Subject:- Grant of the revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2

Sixth Pay commission recommended merger of the three pre-revised scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 and replaced them by the revised pay structure of grade pay of Rs.4200 in the pay band PB-2. Vide para 2.2.21 (v) of its report, the Commission recommended that on account of the merger of these 3 scales, some posts which constituted feeder and promotion grades would come to lie in an identical grade. The Commission gave specific recommendations in its Report granting higher grade pay of Rs.4600 to some categories of these posts. As regards the other posts, the Commission recommended that it should first be seen if the posts in theses 3 scales can be merged without any functional disturbance and if possible, the same should be done, Further, the Commission recommended that in case it is not feasible to merge the posts in these pay scales n functional consideration, the posts in the scale of Rs.5000-8000 and Rs.5500-9000 should be merged with the posts in the scale of Rs.6500-10500 being upgraded to the next higher grade in the pay band PB-2 with grade pay of Rs.4600 corresponding to the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs. 7450-10500. 

The above recommendations of the Sixth Pay Commission were notified vide para (ii), Section I in Parts B and C of the First Schedule to the CCS (RP) Rules,2008. While Part B of the First Schedule of he CCS(RP) Rules relates to revised pay scales for common categories of staff, Part C notifies revised pay structure for certain posts in Ministries, Departments and Union Territories. The above provisions of the Rules specifically mentioned that upgradations in terms of para (ii) Section I may be done in consultation with Department of Expenditure, Ministry of Finance. 

Consequent upon the Notification of CCS (RP) Rules, 2008, Department of Expenditure has received a large number of references from administrative ministries / departments proposing upgradations of the posts which were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 by been granting them grade pay of Rs.4600 in the pay band PB-2. The matter has been considered and it has now been decided that the posts which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2, will be granted pay of Rs.4600 in the pay band PB-2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f.1.1.2006. Further, in terms of the aforementioned provisions of CCS (RP) Rules, 2008, in case a post already existed in the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.5600-10500 should be merged with the post in the scale of Rs.7450-11500. 

Accordingly, in terms of Rule 6 of CCS (RP) Rules, 2008, revised pay of Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who have already exercised their option for drawal of pay in the revised pay structure in the format prescribed in the Second Schedule to the Rules, will be fixed again in accordance with illustration 4A annexed to CCS (RP)Rules,008. 

In case of all such Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who had opted to have their pay fixed under CCS(RP) Rules, 2008, action as prescribed in this Department’s O.M. of even number dated 30th August, 2008 will be taken. In case a Government servant desires to revise his earlier option for coming over to the revised pay structure, he may be permitted to do so without any reference to this Department. 

6. On account of pay fixation in the revised pay structure of grade pay of Rs.4600 in the pay band PB-2, arrears of pay will be recalculated and difference of arrears in respect of the entire amount will be paid immediately. The manner of drawal of arrears ahs already been indicated in this Departments/s O.M. of even number dated 30.8.2008.

Why did Govt. deprive Assistant of Central Govt. Autonomous body by leaving them with 4200/- G.P. only whereas the Assistants at autonomous body do harder labour field and office work both. Ministries bale kaam karte hai aur autonomous bale ghas(grass) chhilte hai kya? let me have a discussion with any of the representative of Govt. Is is british rajya that indian will be given less in comparison with britisher.

Dear Sir,

I was in the post of Tech. Gr.-III on 01.01.2006 in scale Rs.3050-4590/- & rate of pay was Rs.3350/-. I was promoted as Tech. Gr.-II on 06.09.2006 in scale Rs.4000-6000/- & rate of pay was Rs.4000/- and again promoted as Tech. Gr.-I on 11.11.2008 in scale Rs.4500-7000/- & rate of pay was Rs.4500/-. Now, after 6th Pay Commission my rate of fixed in Rs.10740/-. Now, my question is that is it correct? Pl. extend your helping hand as early as possible.

I am on deputation from Govt. of maharshtra to Central Govt. I am in state Govt. wroking in the pay scale old 5500-9000 new(9300-34800)
in same scale I am on deputation and GP 4200/- I have opted for central govt. post pay scale. I am eligible for this rise of 4600 GP. Kindly clarify me.

Dear Sir,

My basic pay is 8500/- as on 01-01-2006 on the pay scale of 6500-10500. In 6th pay commission basic pay 8500/- is fixed to 15810/- with grade pay 4200/-.

I would like to know that after revised scale to 7450-11150, with grade pay 4600/- what will the Basic. Pl. kindly clarify immediately.

it is tragic that employees belongs to PB1 are most deprived and ignored.No proposals,recommendation or voices are raised or coming up for them.

The GP difference between PB2 & PB1 is highest (Rs.1400) amongst all PB differences.

WHY????

If GP Rs.2800 is increased to atleast Rs.3200, I think these group will get a little consolation.

According to 1.86 multiplication formula, the minimum pay band of the persons having grade pay 4200/- should be Rs. 10230/- (pre-revised 5500 X 1.86 = 10230/-). While Pay commission has granted pay band Rs. 9300/- which is Rs. 930/- less than the 10230/- (pre-revised 5500 X 1.86 = 10230/-. It is therefore requested to kindly sanction minimum pay band Rs. 9300/- in respect of those employees having grade pay 4200/-.

