7th CPC – STEP 1
The Prime Minister of India gave consent to the formation of 7th CPC (25-09-2013)
Finance Minister P. Chidambaram announced that the Prime Minister has formally given his consent to the formation of the 7th CPC. Announcement was also made that it would be implemented on 01.01.2016.

Usually, not only employees, news agencies also would start guessing when the announcement would be declared. But this time, there were no such speculations. It has become clear that the Government’s decision and the date of announcement of 7th CPC are being kept secret.

7th CPC – STEP 2
Prime Minister of India gave his consent to the Composition of 7th CPC (04.02.2014)
On 04-02-2014, Finance Minister P Chidambaram announced that the Prime Minister has given his approval to the composition of the 7th CPC. With the formation of a four member committee, led by Justice Ashok Kumar Mathur, the 7th CPC moved to the next stage.

With the Confederation announcing a strike on the 10th and 11th of this month, and with all the major Federations of Central Govt Employees and also Railways in the country declaring their intention to protest to central government, the move is being viewed by many as Government’s attempt to pacify. (Click to read more...)

7th CPC – STEP 3
Cabinet gives its approval to the 7th CPC Terms of Reference (28.02.2014)

On 28.02.2014, the Central cabinet clearly explained and gave its approval to the Terms of Reference of 7th Central Pay Commission.

One of the salient features was that the Commission has to present its recommendations to the Government within 18 months, and, if required, also submit an Interim Report.

There was no word about the much-anticipated Interim Relief and DA Merger. (Click to read more...)

Finance Ministry created a webpage for 7th CPC (28.02.2014)
A website has been created by the Ministry of Finance for 7th Central Pay Commission. 

In order to publishing orders and announcements of 7th CPC, the Finance Ministry has launched a new webpage in their official portal under the category of 'Employees Corner'. 

Visitors are requested to scroll down the website home page of 'Ministry of Finance' and find at the bottom of right side corner.

The Seventh Central Pay Commission has been constituted by the Government on 28 February 2014 to examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

For facilitating the above task as mandated by the Commission’s terms of reference a questionnaire has been designed to seek the considered views of all stakeholders. The questionnaire seeks responses on 42 queries grouped under 15 topics. The replies may please be framed in a concise manner, and for each query the length may be limited to the ceiling indicated against the query.

Kindly arrange to provide a system of re-employment facility to all retired railway pensioners(voluntary retired) of below 55 years of age.Since as per government policy the employed person can eligible to work up to the age of 62-65 years only, but due to unavoidable personnel problems employees opted for voluntary retirement and latter facing very hardship to survive with small amount of pension.

i have got my vrs in the year 2005 31th oct.till now i do not get my re-employment in the rlys.eithor or settle as per the cg orders which hasbeen published even published 9th nov.2012 neithor nor given my correct pension with not given promotions,vrs differences,Gps &other allowances.so many arrears have been keeping pendings.
when i the undersigned sri d.p.sarkar ex.rly.engineer of kpa kolkata/wb will gets the above.
i request to all of you to arrange the above as early as possible 7 oblige.

A ralway employee was appointed on 12.05.1998 as LDC ( GP 1900 ) and was given his normal promotion on 16.07.1992 ( GP 2400 ), 2nd MACP was given to him wef 01.09.2008 ( GP 4200 ). When he will be elligible for his next MACP ?

My IInd ACP was granted on 23-04-2008 for G.P. 4200/- as per the office memorandum No. 10/02/2011-E.III/A Dt. 19-03-2012 . Can I get one increment i.e. from Feb.2006 to June 2006 please give reply as soon as earlier.

1. That recent Order.No. Cau/Reg/59-T/420 dated 05.06.2013 granting financial upgradation of Rs.100/- (MACP/non promotional benefit) i.e. from Grade pay of Rs.1900 to Rs.2000/-to CCT (Graduate post) after completing 10 years of continuous service.
2. Whereas lower qualification post like Drivers, Carpenters, plumber, Medical attendants etc. (order referred above) are granting 2400 Grade pay after completion of 5 years.

