Subject:- Grant of the revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2

Sixth Pay commission recommended merger of the three pre-revised scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 and replaced them by the revised pay structure of grade pay of Rs.4200 in the pay band PB-2. Vide para 2.2.21 (v) of its report, the Commission recommended that on account of the merger of these 3 scales, some posts which constituted feeder and promotion grades would come to lie in an identical grade. The Commission gave specific recommendations in its Report granting higher grade pay of Rs.4600 to some categories of these posts. As regards the other posts, the Commission recommended that it should first be seen if the posts in theses 3 scales can be merged without any functional disturbance and if possible, the same should be done, Further, the Commission recommended that in case it is not feasible to merge the posts in these pay scales n functional consideration, the posts in the scale of Rs.5000-8000 and Rs.5500-9000 should be merged with the posts in the scale of Rs.6500-10500 being upgraded to the next higher grade in the pay band PB-2 with grade pay of Rs.4600 corresponding to the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs. 7450-10500. 

The above recommendations of the Sixth Pay Commission were notified vide para (ii), Section I in Parts B and C of the First Schedule to the CCS (RP) Rules,2008. While Part B of the First Schedule of he CCS(RP) Rules relates to revised pay scales for common categories of staff, Part C notifies revised pay structure for certain posts in Ministries, Departments and Union Territories. The above provisions of the Rules specifically mentioned that upgradations in terms of para (ii) Section I may be done in consultation with Department of Expenditure, Ministry of Finance. 

Consequent upon the Notification of CCS (RP) Rules, 2008, Department of Expenditure has received a large number of references from administrative ministries / departments proposing upgradations of the posts which were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 by been granting them grade pay of Rs.4600 in the pay band PB-2. The matter has been considered and it has now been decided that the posts which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2, will be granted pay of Rs.4600 in the pay band PB-2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f.1.1.2006. Further, in terms of the aforementioned provisions of CCS (RP) Rules, 2008, in case a post already existed in the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.5600-10500 should be merged with the post in the scale of Rs.7450-11500. 

Accordingly, in terms of Rule 6 of CCS (RP) Rules, 2008, revised pay of Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who have already exercised their option for drawal of pay in the revised pay structure in the format prescribed in the Second Schedule to the Rules, will be fixed again in accordance with illustration 4A annexed to CCS (RP)Rules,008. 

In case of all such Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who had opted to have their pay fixed under CCS(RP) Rules, 2008, action as prescribed in this Department’s O.M. of even number dated 30th August, 2008 will be taken. In case a Government servant desires to revise his earlier option for coming over to the revised pay structure, he may be permitted to do so without any reference to this Department. 

6. On account of pay fixation in the revised pay structure of grade pay of Rs.4600 in the pay band PB-2, arrears of pay will be recalculated and difference of arrears in respect of the entire amount will be paid immediately. The manner of drawal of arrears ahs already been indicated in this Departments/s O.M. of even number dated 30.8.2008.

As per the latest order, all those who are drawing grade pay of Rs.4200/- will be getting revised grade pay of Rs.4600/-. The reason is that the pre-revisedd scales of 5000-8000, 5500-9000 and 6500-10,500/- are merged and the earlier grade pay corresponding to 10,500/- is 4200/ and that is enhanced to 4600/- Hence all these merged scales are eligible for 4600- grade pay.

The grade pay of 4200/- is arrived for all the three merged sacles after bringing them into the pre-revised scales of 6500-10,500/- ie., 40% 10,500/-. Now the scale of 6500-10,500 is upgraded to 7450-11,500 and 4600/-grade pay is 40% of 11,500.So all these 3 merged scales should get the grade pay of rs.4600/-. The Ministry of Finance has already replied vide letter dated 25th October,2008to a RTI question that the Ministry has granted identical revised pay Band of PB-2 with grade pay of Rs.4600/- to all these 3 pre-revised scaes(5000-8000, 5500-9000 and 6500). Hence the latest order may be seen in the right spirit. Untill and unless one has brought into 6500-10,500 he cannot draw grade pay of Rs.4200/- that is only revised now.And those who are drawing 4200/- should get 4600/-

The Ministry of Labour and Employment, Govt of India granted grade pay of Rs.4600/- to Senior Hindi Translator (pre-revised 5500-9000) vide letter HRD/1/(12)99/RR/PT.II/CAT case 9th January, 2009. Hence keeping in view of more clarified order of the Ministry of Finance letter dated 13th November, 2009 all those who are drawing 4200/- should get 4600/-grade pay

The pre-revised scale of presently drawing 4200 grade pay as on 1.1.2006 is 6500-10,500 because the scale of 5000-8000 and 5500-9000 are merged with 6500-10,500 on 1.1.2006. So the pre-revised of 9300-34800 is 6500-10,500. If the pre-revised scale as on 31.12.2005 that will be diferent.

