Dear Sir,

Sub: Fixation of pay on promotion:

It was agreed in the meeting of the National Anomaly Committee held on 17th July, 2012 that wherever there is a provision of direct recruitment in the Recruitment Rules, pay on promotion would be fixed at the prescribed minimum of the entry pay as provided for the direct entrants in the revised pay rules.   However a formal order in implementation of this order is yet to be issued. 


We shall be grateful if necessary directions are issued for the issuance of formal orders in the matter.

Its already four months since the draft of the NAC meeting held on July-12 has been approved. So far the finance ministry has not issued any orders for fixation of pay on promotion after 01.01.2006 along with direct recruits. This is the status even after the Secretary General has written a letter to the finance ministry. Many promotees will be benefited if the same is taken up urgently.

I request you to comment of denial of entry pay by MOF and its next probable step of confederation. At least you may take the case to reconsider the matter of entry pay by extending the benefit of entry pay to the case of examination-linked promotion, e.g., LDCE, GDCE, SAS etc.

During 5th ANC meeting 03 demand ie. Fixation of pay on promotion on same grade pay, extention of re-fixation of pay and fixation of pay of promotee at par to entry pay of direct recrutee if RR provides for direct recruitment were accepted. Out of these 03 demand order for first 02 demand have already been issued by MOF but order for third demand is pending. As this demand is very eagerly expected by mass scale employee, the union and employee should persue this matter.

IS IT TRUE THAT THE FIN.MIN. HAS DENIED FOR ENTRY LEVEL PAY ON PROMOTION, DURING PASSING OF ONE INCREMENT ON PROMOTION WITH SAME GRADE PAY?

I think ministry of expenditure has rejected the proposal. If it is true, the employee unions should take up matter for early issuance of orders.

Delay in issuance of this order is denying many promotees their rights of equal pay for equal work. Accountants promoted from LDCs 4 years ago are getting pay equal to those who joined as accountant in the same office in 2013.

last NAC meeting was held on 17.07.2013, now about one year passed but there is no order issued from the department regarding promotees after 01.01.2006,
we are still waiting for government order

dear sir i come postman passing lgo exam from gds and appointed as postman in 03-08-2005 but promoted as pa in 29-08-2009 as pa we are looking for valuable order stepping up of pay prior to 01-01-2006,my scale fixed as 8060-00 in postman 9770-00 in pa cadre kindly give me favaourable reply

I don't know the ground on which government should reject this. It is injustice done to the promotees. I am sure NAC will pursue this again for the betterment of all the effected employees.

I joined as Scientific Asst-B on 12-1-2006.I was promoted to Scientific asst-C after 3 years.I had already undergone one and half year training in the organization I work.So after an experience of 4.5 yrs I have been promoted to SA/C. Suddenly comes a direct recruit with 4 years experience from another field and is taking salary of rupees 2000(in band pay) more than me.Since i joined on 12-01- 2006 I didn't get the advantage of multiplication factor 1.86 and not even an increment for 17 months. They denied me increment on first July since I haven't completed six months (12 days short).Now being a scientific asst-D I draw rupees 90 less than those of the direct recruit appointed as SA/C.Please tell me where on earth could i find a remedy for it since I am trying to get it solved from long time.

It is indeed a gross injustice and I would like to request the General Secretary of the Association to move the Govt. in view of the injustice meted by many employees like the case of mine as follows:
1. I was promoted to the post of Auditor in the IA&AD on 3.1.2006 (1 & 2 being holidays. As we know the 6th Pay Commission was effected from 1.1.2006 and accordingly my pay was fixed at Rs.8370(Rs.4500 x 1.86)with GP of Rs.2800.
After getting 5 Annual increments (i.e. July 2006, July 2007, July 2008, July 2009 & July 2010)I was drawing Pay band of Rs.10170 + GP of Rs.2800. In December 2010, after passing SAS exam (Deptl. examination to the post of Asst. Audit Officer, I was promoted to the post of AAO and my pay was fixed at Rs.10560 + GP of Rs.4800 with PB-2 w.e.f. December 2010.
Immediately, I was given full charge/responsibility as AAO.
In this connection, I would like to mentioned that one cannot be promoted to the post of AAO on seniority/time bound promotion except through passing of SAS Deptl. exam. or through SSC (now UPSC) open exam. and the Entry Pay of Direct AAO is fixed at Rs.13350 + GP of Rs.4800 (i.e. Rs.18150. Thus, my pay on promotion was fixed less by Rs.2790 compared to Direct Entry Pay, which is gross injustice. Further, it may be mentioned that, since actual implementation (Sept 2008)of the Sixth Pay Commission no recruitment is conducted to the post of AAO. Because of this injustice, I will be drawing less pay than any Direct Recruitee of AAO even after serving more than 05 years as regular AAO with full responsibility and accountability.
In view of above fact the General Secretary may kindly move concerned Ministry/GoI to solve this gross pay anomaly.

Any body please comment what is the status of stepping up of pay of senior w.r.t junior if no junior joined in the year 2006 and there is provision of direct recruitment.

The finance ministry of the Congress party has not issued any orders for fixation of pay on promotion after 01.01.2006. This is injustice done to all the promo tees especially those who assumed higher responsibility to a higher post. Me and all my family members will never vote for the congress in the future.

Secretary General,NAC please write to Finance Ministry w.r.t minutes held on 17/07/2012. After agreed by official side why no order has issued till date . It is also a challenge to NAC .
