The undersigned is directed to refer to this Department O.Ms of even No. dated 02.05.2008 and 20.4.2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit North Eastern Region under CCS (LTC) Rules, 1988 contained in the O.M. dated 02.5.2008 is extended further for two more years beyond 1st May, 2012.

Retirement Age of Judges
The Constitution (One Hundred and Fourteenth Amendment) Bill, 2010 was taken up for discussion in the Lok Sabha on 28.12.2011. However, the discussion remained inconclusive due to adjournment of the Winter Session. Request for listing it for discussion in the Budget Session has been made by the Government. Giving this information in written reply to a question in the Rajya Sabha today, Shri Salman Khurshid, Minister of Law & Justice, said that the decision to raise the age of superannuation of judicial officers in the subordinate judiciary rests with the State Government and the respect High Court.

PF and ESI for Keshew Workers

The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Lok Sabha that the cashew workers covered under the Employees State Insurance Act, 1948 (ESI Act, 1948) are entitled to avail all benefits provided under the Act. The Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 applies to Cashewnuts industries with effect from 30th September 1962 and accordingly social security benefits are provided to the eligible members under the Employees’ Provident Fund Scheme, 1952, the Employees’ Pension Scheme, 1995 & the Employees’ Deposit Linked Insurance Scheme, 1976.

As on 31.03.2012, a total number of 848 Units and 127212 cashew workers are covered under the ESI Act, 1948.

A total number of 2087 Cashewnuts establishments are covered under the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 with 4,25,488 members in all over India including Kerala as on 31.03.2011.

Regional Offices and Sub-Regional Offices of the Employees’ Provident Fund Organisation carry out regular inspections of the covered establishments including Cashewnuts establishments through their Enforcement Officers to monitor the compliance of the establishments as per the Act.

Similarly, Employees’ State Insurance Corporation (ESIC) is monitoring the Scheme through its Regional, Sub-Regional and Divisional offices in the States. Periodical inspection of the covered units is conducted by the concerned Social Security Officers to enforce compliance under various provisions of the Employees’ State Insurance Act.

The Minister was replying to a written whether the Government has taken any steps to ensure that the benefits like Employees' State Insurance (ESI) and Provident Fund (PF) are provided to the poor cashew workers in the country including Kerala; the details thereof and the steps taken in this regard.

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of March 2012.
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2012 increased by 2 points and stood at 201 (two hundred one).
During March, 2012, the index recorded maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres, 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 12 centres, 2 points in 19 centres and 1 point in 19 centres. The index decreased by 2 points in Tripura centre and 1 point each in Darjeeling, Sholapur and Puducherry centres, while in the remaining 8 centres the index remained stationary.
The maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres is mainly due to increase in the prices of Rice, Wheat, Groundnut Oil, Poultry (Chicken), Vegetable & Fruit items, Bidi, Cigarette, Dhoti (Cotton), Saree (Synthetic), Shirting Cloth (Synthetic), Trouser Cloth (Synthetic), Medicine (Allopathic), Toilet Soap, Tailoring Charges, etc. The increase of 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres is due to increase in the prices of Rice, Wheat, Jowar, Groundnut Oil, Milk (Buffalo), Vegetable & Fruit items, Tea (Readymade), Snack (Sweet), Snack (Saltish), Firewood, Saree (Synthetic), Toilet Soap, Tailoring Charges, etc. The decrease of 2 points in Tripura centre is due to decrease in the prices of Rice, Wheat Atta, Fish Fresh, Onion, Vegetable items, Sweater, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad – 201
2. Bangalore – 206
3. Chennai – 187
4. Delhi – 185
5. Kolkata – 190
6. Mumbai – 204
The point to point rate of inflation based on CPI-IW(General) for the month of March, 2012 is 8.65% as compared to 7.57% in February, 2012. Inflation based on Food Index attained the level of 8.16% in March, 2012 as compared to 5.08% in February, 2012.
The CPI-IW for April, 2012 will be released on the last working day of the next month, i.e. 31st May, 2012.