Therefore the authority is requested to kindly consider and grant some respectable pay structure of CCT which are assisting in performing sophisticated, Tedious & highly complicated and sensitive jobs ie. Recruitments, Posting / Transfers, DPC, Welfare, Labour Relation Work, Financial Implications viz. GPF A/c’s maintaining records of Advances, Pension / Retirement Terminal Benefits, Facing Audit Objections, Procurements , Preservations, Control on Material Movement, keep safe the inventories, computer works etc. etc. or change the designation of CCT to Senior clerk / (Graduate post clerk) on the same analogy of the group D staffs which get benefit after merging to Newly created post MTS (Multi Tasking Staff Now Group C ).

JEs in Indian Railway join (Through RRB) after Diploma in Engineering. For whole of his service of more than 30 years he has only one promotion to SSE.
SSE joins Indian Railway (Through RRB) after B- Tech/ Engineering and for throughout of his service of more than 30 years, he has no promotion. He retires as SSE only.
Is it justified?
Even Grade pay Rs.1800 has promotional avenues to reach to Grade Pay of Rs. 4600 in Indian Railway but not to the back bone of technical Engineers of Indian Railway i.e. (JE & SSE).
It is sameful for the representatives who till now represented JE & SSE.

A hadjoined in service on 05 nov 1981. he was promoted to HS II in jul 86 and got promoted to HS I in 91,. With Vth CPC directives he had step downed to HS in 1996. In 1998 Oct placed as MCM, and promoted in 2006 Jan as Chargeman. In 2008 Sep he got MACP of Rs 4600/-Whether he can stay in that GP of Rs 4600/-?

There is a very huge gap in the salary and facilities of a class one govt employee and a class iv employee in India. It clearly shows that class 1 employees are masters and Class iv employee are slaves in India and we are following the rules of GULAM BHART of BRITISH era in India. If a class iv employee cannot do the work of a class I officer then it is also hard truth that class I employee can not do the work of a class IV employee. We acknowledge the work done by the class one employee but work done by the class iv employee also should be acknowledged. We should have a right of equality as per our constitution. We all collectively should think and work sincerely about this matter and we must approach to the 7th pay commission and government (who always talk to minimize difference between RICH AND POOR) to minimize the salary gap between highest paid employee and lowest paid employees of Govt of India. All are requested to write your views on this matter.

As expected the 7th pay commission would be set up by the Govt. and likely the employees would get the benefit by Jan. 2016. But an interesting fact to know is the 7th PC's projected pay scales where the grades are set, using common multiplying factor '3'. But here it has to be noted that when it comes to fixation of the salaries of the employees then what formula will be adopted. As far as 6th CPC was concerned they had different factors for different grades which was starting from 1.86. Therefore it is requested to the Trade Unions to clearly negotiate with committee which would be constituted by the govt. in the matter of the multiplying factor, which should be common to all the employees same as followed in 5th CPC. Multiplying factor for fixing the pay should be '3'.

As per the 6th PC & Projected Figure of 7th PC for PB 2 GP 4220,4600,4800 there is really a negligible difference in Grade Pay the GP 4200 should be merged with 4800 & 4800 to 5400

As per 6th cpc if an employe first appointed in grade pay of 4200 in pb2 he will get

in 1st macp 4600
in 2nd macp 4800
in 3rd macp 5400
the demands for 7th cpc are

- there should be only three grade pay in pb2 band instead of present structure of 4200,4600,4800,5400 this may give the chance for employe to get pb3 grade pay.

-gradepay 4600 & 4800 should be merged as there is no significant difference.

-instead of three macp there should be five macp.

-macp should be granted after the completion of seven years service.

A cabinet secretary should not compare himself with a CEO of Private Organisation. The Govt organisation is not Cabinet secretary's Parental property. It is an organization run by public money. A cabinet secretary got the opportunity to educate himself. If an employee got the same opportunity, he could also become a cabinet secretary. Both have been facing same challenges as far as work is concerned according to the level of employment.

Moreover one member in the CPC should be an Engineer from unorganized Sector. No Pay Commission had done for unorganized govt cadres anything till date.

