FAST TRACK COMMITTEE - Mainly for MCM

There are cases like the Master Craftsmen, where the existing pay scales have been reduced to a lower scale. To consider these types of cases, a fast track committee may be set up.
It was informed that the certain categories like Master Craftsman in Railways are in 5000-8000 scale whereas now they have been brought down to 4500. Secretary staff side emphasized that similarly in case of Pharmacists the whole background placed before the Pay commission is wrong therefore, wrong decision has been taken.

It need to be corrected immediately. In the case of the Master craftsmen in Ministry of Defence and LDC also similar anomaly exists. They have requested to set up the Fast Track Committee in the concerned department to resolve.

The Chairman requested them to inform if they notice any such anomaly in near future in some other category also.

Demand of the staff side was noted by the official side.

SUCCESS TO NFPE EFFORTS ON MMS CHARGE HAND ISSUE – DEPARTMENT OF POSTS SUCCEEDED IN SENDING THE ISSUE TO FAST TRACK COMMITTEE.

NFPE IN ITS NOTE DATED 26.08.2008 REQUESTED THE DEPARTMENT OF POSTS TO TAKE UP THE ISSUE OF CHARGE HAND WHO ARE THE MASTER CRAFTSMAN IN THE FAST TRACT COMMITTEE ALONG WITH RAILWAY MASTER CRAFTSMAN – The relevant paragraph in that NFPE Note is as follows:

Charge Hand: The Charge Hand is the Master Craftsman parallel to Railways in the Department of Posts. This is a promotional cadre to Artisan. The Artisan Grade I stands elevated to a Grade Pay on par with Charge Hand now. The Railways have succeeded in taking up the issue of their Master Craftsmen in Fast Track Committee. The Department of Posts should kindly take it up in the same Fast Track Committee for upgrading Charge Hand into PB-2 with appropriate Grade Pay.

  2. I totally agree with you, infact Pharmacists are the lifeline of any Health institution.Pharmacist are been ignored till date, they are still called compounders. The public-image of Pharmacist has to be change. They should be posed as important as medicine in Hospital, As Hospital without medicine is useless, thus Hospital without Pharmacist is also nothing, Carry on the fight for right place,WE will get it soon.

  3. Injustice for Sr. Mech. R & A/C HS GdeI, Sr.Mech. HS GdeI and Sr. Electrician HS GdeI in MES. The 5th and 6th Pay Commissions has accepted the principle of granting the pay scale of 5000-8000 (pre-revised)PB-2 with grade pay Rs.4200 for those categories whose recrruitment qualification is 10+3 Diploma in Engineering. Govt. has accepted this recommendations and implemented the same.
    However in the above categories eventhough the entry qualification for these categories are 10+3 Diploma in Engineering. They have been kept in lower pay scale of Rs.4000-6000. Thiw is injustice and it is demanded that the above categories with the above qualifications also may please be placed in the pay scale of Rs.5000-8000 (pre-revised)revise PB-2 with grade pay Rs.4200.
    The fast track committe which was appointed by the Gov. of India to consider the demand for the above trade in MES, were included. Thiw report was to be submitted to the Gov. of India within 3 months. In the next meeting only consider the above trade issue and hope Defense workers Federations (such as AIDEF, INDWF, BPMS) will get positive result for above trades.

    WHY PHARMACISTS NOT GETTING CHARGED TO GET OUR RIGHT..
    in 2nd and 3rd pay commission nurses are at lower pay scales and the get equal status in 4th pay commission and in 5th they get one scale hike and now in 6th pay commission they are two scales high. we are 10+2 with science background and they are from arts backgroud.

Sec of various organisation in New Delhi,The only thing I received till date is assurance that the pay Band will be justified. BUT WHEN NO ONE KNOWS. We should take some serious action otherwise we are gone.Be ready to be with Ward attender and sweepers in the next pay commission

Actually there is no any organisation on all india basis till today only indian Railway Pharmacist association has fought for the all achivement which we are getting today,dont very within one or two days you will listen good news no body is taking Alprax we are fighting for our right come to join us.