Booking of LPG by SMS and IVRS Introduced in 18 States Covering 4.36 Corre LPG Custmers

With a view to provide better services to the customers and to reduce the scope for irregularities, Public Sector Oil Marketing Companies, OMCs namely, Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have introduced the facility of refill booking through Short Messaging Service (SMS) and Interactive Voice Response System (IVRS) in 18 States. These States are, Andhra Pradesh, Bihar, Delhi, Goa, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Puducherry and UT of Chandigarh, covering, 2965 LPG distributorships and about 4.36 crore LPG customers. Giving this information in a written reply in the Lok Sabha today, the Minister of State for Petroleum and Natural Gas Shri R.P.N. Singh stated that under this system, there is a facility for confirmation of the refill booking and the time of the booking to the customers along with information on the likely date when the refill would be supplied.

Train Fare Concession to Patients Suffering from Sickle Cell Anaemia/ Aplastic Anaemia.

As announced by the Minister of Railways in the Railway Budget Speech for 2012-13, the Ministry of Railways has decided to grant concession in train fares to patients suffering' from Sickle Cell Anaemia/Aplastic Anaemia, when travelling for treatment/periodical check-up to the Government recognised hospitals, and return after treatment/periodical check-up. The element of concession will be 50 per cent in the basic fares of Sleeper, AC Chair Car, AC 3-tier and AC 2-tier classes.

The concession will not be admissible in Rajdhani/Shatabdi/Jan Shatabdi/Duronto/Garib Rath trains. The decision will come into effect on tickets issued from June 1, 2012.

Hacking of Websites

                 Preliminary discussions have been held on establishment of a multi stakeholder Cyber Coordination Centre which will detect malicious cyber activities in the Indian Cyber space and issue early warning alerts.

            The Minister of State For Communications  and Information Technology ,Shri Sachin Pilot informed the Lok Sabha yesterday that such alerts will facilitate mitigation of cyber attacks with coordinated efforts of all stakeholders in Government, academia and Industry.

           Shri Pilot said,  according to  the Indian Computer Emergency Response Team (CERT-In), 133 Government websites were hacked during January to March this year.   A total of  92, 204  and 248 Government websites were hacked  in 2009,2010 and 2011 respectively.

Reduction of Interest Rate on EPF

The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that as per para 60(1) of the Employees’ Provident Funds Scheme, 1952, rate of interest on the Employees Provident Fund is determined by the Central Government in consultation with the Central Board of Trustees, Employees Provident Fund. Central Government declared 8.25% rate of interest on EPF accumulation for the year 2011-12 based on the earnings of the Fund during the year. 

Replying to a written question the Minister said however, requests from various Central Trade Unions have been received to maintain the existing rate of interest.

Sub: Children Education Allowance/Hostel Subsidy- clarifications thereon.

In terms of Railway Board’s letter No. E(W)/2008/ED-2/4 dated 01-10-2008 revised instructions were issued on Grant of Children Education Allowance to Railway employees based on the recommendations of Sixth Central Pay Commission. These instructions provide that Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child to cover expenses on education of children under various heads of fee as mentioned in the said letter. In respect of aforesaid policy it was further clarified under Board’s letter No. E(W)2008/ED-2/4 dated 10/06/2009 based on the advice received from Department of Personnel and Training and adopted by Railway Board, that reimbursement of Children Education Allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education.

Sub: Central Government Employees Group Insurance Scheme-1980 - Tables of Benefits for the savings fund for the period from 01.01.2012 to 31.12.2012.

