       Subject:Grant of House Rent Allowance to Railway employees posted to new zones/new Divisions-Regarding.

The issue of revision of rates of Daily Allowance for engagement of retired employees on daily remuneration basis has been engaging the attention of the Board. It has now been decided by the Ministry of Railways that the following rates of daily allowance will be effective from the date of issue of the sanction. (i) For posts in Grade(Rs.5200-20200) + GP 1800 = Rs. 300 per day.
(ii) For posts in Grade(Rs.5200-20200) + GP 1900/2000/2400 & 2800 = Rs. 320 per day.
(iii) For posts in Grade(Rs.9300-34800) + GP 4200 = Rs. 550 per day.
(iv) For posts in Grade(Rs.9300-34800) + GP 4600 = Rs. 565 per day.
(It should, however, be ensured that in each and every case of engagement of retired employees, the daily allowance + full pension should not exceed the last pay drawn)

2.The maximum age limit of 62 years is not to be exceeded during the period of engagement.

3. Other terms and conditions as stipulated vide Board's letter under reference would continue to be the same.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways (Railway Board).

The DOPT vide Om No.7/7/2008 CS1(A) dated 21.12.2009, extended the benfit of grade pay of Rs.4600/- to Assistants in the CSS alone as per Ministry of Finance OM dated 16.11.2009. The same OM 4th para states "while considering the case of granting upgraded grade pay of 4600 to Assistants and PAs in the Central secreriat, it is n oted that Sixth pay Commission had recommended parity in terms of hierarchial structure of office staff in the field and secretariat offices upto the level of Assistants and this recommenddation had been accepted by the Government. With this issue of this department's OM of even n umber dated 13th november, 2009, the grade pay of Rs.4600 has already been introduced in the case of office staff in Field Office. ----why these senetences are not applicable to DOPT? Are the concerned making foos on the Assistants (pre-revised 5500-9000)in the field offices. These assistants more competent when they entered into service in the pre-revised 4500-7000( Graduation with 2 years expereince in the field on programme) whereas the CCS cadres are selected with mere graduation and a test. So the Assistants in the field are more competent/with 7 to 10 years expereinced than the CSS Assistants. So inspite of approving the 6th cpc report and parity with the CSS assistants, the delay from the DOPT in granting 4600 GP to field Assistants in too much painful.
