Ministry of Railways Railways to Accept “Aadhaar” as Additional Identity Proof for E-Ticketing & Tatkal Scheme As “Aadhaar” is covered under the heading ‘Photo Identity Card Issued by Central/State Government’, the Ministry of Railways has decided to specifically incorporate and indicate “Aadhaar” as one of the proofs of identity acceptable for undertaking journey on e-tickets as well as under Tatkal scheme. Hence, the number of proofs of identity to be accepted for undertaking journey on e-tickets as well as under Tatkal scheme will now become 9 (nine) as mentioned below:

Ministry of Labour & Employment Amendment of Labour Laws Review/amendment of labour laws is a continuous process and amendments are made in labour laws from time to time keeping in view, inter-alia, the problems of the labourers. Recent amendments carried out include those under the Payment of Wages Act, 1936, the Payment of Bonus Act, 1965, the Apprentices Act, 1961, the Payment of Gratuity Act, 1972, the Employees’ State Insurance Act, 1948, the Industrial Disputes Act, 1947, the Plantation Labour Act, 1951 and the Workmen’s Compensation Act, 1923. A new Act, namely, the Unorganized Workers’ Social Security Act, 2008 has also been enacted.

Ministry of Labour & Employment Employment Information Centres in Villages Employment Market Information (EMI) Programme provides information on quarterly basis in public and private sectors including urban areas to monitor changes in the levels of employment. The data collected under EMI programmes covers only the organized sector of the economy which inter-alia covers all establishments in the public sector irrespective of their size and non agricultural establishments in the private sector employing 10 or more persons while the information from non-agricultural establishments in the private sector employing 25 or more persons is collected under the provisions of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959. Data from the establishments employing 10-24 persons are collected on a voluntary basis.

Ministry of Defence Review of Working of MES Recommendation No.20 which is one of the 58 recommendations made by the Jafa Committee in respect of Military Engineering Services (MES) states that except the posts of Engineer-in-Chief, Deputy E-in-C, DGW, DG(Pers) and ADG (Systems & Training), all senior posts may be interchangeable between Service Officers and Civilian Officers.

Functioning of CSD

Ministry of Defence Functioning of CSD Unit Run Canteens (URCs), commonly known as CSD canteens, are managed from the initially sanctioned funds as grant/loan from the Non Public Funds of the Unit/Organization/Establishment of the Services. URCs can also avail a loan from CSD Head Office, Mumbai on repayment with interest. As per the laid down policy, 50% of the total profits earned by CSD is being deposited into Consolidated Fund of India. The remaining 50% is distributed to various beneficiaries as determined by the Competent Authority.

Grant of Dearness allowance to Government Employees

Grant of Dearness allowance to the State Government employees of West Bengal The West Bengal State Government has decided to issue Dearness allowance to its employees from 1.1.2012. Memorandum has been published by the Finance Department regarding the subject of granting dearness allowance, employees drawing basic pay (i.e.Band Pay, Grade Pay, NPA, if any) upto Rs.80,000 shall draw Dearness allowance @ 45% with effect from January 01, 2012. The calculation of Dearness allowance shall be made taking into account the revised Band Pay, Grade Pay and NPA, if any, but shall not include any other types of pay.

Heavy Vehicles Factory (HVF), Avadi may announce Written Examination Result - December 2011 Direct Recruitment of Semi Skilled Workmen at Heavy Vehicles Factory (HVF), Avadi. Written Examination Result Date HVF sent call letter to more than 36,000 candidates for written examination conducted on 27.11.2011. Approximately 19,000 candidates only attend the written test around 24 exam centers. After the written examination shortlisting is under progress. Candidates have been called for trade test against vacancies, excess up-to 30% over and the notified vacancies. The purpose of calling excess candidates, over and above the notified vacancies, is primarily to avoid shortfall in the panel and that merely calling a candidate for trade test does not in any way, entitle him or her to seek an appointment in the HVF.

