As per the 7th CPC pay fixation matrix, who are in the level 9 (GP of 5400 in PB-2) table, they will get more pay than same pay at level 10 (GP of 5400 in PB-3). Example BP 20590 with GP 5400 in PB-2, as per level 9 table the new pay will be 67200. At the same time as per level 10 table he may get 67000, less 200, and the same difference will be carried out in future. Also if the joiner will draw less pay BP in PB-2 20200, Then also they will be fixed in 67200 and the senior will be lagged by 200/- (who are in PB-3)