TA ,DA on tour presently employees are facing so many Problems.Departments asking for food bills and bills with TIN no hotels at the time of claiming.With a small amount giving by the govt and insisting on bills.Atleast in this pay comission unions should demand only self declaration by the employee for these bills at the time of claims.

Confederation of Central Government Gazetted Officers’
Organisations (CCGGOO) is disappointed to note that our
demand for five years wage revision w.e.f. 01.01.2011 and
merger of DA with Pay has not been considered favourably by
the Government. When the public sector employees are given
five years wage revision and the erosion in real wages has
reached an all time high due to steep price rise, grant of
five year wage revision to Central Government officers,
employees and pensioners is fully justified. Similarly every
time the Government appointed pay commission, merger of DA
was also granted. This time Government has not acceded the
demand for merger of DA with pay Even the demand for
inclusion of a labour representative in the 7th CPC was
disregarded. Thus by appointing pay commission without
declaring interim relief, employees will not be getting any
financial benefit now.
The methodology adopted for compensating the erosion in the
real value of wages had been the merger of DA with Pay. The 5th
CPC had recommended that the DA must be merged with pay and
treated as pay for computing all allowances as and when the
percentage of Dearness compensation exceeds 50%. Accordingly
even before the setting up of the 6th CPC the DA to the extent
of 50% was merged with pay. Presently, the Dearness
compensation is 100% as on 1.1.2014.

As on 1.1.2011, the DA was at the rate of 50%.The suggestion
for merger of DA to partially compensate the erosion in the
real wages was first mooted by the Gadgil Committee in the post
2nd Pay Commission period. The 3rd CPC had recommended such
merger when the Cost of Living index crossed over 272 points
i.e.72 points over and above the base index adopted for the pay
revision. In other words, the recommendation of the 3rd CPC was
to merge the DA when it crossed 36%.

The Govt. in the National Council JCM at the time of negotiation
initially agreed to merge 60% DA and later the whole of the DA
before the 4th CPC was set up. The 5th CPC merged 98% of the DA
with pay. It is, therefore, necessary that the Govt. takes steps
to merge 50% of DA with pay for all purposes to compensate the
erosion of the real value of wages of Central Govt. Gazetted
Officers and employees.

CCGGOO urge upon the Government to declare interim relief, merge
50% Dearness Allowance with pay for all purposes and revise
wages w.ef 01/01/2011 failing which the Confederation shall be
constrained to go for agitational programmes.

It has been observed that students pass graduation , post graduation and B.Ed degree in local/regional language and they become teacher and get payment at the teacher’s scale. Such teachers are termed as “teachers” but they can not teach anywhere in India. Not only that, such teachers create regional feeling among students and this feeling continue generation after generation. If we think about nationalism, if we stand at Delhi then a teacher of CBSE board offers a considerable contribution to the nation, to the future generation. A regional teacher stays at his own home throughout whole service life and cultivates lands and produces crops and enjoy a great whereas a teacher of CBSE board has to stay at different place but gets equal payment of a regional state teacher. Same thing happens for those who clear UGC NET and get lecturer job at far place, at distant place in another state. There are students who clear SET and get lecturer job in their own state iuniversities and teach in local language and enjoy a lot. But all are getting equal payment. Is it justifiable ? Will this thing lead us to form one state, one language ? There are states in India where teachers, Head Master, lecturer, professors can not read, write and speak in Hindi because they did not study hindi from class one to PG. Such teachers are called “teachers” because they can teach only students of his own language. Such teachers teach students to ignore hindi. Such teachers teach students, “Do not watch Hindi movie, do not sing Hindi song, you will become a bad student”. Such teachers fear that if Hindi is promoted then they (teachers) have to learn Hindi, so better to live peacefully at one corner of the country. Therefore, I request authority to promote/upgrade pay scale for those teachers who can teach all over India. There should not be same scale for teachers all over India. CBSE board teachers should get much higher payment and other facilities. Their basic scale should be atleast 2000 (two thousand rupees more) than a state govt teacher. A CBSE board teacher and UGC NET lecturer must get good accommodation wherever he gets posting. The condition of quarter must be developed. He and his family members should get free medical support. All universities have to mention in certificate of degree/PG and B.Ed/M.Ed the medium of instruction. Universities have to add this sentence either in marksheet or in certificate that, “ His medium of instruction was “ English” or “Hindi” or “Bengali”. “yeh dekhkar sabko pata lagega ki tum kis khet ki muli ho “ People of India do not want equality and to make them alright these measure is required. Another thing I want to tell you sir that Mathematics teacher should get 1000 rupees more payment than other subject teachers.