The people are interpretting the OM dated 13th November, 2009 of Minsitry of Finance with regard to grade pay of rs.4600/-. It is simple thing to understand that the order is self-explanatory that the scales of 5000-8000 and 5500-9000 are merged with 6500-10500 as on 1.1.2006 and the pre-revised as on 1.1.2006 is 6500-10,500. Otherwise 40% of maximum of 10,500 cannot be granted as grade pay(4200). Moreover, otherwise, a simple two line OM was sufficient to increase the grade pay from 4200 to 4600/- for those who were drawing pre-revised as on 31.12.2005. So the order is clear to get grade pay of rs.4600/- to all merged scales.

this order is only for cbec/cbdt inspectors or all employes who upgraded 6500-10500. all cpo sub-inspectors are upgraded from 5500 to 6500 and would pay to 4600(gp). i want to say to all post in the central government having eligibility criteria is graduation either in group c or group b and recruited except UPSC should be pay 4600(gp). otherwise it is not fare.

4600 to pre-revised 6500-10500 is a good move.But what about LDC And UDC. who are the worst sufferer. Now they have been adjusted with Gr.D as well as essential qualification for LDC has been enhanced by DOPT. Then why their Grade pay is not being reconsidered. They have even have a great loss in MACP. Govt. must revised the GP of LDC from 1900 as well as UDC from 2400. As their job and duties are more complicated these day. I am surprised that no uniion/ association activites has been done so far to bring justice for this poor cadre.

As per Clarification fixation in respect Assistants will automatically be granted the replacement pay scale (Rs.6500-200-10500)/grade pay (Rs.4600). Their pay in the pay band (PB-2 Rs.9300-34800) will be fixed with reference to the fitment table corresponding to pre-revised pay scale (Rs.5000-150-8000). However, the grade pay (Rs.4600) corresponding to the upgraded post will be granted.

What about ACP beneficiaries in the Pay Scale of Private Secretaries because the Pay Scale of 6500-10500 was allotted to Steno. Grade 'C' post on 15th September 2006. And if we take this Grade Pay for the all the three merged scales then what is the Pay Scale of Private Secretaries and what will be the Grade Pay of ACP Private Secretaries, whereas the 6th CPC has accepted the Pay Scale of Rs.7500-12000 for Private Secretaries i.e. Grade Pay of Rs.4800.

Who told you Mr.Downtrodden that the Assistants (5000-8000 and 5550-9000) were not in the pay scale of 6500-10500 as on 1.1.2006. In fact they were not in the said pay scale on 31.12.2005. But they are in the pay scale of 6500-10,500 as on 1.1.2006 and hence granted grade pay of rs.4200 initially. Kindly read the intial OMs and gazettee notification.

My Dear, scales (5000-8000 and 5500-9000) have been merged with the pay scale of Rs. 6500-10500 by granting grade pay of Rs. 4200/-. So far as pre-revised scale is concenred Assistants were not in the pay scale of Rs. 6500-10500 as on 1.1.2006. The order dated 13-11-2009 is only applicable to those who were in the pre-revised pay scale 6500-10500. It is not for the Assistant of CSS. However, there is rumour that some other order dated 16.11.2009 has been issued in this regard. But I have not seen it anywhere on any website. You have any knowledge about this, please let us know with the authentic information.

I would like to know whether I am eligible for new merger pay scale of 7450-11500. Pl. kindly clarify immediately, because one of my Senior Administrative Officer informed that Staff Artists are not eligible for this scale.

If you were in the pre-revised pay scale of Rs. 6500-10500 as on 1.1.2006, according to the order dated 13.11.2009 of MoF, you are 100% entitlted for the grade pay of Rs. 4600/-. No one can debar you from this benefit. In case you have been granted grade pay of Rs. 4200/- by way of merger of 5000-8000 & 5500-900, then it may not be possible.

As you indicated that you are in this scale for the last 21 years. Surely you will get the benefit. Dont worry, you may represet.

If persons in 5000-8000, 5500-9000 & 6500-10500 were given 6500-10500 on 01.01.06 after merger, then why 1st Class Pass is not being issued to 5000-8000 & 5500-9000. I think all the three scales were merged and allotted GP 4200 and not 6500-10500 as on 01.01.06. May like to comment.
it is really a good news for the awaiters but tax assistants surviving in grade pay of Rs. 2400/-only should also get the justice and raise in the existing grade pay, which is unfair and creats a large difference between the next higher grade pay of Rs. 4200/-. The government should also think about this and should take the needful action at the earliest possible as there is a disappointment after this news.

There are very limited categories of Assistant Gr.I in the scale of 5500-9000(Group B Non-gazetted) in the field offices. In order to get promotion from Assistant Gr.II to Gr.I, one should have minimum Degree and 7 years experience. Whereas in these departments Degree with 4 years experience one can become field officer (6500-10,500)through direct recruitment and now the revised grade pay of Rs.4600/- can be availed.So the feeder grade of 5500-9000 may also be suitably considered for appropriate grade pay.

