Sir
I have question related to newly modified ANNUAL PERFORMANCE APPRISAL REPORT of a Central Govt. Employee. Actually the question relates to me. My question is-

The Reporting officer gave me a very good remarks and a score of 7 in my APAR for the year from 1/4/2009 to 31/3/2010 but the Reviewing Officer in order to settle some personal scores COMPLETELY CHANGED MY APAR AND GAVE UNTRUE ADVERSE REMARKS WITH A SCORE OF JUST '3' which will affect my future promotions and will completely damage my carrier. The office peoples told me that the adverse report of Reviewing Officer will be considered and the report given by Reporting Officer will have no value. I wish to know that-
WHAT IS THE VALUE OF REPORT GIVEN BY REPORTING OFFICER WHEN THE REPORT GIVEN BY REVIEWING OFFICER WILL BE CONSIDERED AS A FINAL REPORT?
What law says in this regard? Is there any ray of hope?
I had already submitted a representation in this regard. Will this helps me.?
Please guide me. I cannot sleep in night. My BP is also high.
Thanks

Whether ACR or APAR, always the Reporting officer and the Reviewing officers settle their personal scores rather than the sincere/honest service rendered by the employee, to the satisfaction of his paid one. These so called officers stoop down to the level of transforming the HORSES to DONKEYS and the DONKEYS to HORSES, as they themselves were once Donkeys and by BOOT-licking and personal pleasureful natures they raise to such levels. Hence, there must be a transparent, defined policy, in order to completely circumvent the personal pleasure/score/preferences of the reviewing/reporting officers, but each and every employee at each and every grade/cadre/designation must be transparently contributed his work and satisfied the Govt. for his payment and then seek the performance appraisal. The computerization is a highly commendable move, but there must be a channel for no anomaly raising among same cadre/designated employee over the personal preference/scores, but instead PURELY on the CONTRIBUTED/PERFORMED WORKS which are recorded on the computer can yield the transparency and accountability for all the designations/cadres/grades.
