EXPECTED PAY STRUCTURE OF 7TH CPC

EXPECTED 7TH CPC PAY SCALE :-

7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days. 

Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically. 

Based on all the changes right from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we weren’t keen on it, we have been receiving requests by email and comments. At a point, it became unavoidable. We just had to give our own interpretation too. 

Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times. 

It could be 260-950-3050-7730-22500..!

More than the hike, everybody is hoping that the Grade Pay would be in proper series. 

And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

1)it was matriculation for the post of LDC, now 10+2, but pay remains the same,why?who is responsible to take up the matter?
2) accounts deptt has time bound promotion, above all the pay & promotion hierarchy is as follows:LDC-1900/-(GP),after that Jr Acct-2800/-(GP),Sr Acct-4200/-(GP)and so on.
3)but in our deptt LDC-1900/- to UDC-2400/- and to H/Clerk/ OS 4200/-which also used to take nearly ten years for promotion.Lets compare the mater:is this called equality? lets do something please.
The Grade Pay for the post of Office Superintendent (Group B) remains at Rs.4200/- in many departments, however, some departments have upgraded it to Rs.4600/-. The 7th Pay Commission should consider this point and consider the Grade Pay of Rs.4600/- to Office Superintendent (Group B) and pay revised accordingly.

can an employ retire without any promotion after rendering 36 years of service like me. Govt must ensure atleast three promotions throughout the service. MACP is not going to give much boost, as it serves only finencial purpose but whai about diginity of a person/ moral boost.

Before going through 7CPC all unions.fedrations,and association of all central govt. dept of all the minstries must think about that first resolve all the grevences regarding MACP,and promotions.because in 6CPC many PBII grades are merged and MACP are granting with/according to grade pay Hereiracy which will demotivated,degraded,demoralised all the central govt employess of PBI and PBII cadres.
MACP must be get with PROMOTIONAL HERIERACHY not with grade pay Hereiracy.

The 7th Pay commission should not generalise the pay scales for all Central Govt. Departments, rather it should obtain structure of pay scale from each department to know what employees were getting after 5th and 6th pay commission to avoid anomaly. The commission should study the 6th pay commission report carefully and think why so much anomalies are there some of which are not rectified as on date. The Govt. is also thinking about the upper stories only not for the plinth. But they should realise,if plinth is in better position, upper stories can remain safe.

The burning situation in all Central Govt. Departments are promotion on quota. Many matriculate officials have been promoted to Gazetted rank but without any outcome. On contrary to that, graduate/post graduate employees are not getting promotion in time as they are not having quota. This is very bad. This should be avoided.

Scientists, who have Ph.D and who does not have Ph.D should have different benefits. Some of the Scientists, got promotions with polishing their bosses, with out any scientific work. Here, if a scientist has 20 publications with first or second author, he too can consider as a doctoral candidate. But mere polishing should not be a scale for science.

Criteria for House building loan to Employees was there in 5th pay commission and in 6th, if I am right, the entitlement amount is not clarified to the departments for which the departments only offered HB Loan in 5th PC rate i.e. silly amount of 2 to 3 lacs and employees didn't opt for that. 7TH PC must take care of the same as now a days, as the property prices are rising building a house for a govt employee is like fighting a war. Request capable VIEWERS/READERS to take up the matter with their concerned department.

Respected sir and those who raised a question with a demand for higher qualified employees with less qualified employees to enhance pay?
In this regard i raise a question to them why you have approached for such job which requires a minimum qualification of 10th class below or above whereas you got a higher qualification and you would have gone for higher jobs since you with higher qualification entered into the competition he chances of less qualification has been badly effected due to which lac's of students who have able to qualify only matriculation due to some reasons have lost the chance of getting jobs in the central or state government hence don't raise such a baseless issue when you have potential to raise yourself through education then go for some higher jobs moreover education and qualification does not mean that you have the right to get a job it is just to uplift your knowledge dear brothers dont create a baseless issues rather you think of other creative ideas using your knowledge and qualification and promote yourself by that in some departments lots of people are there who despite of having qualification and knowledge cannot be compared with the less qualified employees as far as there ability and working ability is concerned the less qualified are off late observed as hard workers and sincere comparing to the higher qualified employees because the higher qualified employees are getting into central or state govt jobs in the lower cadre for easy appointments and then promoting themselves to other jobs later on they are found selfish whereas the other people are serving the same department because they are less educated but the most important aspect is when the qualified employees with higher degrees jumping out to other departments and jobs then again the vacancy position is getting created and the department is facing shortage of staff and man power don't think only about your gains it is a matter of justice to all and equality as far as designation and category is concerned hope u all understand and will not demand such a stupid thing which will make a hue and cry in the employees fold thanks and regards

Vide LTC rules, all officers above a certain grade pay are permitted to travel by Air (even if is Air India only) or AC First class while going from one place to another. They are truly speaking Govt Transport. However, if this asme Govt Servant has to switch mode of travel somewhere, i.e., from train to air or vice-versa, the taxi bills are not cleared saying that travel by private conveyance is not permissible on LTC. Could someone please tell me how to find govt transport which can drop you from airport to railway station, with same comfort as authorised to the officer and exepected in Air or AC Ist class? Almost Rs 2000/- are written off in every trip like this when free conveyance includes my movement from duty station to leave station and not limited to sitting in train or aircraft only.