In order to remove the disparity between the central secretariat and non-secretariat services, the sixth pay commission has merged the pay scales of 5000-8000, 5500-9000 and 6500-10500 w.e.f. 1.1.2006 and granted common Grade Pay of Rs. 4200 to the Assistants/PA of all services though the actual gainer of the same are the employees working in central secretariat employees i.e. Assistants and PAs.
Now the Ministry of Finance, vide their OM No. 1/1/2008-IC dated 16.11.2009 (copy available in Gconnect website) has again given rise to the disparity by violating the basic principle. As per the said OM, Grade Pay of Rs. 4600/- has been granted to the Assistants and Personal Assistant of Central Secretariat Services, Armed Force Headquarters Service, Indian Foreign Service “B” and Railway Board Secretariat Services and their counterpart Stenographer Services. The main ground for granting the said GP is taken in this OM that under the above services there is an element of direct recruitment to the post and that too, through an All-India Competitive Examination. If this is the ground then why the said benefit has not been granted to the Assistants and PA who had also faced the said competitive examinations of respective departments to get the job. The above act of Ministry of Finance will definitely give proliferation of litigation on the issue as the same is differentiating the services though the nature of works are the same.

I could not understand the right meaning of the recent Ministry of Finance letter granted Rs.4600/- grade pay to pre-revised 6500-10500. The pay comnmission has suggested merging and the Govt has accepted the recommendations through gazettee notification. The very word merging means there will not be any discrimination of scale of pay and grade pay. Through this OM if the purpose is to DE-MERGE the merged scales keeping different grade pays (4200/- and 4600), then this is a violation of government decision. The commission report categorically stated that in any case, the pay and grade pay shall be govered by the recommendations made in chapter 3.8 of the report. Chapter 3.8 says, certain erstwhile feeder and promotion posts have been merged with a conscious decision of the Commission and has been resorted to in cases where functional justification for maintaining two distinct levels as feeder and promotion post did not exist(P.209). But seniority as well as higher pay is kept intact and protected. So granting different pay scales to the merged scales (feeder and promotion posts) is against the commission report and government decision. So the the pre-revised 5500-9000 and equated pre-revised 6500-10,500 are one and same as on 1.1.2006 and the higher and seniority only will be protected. So the grade pay must be equal for 5500-9000 and 6500-10,500.

Merging is taken place only in the pre-revised scales w.e.f.1.1.2006 with 6500-10500. No merging is taken place in the revised scale of 9300-34800. So the pre-revised of 9300-34800 is 6500-10,500.

In fact the Assistants outside the Secretariat/field offices have more responsibility and work compared to the Assistants in the CSS. The basic qualification also is different. The assistants in the Secretariat are required only graduation and one competetive exam whereas even for appointment to the Assistant Gr.II (4500-7000), the basic qualification is Degree with 2 years field experience in addition to Competetive Exam. After serving 5 to 10 years in this grade only these Gr.II assistants get promotion as Gr.I in the scale 5500-9000.The work of Assistants in the Secretariat are clerical in nature. Whereas the Assistants in the field are to undertake tours/meet and address public/youth as part of their nature of duties in addition to the clerical nature work. Hence the Assistants in the field either Gr.II or Gr.I are more qualified, experienced, but paying less than these Assistants of Secretariat is too much painful and injustice. This OM dated 13.11.2009 of the Ministry of Finance is very clear and granted Grade Pay as per the Gazetted Notification and CCS(RP) Rules 2008. All the merged scales (5000-8000 and 5500-9000) will get grade pay at par with 6500-10,500.
Kindly read and read and read if necessary, the 2nd para of this OM which states the clarity of the present concurrence from the Ministry of Finance. If necessary refer page No.37 (Note2A and Note 2B)and also illustration 4A&4B appeared in page No.63 of the CCS(RP)Rules 2008. This OM was nececitated to claim the arrears from 1.1.2006 based on the Gazette Notification already appeared(CCS(RP)Rules 2008. Hence all merged/upgraded scales 5000-8000, 5500-9000 and 6500-10500 as mentioned in this OM dated 13.11.2009(1st para) will get the increased grade pay of Rs.4600/- w.e.f. 1.1.2006

This revised grade pay will be applicable to all the merged/upgraded scales and posts as reiterated in the OM dated 13.11.2009(2nd para)which follows as under:
1. Part B of the First schedule of CCS(RP)Rules relates to revised pay scales for common categories of staff.
2. Part C notifies revised pay structure for certain posts in Ministries, Departments and Union Territories.
so upgradations may be done in consultation with the Department of expenditure, Ministry of Finance.
Hence when the different Ministries consulted the Ministry of Finance this OM was issued to claim arrears in the revised grade pay of Rs.4600/- w.e.f.1.1.2006 by all the merged/upgraded posts as per illustrations(4A) reflected in the Same Om dated 13.11.2009 (para 4) AND also as per CCS(RP)Rules 2008 page No.63.
I think the doubts are cleared now.