The undersigned is dirccted to refer to this Ministry’s O.M. No.7(I)/EV/2010 dated 31st January, 2011 forwarding therewith Tables of Benefits under CGEGIS for the year 2011. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs.10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 onwards have been prepared for the year 2012 and a copy of the table is enclosed. Another Table of Benefits for the savings fund based on a subscription of Rs.10 per month for those employees who had opted out of the revised rates of subscription w.e.f. 1.1.1990 have also been drawn up for the year 2012 and a copy of that table is also enclosed. The amounts in the Tables have been worked out on the basis of interest @ 10 per annum(compounded quarterly) for the period from 1.1.1982 to 31.12.1982, 11% per annum(compoundcd quarterly) w.e.f. 1.1.1983 to 31.12.1986, 12% per annum(compounded quarterly) w.e.f. 1.1.1987 to 31.12.2000, 11% per annum (compounded quarterly) w.e.f. 1.1.2001 to 31.12.2001, 9.5% per annum(compounded quarterly) w.e.f. 1.I.2002 to 31.12.2002, 9.0% per annum(compoundcd quarterly) w.e.f.1.1.2003 to 31.12.2003. 8% per annum (compounded quarterly) w.e.f. 1.1.2004 to 30.11.2011 and 8.6% per annum (compounded quarterly) w.e.f. 1.12.2011 onwards. The mortality rate under the Scheme has been taken as 3.75 per thousand per annum up to 31.12.1987 and 3.60 per thousand per annum thereafter in both the cases. While calculating the amount it has beenassumed that the subscription has been recovered or will be recovered from the salary of the month in which a member ceases to be in service failing which it should be deducted from accumulated amounts payable.

Modernisation of Post Offices

The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive.

The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh.

Incentives for Doctors in Government Hospitals

The Ministry of Health & Family Welfare has taken following steps to check the migration of reputed doctors from Government hospitals:-

(i) the age of superannuation of Teaching Specialists has been enhanced from 62 to 65 years;

(ii) the age of superannuation of non-teaching and Public Health Specialists of CHS has been enhanced from 60 to 62 years;

(iii) The Dynamic Assured Career Progression Scheme (DACP) has been extended upto Senior Administrative Grade(SAG) posts. The CHS officer’s promotion upto Senior Administrative grade(SAG) level are made on a time bound basis without any linkage to vacancies;

Education Loan to Minorities

India Banks’ Association (IBA) has circulated revised Model Educational Loan Scheme to its member banks. Banks can adopt the scheme with discretion to make changes as deemed fit. The scheme is for all students including students from minority communities.

Indian Nationals who have secured admission to professional/technical courses in India or abroad through an entrance test/merit based selection process are eligible for educational loans under the scheme.

Complaints received from various channels regarding non-sanction, non-disbursal, delay in sanction, disbursal of education loans are taken up with the concerned banks for immediate corrective measures.

Highlights

Salient Features of the Pay Revision :

These rules may be called as Karnataka Civil Services (Revised Pay) Rules, 2012. Implementation of the revised pay scales from April, 2012. 22.5 percent of the Basic Pay shall be added to the existing emoluments. 
Interim Relief of 15% is discontinued from 1.4.2012. 

Dearness Allowance payable to Government employees in the revised scales of pay with effect from 1st July 2012 shall be calculated with a multiplication factor of 0.604 % for every 1% DA to be sanctioned by the Government of India.

Central Government releases fund for Delhi to award Post Matric Scholarship

Ministry of Social Justice & Empowerment has released an amount of Rs.9,79,40,000 /-(Rupees- Nine crore Seventy nine lakh forty thousand only) to the NCT of Delhi, towards central assistance for the current financial year 2011-2012,under the centrally sponsored scheme of Post-Matric Scholarships to student belonging to Scheduled Castes.

The Post Matric Scholarship for SC Students Scheme is a single largest intervention by Government of India for educational development of scheduled caste students. It is a flagship Scheme of the Ministry, in operation since 1944, which provides financial assistance to Scheduled Caste students studying at post matriculation level in the country. There is no upper limit on the number of scholarships and all the SC students fulfilling the eligibility criteria are covered under the Scheme. About 48 lakh students are anticipated to be covered during 2011-12.During X FY Plan, an amount of Rs. 1826.91 Crore was released to cover 113.82 lakh beneficiaries. It has increased sharply in XI FY Plan and Rs.6780.52 crore has been released so far to cover 196.16 lakh beneficiaries.