Why this 7 CPC announced when 6 CPC anomalies not solved, we are suffere of 6 CPC 's MACP scheme. We were waiting for our 2nd ACP in 2011 but due to MACP we r getting only 4200 - 4600-4800-5400. & in ACP our seniors got 4200-4600-6600-7600. A major difference in one cadre, wew are sick of writing to DOPT/ Finance but nothing happening & GOD knows what will happen . We are fighting since 2009 but nobody is hearing,

There is shortage of approved hospitals in Kerala where retired Govt Pensioneers can benefit from. All such hospitals are in Trivandrun only. It would me more appropriate if at least ONE hospital in each Disrtict is authorised to have Specialist facility along with free distribution of medicines to CGHS lifetime card holders

It is to draw the attention of Seventh Pay Commission that Statistical Investigators in various departments are designated differently e.g NSSO, CSO, RGI Etc. The qualification of elligibility are different too. In NSSO a graduate SI gets 4200 Gr. Pay where as in RGI recruitment for SI was done with eligibility of Post Graduation and placed in the same Grade Pay of 4200. There should be some structure. Further, Various anomaly arises in feeder Grade pays for which ACP for one is boon and MACP for other is a curse.

any sort of re-employment should start from ascending order, if they extend the retiring orders, i.e., those who are going to complete 64 yrs shall have to be picked up, then 63 years, then 62 years, 61 yrs,60 yrs chronologically and these officials/officers should be reemployed in any central dept in non technical posts and then technical posts suitable to them.

In Indian Air Force the Sgt who were in pay scale of more than 5000 as per 5th pay commission are placed in pay band 1 as per 6th pay commission The Air Force Authority since long back says that the case has been taken up for placing Sgt in pay band 2 and the file is pending with PMO. God knows how much it is fact & why there is delay from the PMO.
If it would have been the matter for Officers then it would have been cleared very earlier. As an Officer after completing 13 years of service move from pay band 3 to pay band 4. Whereas in case of Sgt after completing more than 13 years of service they are still in pay band 1.

I am happy to express my views to 7th CPC regarding revision of medical allowance given to central government pensioners which was fixed @ rs. 300/-p.m. is not aable to meet the medical expenditure at the old age and the recommendation of 6 CPC on Central Govt. Insurannce scheme for pensioners were not fianlised and I earnestly urge the 7 CPC to consider this aspect and revise the existing medical allowance to sizable allowance between Rs. 4000/- to 5000/- which helps the pensioner to meet the medical expenses arising at old age as also compared to take medical/health insurance policies are limiting to renew the existing policies or to take new medical policy the will not possible due to pre-existing diseases and same are covered under the scheme only after period of 48 month of policy. Also the CGHS scheme is covered only 13 -15 cities in the country which is not accessable to majority of pensioners to avail the CGHS facilities. The existing medical allowance of Rs. 300/- paid is not even sufficient to have consultation in the super-speciality hospitals. It requested to help large number of pensioners viz., 20 to 25 lakk pesioners residing in other cities.

Getting Food bills is very difiicult task. Even while travelling in Train IRCTC is not providing bills for the food taken. When a Semi Govt Organization is not providing bills how small hotels where most of the Employees take food will provide bills in printed form. We can not go to a big hotel with the DA provided amount, we have to manage with small hotels.
I don't know whose idea is this Food Bill Requirement very croocked mentality fellow has made this. When a person is outside on duty he has to ake food by spending money otherwise who will provide food freely, moreover taking food from party is wrong as per govt rule. Then why govt is insisting on food bills. 7th Pay Commission should dispense this food bill system. Once employee is on duty outside he should be paid DA without bills.
Another Big Issue is HRA exemption only with PAN of the house owner is a very dangerous issue. With megre amount of HRA given by the Govt we are facing difficulty in getting private accommodation. If you ask PAN and HRA receipt no owner will give house to Govt Employees.
This is serious issue Unions/Association should take up with CPC.