Hai it is very difficult time for us because day by day announcement is getting late but don't wory it will be in our favour.Our leaders (Railway & CGHS)are in Delhi and they are trying to do best.Next Pharmacist of other organisation like ESIC,States govt.Defence,Labour should come on under one roof to fight for Non practice allowence.I hope all of you come to join the fight.

    The nation is celebrating our Independence Day today. But all the Pharmacist are suffocating and are expecting for their right respect and place in the feild of Health Sector.It is very much understood with the attitude of govt till now that they understand Doctors and Nurses are only key to the Health Services. This is just because the Pharmacist had failed in the past to make their essentiality.First thing we should do is to form a unified body of Pharmacist of diif. organisation under one banner, at least for the two main issue namely-
    1. Placement in Right Grade Pay of all Pharmacist , with Entry level at 4600/- then 4800/- and 5600/- with proper advantage to Graduates
    2. PCA or HPCA to be reinstalled for all Pharmacist or Pharmacy allowance at par with Nursing or Non Practacing Allownce.

    It is really a shame that the so called very intelligent doctors are breaking law by not obeying section 42 of Chapter 5 of DRUGS AND COSMETICS ACT. It says that no person other than a registered pharmacist shall compound, prepare, mix or dispense any medicine on medical prescription. But it is not obeyed in wards in govt. hospitals.

    And in private hospitals this section is completely not obeyed.

Hai, Abhay you are right but i have already told tht we have to take the help of Pharma student they are in majority, alone more than 100 pharmacy colleges are running in UP so if we will tuch them then a majority will arise and they can make pressure over govt.and PCI. second as told by one friend to regulate Pharmacy act over nursing homes and Doctors ie necessary.Third now we did not want patient care allowence we need NPA.Fourth i would like to say for the Pharmacist of ESIC that first make there an All Indian ESIC Pharmacist Association and registered them then it will sufficient to fight.

Hai All no we are not reciving PCA at present since the month of July it is withdraw by govt.Govt.has decided to give us Risk Insurance against of PCA it will applicable from July-09.Please carefully read the recommandation of six pay commission in which it is stated why the NPA is given to Doctors,according to commission
    1.Doctors studied for six years.
    2.He worked hard in day and night.
    3.He attend emergency 24 hrs.
    I would like to ask can a doctor perform his duties alone or take the help of Pharmacist in hospitals.
    It is the question to be think and fight to make the ground as recommand by pay commission,so wake up and first study the pay commission report.

  21. Pay commission is illiterate i think thats why they say that Doctors work hard in day and night.

    According CCS Rules giving NPA (Non practicing allownce) is illegal because according to CCS Rules no person who is in govt. service can do any other work which cause him to generate revenue.

Anyway sab log ye churiyan utaro aur in doctors and pay comission ki ma bhen kro. Tb ja k kuch milega varna bhikhariyon ko jo mil gya usise kaam chlao. Never 4get.... NO PAIN NO GAIN

    samajh mein nahi aa raha leaders kya kar rahe hai. jo entry level ki 2800 grade pay mili use chup kar k accept kar liya.

Yes Rajeev we want the help of new comers as well as working Pharmacist then we can protest the government.PCI is not doing anything for us.Fast Track comittee has given the report in favour of us with entry grade pay of 4200 but govt.is not releaseing the order we are waiting the order our leaders of AIRF and NFIR are in close contact of govt.and they are trying to release the order.

  32. if junior engineers having qualification of 10th+diploma r placed in PB-2 den why pharmacists having more qualification and experience i.e 12th+degree in pharmacy/diploma in pharmacy/M.PHARMA) are not placed in PB-2 with better pay grades......... wat central govt, pay commission, health ministry, fast track committee and concerned departments are doing for us in spite of demanding many times earlier. are these persons/members holding concerned posts illiterate??????????

  34. It is very true that every person closes his or her eyes when the question of giving some benefits to Pharmacists. They just start talking nuisance. They even say their is no necessity of pharmacist in health system.

    But they forget the provision of pharmacist is on the basis of Drugs and Cosmetics Act.

    They do not give attention towards the fact that today many doctors are just illiterate doctors. They don't know anything about diagnosis which is their work. And they often argue with pharmacist if they prescribe wrongly which is not their work.

