be my GP on April 2013 i.e under Time Bound Scheme after completion 24 years of regular service in the same post?
iv) What should be my GP if i accept MACP after completion of 20 years?

Respected Members of NAC are kindly requested to take up the matter of Grade C Stenographers of CSSS who have been promoted through LDCE and have been given one oncrement and grade pay of Rs.4600/-. In this manner, our pay has been fixed well below than the pay of direct recruits. We cannot get stepping up due to non-availability of direct recruitment in CSSS. you all gentlemen are requested to ask for minimum pay of Rs.17140/-, at least, so that we can get even that amount which direct recruits in other cadres are getting. If we say CSSS a prime cadre, then it has become a curse for us to work in CSSS cadre where interests of the employees are not being taken up appropriately. it is not fault of steno Gr C of CSSS that direcruitment is not there. it was government's decision in the public interest. but, no our interests are being crushed and Government is not listening.

Agenda item no. 42 of national anomaly committee meeting- submission before the staff side members of all anomaly committee members to strongly take up the agenda -hence LDC/UDC who have not got promotion due to less promotion scope in the departments and waiting for more than 10 years for promotion and great losers-take up the issue of granting grade pay under promotional hierarchy instead of grade pay hierarchy -In many cases salary alrady drawn reduced due to implementation of MACP especialy senion UDCs who had completed 24 years after 01-09-2008 and reopened ACP already granted- Please represent for not reopening past cases where ACP granted before issue of MACP order and by which salary already drawn reduced-please represent to protect the interest of stagnated UDCs in the Central Govt departments.

I have 26 years of service.My entry cadre is LDC.Now I am getting GP of Rs 2800 under MACP.If the erstwhile ACP scheme had existed I would have get Rs. 4200 as GP, a financial loss of minimum Rs.2000. Please take at least a concrete stand that the first two financial up gradation under ACP and the next under MACP after 30 years service.

Merger of pay scale 5000-8000, 5500-9000 and 6500-10500 in Pay Band -2 with minimum pay of Rs.9300 with Grade pay 4200 is to be reconsidered elaborately. While allowing grade pay on the basis of maximum of the pay scale 6500-10500 (40% of 10500), minimum of pay band pay should also be proportionately be calculated at 6500 x 1.86 ie 12090. We hope this point will be decided and settled in the next meeting

Already six years over for 6 cpc recommendations.what happened to HBA to CG employees 2 to 3 % subsidy in banks.What about OTA.Let the anamoly comittee solve all the anamolies in a Fixed time.Why wasting of time by meetings.If it is not possible let them declare not possible.It is requested not to play with the lives of employees.

I AM A CG EMPLOYEE IN OFB HAVING PAY-SCALE 5000-8000, NOW IT BECOMES 9300-34800, GP-4200. IT IS OK FOR ME. BUT THING I GOT SURPRISED THAT ALL THE OTHER CADRES OF OUR ORGANIGATION WHO WERE AT A LOYER SCALE IN 5TH CPC, NOW BECOME AT PER WITH ME. MORE EVEN MY HEAD OF SECTION CALLED JWM HAVING SAME SCALE AND GP-4600. IT IS UNBEARABLE TO ME THAT HE IS A GEZETTED OFFICER BEING PLACED AT A SIMILAR SCALE AND GRADE PAY OF THOSE PEOPLE WHO ARE MUCH LOWER THAN HIM IN ALL RESPECT AND ALSO WAS IN LOWER SCALE IN 5TH CPC. NOW THE THING IS MERGING CAUSES XMAS GIFTS TO LOWER GRADE OF 5TH CPC AND GIVE CERTAIN LEVEL OF INSULTATION TO THOSE HAVING HIGHER GRADE BEFORE MERGING. THIS SHOULD NOT BE OCCURED. A PERSON TAKING HIGHER POST, HIGHER RESPONSIBILITY. BUT GET SAME SCALE AND GRATE PAY OF THOSE HAVING LESS OR NO RESPONSIBILITY. THAT IS WHY A NEVER-ENDIND ANOMALY STORY IS GOING ON AS IF IT WILL NEVER END. A COUNTRY LIKE INDIA WHERE MORE THAN 75% OF PEOPLE SUFFERING FROM A DISEASE CALLED INFLATION, VARIOUS TYPES OF ARREAR-PAYMENTS MAKE US MORE POOR,AND SHAME TO ALL OF US. PLEASE STOP SUCH TYPES OF HORRIBLE ACTS TO SAVE MY ANCIENT MOTHETRLAND. 2016 ARE NOT SO FAR. PROBABLE A NEW PAY COMMISSION HAS TO BR SEATED. BUT BEFORE GOING TO THAT ALL THE ANOMALIES SHOULD BE END NOT POSTPONDED IMMEDIATELY, OTHERWISE OUR ECONOMY WILL BE FINISHED BY BEARING THE LOAD OF CARRY-FORWARDED ISSUES OF ANOMALY. The anomaly in granting the Grade Pay to LDCs and UDCs has been pending right from the implementation of 6th Pay Commission.