There is no ambiguity in the order of the Ministry of Finance dated 13.11.2009. In case you are not getting arrears as per the OM, first give a representation and and wait for a month or so and file the case. Some of the offices before getting this OM , based on CCS(RP)Rules 2008 and CAT decision already claimed arrears. The Ministry now clarified and issued a clear order. If necessary ask your office people to read page No.,37 and 63 (illustrations 4A and 4 B)of CCS(RP)Rules,2008 and read the OM, then, they themselves will get clarified and will pay GP @Rs.4600/- to 5000-8000, 5500-9000 and 6500-10,500 at par with 7450-11500. The pay of the lower scales are not being fixed with the scale of 7450-11,500. Only the grade pay will be revised. The pay will be the one which was drawing as 1.1.2006 multiplied by 186 and the new grade pay will be added and allowances will be calculated for arrears payment.

The problem is not with the upgradation but the merger of 6500 with the 7450 as these posts have different recruitment rules and post in 6500 is non gazetted and post in 7450 is gazetted so our office says we can't upgrade 6500 and give grade pay 4600 instead it will be continued to be merged with 5000 and 5500

You guys are discussing about grade pay from 4200 to 4600. Why dont you are thinking about pay structure in the revised grade pay. Section II of Revised pay rule 2008 clearly states that the person recruits on or after 01.01.2006 in the grade pay 4600 will get minimum pay of 17140 per month. If you see this in a view that a junior can not draw more than senior than initial pay of an Assistant/pa will be 17140 as on 01.01.2006. The pay should be fixed further on this line. It will make a big difference in present pay of assistant who were drawing 5500 as on 01.01.2006 and 6500 w.e.f 15.09.06.

Sir,The primary teacher was in the scale of 4500-125-7000 in 5th pay commission.After implementation of the 6th CPC recommendations the commission has upgraded the primary teacher's scale into 6500-200-10500 (pre revised scale)and was fixed in the scale of Rs.9300-34800 with grade pay Rs 4200.Now the commission has granted new grade pay Rs.4600 to pre revised scale 6500-200-10500 in spite of Rs 4200.Is this new grade pay 4600 applicable on primary teacher or not please clarify.

Please clarify whether the unjust done by the 6th pay commission that entry pay for direct recrtuit in the GP 4600 will be applicable for all the promotees who are promoted to that cadre (pre-revised 6500). In view of the detailed discussions going on among the Central govenrment employees about the grade pay of Rs.4600/-, I am of the opinion that the persons in different pre-revised scales are interpretting the OM dated 13.11.2009 with an intention that one particiular scale (ie. theirs) only eligible for grade pay of Rs.4600/-. I, therefore, would like to know the following from anyone who can give correct reply.
1.which is the merged scale of 5000-8000 and 5500-9000?
2. If 6500-10,500 then what is the grade pay?
3. How the grade pay is arrived?
4. What is your stand on Gazettee notification of merging 5000-8000 and 5500-9000 with 6500-10,500 and further upgrading to 7450-11,500?

for = 9300+4600( instead of 4200)

6th cpc is entirely different calculation. There is no fixation in the revised scale as was till 5th cpc. Now whatever may be the revised scale you will get only 1.86 times of basic pay drawing plus the higher grade pay of the appropriate pre-revised scale (including upgraded/merged scale). The existing scale means the applicable scale as on 1.1.2006 also as per definition given in the Gazetted Notification(Page 32-definition(2).

The 6th Central Pay Commission vide report in page No.45 categorically recommended as under:

"Scales of 5000-8000, 5500-9000 and 6500-10,500 have been merged to bring parity between field offices; the Secretariat; the technical posts etc. This was necessary to ensure that due importance is given to the levels concerned with actual delivery."

The Government not only accepted the recommendations but also merged with 6500-10,500 and upgraded to 7450-11500 inorder to get GP4600/-.
So all employees 5000-11500 (pre-revised ) will be getting 4600 GP .
Morever, while granting 4600 GP to the Assistants in the Central Secretiart vide OM dated 16.11.2009, it was stated that grade pay (Rs.4600)to the field offices has already been granted vide OM dated 13.11.2009.

Please post any doubt?

There will be no scale 6500-10,500 after the upgradation to 7450-11,500. The New Pay band PB.2(9300-34800) for the scales starting from 5000-11,500. Hence as per gazettee notification P.43, the initial appointment in PB-2 will be done 9300+GP (for the pre-revised 5000). and for the new entry of 7450-11,500 will be 12,540+GP and for the pre-revised 7500-12000 will be 13,350+GP. Whatever may be scale, the fixation in 6th cpc will be 1.86 times of the pay drawn as on 1.1.2006 and grade pay applicable will be added. This is the fixation in 6th cpc. Earlier, (upto 5th cpc)the stage was fixed the revised scale - this concept is changed. Now 1.86 times of pay drawn is only considered as pay and GP will be taken. Hence question of joining in the pre-revised scale after 1.1.2006 and promotion to 7450-11,500 will have no effect in the new cpc.