Non-Investment of NPS Fund

Ministry of Finance Non-Investment of NPS Fund A total amount of Rs. 971.48 crore, collected towards contribution for Government employees, from 2004 to March 2008, under the New Pension System (NPS), was credited to the Public Account of India. The institutional architecture for NPS could not be operationalised by the Interim Pension Fund Regulatory and Development Authority (PFRDA). Therefore, the contribution for the Government employees under the NPS could not be invested in the market. The funds were credited to Public Account and interest @ 8% p.a. was paid on the contribution.

Department of Personnel and Training has given detailed procedures of Joint Consultative Machinery and Arbitration as Frequently Asked Questions… The JCM Scheme provides for setting up of Joint Councils at the National, Departmental and Regional/Office levels. This mechanism is available for resolving issues pertaining to Group ‘C’ & ‘D’ employees. The National Council is the apex body. The Council deals with matters affecting Central Govt. employees generally. The Chairman of this Council is Cabinet Secretary. The ordinary meeting of the Council shall be held as often as necessary, and not less than once in four months.

Ministry of Labour & Employment Share of Women in Employment in the Country                    The reliable estimates of employment and unemployment are obtained from the surveys conducted by National Sample Survey Office.  According to the survey conducted in 2009- 2010, the share of females employed on usual status basis was 26.1% in rural area and 13.8%   in urban area. This share was 29.9% in rural area and 13.9% in urban area during 1999-2000. State-wise and urban/rural wise details of share of female employment are at annex.                    In rural areas, 79.4% women are mainly working as cultivators and agriculture labourers.  In urban areas, 34.6% of women are working in Other Services such as Public Administration, Education & Community Services, etc.

Ministry of Labour & Employment Covering All the Labourers under Medical and ESI Scheme The Employees’ State Insurance Act, 1948 applies to employees of factories employing 10 or more persons and certain specified establishments such as shops, hotels and restaurants, cine and preview theatres, road-motor transport undertakings, newspaper establishments, educational and private medical institutions employing 20 or more persons located in areas where the scheme is in force. 14 States have also extended coverage to shops and establishments employing 10 or more persons. Employees of factories and establishments covered under the scheme drawing monthly wages upto Rs. 15,000/- are covered under the scheme. As on 31.03.2011, the scheme is in force in 790 industrial centres in the country covering 1.55 crore insured persons. The total number of beneficiaries including family members of insured persons who are entitled to medical care under the scheme is 6.02 crore.

Ministry of Labour & Employment Estimation on Unemployment The number of job seekers on the Live Register of Employment Exchanges is often taken as an indicator of the level of unemployment in the country. The number of job seekers, all of whom may not be necessarily unemployed registered with employment exchanges as on 30-09-2011 was 401.02 lakh in rural and urban areas taken together. Reliable estimates of employment and unemployment are obtained through quinquennial labour force surveys conducted by National Sample Survey Office. Last such survey was conducted during 2009-10. Based on the results of these surveys, unemployment rate is estimated on Usual Status Basis and Current Daily Status Basis.

Lokpal panel overturns two key decisions NEW DELHI: Overturning its two key decisions within a day, the Parliamentary panel examining the Lokpal Bill today favoured exclusion of group C officials from Lokpal and not to tamper with the present selection process of CBI Director despite opposition by at least 10 members. A day after the Parliamentary Standing Committee on Personnel and Law and Justice had finalised its report on the Lokpal Bill, its Chairman Abhishek Singhvi called an emergency meeting this evening to discuss the two issues afresh. In the meeting, several members, mostly from Congress, said group C officials should not be brought under Lokpal as it would bring "too much pressure" on a new institution.

Creation of New Grade NFSG for UDC

Ministry of Personnel, Public Grievances & Pensions Creation of New Grade NFSG for UDC The Government has created a new grade Non-Functional Selection Grade (NFSG) for UDC in the grade pay of Rs. 4200/- in Pay Band-2 in Central Secretarial clerical Services (CSES). The pay of the employees of the State government is the subject matter of the State concerned and it is not in the purview of the Central Government to issue any instruction in this regard. Till the year 1995, the Lower Division clerks (LDCs) for Delhi Administration/NCT of Delhi were recruited through Staff Selection Commission (SSC) as and when requisitioned by the Delhi Government along with other indenting organisations. Upper Division Clerk (UDC) in CSCS is a promotional post for LDC.
