OFFICE MEMORANDUM


Subject: Implementation of New Pension Scheme – Pre-condition for release of 2nd installment of arrears of 6th CPC recommendations.

Reference is invited to this Department’s earlier Office Memorandums regarding implementation of NPS has been reviewed and the following action needs to be taken up immediately.

i. It has been intimated by NSDL that in a large number of cases pertaining to post 01-01-2004 entrants into Government service, the individual application forms for registration to the NPS have not been filled up and sent to them. It is therefore, advised that all employees under the administrative control of your Ministry/Department who are covered under NPS may be asked to fill up the enclosed form which may then be forwarded by DDO/PAO to NSDL immediately (latest by 31st August, 2009) if this has not already been done. Action in this regard will need to be completed before release of second installment of arrears for which separate orders will be issued. It may be noted that release of the 2nd installment, for post 1/1/2004 entrants, will be subject to the above action being completed.

ii. Further, the review has brought out that there are cases where the CDDOs/PAOs have not uploaded contribution files or (b) regular monthly credits have not been posted in the IRA or (c) there is mismatch of contribution. NSDL has been asked to forward PAO/DDO wise subscriber details which will become available to CDDOs/PAOs by the end of August, 2009. Suitable instructions may be issued to all the PAOs/CDDOs to verify the details/confirm contribution/Fund Transfer circulated by NSDL. Action as prescribed by NSDL/PFRDA while circulating these details (underlying action for missing credits) may be completed positively by 30th September, 2009.

This indicates that payment of 60% arrears would be released before 31.8.2009, even it may be deferred to October 2009.

It shows that the process of payment of second intallment has been started only but nothing else.None should try to make sensation out of it that hurts sentiments of all CGEs. please

It is a good process and should be taken immediately. But when we all will get 60 percent due arrear.

While it is heartening to note that the Govt. is on the process of releasing the legitimate due of 60% arrears of 6th PC to its employees, it may be kept in mind the dark side of the report of the pay commission i.e. curtailment of staff is yet to gain momentum.

APART FROM THE 60% ARREARS WE THE
EMPLOYEES OF ORDNANCE FACTORIES ALSO EXPECTING THE OVERTIME PAY FROM 1-1-06 ARREARS AS PER THE 6th PAY COMMISSION AND REVISED NIGHT DUTY ALLOWANCE&ARREARS WHICH IS NOW PAID AS PER THE PAY OF 4th PAY COMMISSION.DEFENCE FEDERATIONS WILL LOOK IN TO THIS MATTER????

Those Officers posted in NE rgion are given 25% additonal pay considering the difficulties involved. However, some organisations are yet to implement. When can we expect organisations like ICAR to implement the same

BETRAYAL OF THE GOVT. It is indeed a good news for all the central govt employees, but the worst news is that the all the govt servants who have been posted after 01.01.2006 and qualified for the arrears will not get the arrears unless they sign the NPS application form. Its a open blackmail of the govt, because the arrears for the 6cpc is nowhere linked with the NPS. And the best of the worst is we have no one to support us.

A Good news to all NPS Employees that the Chennai CAT awarded a judgement to release the 2nd part of the arrears (60%)of 6th CPC immediately. This order was passed on by the Chennai CAT based on the petitions filed by various NPS Associations in Heavy vehicles Factory,Avadi,Chennai and Ordnance Factory,Trichy Tamilnadu. All the NPS comrades received their 60% of the 6th CPC arrears before Deepawali.
All Central Government Employees are asked to follow the same to get their arrears amount. Holding the Arrear amount is totally against the Payment of Wages Act.
