AICPIN for the month of July 2011

Ministry of Labour & Employment All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of July 2011. All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of July, 2011 increased by 4 points and stood at 193 (one hundred & ninety three). During July, 2011, the index recorded maximum increase of 18 points in Bhilai centre, 15 points in Bokaro centre, 14 points in Haldia centre, 12 points in Jamshedpur centre, 8 points in 2 centres, 7 points in 6 centres, 6 points in 5 centres, 5 points in 11 centres, 4 points in 12 centres, 3 points in 17 centres, 2 points in 6 centres and 1 point in 10 centres. The index decreased by 2 points in Salem centre, 1 point each in Munkakkayam and Quilon centres, while in the remaining 2 centres the index remained stationary.

Controller General of Defence Accounts Ulan Batar Road, Palam, Delhi Cantt-110010 No. AN/XIV/19404/Leave Matters/Vol. III Dated 25- 8-2011 To All PCsDA/CsDA Sub: Sanction of Child Care Leave: Instructions regarding      Consequent upon the implementation of 6 th CPC, Child Care Leave to Women Employees of the Central Govt. was introduced w.e.f. 1 st September 2008 vide DoP&T OM No.13018/2/2008-Estt.(L) dated 18-11-2008. 2.  DoP&T vide their OM No.13018/2/2008-Estt(L) dated 18-11-2008 have further clarified on the subject that Child Care Leave for women employees is meant to facilitate them in taking care of their children at the time of need. However, it should not disrupt the functioning of Central Govt. Offices. It was further clarified by DoP&T that CCL cannot be demanded as a matter of right and under no circumstances can any employee proceed on CCL without prior approval of leave by the leave sanctioning authority.

Ministry of Urban Development has Holiday Homes at 10 locations and Touring Officers Hostels at 42 odd locations all over India. Directorate of Estates is an attached office of the Ministry of Urban Development, Government of India. It is responsible for the administration and management of the office buildings for the various organisations of the Government of India as well as residential accommodation for the Government employees in the metropolitan cities of Dlehi, Mumbai, Kolkata, Chennai and five other cities namely Shimla, Chandigarh, Ghaziabad, Faridabad and Nagpur. Aganwadi Workers Training Centres

Ministry of Women and Child Development Aganwadi Workers Training Centres There are a total of 498 AWTCs operational as on 30 June 2011 in States/UTs. The Minister of State (I/C) for Women & Child Development Smt. Krishna Tirath revealed in Lok Sabha today that two proposals to open 10 new AWTCs - 6 in Assam and 4 in Jharkhand, have been received in May, 2011. In reply to a question she said that the number of Anganwadi Workers to be trained every year is proposed by the States/UTs in their Annual State Training Action Plans (STRAPs). During the current financial year, 2,87,778 Anganwadi Workers and 2,18,098 Anganwadi Helpers are proposed to be trained through the existing AWTCs.

Ministry of Mines Vacant Posts of SCs/STs Group ‘A’ Posts in the Ministry are either part of Central Staffing Scheme filled up on deputation tenure basis or cadre posts of Central Secretariat Service (CSS). Similarly, Group ‘B’ Posts are cadre posts of Central Secretariat Service or Central Secretariat Stenographers’ Service (CSSS). Appointments to all posts in CSS/CSSS are made by Department of Personnel & Training who controls these services duly considering the provisions of reservation for Scheduled Castes and Scheduled Tribes. In case of Group ‘C’ posts, one vacancy reserved for SC category has been intimated to Department of Personnel and Training for filling up. Kerala declares Onam bonus, festival allowances

Kerala declares Onam bonus, festival allowances Kerala Cabinet on Wednesday decided to increase the festival allowance of employees from Rs. 1500 last year to Rs. 1750 this year. Chief Minister Oommen Chandy told the media after the Cabinet meeting that employees who were not eligible for bonus on account of their salaries exceeding the bonus limit would be eligible for the festival allowance. The bonus rates would remain the same as last year. The Onam advance for employees would go up from Rs. 7500 to Rs. 8500.