    Today itself one doctor prescribed Tab Septran SS half b.d. to 15 years male without any specific reason. When I told about his mistake he said I will prescribe this whether you like it or not.

    So everyone is against pharmacist.

  41. I dont know when the Policy makers and doctors will understand the necessity of a Pharmacist.

    They forget that it is the pharmacist on which complete success of a Doctors prescription depends.

    Not only doctors but the entire health system at least Govt. health system depends on a pharmacist.

    Their are many doctors who does mistake in their daily prescription. These may be of dose, spelling name and drug interaction related.

    All of us pharmacist know that many many more mistakes are not mentioned here. And we understand this.

    But when the so called leaders, doctors, beurocrates will understand this?

    Actually in our country quakes are better priscriber than a MBBS doctor, so if Pharmacist will find the power then who will go near the doctor as it is clear in remotes areas only quakes are available day and night and they serve patient honestly it is true, you can see anywere.Likewise if we will find the power then patient will go either near the quakes or will came near us,that's why doctors are not giving power to us as on every higher post a doctor is sitting thar's why we are facing the problem.

    Doctors refuse to go serve in Villages. They demand NPA (Giving NPA is against the CSS Rules). And most important is often wrong diagnosis.

    Why not govt. give practicing powers to a pharmacist?
    A pharmacist is happily agree to work in villages and I can say with full confidence they will not demand NPA and regarding diagnosis they will never be inferior in quality to doctors.

    Why not our associations file an RTI for providing information why low pay scale is given to pharmacist as compared to other with low qualification like JEs with 10+3 qualification getting PB2 while pharmacist with 10+2+2 getting PB1

    At least we should have a reason that why we are paid less.

  49. Yes, Pharmacists(Railways AIRF) now can go for RTI ACT,2005 for getting information regading where the matter struck why the the govt is not releasing orders. in RTI govt has to reply this question with in 10 days, that rule. from which we can get wat is happening there.....!

  50. after my deep analysis reg. poor creature (only in India) called as Pharmacist, the only one thing can generate revolution is sacrifice. Just shoot 4 or 5 most currupt pharmacists in a single month (throw some pamlets near body with clear message "cut / kill the part of the body having CANCER' look the instant result. Police, MEDIA bureaucrates, politician & our Favourites antagonist Doctor will forced to look in the urgent need. Then I m dead sure some policy matter will be generated for the betterment of Pharmacy Profession. As you know in today's world "Jo Dikhta wo Bikht hi" & everyone knows we dosen't exists in Health Sector. our great potential is hidden behind the smal dispensing window ISOLATED IN THE CORNER OF DISPENSARY / HOSPITAL where only one sound echoes "SUBHE-SHYAAM LENE HL' Sorry for the negative Thoughts but we need only 6 sacrifices. 1 will shoot at least 5.   53. Your suggestions are valuable. but my dear friend i think that pharmacists ab itne pichhee reh gaye hai, they dont even think about unity, sum of 1 or 2 pharmacist like us, cant do anything to return this community back on track .
    They all think that they are not transfered, that is sufficient, and they are satisfy and happy what we are getting they dont think about status what we actually deserve in Healthcare Sector,
    i am trying to motivate my collegues for getting charge to get our Rights.
    But in the end i think that i have selected a wrong proffession.....

  56. many of diz bastard doctors even dont know abt the composition of drug formulations..... but they r the medical officer incharge of medical/medicines stores of govt hospitals. whats wrong with health ministry????/ why not qualified pharmacists having degree in pharmacy are deployed as incharge of different medicines stores of govt hospitals n place dem in respective higher pay grades......

    We are here fighting for PB2 and you are asking PB3. If you demand PB3 now then who will give you this. Secondly majority of pharmacists are D. pharma who are fighting to show their strength. Then how can you fight with 2 or 3 pharmacists for PB3. First of all take PB2. When you get PB2 then yu are welcome to fight for PB3.

    Otherwise you will get neither PB2 or PB3. You will show your talent, qualification, experience and anything else with PB1 placed sweepers and chowkiddar only.