FOLLOWING ISSUES NEED TO BE RESOLVED:
1. PAY SCALE- GRADE PAY OF LDC/UDC.
2. GRADE PAY SHOULD BE IN HIERARCHY
3. MEDICAL BENEFITS - CGHS - MEDICAL INSURANCE TO BE PROVIDED OR CREDIT FACILITY FOR CGHS BENEFICIARIES.

THE CONTENTIOUS ISSUE OF ACP/MACP BE SCRAPPED. THERE SHOULD BE AT LEAST THREE PERFORMANCE BASED TIME BOUND PROMOTIONS DURING THE ENTIRE CAREER.

PROMOTING ALL EMPLOYEES WHO HAVE COMPLETED 8 YEARS OF SERVICE WITHOUT GETTING A PROMOTION. ALL ELIGIBLE EMPLOYEES WHO HAVE RENDERED MORE THAN THE MINIMUM REQUIRED LENGTH OF SERVICE IN A PARTICULAR GRADE MAY BE PROMOTED.

HERE IN OUR OFFICE, AN APPLICATION FOR LDC WAS CALLED WHOSE MINIMUM QUALIFICATION NEEDED TO BE A GRADUATE WITH MORE THAN A YEAR EXPERIENCE. DESPITE THAT WORKING IN THE PAY BAND OF 5200-20200 WITH PB-1900. WHO WILL LISTEN OUR VOICE.....

At least in this pay commission i hope you will consider the qualification of a gr.II employee before fixing his pay. Msc & PhD holders are taking same salary as a 10.+ITI qualified person; along with this if you have a diploma you will get GP 4800 . But higher qualified persons will not get it. This is our system. and nobody can question it.

Sir in 6th CPC, MACP for Inspector rank have been fixed on 4800 whereas the next rank i.e. Asstt. Commandant is having the grade pay Rs. 5400 . Although I have heard that DOPT is shortly going to circulate order for upgrading the pay of all Inspectors getting MACP pay to be re-fixed at 5400. However in case is not reviewed by DOPT it is requested that there should not be any grade pay in between two ranks, as such arrangement not only gives disadvantage to the Govt. servant but also the very purpose of MACP is defeated as such upgradation leaves behind the benifits which a Govt servant could received in case promoted. There is a long lap ranging 18-08 year of service in the rank of Inspectors available who are not being promoted timely.
7th CPC is requested to kindly look into the matter as the existing pay scales highly demorale the officials working at a vital juncture of their carrier and life.

The suggested scales are superb. We may double the rates of income tax, excise, and service tax, treble the borrowings and print a lot of currency at our will and pay salaries and pensions only for Central and state government employees who constitute only 1 percent and leave all the poor and peasants as beggars.

Please consider the higher education acquired after joining the department for Technicians,while working to acquiring a degree is so difficult to get first class,even after getting first class,it is very difficult to get a track change as the department conducts the exams with some criteria and they disqualify most of them even though their performance is good in exams,So is there no solution for this exploitation and they are not given regular promotions also, a less qualified technician will be called for promotion earlier than a qualified, then there is no value for education, a Technician should not study or acquire a degree or what.Please give one step above in the regular promotion for the acquired higher qualification for those who could not qualify in the track change examination. Request CPC to accept this proposal

Proposed pay scale of Central govt. employee may be given as under:-
PB-1 Rs.18000-65000 Grade Pay-6000,7000,8000,9000,10000 & 11000
PB-2 32000-95000 Grade Pay-10000, 12000, 14000,16000, 18000 & 20000
PB-3 70000-170000 Grade Pay-18000, 21000, 24000, 28000, 32000 & 36000
PB-4 140000-200000 Grade Pay-39000 & Fixed Pay for Secretaries 240000 & Cabinet Secretory Pay Rs. 250000 the ratio of minimum pay & maximum pay should be 1:10 only minimum five grade pay should be given to all central govt. employees in their 30 years service period or interval of every 6 years by MACP or by Promotion. After completion of 20 years service every employees should have given increment @ of 4% and from 1 to 19 years service they have to be given increment @ 3%. The 7th Pay Commission are requested to consider the above point in favour of central govt. employee so that they can get actual pay at present price hike. All the pay scale is multiplied by a constant factor nearly about 3. so the higher scale is increased higher and lower scale is at a slower rate, so the difference of higher and lower scale in increased. that may be noticed. lower scale should be multiplied with a higher factor than the higher scale, so that the difference can be maintained. Allowance like hotel, food etc in outside tour should be constant for all servants.