Ministry of Labour & Employment Sexual Harrasment in work Places :-  Centralized data on the number of cases of Sexual Harassment is not maintained. The Government does not receive complaints directly as these are to be dealt by Complaints Committees constituted by the employers at their respective workplaces. However, not many cases of Sexual Harassment have been reported in the last three years. Only one case of Sexual Harassment has been reported in Central Sphere. The case was examined by sexual harassment committee of NTPC Dadri and was found to be false. In Delhi two cases of sexual harassment have been reported during last three years. Ministry of Housing and Urban Poverty Alleviation   Loan from HUDCO :                            The Minister for Housing and Urban Poverty Alleviation Kumari Selja has said that Housing & Urban Development Corporation Ltd. (HUDCO), has sanctioned a number of schools, colleges, hostels, office buildings etc.  under social infrastructure component based on the proposals of the State/Government Agencies under priority sector. In a written reply in the Lok Sabha today she said, however, there  was no scheme specifically for construction of hostel buildings for SCs/STs/OBCs and Minorities.  In the last three years, i.e., from 1st April, 2008 to 31st March, 2011, HUDCO has sanctioned 69 social infrastructure schemes with loan amount of Rs.896.74 crore as at  Annexure-I. Dearness Allowance close contact with AICPIN

Dearness Allowance for Central Government Employees as per 6th CPC.         We are all well known that the Dearness allowance calculation is based on All India Consumer Price Index numbers. AICPIN has been published by Labour Bureau in every month,and an attached office of the Ministry of Labour & Employment, has been compiling Consumer Price Index Numbers for Industrial Workers (CPIIW) since its inception in the year 1946. Earlier the Government of India accepted the recommendation through a scheme called “Cost of Living Index Numbers scheme” in the year 1941. In 1946, started compiling and publishing an interim series of All India Average Working Class Cost of Living Index Numbers by Labour Bureau. The Labour Bureau compiled and published centre-wise and all India Consumer Price Index Numbers for Industrial Workers with base year 1960=100 from August, 1968 to September, 1988. Ministry of Women and Child Development Adoption of Children   During the year 2010, the total reported adoptions were 6286, out of which 5693 were domestic adoption and 593 were inter-country adoptions. Upgradation of Retiring Rooms at Railway Stations

Ministry of Railways Upgradation of Retiring Rooms at Railway Stations Instructions were issued to the Zonal Railways by the Ministry of Railways to upgrade the retiring rooms including dormitories under Renovation/Rehabilitation, Operation and Transfer (ROT) Scheme through Public Private Partnership (PPP). Under the scheme, the contract allottees are to renovate the existing retiring rooms and dormitories, or construct new ones as the case may be, operate it for a fixed period as per agreement and transfer it to the Railways after completion of the agreement. Expression of Interests (EOIs) were called by the Zonal Railways under the above scheme. However, no agreement under the scheme could be finalized, so far. Ministry of Labour & Employment Updating Records of Records of Trade Union Membership The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha the general verification of membership of Trade Unions affiliated to Central Trade Union Organizations(CTUOs) was last done with date of reckoning as 31.12.2002 and state-wise as well as industry-wise result was notified by this Ministry vide order dated 11.1.2008. The registration of Trade Unions is done by the respective Registrars of the Trade Unions of the State Governments and the registered Trade Unions are required to submit annual Statutory Returns to the Registrars of Trade unions of the State Governments. The membership data is not required to be routed to the Ministry under the Trade Unions Act, 1926 and, hence, not maintained centrally. Ministry of Personnel, Public Grievances & Pensions Showing ACR to Subordinate The Government has issued instructions that with effect from the reporting period 2008-09, the full Annual Performance Assessment Report (APAR) (earlier known as ACR) after completion shall be communicated by the Section entrusted with the maintenance of APAR to the concerned officer. No instructions have been issued to merely show the APAR and obtain any certificate to this effect. Ministry of Personnel, Public Grievances & Pensions Applications Received Under RTI ACT As per the information available with Central Information Commission, 18,32,181 applications were filed before Central Public Authorities during the years 2007-08 to 2010-11. Out of these, information was supplied in 17,33,620 cases. Information about applications received and disposed of by public authorities of State Governments is not centrally maintained. A sum of Rs. 2,21,56,363/- was collected as fees from RTI applicants by Central Public Authorities over the period from 2007-08 to 2010-11. Central Information Commission may impose a penalty if a Public Information Officer, without any reasonable cause, refuses to accept an application or does not furnish information within specified time or malafidely denies information or gives incorrect, incomplete or misleading information. Railways’ Computerized Reservation Centres