In 5th pay commission the pharmacist exist in same pay scale as UDC,Sr.Clerk in railway etc. The ANM exist as the scale of LDC, but the ANM scale was upgraded and brought to UDC Scale. The sacle of LDC and UDC is in deplorable condition now it is time of enchance these scale and a committee should be constructed.

In my opinion the merger of pay scales of 5000, 5500 and 6500 should be withdrawn as they were the feeder scales for promotions in some departments. The issue can be solved if the said scales are given the grade pay of Rs.4200, 4600 and 5400 resp. in the pay band 9300-34800 without the merger. pl comment.

The above comments to withdraw the merger would have been useful for the pay commission to consider, when thousands of representations given to merge these feeder scales in order to remove anomaly of 5th cpc as almost all the recruitment criteria and qualifications were almost one and same, some times work of Assistants are more than the people drawing scale of 6500-10,500 Accordingly the pay commission in its report stated the necessity of merging and taken conscious decision to merge. When there was no representation to the pay commission to demerge at the time of recommendation and also even at the time of implementation by the government, the untimely opinion at the time of release of arrears has no relevance. However, it is upto the individual employee, in anticipation of the welfare of the crores common man to keep away from the increased salary. But also keep in mind that there is a government to timely review the pay and increase the pay in view of price index.

First try to understand the OM dated 13.11.2009. As per this OM revised pay is granted 4600 to the following.
1. to the existed post in the pre-revised scale of 6500-10,500 as on 1.1.2006.
2. Those who were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB.2.

So the order is clear that all the scales merged (5000-8000 and 5500-9000 with 6500-10,500) will get the grade pay of Rs.4600/ on the following reason.
1. The meaning of existing pay includes the pay applicable as on 1.1.2006(as per the definition (2)6th cpc gazettee notification page No.32)

2. The GP 4600 is eligible for the replacement scale in PB.2 also. So the replacement pay strucuture of 5000-8000and 5500-9000 is 6500-10,500 as on 1.1.2006 and grade pay drawn is 4200. All these are elgible for revised GP4600/-.

3. For those who were drawing the scale(6500-10,5000) in 5th cpc will come under the purview of existing sturcture of pay scales and the 5000-8000 and 5500-9000 will come under the purview of Normal replacement pay structure(otherwise known as recommended scale)ie., 6500-10,500. It is not my interpretatio. Kindly read the page number 631 of the report wherein it has been given meaning of replacement scale.
Moreover, the 2nd OM 16.11.2009 stated clearly by granting 4600 to the Assistants in the CSS that the Ministry of Finance has already granted 4600 GP to the Assistants in the field offices in the view of merging the scales.

Clarification 6: Procedure for placing employees in upgraded scles in case of merger of scles/upgradations recommended by the sixth cpc:

i) where all posts in one or more pre-revised scales are merged with a higher pre-revised scale and GIVEN A COMMON REPLACEMENT SCALE/GRADE PAY, the suitability of the incumbents need not to be assessed for granting them the higher replacement scale/grade pay and the incumbents will automatically be granted the replacement pay scale/grade pay recommended by the Commission.

Now the present OM dated 13.11.2009 is just to release the arrears as the 6th cpc already clarified the question of granting higher grade pay and how to grant replacement scale.

Now the order is clear. Isn't it?

There are many identifical posts having same scale of pay. All of them are not gazetted. There are Non-gazetted also. If your name is published/declared by the Govenrment in official gazettee, you will be known as gazetee. That is the difference.

your will get 4600 gp from your date of joining that your office may not deny. but your promotion will be just a change in designation since both the posts carry the same GP.

had you received the office order related to fixation of 4600 for your earlier post. ask your department related to pay fixation. seems that they had not upgraded 6500

Your question as well as one reply given to you by somebody in the blog are not clear to me. You said that you joined duty on 19.6.2009 and got next promotion on 23.11.2009. This is not possible. Since you are in PB>2 and paid GP4200 from 19.6.2009 you will get the revised rate of 4600 from the same date. You can tell your office to get the latest orders of the Ministry of Finance. Now all offices are having internet and they can download it. Otherwise being an individual, you can also get your doubts cleared from internet cafe. All these doubts are developed due to non-referring of the latest OMs/rules.

Bur the question is he was promoted to the grade of 4600 on 23.11.2009 what will be his new grade pay. this quation araised when there is a post already existing in pre revised 7450 which is given 4600 gp. he may not get any benefit of the promotion except for the change of designaiton as he had already joined in the 4600 three years before.