    I dont think any such order is going to come.
    Best thing- I am going to put a file a case seeking the proper justification in regard of Pay band and grade pay for all Pharmacist in the Court.What are ur suggestion? plz respond immediately.

    Only Pharmacists take oath of serving people (We have pharmacist oath) other than doctors.

    Yes it is shame for us.

    But It is shame for Govt. much more than ours. We are living in 21st century and talking about giving world class health care to people.

    But how you can expect that care from a person whom you are not paying to his caliber.

    Pharmacists are surely under paid.

    And why there is no promotion. Create posts for promotion also. We have very qualified people. Upto Phd Level.

    Really you are very serious with ours matter further i want to inform you that Pharmacy is the branch of Engineering,which have approval of AICTE as well as PCI, so, there is no comparison with para medical staff, they are having only certificate courses, we must compare with Engg Proffesionals, as Jr. Engg have only 13 years of study they get PB of 4200, While a pharmacist is more qualified, he studies 14.25 years and GP given only 2800. which is INJUSTICE, its GP should be 4600 as per rule,
    and in case of B. Pharma which is equivalent to B.E/B.Tech. is also getting the same scale as pharmacist in govt hospitals i.e. GP 2800,

    1.When will the Notification regarding the upgradation of Entry grade will be realized.
    2.I have been in regular touch with Mr.M.S.Arya, the Gen.Sect. -FIPO,who has been assuring that its just a weeks time for the Notification as the Cabinet has approved the decision of Fast Track Committee for the upgaradation of Entry Pay Band & Grade Pay for Pharmacist - is it true??
    3.Why this much dely was there only in case of Pharmacist only.
    4.Whether Central Govt. is listing to our concern or not.
    5.60% arrears had been declared by Central Govt.At the maximum when we can expect the said Order(without speculation)

  77. Only pharmacists can not improve the status of theirs. There is need that the Policy makers, administrators understand the need and necessity of pharmacist.

    A pharmacist is a person who dispenses medicines to the patients. According to Drugs and Cosmetics Act, section 42, only a pharmacist can dispense medicines. This is because only pharmacist is aware of entire facts of a medicines like its composition, strength, adverse reaction, interactions, contra-indications etc.

    Dispensing is the final step in therapeutics process and the success curative process depends on quality of dispensing practice.

    It is the pharmacist who manufactures a medicine therefore no person other than a pharmacist can understand better a medicine.

    unfortunately in india we can not fight for this because it is the given to Pharmacists by AMERICAN GOVT AND
    AS WELL AS BY CANADIAN GOVT. which have minimum qualification BACHELOR OF PHARMACY, herein india we almost all
    pharmacists have diploma in pharmacy, so, there should be recommendation in pharmacy ACT. so that with three years of experience
    along with Diploma in pharmacy a pharmacist become equal to B Pharma, and D Pharma should be Stopped.
    After 1991 regulation, PCI does not upgraded regulation.so, first of we all pharmacists should be conscentrated on
    PCI(Pharmacy council of india) which is the backbone of indian pharmacy, what there members are doing for our proffession we dont
    know at all.

    Therefore i request all pharmacist to please comment on this and Please send your suggestions to PCI(Pharmacy council of india),
    for the upgradation of our Proffession

    Here most of our pharmacist friend say that what is the need of association at national level when we are getting PB2. Reason is that it is not the end of world. We have to achieve our reputation what we should have. I think most of us will agree that we are not as reputed as we should be.

    Then who will give you reputation. It is over active association at national level that will force the govt. and policy makers to look into our matters and we will surely achieve all we deserve.

    you know one thing the average annual salary of pharmacist in USA is 110,000 dollars,comparing with doctors 110 000 USD, Nurses 40 000USD. what we are getting here,6 00 000 for doctors, 360000 for nurses and 1 80 000 for Pharmacists, don't you feel shame ?
    so fight will continue till complete pharmaceutical care is introduced in INDIA.
    when countries like Zimbabwe can introduce the concept of pharmaceutical care why not india
    so wake upfight will go on

  98. please look into what 6 th pay commission says regarding loss of GR.C empoyees while withdrawing PCA - PLI ( perfomance linked incentive ) should be introduced. how can they stop PCA without inroducing PLI. I heard that concept of PLI is scrapped by central govt. so they should think of doubling the allowance

  105. hai all yes it is true that we have to unite and make organisation like IMA.I think we can give name Indian Pharmacist Association it should be registered and to be attached with any centralised labour union then we can be able to achive the target in the future.Well wait for the Grade pay mostly it will notified within one or two days.In Railway we have recived the PCA of month September most probably further it will be continued.Atlast come to join the hands from every stae of country to make IPA.