The Nursing Staff holding B.Sc. Degree as additional qualification, appointed before 01.01.1996, were extended the benefit of two advance increments in terms of para 160 (2) (iii) of IREM Vol. 1. 1989 Edition. These are additional increments which are non-absorbable and are not treated as pay for the purpose of allowances. Further, instructions were issued in consultation with Ministry of Health and Family Welfare vide Board’s letter No. PC-V/2003/I/7/6/1 dated 28.02.2005 for continuation of the scheme and fixation of pay in the revised pay scales w.e.f. 01.01.1996.

Reference: This office earlier circular no.Pay/Tech-I/01 (6th CPC)/2011/04 DTD 11/04/2011.

Kindly refer to the matter regarding payment of OT & PL Bonus to the erstwhile Asst. Foreman/Foreman/Storeholder whose posts are now stands merged with the post of JWM – a Group ‘B’ Gazetted Post, w.e.f 1/1/2006.

2. While implementing the order based on OFB’s circular dtd 04/02/2011, this office raised the issue regarding regularisation of PL Bonus/OT in respect of these JWMs, who now falls under Group-B Gazetted and as such who are not entitled to Bonus/OT as per the extant order. OFB was requested vide our letter dtd 19-04-2011 to take up the matter with Ministry for their consideration and issue of necessary orders. The reply in this regard has not been received till date.

The undersigned is directed to refer to this Department’s OM No. 4/2/2011-CS-II dated 8.11.2011 and O.M. of even number dated 29.12.2011 on the subject mentioned above and to say that further continuance of the ad-hoc appointments has been reviewed in this Department. Since availability of regular PS of CSSS through normal modes of recruitment prescribed under the CSSS through normal modes of recruitment prescribed under the CSSS Rules is likely to take some more time, it has been decided with the approval of the competent authority that the tenure of ad-hoc appointments in the PS Grade of CSSS be extended for a further period upto 30.09.2012 or till regular PS of CSSS become available, whichever is earlier.

The Central Government Account (Receipts and Payments) Rules,1983 have been amended, inter alia, to provide for issue of Payment advices to the bank for direct credit by electronic transfer to the specified bank account of the payee. As per the amendments, the Government servants are, permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option Further, the amendment also provides that all payments to government servants other than salaries exceeding the limits as specified from time to time, shall be through payment advices.

TN declared 7% of additional Dearness allowance w.e.f. 1st January, 2012

Tamil Nadu government has declared an additional Dearness allowance of 7% to its employees with effect from 1.1.2012.

The Tamil Nadu Chief Minister today made an announcement in Tamil Nadu Legislative Assembly to increase 7% of Dearness allowance to all State Government employees and Pensioners.

An office memorandum has also been published regarding the above subject today in the TN Government official website, the enhanced payment of Dearness allowance will be made in cash with effect from 1.1.2012.

This information was given by Shri Ghulam Nabi Azad, Union Minister for Health & Family Welfare in a written reply to a question in the Lok Sabha on 30.03.2012.
 
The serving Central Government employees staying in non CGHS area are provided healthcare facilities under Central Services Medical Attendance [CS (MA) Rules, 1944]. Pensioners are not covered under these Rules. They are, however, entitled for the Fixed Medical Allowance of Rs 300/- per month. The pensioners residing in non-CGHS areas have the option to become a CGHS member in any CGHS covered city to avail the medical facilities under the scheme.

New State Wise List of CGHS Hospitals/Wellness Centres According to Systems of Medicines

NO PROPOSAL TO SANCTION NEW CGHS DISPENSARIES

The Central Government Health Scheme (CGHS) has 4 hospitals and 333 CGHS Wellness Centres in the country. Their State / City wise details are at annexure.

There is no such proposal of opening of Ayurvedic dispensaries.  Presently there is no proposal to sanction new dispensaries.

CGHS empanels private hospitals at the location / city where it is in operation. CGHS is in operation in Kerala only at Thiruvanathpuram. There is no proposal to empanel hospitals at non – CGHS locations /cities.

Seven per cent of additional Dearness allowance has been granted to State Government employees of Odisha.

Following with the Central Government, the Odisha Government has decided to grant one more additional dose of Dearness allowance to its employees from 1.1.2012. The existing rate of Dearness allowance is 58% and it will become 65%.