Another serious issue is Group Insurance. 5th Pay revised Rs.120/-p.m to Rs.240/-p.m. Even after 6th Pay Commission also it is only Rs.120/-.
CEA allowance should be fully tax exempted. Taking 10% to 30% tax on CEA is inhuman more over they taking Education Cess also on Tax.

This is regarding a case of pension for pre-2006 pensioners and past 2006 pensioners. Those who took absorption pre 2006 after technical resignation from central government are getting pro rata pension and those who took absorption after technical resignation from Central Government after 2006 are getting full pension. This is my request kindly remove this anomaly and restore full pension for pre 2006 as is done for past 2006 pensioners.

Sir, I worked as Stenographer Gr.D in CSSS Department of Posts, New Delhi. From 01.08.2008 transferred to Tamilnadu Circle. May pay was rightly fixed in 7450-10500 w.e.f. 01.07.2007 (prerevised) and in 9400-30000 with Grade Pay of Rs.4600/-. Recently the Audit party of GM (PAF), Tamilnadu Circle raised objections and stated that it should be fixed at the stage of Rs.6500 x 1.86 = 12090/- + GP 4600 stating that my pay was fixed at an upgraded scale and ordered recover of Rs.2,30,128/-. When a Pay is fixed at CSSS and at the Directorate, whether the Audit party can raise objection. Secondly, my counterparts in CSSS are getting the same pay. Please advice me, what to do?

Further i would like to know what are the model RRs for this cader?, they are underpaid in compare to draftsman , who are ony I T I pass,whereas artists go through 4 to 6 yrs course at university level ,also the grade pay should be higher.

We are about 90 AEE serving in MES in administration of contracts have a service of more than 30 years and till date we are getting pay in Gd pay of 5400, whereas our colleagues serving as AE Contract have got 6600 and 7600. A great disparity or anomaly. We all had joined MES as JEs and got promotion as per seniority and eligibility fixed under Recruitment Rules of Department. Hope this time pay commission may look our genuine grievances.

As for artist cader there sholud be only three categories posts. That is , artist gd 3, artist gd 2 and artist gd 1 or it can be senior artist. The top post can be for chief artist. All this posts must carry educational qualification of degree or diploma in fine ars or commercial art.

wanted to suggest these points for kind consideration by the 7th central pay commission. My respected comrade may like to examine these points and care to submit it to the 7 CPC.

1. Up to IV CPC, the DA structure of the central govt employees was good for the country economy as a whole. DA was being approved by the govt. in different rates for different pay slabs and that too subject to minimum and maximum of certain amount. By which there was a balance of purchasing capacity amongst the employees. (IVth cpc DA structure may kindly be referred to in this regard ). Consequent upon implementation of Vth CPC report, DA became same percent for all pay scales .As a result, purchasing capacity of high pay scaled employees increased a lot and of low pay scaled employees decreased a lot. As such the DA structure of IVth cpc may kindly be examined for implementation again.

2. Now consequent upon increase in non funcional posts like JAG abd SAG posts in various departments and less functinal posts of Group C posts, there is a heavy pressure of work in working class employees. Whereas officers of non functional posts are enjoying their jobs like anything. So my point is to abolish those non functional posts to the barest minimum and instead strength of Group C functional posts may be increased so that the functional Group C posts will be generated for employment and Group C employees will be able to give satisfactory services to the general public.

3. It is suggested to consider one month's Earned Leave encashment for central govt. employees having more than 180 days EL at credit. This may solve shortage of staff in almost all the departments and also benefit the central govt. employees up to some extend financially.