    We are always with you at every front. We are not from the group of pharmacists who prefer to stay away from any move to improve our status.

    And of course it is very necessary not to treat ourselves as doctors. We can not compare ourselves to doctors because we are the masters of medicines and a doctor have much less knowledge than ours of medicines.

    A medicine is prepared by a pharmacist, sold by pharmacist, controlled by pharmacist and dispensed by pharmacist. Here one link is missing, i.e. purchase. A medicine in hospital is not purchased by pharmacist.

    Coming back to association point. My suggestion is that we should also launch website for association at all India level.

    Yes it is very necessary to unite at National Level. As I told earlier the game is not over yet. We have to achieve our reputation.

    Today everyone think that a pharmacist is a thief. And a pharmacists only role is to Stole medicines from Hospitals and sale them in market.

    We have to improve our this image. This can be done when we go to public. We should teach the public about medicines i.e. how to use medicines and their side effects etc. by organising camps. This is possible only when we have an strong enough association at national level. Strong by every means i.e. financially and by its powers.

    So their is need to meet at some place and decide for the forthcoming Indian Pharmacists Association.

    actually only one case of MCM(Master crafts man) was forwarded to fast track committee and committee already submits his report for the same. and govt implemented the same.

    nothing is yet to be declared by the govt.

    kindly form the association and put up ours case urgently to the high court. so that injustice may be quashed by the court

    Its all whatever we heard till date was an eyewash.I just spoke to Mr.Arya & Mr.Chandel, Its was all our waste of our Time & Money till now.It seems to me that all were just misleading us.The so called "Top Brass" of Pharmacist Asso. or whatever they call.The very first thing I am going to do is to resign from the FIPO, if nothing is done till 25th of this month.Next immediately Let one of us should file a case in Court.I request you one n all to plz make an emergency fund to fight in court.Break your shekels come n join us at IPA. Be the part of this Movement.Its NOW or its NEVER.

  121. Pharmacists are backbone of Indian Health System. Because India is a poor country and most of the patients visit hospital with intention to get free medicines. These medicines are distributed to patients by a technical person called Pharmacists. The Drugs and Cosmetics Act, gives power only to a pharmacist to distribute, store, manufacture a medicine.

    But perhaps govt. do not want to imply Drugs and Cosmetics Act, and do not want to improve Indian Health System thats why Pharmacists are kept with 4th class employees in 6th pay commission.

  123. The National Human Rights Commission had recommended in 1999 that the Central Government should create a post of
    Joint Drugs Controller of India (Pharmaceutical Services) under the Drugs Controller General of India to look after the
    entire aspect of Drugs and Medicines. Similarly, it recommended that each State Government should create a
    post of Deputy Director (Pharmaceutical Services) to look after the area of the drugs and medicines used by the
    respective State government. The NHRC also recommended setting up of modern hospital pharmacies in government
    hospitals wherein the pharmacist-in-charge should have post-graduate qualifications with status not be less than that
    of an assistant professor and reporting directly to the head of the hospital.

  126. My dear correct yourself. The minimum qualification of LDC is 10the pass only. And their is no direct recruitment for the post of UDC. Then why are you talking about UDC. With qualification of 10th you will get what you are getting. There is no comparison of LDC with pharmacist because Pharmacist is a technical qualification.
    Minimum educational qualification for phrmacist is B. Pharma (4 year Course).
    or
    D.pharma (2years) after 10+2 with science subjects. and 3 months practical training.

    Why you not compare yourself with doctors who are getting PB4

  138. Yes, we should congratulate him. But we have to fight for Non Dispensing Allowance or Pharmacy allowance not Patient Care Allowance.

    When an ANM can get nursing allowance who does not have to do anything related to nursing then why we can not get Non Dispensing Allowance or Pharmacy Allowance.