Mahatma Gandhi said- There should be four pay-scales in free India with minimal difference between each of them.This may not be practical now.But why do we maintain a huge difference between highest and lowest pay-scales ?Cost of living is not different for a senior Babu or Gr.D Employee.And both are serving the Nation.Does it not violate the fundamental right to equality ? We can allow higher rank/status and prestige to senior Officers with a token higher pay.Let us think and talk about it !

1) reduce pay differences
2) ensure continuous promotion channels for Gr. C staff as exists for Gr. A & B.
3) Increase governance in HR policies and implementation
4) Increase CL for Govt. employees.
5) Give part time/ half day working schemes for ladies or any staff/officer.
6) online booking of holiday homes with payment through credit cards.
7) enable online booking of pass.
8) eliminate time restrictions of booking of retiring rooms and enable 24 hrs check-in/check-out.
9) increase cleanliness in station, holiday homes, retiring rooms etc.
10) allow staff to avail ORH facilities by paying difference in charges.
11) establish a standard of maintenance of coaches, stations, waiting halls, holiday homes, retiring rooms, etc.
12) construct ample/sufficient new railway quarters for staff and officers near the offices itself.
13) extend recreation facilities of club, sports etc to gr. C staff and family also.
14) open more channels of promotion avenues from Gr. C to Gr. B.
15) Automatic upgradation of Gr. C to Gr. B if employee is considered suitable/qualified and after completion of certain number of continuous years of service.
16) Eligibility to white pass to be extended to Gr. C staff on completing certain no. of years.

PROJECTED PAY STRUCTURE UNDER 7th PAY COMMISSION

Government has announced Seventh Pay Commission for revision of pay of the central government employees. All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

It was claimed that the Sixth Central Pay Commission had not only tried to evolve a proper pay package for the Government employees but also rationalize the governmental structure.

Expectations from seventh pay commission are large, particularly Group C employees, those were neglected by the sixth pay commission and those have been given a little and irrational Grade Pay keeping in view of nature of their duties and size of responsibilities, for which their demands for up-gradation of Grade Pay of LDC and UDC has been under consideration of the Anomaly Committee, are expecting a justified and rational pay scale this time.

Pay commission, before recommending a pay structure should analyze all the aspects including the economic situation of the country, comparison with the public sector and private sector and state government pay structure etc and should propose a rational pay structure for all categories of staff from bottom to top. The difference of wages between bottoms to top should not be more than 9 times

Determining of Pay is very complicated and sensitive task. However, it has been observed that all the pay commissions have recommended increase in pay at an average of approximately 2.7 to 3 times.


Though it is pre-mature stage to suggest or comment about 7th pay commission pay scale or about what the seventh pay commission pay scales should be, though the 7th pay commission may keep in mind the following suggested pay structure while framing any recommendations:

Promoted income tax inspector should also be granted minimum pay brand of Rd.12,540/- & grade pay of Rs.4600/- at the date of promotion or at the date of joining of a direct recruits inspector joined after his /her promotion date.

The current pay band for Income Tax Inspectors is 9300--34800 with grade pay 4600. As per this the initial basic pay that a new recruit should get on joining as an Income Tax Inspector comes to be Rs.13900.But on some sites I have read that the new recruits get an initial basic of Rs.17140.
Please clarify what would be the correct basic of a new joinee. Please reply here or on my email shivi96del@gmail.com

Indian railway reached its zenith for the service of passenger and trasportation of goods....service to defence ,poor ,old,handicapped etc .it maintains puncuality since decades due to the remarkable changes in technical side.basically in Sig and telecom dept.technician and supervisor working 24x7hour .they re initial basic salary is less than a primary teacher pls sir upgrade the pay scale of tecnician,je ,sse. Sir i would like to draw ur attention towards discremenation in armed forces in fixing military service pay.concept of granting msp to defence personnel was to compensate for d hardships faced in hostile conditions.but practically msp allowance was fixed differentlly for officers and jawans i e rs 6000 for offrs and rs 2000 for poor jawans.can we expect rationalisation of such discrimination in 7 th cpc.regards

Traffic Apprentice course for same grade pay departmental candidate is suffering for benefit after 2 years training in same pay /scale .7th pay commission to pay attention towards this disparity.
