I have joined the office of Staff Selection Commission, New Delhi on 05.07.1990 as LDC of CSCS Cadre of MHA. While working in the office, I had opted for selection to the same post in the office of Sagar Sampada Cell, Kochi which was a subordinate office of Dept. of Ocean Development at that time. On selection to the post I had to submit my technical resignation from the CSCS Cadre which was accepted by the MHA vide order No. A-39015/3/93-Ad.I(B) Vol-II dt.28.10.1993 (copy enclosed). I was selected to the post of LDC in the office of Sagar Sampada Cell, Kochi vide order No. DOD/44-Estt/86/93 dt.29.10.93 (copy enclosed).

Subsequently, my present office i.e. Sagar Sampada Cell is declared as an attached office of the Dept. of Ocean Development vide order No. DOD/44-Estt/78/98 dt.03.01.96 (copy enclosed). However, I continued to hold the status of LDC of a subordinate office (a non-existent sub-ordinate office). I have been confirmed in the grade vide order No. DOD/44-Estt/87/95 dated 22.06.2001 (copy enclosed). In the meanwhile the name of our office has been changed from ‘Sagar Sampada Cell’ to Centre for Marine Living Resources & Ecology (CMLRE). The name of our Dept. is also changed from ‘Dept. of Ocean Development’ to ‘Ministry of Earth Sciences’. Since the administrative staff of this attached office vis-à-vis MoES are drawn from MHA, and also since I was earlier holding the post of LDC in the CSCS Cadre of MHA, I request you to consider my case as a special case and issue necessary orders for re-inclusion in the CSCS Cadre of MHA.