    Even a clerk is getting Patient Care Allowance then why we only fight for that. Why clerks or other non technical person fighting for the same?

    so my dear friends we should demand Non Dispensing Allowance or Pharmacy Allowance.

    every pharmacist is not in PB2. still now our entry grade is PB1 for two years. if anyone asks u what is the basic pay of Pharmacist u will answer- PB1 2800 grade pay. again it is shame for us. we are not completely successful.
    we will achieve our status when the PCI will change the minimum qualification to become a Pharmacist from diploma to degree and by conducting correspondence courses through IGNOU for diploma holders to became graduate .(as IGNOU is already conduction BSc Nursing for GNM).
    it should be our next aim to get our status then automatically the pay will change as our wish,.

    Yes this is the time to think about our future.During Fifth Pay Commission this type of activities and website were not present but now all these medium is available so first we have to registered IPA then call a General Meeting of IPA then we will be recognised by Govt.,ministries as well as Pharmacy Council of India by which we will able to force PCI to eliminate Diploma and introduce Graduation for the minimum qualification of a Pharmacist we should think about-
    1-Minimum Qualification
    2-PCA
    3-This upgradation should not be included in MACPS.
    4-Popularise and increase the member of IPA

    I would like to inform you that the minimum educational qualification as advertisement from ssc for the post of udc is graduation and also computer knowledge and the post of LDC in many department like ESIC, EPFO etc. the minimum qualification is 10+2 with one year computer knowledge (Computuer skill test, various department is going to upgrade minimum educational qualification for the post of LDC is 10+2. The minimum educational qualificiation of pharmacist in ESIC is 10+2 and two years diploma then. How they are awarded in pay band 2 with grade pay 4200/-(Diploma holders supercede the bachlor degree. so it is requested to that the post of UDC must be awarded with pay band with grade pay 4200 and LDC with pay band 1 with grade pay 2800.

    One should get pb-2 and grade pay of 4200 after completion of 2 years then when he will get MACP? after 08 years from getting pb-2 or after 10 years?

  150. In present situation MACPs says that ACP is given only after completion of 10 years of service in same grade. This means that their are chances that first MACPS now will be given after completion of 12 years of service. We have to wait for the orders regarding MACPS in today's scenario.

    At the same time we have to fight for PB2 as our entry grade pay. As Abhay written above kindly join IPA and we will surely get what we actually deserve.

It is very sad to those Ldc,UDC working under Govt Department Not putting in pay band -2 with grade pay 4200 and 4600 except these categories all are upgraded like railway driver are getting GP-2400 and stenographer are putting in Pay band-2 with grade pay-4200.It is time to consider the demand of all udc ,ldc because each and every employee of these category are filling merciless and hapless.

  152. Sir,
    No body is seeing the pathetic plight of Sr.SE/ SE Signal in railways who is always on duty. When fello supervisors are able to sleep, these category is disturbed from his bed in night daily and asks to rush to restore a signal failure occured in his section. The fear of Rly administration is that in the absence of Signalling system, Station Masters are incompetent to deal trains. As a result, we are the most loosers, yet our grade pay is only Rs.4600/-. We are not asking anything more, but we want a limitation to our duty hours like other staffs. Is there anybody to help us?

    This is to inform you, that I am the Diploma Engineer.
    I need the information regarding under mentioned queries (Sl. No. 1. 2.) which will help me to get proper justice in my service life.



    1. Subordinate engineering cadres include holders of diploma in engineering (as mentioned in the recommendation of 6th CPC, Engineering Service, clause no. 3.4.5, page no. 186)

    Is there any Government order regarding the above mentioned recommendation?

    Kindly provide me or help how will I get it?





    2. Fifth CPC had recommended that all posts carrying minimum qualifications of diploma in engineering should be placed in the pay scale of Rs.5000/-8000/-. while this recommendation was accepted(as mentioned in the recommendation of 6th CPC, Engineering Service, clause no. 3.4.7, page no. 186)

    If the above recommendation was accepted so is there any Government order regarding the above mentioned recommendation?

    Kindly provide me or help how will I get it?