Dear Mr.Pranav,
You will get grade pay of Rs.4600 w.e.f 19.6.2006(ie from your date of joining). In case you are promoted in 11/2009 to the scale of 7450-11,500 also your grade pay will be the same. But you will be getting one increment on 23.11.2009 due to fixation. In case your promoted post is 7500-12,000, then there is a change in the grade pay also on promotion. These kinds of anomalies will be over when each Ministry frame the Recruitment Rules as per OM.No.AB.14017/61/2008-Estt(RR) dated 24th March, 2009 wherein the DOPT directed all the departments/Ministries to change RR within 6 months from the date of issue of this OM . If so the person who is drawing grade pay of 4600 will get 4800 on completion of 2 years and 5400 on completion of 3 years and 6600 on completion of 7 years. But I think, almost all the Ministries are keeping silent on this and there is no union/association now in India for the welfare of employees to take up matter at the appropriate level even after a lapse of 8 months. So we may wait for the sympathy of each Ministry to get the benefit assured by the Government.

this is the option you have to excise very carefully.

Let Rs.X be your fixed new basic
and let Rs.Y be your current basic

(a) the date of next increment
in this case you will continue to get your old basic till your next date of increment. + difference in grade pay
ie you will get
Rs.Y (your existing basic) + Rs.400 (diff of Rs.4200 and 4600) till july 2010 and after that you will get Rs.X + one+one (ie two increment)

(b) in this case you will get the new salary Rs.X from the date of promotion and you will get the new increment in the normal course.

Can anybody enlighten in the issue please.

As on 19.12.2008 was working as Assistant and my pay was:

Pay in Pay band : Rs. 12660/-
Grade Pay: Rs. 4200/-
total Basic Rs. 16860/-

On 20-12-2009 was promoted to the post of AAO in the same Pay Band with Grade Pay of Rs. 4600/- and my pay fixed as under:-

3% increment of 16860/- i.e. Rs. 510 (after rounding off)was added in the Pay in Payband = Rs. 13170/-. In addition, Grade Pay of Rs. 4600/- (corresponding to pay scale 7450-11500) was granted. The total Basic Pay was fixed Rs. 17770/-

It may please be noted that minimum pay in the pay band corresponding to the basic pay Rs. 7450 comes 13860 (round off) whereas I was only granted Rs. 13170/-

Is it not an anamoloy. Any one please clarify the doubt.

In view OMs dated 13.11.2009 and 16.11.2009, the Assistants in the field offices are not being given Grade pay of Rs.4600/- by different Ministries, the only remedy is to approach CAT for the cheating. Otherwise let the OM be withdrawn. The OM dated 16.11.2009states with this OM, parity upto the level of assistants made and granted GP 4600/- to the assistants in the field office. Why this kind of cheating?

Please note that this OM dated 13th November 2009 is only for CSS Assistant and Inspectors whose prerevised scale is 6500-10500 as on 31.12.05 n for those whose pre revised scale are 5000,5500 as on 31.12.05 their GP is 4200. Dont spread any silly things on the net.

My dear All friends OF CSS,you all people want to prove something else which is contrary to the OM dated 13/11/2006. you better koow your pre-revised scale scale as on 1-1-2006 is 5500-175-9000. your upgradation were done in 15 sept,2009. tell me where are u in this position? if u consider your scale as on 1-1-2006 is 6500-200-10500 then u thiking only sixth pay replaced scale.not the pre-revised as on 1-1-2006.that is the main reason 4 discussion. it ought to be given to all whos replaced scale is 6500 as on 1-1-2006.

Indian Railways have issued orders for grant of Rs.4600/- grade pay only to the Central Secretariate Staff of Railway Board and their counterpart stenographers service in gross violation of the Finance Ministry's order dated 13.11.2009 on grant of 4600 grade pay to all the posts of 6500-10500 that existed on 1.1.2006. The so called "PARITY" stressed upon by successive pay commissions has been conveniently ignored by the Babus sitting in Railway Board, leaving in the cold other staff working tirelessly in Zonal Railways and other field offices?. All staff especially PS/Grade II and other such staff who were in 6500-10500 scale prior to 1.1.2006 and who have been granted 4200 grade pay should not keep quiet and should not allow this injustice.

Rs.4600 G.P. to only those common category staff of the Ministries/Departments who are mentioned in Part B Section II of CCS (RP) Rules 2008 dated 29th Aug. 2008. All three pre revised scales officials of aforesaid categories will get. Now what remains is the official endorsement from respective Ministries/Departments.

Dated 13th Nov. 2009.On the same blog I got a RTI reply Posted by somebody, namely from Renu Kakkar Under Secretary (IC-II)dated 24th October 2008 i.e. after publication of official gazette notification dated 29th Aug. 2008 for CCS (RP)Rules 2008 in letter NO.F.NO.22/2/2008-IC.II that all the three pre revised scales of Rs. 5000-8000,Rs. 5500-9000 and Rs. 6500-10500 have bee granted the identical revised pay band of PB-2 (Rs.9300-34300)with Grade Pay of Rs.4600.
If the aforesaid reply is authentic then there remains no doubt about GP OF 4600 to all the three pre revised merged scales
If otherwise even then it is very clear when You read the O.M.dated 13th Nov.2009 with CCS (RP)Rules2008 Part B Section I Para II and V.

though the grade pay for prerevised 6500 has been given 4600 gp. for the persons who joined after 01.01.2006 the basic pay will be 9300 and they will get the grade pay of 4600 instead of 4200. I confirmed it from my Section Officer. so this will not benefit persons who joined after 01-01-2006

Did you read the Finance Ministry OM dated 16.11.2009 especially 2nd page, ie., 4th paragraph 1st sentence starting with "while......and 3rd senetence starting "with this issue of OM...... Please don't come into a phsycological conclusion before reading Finance Minsitry letter. All merged scales will get 4600/- GP including in the field offices upto the level of Assistants as per OM dated 16.11.2009. Please, read and read again.

