A letter from Shri Ramalingam, PA, CVRDE, MOD, Avadi, Chennai and JCM-III DRDO Member.


Let me introduce myself that I am Ramalingam, PA working in CVRDE,MOD Avadi,Chennai and a JCM III DRDO Member. I am representing through my dept the demand for 4600 GP for the merged 5000-8000 to 5500-9000 and upgrade to 6500-10500 as on 1.1.06. As per the CCS(RP)Rules 2008 in the explanation note it was clearly stated that our grade pay pertains to 6500-10500 prerevised scale for the prerevised scale of 5000-8000,5500-9000 and 6500-10500 as on 1.1.2006. But the Field office Departments are not willing to implement except National Informatic Centre, CAT Stenographers. Through our Association viz All India DRDO Personal Staff Association(Recognised) we have asked the clarifications from Swamy's Publications regarding the applicability of GP 4600 GP as per the CCS(RP)Rules 2008. If nobody knows the people working in Swamys publications, we can expedite the clarifications from Swamy's Publications,Chennai.We have also received RTI reply from Ministry of Finance regarding the revised GP 4600 for merged and upgrade scale. MOF has attached the 13th Nov 2009 letter about the applicability of revised GP 4600. If we get the clarifications from Swamy Publications in our favour, we can refer this to Govt. for revision of GP.

Let me first introduce myself.I am Madhavi Naveen Garg working as Hindi Translator in a Central Govt.Department in LUCKNOW in the pre-revised scale of Rs.5000-8000 which was upgraded to Rs.6500-10500 from 01-01-2006 after 6th Pay Commission.I should be granted gp of 46oo as my entry grade but my office and the concerned Ministry i.e.Ministry of Culture is denying it on the ground that the Rajbhasha posts are not covered in the order of 13th Nov.2009 of Ministry of finance,whereas this ground is baseless as the order is for all posts and not for specific posts,which is clear from it's language and contents and the scales of hindi translators were also upgraded to Rs.6500-10500 after 6th Pay commission like all other posts. You have mentioned about RTI reply of MINISTRY OF FINANCE regarding the revised GP of 4600 for merged and upgraded scales. Can u please send me acopy of that on my e-mail madhavi.naveen@yahoo.co.in.I will be extremely grateful to u.

Respeted Sir/Madam,

I am to submit following points for your kind consideration please:-

1. That I was appointed as Acctt. w.e.f.10.6.1987 in the pay scale of Rs.1200-30-1560-40-2040.
2. That I passed the Departmental Confirmatory Examination on 28.7.1988 and was entitled of Rs.30/-p.m. as Qualifcation Pay.
3. That I was promoted as Sr.Acctt. w.e.f.30.11.1990 in the pay scale of Rs.1400-40-1600-50-2300-60-2600 and my pay was fixed at Rs.1400/- i.e.the minimum of the scale of promotion.(Rs.1290+30 notional increment+30 qualifcation pay).
4. That I was not allowed to opt for the drawal of Qualification Pay separately as per your office OM No.F.10(8).E.III/95 DT.02.02.1996 of Ministry of Finance, Govt. of India, stating that the Accountant who has been promoted before 22.3.1990 has the option to draw Qualifcation pay separately. And in the similar cases their pay was fixed at Rs.1400 + Rs.30/- (Qualification pay) and they are still getting it separately which is now upgraded to Rs.120/- p.m. which is a injustice to the Accountants promoted as Sr.Accctt. after 22.3.1990.
Suggestion/Clarification Required

Please let me know whether any amendment/notitication/office order have been issued from your Ministry of Finance for the Accountants who promoted as Sr.Acctt. after 22.3.1990 has a option to draw the Qualification Pay separately while fixation of pay and can I get the arrears of this Qualification pay.
