6th Central Pay Commission (2006 – 2015) – Why was it special?

Six Pay Commissions were formulated by the Central Government until now. The 6th Pay Commission had some salient features that were never seen before. Let’s find out why this particular Pay Commission was so monumental.

The recommendations made by the previous five Pay Commissions were interrelated to each other. People who had studied these would know that despite the similarities, the recommendations were not exactly generous.


“Weightage” was the most-frequently used terminology in all previous pay commissions. New employees wouldn’t be aware of this. Weightage was all about calculating a certain percentage of the basic pay and adding it to the new basic pay (Basic Pay Weightage, Fitment Weightage or Fitment Benefit). This was the method prescribed by the five Pay Commissions before.

Even more pathetic was “Increment Weightage”. Particularly the 5th Pay Commission didn’t consider all the increments that the employee had received. According to the recommendations of 5th Pay Commission, it was given on the basis of one out of three increments.

As well, those were the days when promotions were rare. For years, employees were getting meager amount as annual increment. Only disappointment remained because the employees felt as if their ten years’ progress was unfairly evaluated.

Since no significant changes were made in the calculation of DA in the 5th Pay Commission, for the entire ten years, percentage of Dearness Allowance had increased by only 74%.

Until the 5th Pay Commission, House Rent Allowance was given in four categories – 5%, 7.5%, 15%, and 30% or as consolidated amount.

Lack of generosity was also obvious in areas like Tuition Fees, Transport Allowance, and Leave Travel Concession.

The 6th Central Pay Commission was special because it was radically different from its predecessors.

Children’s Education Allowance : From a meager Rs.40 per month, it was raised to Rs.1000. This reflected genuine interest and concern about the future generation. [Click to read more about this]


3% Increment : The decision to calculate the annual increment at 3% of the current basic pay continues to be applauded even now. [Click to read more about this]

Transport Allowance : Although Convenience Allowance was clubbed with this, it was a good decision to have made the revision of transport allowance dependent on the dearness allowance.

Leave Travel Concession : Which was until then, given only for Class II travel, was elevated to AC- Tier III, and Tier II.

Child Care Leave : It was a blessing for female employees.

Military Service Pay : First time recommendation for the Armed Forces Personnel by 6th Pay Commission.

DA Calculation : The Dearness Allowance was calculated based on the All India Consumer Price Index published by Labour Bureau. Calculation method for arriving the percentage of additional Dearness Allowance was recommended by 6th CPC with important average index factor of 115.76 instead of 306.33. Finally, All Central Government Employees Unions and Federations played a very important role in the revolutionary changes and liberal recommendations that were being offered to the employees. Let us not forget that it was our unified voice and determination that made it all possible.

6th pay commission had done great disservice to the employees. The pay bands and grade pay were introduced which were of no improvement for the employees. Think of this one single example : 23,000 rupees difference in Basic pay of a person in the top of pay band 3 and one who is junior most in the pay band 4. If the DA is added to the basic pay, this example case will give an effective difference of 42,000 rupees in salary. This is being done in a country which calls itself a welfare state and a classless egalitarian society.
The anomalies introduced by 6th CPC were innumerable. Even now, after 7 years of implementation, cases are going on regarding the injustice done to employees. Increments were neglected for all pensioners who retired on or before 01-01-2006. For serving employees, one increment was given for two existing increments. Over all this article is ill informed and full of werrors.

5thPC had let down the promotives by introducing ACP,which disqualified most of them in getting higher level promotions on par with DRs,which led to lot of pay anomoly still pending before CAT/SC. 6thPC has benefitted only the groupA offrs & the upper middle offrs were clubbed with middle level offrs by introducing GPs. Due to 6th Pay Commission recommendations were not clear on increment issue, persons who retire/retired on 30th June did not get their legitimate right of getting their annual increment even after their 12 months service - what a pity they are not getting their increment even after putting 12 months service.

definitely, the 6th CPC is a greater improvement than all previous CPCs, mainly due to the great effots of our Confederations.However, it has failed to properly rationalise the ACP/MACP scheme. But the adamant attitude of the Govt.side Officers to adhere to the Apex Court's clear verdict regarding stepping up of pay of promoted senior employee with that of his junior directly recruited one drawing more pay than his senior, on frivolous grounds, is greatly demoralising the senior promotee officers in every central department, causing work to suffer everywhere.Their hyprocracy is more astonishing when they issued OM in respect of Allindia Officers from the very beginning of ACP to correct this disparity. The confederation has to bring this matter to the notice of the PM to bring the omissions & Commission of DOPT officials operating under him.

Kindly compare the date of effect of Sixth Pay commission in thers of pay.Then the date of effect of Allowances separately.More so the block wise HRA/CCA at fixed rates does not fetch any benefit when int eh increments are earned in ten consecutive years...Only facts are high lighted...

Even assuming that the seventh Pay commission is likely to address all the issues,!!! Aadalat!!! is the right forum to set right the losses on the basis of accepted version of the seventh Pay commission by means of relevant OM from the competent Authority...

6th Pay Commission has the plus and minus futures, but overall considered, it is worst pay commission compared to earlier five pay commissions because number of pay anomalies have been increasing and all anomalies are pending unsettled.

VI Pay Commission is the worst pay commission compared to earlier five pay commissions because number of pay anomalies have been increasing and all anomalies are pending unsettled.Great injustice was made with the grade pay of Rs.4600/-.

in sixth pay commission there is no mention of DA merger unlike other pay commissions.
As the pay commission is for ten years, DA merger should be there