There has been improvement at the national level since RTE became operative from 01.04.2010

a.  Last year at this time only 15 States had notified the State RTE Rules. Today, this number has increased to 32. Goa and Karnataka are the two States which have yet to notify the RTE Rules. The Ministry continues to follow up with these States.

b. Similarly, last year 11 States had notified the SCPCRs/REPA. Today this number has increased to 21. An Advisory has been issued by the Ministry to States on instituting a Grievance Redressal mechanism to address violations of the RTE Act.

PAY STRUCTURE

7.1 Government of Karnataka has been evolving its own pay structure for employees, based on the recommendations of the State Pay Commissions and Committees in the past.  The general recommendation has been to continue with this basic system, while effecting improvements from time to time.  In particular, adoption of Central Pay Scales has not been favoured because of fundamental differences in the conditions of service, designations, eligibility criteria, mode of recruitment, duties and jurisdictions.

7.2 The popular impression that more and more states have adopted the 'Central Scales' does not appear to be true on closer scrutiny of the pay scales and allowances.  Most of the states which appear to have adopted the Government of India pay structure have not given parity in case of a large number of posts.  For example, the categories like Second Division Assistant, Primary School Teachers, Secondary School Teachers, Assistant Engineers have not been given the same pay and grade pay as in the case of Government of India.  While Group-D posts have been abolished in Government of India, States have retained these posts.

7.3 In the matter of allowances also, there are variations.  While some states like Maharashtra and Punjab have given HRA/Transport Allowance at the Central rates, Gujarat has adopted a different rate of Transport Allowance.  As per the HRA slabs in Tamil Nadu, for example, employees of Group-D and Group-A are eligible for Rs. 560 p.m and Rs. 2,600 p.m. respectively only in Chennai whereas it is 25% of Basic in Bangalore.  Kerala has also adopted a different HRA pattern.

7.4 Another important factor to be noted is the index level which a particular State or Central Government takes as base for revising scales and merger of DA.  The States of Andhra Pradesh and Kerala which have been revising pay scales of employees once in five years have adopted their own pay structure at different index levels.  State and Central Governments have got different frequencies of pay-revision.  The Government of India, for example, has appointed five Pay Commissions in the last five decades, whereas the Government of Karnataka during the same period has appointed five Pay Commissions and four Pay Committees.  Thus the apparent difference in pay scales at any given point of time needs to be seen in the perspective of differing frequencies of pay-revision.

7.5 Economic conditions of a State, the need of resources for development of infrastructure and building human capital, and finally, the fiscal capacity have to guide decision-making on the matters of pay-revision.  The previous Pay Commissions and Committees have also gone into this fundamental issue of 'the capacity to pay'.  The Terms of Reference of the present Official Pay Committee also clearly prescribe that the recommendations should be made keeping in view the resources of the State Government and Government commitments for various development programmes and other statutory and regulatory functions within the overall mandate of the Karnataka Fiscal Responsibility Act, 2002.

7.6 The current structure of pay scales and allowances are based on the recommendations of the Fifth State Pay Commission with effect from 1.7.2005.  The pay scales had then been revised linking with the cost of living index as represented by the average of 524 points in the AIACPI numbers for industrial workers (General Base 1982=100).  There are at present 25 scales of pay with a Master Scale.

7.7 After taking into account the relevant facts and financial implications, the Committee recommends as follows.

Subject:- Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 01.01.2012.

The undersigned is directed to refer to this Department’s OM No. 42/15/2011-P&PW(G) dated 5th October, 2011 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 58% to 65% w.e.f. 1st January, 2012.

The Committee recommends that the revised pay scales of the Government employees be effective from 1-4-2012 and the pay in the revised scale shall be fixed as follows:

(a) Basic Pay as on 1-4-2012.

(b) Dearness Allowance of 76.75%  at the index level of  191.5 points i.e., DA as on 01.01.2012.

(c) Fitment  benefit  of  22.5% of  Bas i c  Pay as  on 1-4-2012  inclusive  of 15% IR.

(d) After computing the total emoluments as above, the pay be fixed in the revised   scale at the stage next above the amount so computed.