People are still debating on the issue of Grade pay of 4600/-.
My opinion, even legally also, is as under:
The pre-revised scale of 5000-8000 and 5500-9000(vth cpc) as on 1.1.2006 is 6500-10,500.
The pre-revised scale of 6500-10,500(vth cpc) as on 1.1.2006 is 7450-11,500 or 7500-12500 and even 8000-15000 which is to be restructured by each Ministry as per DOPT letter dated 24.3.2009.
However, there is nothing harm to claim 4600/- by the pre-revised scales 6500-10,500(5th cpc) also at par with those merged scales but the OMs dated 13.11.2009 and 16.11.2009 are not meant for them only.
Please take up the matter at the appropriate level.

I was appointed as Private Secretary on deputation w.e.f 24.3.2008 in my department in the pre-revised pay scale of Rs.6500-10500. My dept has fixed my pay in the revised pay band/pay scale at Rs.13860 with GP 4600. I absorbed in the dept w.e.f. 11.2.2009. The pay vetting team visited my office and calculated my pay as per the provisions contained in 5.1(ii)(b) of appendix V of FRSR Part I and fixed the same as 9300 + GP 4200. I have put in 13 years service before I joined this dept. Will you please clarify the position in the aforesaid matter. Also, pl tell me whether i am entitled to get my pay fixed in the pay scale of 7450-11500 with GP 4600 since the payscale of Rs.6500-10500 has been merged to 7450-11500. Please do calculate my pay on the above terms.

DOPT has issued OM on 21.12.2009 granting Grade Pay of Rs. 4600 based on the OM issued by the Ministry of Finance on 16.11.2009 in respect of officials working in Central Secretariat Services as Assistant and PAs. There is no reference in the OM issued by the DOPT on 21.12.2009 granting the said benefit to the officials working in other departments. If anyone clarify the issue.

Assistants in central Secretariat have been given 4600 grade pay. Their scale was 5500 as on 1.1.2006. One of the justifications that has been given be mof for this is that Assistants in central secretariat are direct recruits.Dopt has been advised by mof to arrarnge a cadre between Assistants and UDCs. On this basis other cadres like Junior Hindi Translators should also be given 4600 because they were upgraded to 6500 on 1.1.2006.

sorry to convince you people (6500 pay scale), inspite of clear instruction, you people need only 4600/-GP though entitled for 5400 GP. It is our fate. You need only disparity between 6500 and 5500 or 5000 and continue to get high salary irrespective of qualification and nature of work and experience. Where were you people when the pay commission took grievances in their sitting? Any let the democratic government take a decision. As you said let us stop debating?

all thoses who where in pre revised 6500 scale must stop saying that the lower grades were merged with them. they have forgotten that earlier they were in 5500 grade and that they were indiscriminately upgraded to 6500 overlooking other similar grades. so they must stop crying foul. it inspector was 5500 when i was in 5000. while it inspector upgraded to 6500 i remained in the same grade.can anyoned tell me the justification about this?

As far as LDCs and UDCs are concerned, you are treated at par with 7th std qualified Class IV people after having been 1 week training. A 7th std peon joined on 31.12.2005 and a Postgraduate LDC joined on 1.1.2006 will get the same salary and grade pay, that is result of 6th cpc. We can tell to the people those who have ears. This is the fate. The employees are segragated and there is no unity and have no leaders to take up the matter at the appropriate level. Please wait for the sympathy and mercy of each department, until and unless they restrcture the posts as directed by finance Ministry nothing will happen. Though the Ministry Finance put time limit for restructing of posts nobody bothers.

NAVBHARAT (Hindi daily )newspaper of Mumbai edition dated 31/12/2009 published a news that all the pre-revised scale of 5000,5500 and 6500 are given grade pay of 4600 for railway employee. now it is upto the all board to implement the same grade pay as per railways and as per the sixth pay commission recommendation and OM dated 13/11/2009, 16/11/2009 etc.

Inthe subordinate offices in the department of Posts, stenographers are working under the following cateries prior to 31.12.2005.
Steno grade II 5000-8000 scale
Steno grade I 5500-9000 scale
PS(Gazetted) 6500-10500
While Stenograde II and Grade I are not-gazetted posts wherewas 6500-10500 is gazeted post and hencecan not be merged as the latter is a promotional post.
Now according to Government notifiction, it is clear that only PS(Gazetted) and siimilarly placed posts have been upgradted tothe prevised scale of Rs.7450-11500 and given GP ofRs.4600. Hence the present order will apply to only those scale of 6500-10500 only and the other two posts will get GP of 4200 only. In brief 6500-10500 is a separate gazteed post which should not have been merged with 5000-8000 and 5500-9000 in the first instant and now the government has rectified the anomaly.

