Committee to Look Into pay and Pension Grievance Of Retired Military Personnel 

A Committee was constituted by the Government in July, 2012 under the Chairmanship of the Cabinet Secretary and consisting of Principal Secretary to the Prime Minister, Defence Secretary, Secretary, Department of Expenditure, Secretary, Department of Ex-servicemen Welfare and Secretary, Department of Personnel & Training for looking into the pay and pension related issues of relevance to Defence Services Personnel and Ex- Servicemen.


Although there was no military representative on the Committee, consultations were held with all the Service Chiefs by the Committee before finalizing the recommendations.

Four recommendations were made by the Committee on revision of pension/family pension of Armed Forces personnel. They are- One Rank One Pension - Bridging the gap in pensions, Enhancement of family pensions, Dual family pension and pension to physically/mentally challenged son/daughter of armed forces personnel on marriage. All the recommendations of the Committee, 2012 have been implemented by issue of eight Government letters on 17.1.2013. These are available on the websites www.desw.gov.in and www.cgda.nic.in.

This information was given by Minister of State for Defence Shri Jitendra Singh in a written reply to Dr. Chandan Mitra in Rajya Sabha today.

HATS OFF TO THE UOI/GOI; they have very well recognized the retired military personnel; so far so good; BUT??? how about the RPF- Railway Protection Force Personnel- in the hands of the Railway Board, the DG,RPF- the age-old Management proverb goes to show that--' THE BOSS ALWAYS MAY NOT BE CORRECT, THE BOSS IS ALWAYS THE BOSS; here the magic and the magnitude lies in the hands of the Railway Board, the DG,RPF??? DG,RPF discriminated his power and authority by dropping the names of the ad hoc ASCs who were in service when the DPCs- Departmental Promotion Committees considered the vacancy position and filled in the names against year wise promotion quota , and purposefully violated Orders contained in the OMs No.22011/4/98-Estt.(D) dated 12-1 0-1998,etc, of the DoP&T. The DPCs- dropped the names of the seniors from the Panel Lists- on the ground that they were not in service when the DPCs made out the Panel lists - which they did after several years-This in contravention of the GOI above Orders-In addition, Railway Board, DG, RPF also found to have adopted their own methodology and adopted wrong application of Law and Rules in not conducting regular DPCs as laid down in the DoP&T several OMs, RPF Rules, RPF Act, UPSC Orders, and that of the Honorable Supreme Court; different High Courts' Orders on the issue of ad hoc continuance beyond one year, .etc .This clearly indicate personal interests providing promotional chances to the direct ASCs on completion of three years, and other vested interests-departmental, etc and aimed to drop the names of the seniors only to bring-in the names of junior in their place. This fact may be seen on record . OUR efforts to get this rectified for the 6-7 years is still continuing...We have no god father to look in to our problem at the Ministry of Railways/Railway Board/DG,RPF Directorate, or else, this would have have been solved in a day...

What a wonderful decision making ORDER has come from the Honorable MORLY... Just by reading the ORDER--I/WE are feeling very happy that there is one GOD somewhere who is and are taking care of us-the RPF...!!!. MY efforts after around 7 years is found to be nearing positive result with the directions of the Honorable MORLY on the subject matter which you are reading now--In short,the IG-cum-CSC,East Coast Railway, Bhubaneswar vide his letter No.RPF/ECoR/E/08-03/1219 dated 06-3-2013 addressed to the Director,RPF, Railway Board,informing that "....MORLY has gone through their office reply ( on the subject matter of ASCs-ad hoc issue-regularization and further action, etc..) and stated on website that Railway Board has returned the case with comments that " Follow up action may be taken at your(their) end with RB to obtain conclusive reply of the said grievance..." vide Order dated 05-3-2013...AND"... in view of the above, it is requested that an early action may please be taken from your end on the grievance of Sri. V. Seshadri, Retired ASC/WAT and action taken result may please be intimated to this office-IG/East Coast Railway,BBS so that further correspondence may be made with complainant and uploaded the same in site..."...,TQ.Many many thanks to one and all for publishing my content... comment...TQ...