The pay in the revised pay scale may be fixed from  1-4-2012.

The payment of Interim Relief shall be discontinued from 1-4-2012.

Dearness Allowance
The terms of reference of the Committee require the Committee:

(i) "To examine and determine the Dearness Allowance formula with reference to existing Central Dearness Allowance formula adopted by the State Government and to suggest changes which may be feasible".
(ii) The Fifth State Pay Commission, after examining the pattern of payment of  DA by all the other States, has recommended to follow the pattern of Dearness Allowance formulated by the Central Government.
(iii) The Central Government, on the recommendation of the Sixth Central Pay Commission, adopted new series of All India Consumer Price Index for Industrial Workers using the 2001 as the base year with Consumer Price Index at 100 points. Consequently, the State Government, having adopted the Dearness Allowance pattern of Central Government, revised the ratio of 1:0.875 to 1:1.02 for calculation of the Dearness Allowance with effect from 1.7.2008, by an Order dated 12th November 2008.
(iv) The Committee has noted that all the State Governments have been following Central Dearness Allowance formula and pattern. Accordingly, the Committee recommends for continuance of Central Dearness Allowance pattern. The Central Government revised pay structure relates to Index Level of 115.76 points as per AIACPI (IW) 2001 series. The revised pay structure recommended by the Committee relates to Index Level of 191.5 points in AIACPI (IW) 2001 series by merger of DA sanctioned w.e.f. 01.01.2012 at this index level and accordingly the Committee recommends to sanction the Dearness Allowance to State Government employees at the rate of 0.604% for every 1% of DA sanctioned by the Government of India to its employees w.e.f. 01.07.2012.

Latest List of Kendriya Vidyalayas (Central Schools) in India...

Presently 1084 Kendriya Vidyalayas (KVs) are functioning in the country. The detailed list of schools in the Annexure, which is given below... 

KVs are not available in 155 districts of the country. Proposals for opening of new Kendriya Vidyalayas are considered in the project sector if sponsored by one of the following (i) Ministries or Departments of the Government of India (ii) State Governments / UTs; (iii) Organizations of employees belonging to the eligible categories. Further, new Kendriya Vidyalayas are opened when there is a concentration of at least 500 employees of the Defence services / Government of India / Government Undertaking individually or jointly (250 in the case of Special Focus Districts) or when there is minimum potential enrolment of children of specified categories which may be 200 or an average of 30 per class, whichever is more. Accordingly, it may not be possible to open Kendriya Vidyalayas at all locations where Government employees are posted on transfer.

Revised Pay Structure & Pay Scales

(i) The State should continue to have its own Pay Structure for its employees.

(ii) The new Pay Structure is related to the index level of 191.5 points obtainable on 1.1.2012 (base 2001=100).

(iii) The concept of Master Scale with 91 stages are retained.

(iv) The Fitment Benefit is 22.5 per cent inclusive of 15 per cent Interim Relief.

(v) To retain the existing 25 standard scales, segments from the Master Scale.

(vi) The new pay structure includes the Dearness Allowance as on 1.1.2012 at the index level of 191.5 points.

(vii) The revised Pay Scales, Allowances and Pensions are effective from 1.4.2012.

(viii) To revise the Minimum pay scale from Rs.4800-7275 to Rs.9600-14550.

(ix) To revise the Maximum pay scale from Rs.28275-39900 to Rs.56550-79800.

(x) The existing rates of increments have been doubled

(xi) The new pay shall be fixed w.e.f. 1.4.2012 as follows.

Portability in Saving Bank Accounts

Damodaran Committee was set up by Reserve Bank of India (RBI) on May 26, 2010 to look into banking services rendered to retail and small customers. The Committee submitted its report to RBI on July 04, 2011. The Committee has recommended that customer should be allowed to maintain the same account number in a bank even when he/she moves to another city or shifts his account to another branch in the same city. RBI has taken action on the recommendations submitted by the Damodaran Committee and in October, 2011 advised Indian Banks’ Association (IBA) for implementation of the above recommendation.
