Employment News : Government Job Highlights for this week

Some important Central Government Job vacancy details are being released in the Employment News/Rozgar Samachar dated 23rd June, 2012. The Job Highlights for the week from 23rd June to 29th June 2012.

Last week Railway Recruitment Board had invited applications for the posts of various technician grades in all over India. More than twelve thousand vacancies was announced by the Railways. The last date for the posts 16.7.2012.

This week, nearly one thousand constables are required in the Border security force as Radio operators.

The Indian Army invites applications for recruitment of 36 Religion Teachers.

Dear JCM Members due to implementation of 6th CPC each and everybody got better benefits even Gr.D staff has been upgraded. But the worst affected cadre is LDCs & UDCs in Subordinate Central Government offices. Adding salt to the injury, the MACP further aggravated situation. Earlier ACP Scheme was more beneficial to the Clerical Cadre they were getting the Promotional Grade. But now the LDC and UDCs are worst sufferers with the implementation of MACP. So kindly raise the REAL ANOMOLY POINTS SUCH as Grade Pay of LDC, UDCs/MACP in the forthcoming Anomoly Commitee Meeting.

The issue of granting MACP in the promotional hierarchy must be resolved on priority basis to benefit maximum employees.
We the Sr. technical Asstt. in the Ministry of Agriculture, Department of Agriculture & Cooperation are badly affected from MACP as our promotional grade is Rs. 5400/-. However, on grade pay we only got Rs. 4600/- and next in 4800 and finally third in GP of 5400/- against ACP in Rs. 5400/- (first), 6600/- (second) and Rs. 7600/- (third).

2) The confederation must also try to resolve the issues of pay disparity in many departments by granting them pay according to the recommendations of 6th pay commission as STA in pay scale of 6500 (similar scale of SO) have been placed in GP of 4600/- with asstt. which was one scale lower in 5th Pay, two scale lower in 4th Pay.

I would like to request the national anomaly committee members that they do something about the Agenda Points/Demands NO.44 which are very genuine demands.
With reference to the Agenda Item No. 44- Anomaly in Library Information Assistant. It is requested to please discuss & finalized the matter regarding the Anomaly of Library Information Assistants (Railway Departmental Libraries i.e. Railway Staff College, other CTIs, & RDSO) in next Anomaly Committee meeting to be held on 17.07.2012.

Agenda Item No. 44- Anomaly in Library Information Assistant

The Grade Pay of Railway School Librarian (Scale of Pay Rs. 9300-34800) which was Rs. 5500-9000 in the 5CPC has been revised and given Grade Pay 4600 PB2, vide Railway Board Letter No. E(P&A)I-2009/PS-5/PE-4, Dated 09.08.2010. But the Library Information Assistants in the Departmental Library of Ministry of railway has been given Grade Pay Rs.4200/-.

The Library Information Assistant in Departmental Libraries besides having same educational qualifications as those of the School Librarian, carry much more responsible duties than the School Librarian.

The above referred anomaly also existed in the 5th CPC too. That is, initially School Librarians were placed in the pay scale of Rs.5500-9000, where as the Library Information Assistants were given the pay scale of Rs.5000–8000. This anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 02. 2002, and Library Information Assistants were placed in the pay scale of Rs.5500-9000. Above pay scale implemented in railways RBE No. 204/2003 Railway Board letter No. PC-IV/2002/Imp/2, dated 27/11/2003.

It appears that the VI CPC did not take into account the orders issued on 21.02.2001 by the Department of Expenditure further revising the pay scale of Library Information Assistants retrospectively with effect from 1.1.1996 to Rs. 5500-9000 and therefore, recommended PB-2 with Grade Pay of Rs. 4200/- corresponding to the pre-revised pay scale of Rs. 5000-8000.

It is therefore urged, that the Library Information Assistant may be granted PB-2, Rs. 9300-34800 with Grade Pay of Rs. 4600/-.
It is once again requested to National anomaly committee (6th CPC) to render natural justice to the Library Information Assistants (LIA). It is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).