Min. of Personnel should be made an autonomous body otherwise it works for only Central Secretariate Service Staff. For Example, the said ministry clears Cadre Restructuring for CSSS without any delay as they are also belongs to the same. Whereas for others, they follow the procrastination method to avoid giving the due benefits.

i would like to the bring the case of both the spouse in central govt service . Ours is a vast country and is it justified to have double income for a single family even when happened to be a central govt staff getting married after joining service . So this case is to be taken up in retirement age and continuation of service on compassionate grounds if either of them breaths last during service upper age limit for male staff should be 58 and for female staff should be 50 and after that any untoward happen then as usual the compassinate postings should be offered to either of the bereaved staff and surely not both asband and wife enjoying all the benefits of central govt service so that one person one central govt job for a family as that one solider from one family is to be brought in force leave alone the financial benefit of the other getting accumulated when there are many needy deserving people in our country. thank you this has to be brought into force in the forth coming pay commission EITHER ASBAND AND WIFE to be in CG service . and not both .

Please look in to the matter of Indian air force Sgt grade pay which is under the scrutiny of pmo. The status of Indian air force Sgt has been down graded since last three pay commission and the officer of forces not thinking about their jawan. They always thinking about their self only and they are projecting their pay parity and problem only. I request the chair person of 7th pay commission please look into the matter of Indian air force Sgt.

Earn leave (EL) laps nahi honi chaahiye. Upto retirment date age EL judani (add) chahiye usmese as per rule enchasment milna chaahiye. EL laps hone par employee forcefully leave lekar baith jata hai jisse work suffer hota hai.

While on tour, food & transportation charges should be paid without any bill requirement or else there should be no limit for amount. Hotel charges should be reviewed frequently as no registered hotel provides accommodation within the limit prescribed for group B to D employees.

You r right brother'post of clerk in Indian army should be abolished as the clerk of Indian army are downgraded from last two pay commission'i am very sorry for this type of system where payments for all Type of (Trades) is kept the same but eligibility criteria for joining army is different for every trade.for example clerks are appointed on (10+2) level'at the same time appointment of solidier for GD (general duty) and other trades such as Stewart'Hairdresser'sweepers'washermen is only 10th metric.in addition to this clerks works as a spare wheelfor every tradetrade and perform the duty of every trade'i request the PM if aappointment criteria is different on basis of qualification then payment and Go should be difference.

I Have some news about pay commission for defence personnel.

First and foremost ,all defence personnel (PBOR) will not get same pay as per their civil counterpart because they are industrial means they are related to production and defence personnel does not do any production. The Defence personnel only gives his and his family’s life for nation but does not produce any thing.

Officer in the Defence they will also feel pinch as they will not get hike as per their expectations. But they will continue to get all the services they are getting like buddies, service vehicle for family shopping and many more.

Salary will not increased as 6th CPC hiked. This Govt has already told that they doesnot have anything to give. but they can donate money to other countries. also they can claim a huge success of Indian Armed force in Myanmar.

Have any of BJP or Cong minister have taken responsibility of dead 18 Defence personnel.

A primary Teacher at Delhi Govt gets around 40,000/- while staying at his native place, but a jawan gets less than them while surviving Siachen Glacier.

I will end this with a personal experience today i have gone through.

Today I went to MH for check up of my son as yesterday he fell down and got minor fracture.

The receptionist told me that….

By this u can make out in what type life in defence we are living with this a huge DISCRIMINATION…….

DMS in Indian Railway join (Through RRB) after Diploma in Engineering. For whole of his service of more than 30 years he has only one promotion to CDMS.
CDMS joins Indian Railway (Through RRB) after B- Tech/ Engineering and for throughout of his service of more than 30 years, he has no promotion. He retires as CDMS only.
Is it justified?

As per the unconfirmed news, retirement will be 33 years of service or 60 years of age. Is it justified?
A person join central govt. at the age of 19 and obtained a higher qualification got selected through UPSC after 14 years of service as Gr. C and join other Ministry as a Gr. A gezetted officer, then he will be retiring at the age of 52 years..
Is it true, he has to retire immediately declaring the pay commission, because he has to plan for his family and children, he supposed to retire in 2021 after obtaining the age of 60 years. Sir, please clarify..