Mr.Ramankutty has very correctly said that the post of Stenogrpaher Gr.I is gazetted and GP 4600 is to be given only these Gazetted stenos. But sorry to say,that the Pay commission has taken conscious decision to merge these scales in order to ensure that due importance to the levels concerned with actualy delivery.(Ref.page45). Hence the government also approved and given. It is too late to consider your suggestion by 6th cpc, but the 7th cpc may consider in future. But the pre-revised 5500-9000 are getting GP 4600 and our gazetted pre-revised 6500-10,500 are given GP 5400 due to actual delivery of work.

Mr.Raja and others, Please realise the situation until and unless the minimum gazetted scale (pre-6500-10,500) demand for their revision as was done by many departments after 6th cpc, the situation of the merged scales will be same. These 6500-10,500 are supposed to get GP 5400 and many departments done. Whereas, in some departments, these lowest gazetted cadres are not realised the fact and going on propagating that 4600 is theirs alone and this should not be given to the other merged scale. Here the problem of understanding and these scales will be loosing not only in the present position but also in MACP.

this om is just a guideline and the individual ministry can modify this and may accept or decline it so every body have to wait for the individual ministries to issue their own notification. so far only railways and dopt had issued the notification.

MoF letter dated 24/11/2008 and later corrigendum issued by the MOF dated 27/11/2008 is sufficient OM to show to implement the grade pay 4600 itselfs. moreover current OM dated 13/11/2009 clearly highlighted this issues that scale as on 1/1/2006 are entitled grade pay rs.4600. railways have already implemented it. EPFO also. It is now dependent on the respective board to implement it. but u have to take some initiative at first!

Sir,The primary teacher was in the scale of 4500-125-7000 in 5th pay commission.After implementation of the 6th CPC recommendations the commission has upgraded the primary teacher's scale into 6500-200-10500 (pre revised scale)and was fixed in the scale of Rs.9300-34800 with grade pay Rs 4200.Now the commission has granted new grade pay Rs.4600 to pre revised scale 6500-200-10500 in spite of Rs 4200.Is this new grade pay 4600 applicable on primary teacher or not please clarify.

Dear Primary Teacher,

The order of upgradation is for persons who are in pre-revised 6500 pay grade and who had given replacement pay grade of 4200. In your case you are in pre-revised grade of 4500-125-7000 so this upgradation is not applicable to you.

What was the pay scale of your post as per 5pc? If it is 6500-200-10500 then you would have got the grade pay of 4600 by now. please read the OM once again if you belong to 5000 or 5500 pay scale you will be not be upgraded as this OM is specific for posts in the pre revised 6500 and who have been given replacement grade pay of 4200

I am an employee with Kendriya Vidyalaya Sangathan. I am working there as a Primary teacher. Before 6th pay commisison our pay scale was 4500-125-7000. In 6th pay commission we are upgraded to pre revised 6500 and now our pay band is 9300-34800 with grade pay 4200.
May you please inform me whethewr we are eliglble for 4600 grade pay or not.

Dear Mr.Verma,

upgradation of grade pay to 4600 is not at the discretion of the Department its to be done to every post which had existed in the pre revised 6500 pay scale.(Even supreme court of India had done the upgradtion) Talk to your administration regarding that. They should have done this by now. If they are not doing you can give a representation to the office and get the reply, or you can ask the reason for the delay in implementation through RTI, if the delay is not genuine you can go to the supremecourt and file a writ directing your office to do the upgradation. first you can find the actual reason by RTI. This is done in all our DST establishments during January itself.

I hope most of the offices had done the upgradation of all pre revised scales in 6500 to 4600 whether its technical or non technical. If it had not been done yet due to financial issues of the department, it will happen during the month of april or may. otherwise we have to go to CAT etc for resolving the issue.

I truely agree that the LDC and the UDCs have become the slaves. Now after upgradation of the Group 'D' posts to the level of Group 'C' post with a mere diference of 100 in case of LDCs and 600 in case of UDCs.
this is infact a grave anomaly. I therefore request the Chairman of the Anomaly Committee to view the matter seriously and give justice ato us.
I also request the Finance Ministry to kindly regulate the anomaly in a fairer manner so that we can concentrate on our work and for the smooth functioning of the work.
In good gesture, I call upon my fellow counterparts to join in fighting this injustice.

Now its necessary for the assistants to be a postgraduate in science or a holder of engineering degree or a degree in law as per the 6pc recommendation as the posts should carry this qualification to receive the 4600 i think those who have already joined will be exempted in acquiring the above qualifications but the future assistants its mandatory