Ministry of Railways Railways’ Computerized Reservation Centres At present, 2415 computerized reservation centres have been commissioned by Railways at various stations and non-station locations across the country both in rural and urban areas. As per policy, this facility is provided where reservation related workload is 100 transactions per day, at stations, at district headquarters, important hill stations/tourist, pilgrimage centres and locations on basis of proposals received from public representatives and the Zonal Railways, which include rural locations also. At such locations the facility is provided by arranging space from state government, local bodies/panchayat samitis/post offices also. Ministry of Labour & Employment Employment Growth The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that reliable estimates of employment and unemployment are obtained through quinquennial labour force surveys conducted by National Sample Survey Office. As per the two most recent surveys, employment estimated on usual status basis has increased from 459.10 million in 2004-05 to 465.48 million in 2009-10 which shows that about 6.4 million persons were able to find employment during the period 2004-05 to 2009-10. The number of youth job seekers in the age group of 15-29 year, all of whom may not necessarily be unemployed, registered with employment exchanges as on 31-12-2008 was 270 million. The report also includes recommendations on contribution to be made by all concerned viz. employers, employees and Central Government under various options. No proposal to increase the Retirement Age of Central Government Servants... The Central Government clarified that there is no proposal to extend the retirement age of Central Government Employees. In Rajya Sabha, the Minister of State for Finance Namo Narain Meena told that the total number of Central Government Employees as on March, 2010 was 32.24 Lakh and “at present we have no idea to increase the retirement age of Central Government Employees from 60 to 62”.

Ministry of Labour & Employment Closing EPF Accounts There is no such proposal to close the inoperative Employees Provident Fund accounts. However, from 1st April, 2011, interest is not being credited to the account of a member from the date on which it has become inoperative account. As per un-audited Annual Accounts of the Employees’ Provident Fund Organisation, an amount of Rs. 14,914.81 Crore is lying in Inoperative Accounts of the Employees’ Provident Fund Organisation as on 31.03.2011. Regarding returning the money in Inoperative accounts to their account holder, publicity through print media and electronic media is made to educate the members to file their claims for settlement or transfer to their existing account. Similarly, the employers’ and employees’ unions have also been requested to advise the members to file their claims for settlement. Consideration of persons with disabilities for promotion against unreserved vacancies-reg.

Department of Personnel and Training has issued many clarificatory orders on the matter of promotion against unreserved vacancies to disability persons from time to time. The Union Government has now clarified that, if promotions are made to a Group 'A' or Group 'B' post, which is identified suitable for persons with disability of a specific category, the persons with disability of relevant category in feeder grade, if any, shall be considered for promotion to the post by applying the same criterion as applicable to other persons.

Electronic Devices for Ticket Checking Staff in Trains

Ministry of Railways Electronic Devices for Ticket Checking Staff in Trains Electronic devices in the form of Hand Held Terminals (HHT) have been provided to the Ticket Checking Staff in about 11 pairs of trains as a pilot project. These devices are used for marking passengers as turned up/not-turned up, giving information on vacant berths availability to passengers at stations and on the website, facilitating greater transparency in the on-board allocation of berths and system accountal of ticket checking transactions.