It was very worst decision to grant such a low grade pay to LDC/UDC. LDC/UDC posts are key position in the hierarchy. The job profile of the post of LDC/UDC has undergone significant changes after introduction of modernization in Government offices. Now, computers have taken over the place of Manual & Electronic Typewriters. Accordingly, LDC & UDC have been trained to work in various computer applications viz. MS Word, Excel & MS Power Point etc., without granting the minimum pay scale prescribed for doing such specialized work.

In all the organizations, the UDCs are functioning as Dealing Assistant in all the matter being dealt there and they are supposed to well verse with all the rule positions and computer operation including sending mails, searching useful information/rule position on internet.

However, 6th Pay Commission neglected completely the role of an LDC/UDC and their interest by granting them such a low GP of Rs.1900 and 2400 to them in caparison to GP granted at other Pay Band. It was very surprise to see that there was only difference of Rs.100/- between the Grade Pay of Group D(Peon) & Group C (LDC) which beyond the justification.

Hence, the demand to grant the GP of Rs. 2400 to LDC and GP of Rs.4200/- was quite justified.

Moreover, presently, LDCs are getting GP 1900 and on grant of MACP, only the GP 2000 is being granted to them i.e. just a 100 rupees benefit. Similarly, UDCs on grant of MACP are being granted the GP of Rs.2800/- only, whereas on actual promotion they are eligible to greater GP than that of the Grade Pay they gets on MACP. This is totally ridiculous and injustice to them.

Anomaly Committee may accept the demand for grant of Grade Pay to LDC and UDC as under:

Post Present GP Justified GP
LDC Rs.1900 Rs.2400/2800
UDC Rs.2400 Rs.4200

All federations are requested to help the clerical cadre in getting justification.

I have doubts that this time again the result of the committee meeting may not be like of last meetings and Anomaly committee itself will become anomaly if it fails to solve the anomalies this time - seven long years have passed and still anomalies are as much there. Most welcome and regards editors of 90paisa and AIRF to present agenda of last meeting of anomoly committee, It is worthy and eye opener to us that how government made us fool, specialy lower staff of government feeling orphan. pay commission suggest uniform cretirion for all but government manupulate all recommendations unjustifically. Now after more than 3 years we are still waiting for any fruitful decesion, it is not so big issue that after 3 year government has decided to give additional increment due to uniform increment date. Now actual issues are to solved
1. MACP should be post based
2. Pay and Grade pay should be revised for LDC AND UDC.
3. Stenos pay revesion
4. Allowances to revised
5. Beneficial fixation for those post have been merged.

Sir, by not granting pay to promotee at par with Direct recruited is creating humuliating situationa amoung the staff. this must be solved to eradicate such situation.
Furthermore, the O.M regarding change of option upto 31.12.2010 has not been highlighted and some of officials like me has not been given opportunity to revise the option. the validity date of this O.M should be extended further else it may be faciliated that any govt. servant can change the option for fixation pertaining to the period between 01/2006 to 08/2008 at any time if beneficial to them.

sir, it may also be bring into notice before committee that if office had fixed the pay under 6th CPC wrongly againt the earlier option. the Govt employees must be given opportunity to choose a fresh option as & when office rectifies the mistakes occured in fixation.

Injustic formula for those falling increatment on 1st july in old scale:

1.After 6th pay commission those employees who fall increatment on 1st july in old scale, their pay fixed according to the 6th pay table formula on january 2006 and they have got one new increatment(3%) on 1st july 2006 because of they have completed 6 month from jan-june 2006.

Only difference is those employees fall increment between feb-june they had not got july 2006 increatmnet, because of they had not complited 6 month from jan-june,2006

2.Now according to the recent orders, increatment fall between feb-jun, they have entitled to two increatment one is old scale and again july 2006(3%)

Observation:

- Serial no-1 and Serial no-2 both the emplyees were fixed accoriding to 6th pay table fromula on 1st January 2006.
- Those Increment fall in July, they have got one increament on july 2006 at 3% accrding to new pay

- Those Increment fall between feb-june, now they are getting one old scale increment and again july 2006at the rate of 3%.(Recent order)

- only difference is one old increment for those employees (increment fall in feb-june)

- What is the logic behind one old increment for feb-june emplyees why not whose increment fall on july


Please any body clarify it and give suggesstion to federation in this regards.

Respected Sir,
1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 ( 9300 -34800) is urgently required to the General Manager of AFHQ Departmental canteen working in ministry of Defence under DOP&T. To save the goodwill of the apex post of General Manager as he is controlling and managing to the 22 to 57 Nos staff of Deptl canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc. Due to merger of both pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e Rs.4200 which is cause of functional disturbance. Befor 6CPC General Manager was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 of SIU after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post SIU upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.

2 Designation of Manager gd II should be changed as Manager because there is no post of Manager Gd I in Departmental Canteen of M.O. Defence , Therefore the designation of Manager Gd II in the absence of Manager Gd I does not arise. Please take on priority and include in the agenda of next meeting of anomaly committee .

3 I request our National JCM leaders to raise our issue.

4 Your favourable action in this matter will be highly obliged .
