Expenditure Control in BSNL - clarification reg.

Clarifications on withdrawal of Leave Encashment while All India LTC / Homo Town and regarding freezing of All India LTC for two years w.e.f. 05-09-2011 from BSNL.

Subject : Expenditure Control in BSNL - clarification reg.

             Kindly refer to the letter No. 7-8/2010/EF/Part/1 dated 05-09-2011 of AGM (EF-I), BSNL Corporate office on the subject mentioned above conveying the decision of competent authority regarding withdrawal of Leave Encashment while All India LTC / Homo Town and regarding freezing of All India LTC for two years w.e.f. 05-09-2011. Following clarifications are issued in this regard —

1. The order dated 05-09-2011 is applicable to all BSNL employees — absorbed, directly recruited and working on deputation / deemed deputation in BSNL w.e.f. 05.09.2011.

2. In case of BSNL employees who had already booked the tickets on or before 05.09.2011 for their outward journey on LTC after 05 09.2011 and who have not commenced the outward journey, the cancellation charges will be reimbursed by the respective controlling unit. The reimbursement will, however, be limited to actual cancellation charges or cancellation charges of the admissible class of entitlement of the employee, whichever is less.

3. In case the LTC advances and Leave encashment already drawn for the journey on LTC after 05.09.2011, if any. may be refunded immediately. Otherwise, the controlling unit will recover the amount in one lump sum from the salary of the employee without any penal interest.

4. The employees who had already commenced their outward journey on or before 05-09-2011, have to complete their inward journey as per the extant rules / guidelines available for LTC prior to O5-09-2011.

5. As the employees due for retirement on superannuation in next two years have been exempted from the above restriction on All India LTC. However, the employees retiring voluntarily (VR) do not qualify for this exemption, if they have more than Two years of remaining service for superannuation.

6. Home Town LTC facility shall remain available to all employees.

7. Provision of Leave encashment while availing LTC is withdrawn in all cases, till further instructions.