Sir I want to say that Jr. Assistant Scale is 1900 grade pay and stenographer has 2400 grade pay but you know all Jr. assistant are almost graduate and post graduate. They are getting 1900 grade pay but peon who is illiterate may be 10th passed got 1800 grade pay means Rs. 1000 difference in the salary. ye kaisa grade pay system hai. Bilkul galat hai. in University level job there is no internal competision system a LDC/Jr. Assistant can give the exam and get the promotion

If a person joing as an assistant Professor he/She will be promoted after four years after eight years of service. he is eligible for became the Professor. he/She can jump from 6000grade pay to 10000gradepay but in nonteaching it is wrong a person join as an LDC can not go to the 5400 grade pay directly. qualification is same required for LDC and section officer and Assistant REgistrar only graduate.

Kindly reconsider the age of retirement.An employee who completes
his/her 33 years of services should not be given early retirement if his/her age is less than 60(or least 58)years.
Likewise if an employee who completes 60 years of age should be allowed to work if he/she is completing his/her 33 years of services within 3-4 years.
Otherwise early retirement would effect the financial conditions of his/her family.

What are the benefits of joining in Indian Air Force as a Technical Airman? Long training, long working hours, maintaining and repairing the highly sophisticated and costly machines, but restricted to remain in the lowest pay band, starting from joining to leaving the service (initial bond of 20 years). This may be also a reason that very few of these highly skilled and experienced Technical Personnel of the IAF, extend their services after completing their initial bonds. The service loses the experience and the skills, but who cares? It takes years to know the sophisticated airborne machines thoroughly and by the time he learns, the initial bond ends and he finds no reason to extend his service further, because of the low salary and the very least chance of getting any further promotion. Is it the loss of the nation or the organization?
Technical Airmen of the IAF are either a civil diploma holder or 10+2 in Science. After their training, they become equivalent to a civil diploma engineer but the reason is unknown why they are placed in the lowest pay band (5200-20200) with an X group pay of 1400 Rs. only. The civil diploma holders are directly placed in PB-2 with a Grade pay of 4200 Rs. Can I say that, this is gross injustice and discrimination towards the Technical Personnel of the IAF?
Further, a civil diploma engineer starts getting degree engineer’s scale in 10 to 12 years, after getting promoted to an Asst Engineer or an engineer, but for a Technical Airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 years of service, clears all the relevant exams and becomes a SGT (Supervisor), but does he get the diploma engineer’s scale then also? You will be astonished to know the fact.
In 5th Pay Commission: Civil diploma engineer: 5000-150-8000 / Pay of technical SGT: 4670-85- 5945. Later upgraded to 5000-100-6500 (Why? Who cares?)
In 6th Pay Commission: Civil diploma engineer: 9300-34800 with a grade pay of 4200 Rs. / Pay of Technical SGT (fact but true) 5200-20200 with a Grade pay of 2800 Rs. only. Why this sort of discrimination and injustice? For how long this exploitation will go on? Thanks God, the attained basic pay can not be reduced.
The 5th and 6th Pay Commissions did not look into this matter. I had a great expectation that the 7th Pay Commission will ultimately take care of the Technical SGTs of the IAF, but as usual, it also did not remove the above mentioned pay anomalies. There is no dearth of good politicians and bureaucrats in our country. Why they have not intervened so far?
Now come to the point of Military Service Pay. What does that pay means? The subordinate ranks, including the JCOs, SGTs are less military than the military nursing officers? How a non combatant staff will draw more MSP than the Combatant Personnel? If this pay is related to the status and rank, then why this pay is waived off for the higher ranking officials? I suggest renaming this pay as military status pay, else MSP must be made equal for each and every combatant member of the armed forces.
The pay anomalies of the Technical Personnel of the IAF must be sorted out at the earliest, because sense of prejudice, sense of neglect and low morale may become a cause for any fatal accident, involving the experienced men and the costly flying machines and the nation will ultimately bear that loss. It then needs to repurchase those costly machines again and again, for smooth functioning of the organization. A developing nation, like us, can not afford that. (Views expressed are my personal)

Specialist Med Assts (Diploma/class III,II,I) of Indian Air Force are not getting any extra allowance. In 7th CPC also this matter is even not discussed. We are supossed to get extra allowance.