Hello Sir,

I am working in a Central Govt. Office In Lucknow as Hindi translator in the scale of 5000-8000 since 1990. I was granted ACP in 2002 in the scale of 5500-9000. My scale was revised as per 6th CPC in the revised pay structure of PB-2 9300-34800 +GP 4200. Under MACP I was granted GP 4600 with effect from 1-Jan-2006.

Ministry of Finance, Dept. of Expenditure vide their OM no. F.1/1/2008-1C, dated 24-11-08 had placed the post of junior hindi translator in the scale of Rs.6500 – 10500 PB2 w.e.f. 1-1-2006. Further Ministry of Finance Govt of India has granted grade pay of 4600 in the revised payband PB2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1-1-2006 vide their order no. F.1/1/2008-1C dated 13-11-2009. Accordingly I think I must be given GP of 4800 w.e.f. 1-1-2006.

Kindly clarify whether the above said order of 13-11-2009 is applicable to Jr. Hindi Translator or not. Kindly reply at the earliest possible as it is very urgent and I am waiting for it eagerly.

Is the above order also applicable for the Autonomous Bodies for the post of Librarian.A Librarian has been working in the pay scale of 6500-10500 since 1987 to 1-01-2006. He was granted GP 4200. He has not been given GP4600 till date. Kindly clarify whether Librarian should get GP 4600.

Dear Friends request you all to take my arguments in a right spirit. According to 6th cpc page 49 (V) On account of the proposed merger of pre-revised pay
scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500,
some posts which presently constitute feeder and
promotion grades shall come to lie in an identical grade.
The Commission has given specific recommendations
about some categories of these posts in the Report. As
regards other posts, it should first be seen if the posts in

disturbance. If possible, this should be done. In case it is
not feasible to merge the posts in these pay scales on
functional considerations, the posts in the scale of Rs.5000-
8000 and Rs.5500-9000 should be merged with the post in

corresponding to the pre-revised pay scale of Rs.7450-11500.
In case a post already exists in the scale of Rs.7450-11500,
the post being upgraded from the scale of Rs.6500-10500

11500. Besides, posts in the scale of Rs.6500-10500 carrying
minimum qualification of either Degree in Engineering or a
Degree in Law should also be upgraded and placed in the
scale of Rs.7450-11500 corresponding to the revised pay
band PB-2 of Rs.8700-34800 along with grade pay of 4600. if feeder cadre will also get 4600 then those who have been directly requited in the scale of pre-revised scale of 6500-10500 as on or after 2006 and worked as reporting officer for feeder cadre, now have to report to those who have been reporting him. what a funny ?.Secondly 6th cpc also given importance for Qualification for holding a post but here everything is compromising.

Hi, Iam working as a staff artist in the ministry of Information and broadcasting and my grade pay on 1.1.2006 was 4200 with a pay band of 6500-10500 and on contacting the department for the revision of the pay bank to 4600/- the department is advising as that it is applicable to those who have started their pay as 6500-10500 and not who have reached by earning increments please advise and clarefy. regards.

sir i want to know that a person joined 0n 25.09.2012 to the post of rajbhasha sahayak grade II(4500-7000) in railways having MA in english and got first promotion on 29.06.06 to rajbhasha sahayak grade-I(5000-8000). on 13.09.2012 both the posts are merged and designated as Hindi Translator to come up parity with csols. question arises that the staff will get macp of 4600 or not? if yes, from which date. please also refer rules behind this.

I have joined on 20th January, 2006 in the scale 5500-175-9000 and another person joined on the same date in scale 5000-150-8000. After fixation will both of us will be fitted in the same scale i.e 9300- 34000.

I joined in Indian Navy as direct recruit Steno, Gr-III on 03 Oct 79 . I promoted Steno, Gr-II on 12 Jun 98, next promotion I got in 08 Apr 04 as Steno, Gr-I further promoted as Private Secretary on 20 Mar 14. I got 2nd ACP on 03 Oct 03 in the scale of Rs. 5500-175-9000 with GP of Rs.4200, 2nd MACP I got 01 Sep 08 in the scale of Rs.9300- 34800/-with GP of Rs.4600/- 3rd MACP I also got in the scale of 9300-34800/-on 03 Oct 09 with GP of Rs.4800/-. As I got one ACP & two MACPs on the above mentioned dates, so I could not get any financial benefit. Now on 31 May 15 I retired from service with GP of Rs.4800/.
Sir, request to reply that GP of Rs.5400/-if on MACP as promotional hierchy if govt aceept am I benefited on this?

I retired from IIM-B in 2001 as an Assistant. IIM-B comes under Min of HRD,GOI,New Delhi and followed Central pay/pension rules.I am one of the person affected by the merger of three scale.Now IIM-B finalising fixation of GP of ₹.4200. Am I not entitled for ₹.4600 Gradepay with Kevel of 7 fixation of pension.Let me know whether it is correct.
