However, Rule 39(3) of CCS (Leave) Rules, 1972 allows withholding of leave encashment in the case of a Govt. servant who retires from service on attaining the age of superannuation while under suspension or while disciplinary or criminal proceedings are pending against him, if in view of the authority there is a possibility of some money becoming recoverable from him on conclusion of the proceedings against him. On conclusion of the proceedings he/she will become eligible to the amount so withheld after adjustment of Government dues, if any.

'Pensioners' Portal' Website - 17 Lakh Hits Received

Web Based Pensioner Portal to Facilitate Grievance Redressal of Pensioners, 17 Lakh Hits Received on the Portal The Department of Pension & Pensioners' Welfare has developed a web-based 'Pensioners' Portal', under the National e-Governance Plan for dissemination of pension related information as well as registration of pensioners' grievances online. Addressing the media during the National Editors Conference in the Capital, Mr. V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office stated that welfare of pensioners and their families is of utmost concern for the Government. The department has on date received 56836  pension grievances and Redressed 38822 cases. More than 17 lakh hits have been received on the pensioner portal.

Pallam Raju today said that a National Mission on Teachers and Training will be launched which will lay down a roadmap to improve the quality of teachers and teaching thereby improving the educational delivery and learning outcomes in higher education institutions and added that a sum of Rs 100 crore has been provided in Annual Plan 2013-14.

Procurement of Medicines Under CGHS Conventional budgeting system is adopted for anticipating demand and planning procurement of medicines and stores for different systems of medicine under CGHS. Demand is ascertained on the basis of past experience of consumption of different medicines and source of supply is selected as per predetermined policy which inter alia includes direct procurement from manufacturers through a tender process. Proprietary medicines are procured from manufacturer /suppliers under rate contracts. Allopathic medicines are procured through Medical Stores Organization (MSO) and Medical Stores Depot (MSD), CGHS. Medicines are also procured through Authorized Local Chemists in case of non-availability of prescribed medicines in CGHS stores.

Enhancement of Fees for Kendriya Vidyalayas The scheme of Kendriya Vidyalayas was approved in November, 1962 by the Govt. of India to provide uninterrupted education to the wards of transferable Central Government employees. Starting with the taking over of 20 Regimental Schools as Central Schools or Kendriya Vidyalayas during the academic year 1963-64 the Schools have now expanded to a network of 1087 schools all over the country and 3 schools abroad. This phenomenal growth is mainly due to the quality education provided by Kendriya Vidyalayas and ceaseless efforts put in by the employees of KVS. On 15th December, 1965 KVS was registered as a society under the Societies Registration Act. KVS is functioning under the Ministry of Human Resource Development and is financed by Government of India.

New ITR Filing Procedure  The Government proposes to introduce new procedures/forms for filling Income Tax returns. Every year government notifies forms for filing of income-tax returns after incorporating the changes brought out by the Finance Act of the previous year and the suggestions received from stakeholders. The new forms for filing of income tax returns for the assessment year 2013-14 are proposed to be notified by the end of March, 2013.

Proposal to Amend Railway Protection Force Act  A proposal to amend the Railway Protection Force (RPF) Act, 1957, has been approved by the Ministry of Railways. The proposal seeks to achieve the objective of replacing the presently prevailing three tier security system of RPF, Government Railway Police (GRP) and District Police with a two tier security system of RPF and District Police over Railways. The Ministries of Home Affairs and Law & Justice have already approved the above proposal. Matter has been forwarded to the States for soliciting their opinion on the above proposal.

However, there is a proposal to enhance the Vidyalaya Vikas Nidhi (VVN) contribution and the computer fund fee.  He replied to some supplementary questions regarding this subject, ' A total of 73% of the students in the KVs are the wards of Government employees (Central Government, State Government, Central Autonomous Bodies and State Autonomous Bodies) and they are eligible for reimbursement upto Rs.1250/- per month for each child under the Children Education Allowance scheme of the Government of India.  Pursuant to the implementation of the Right to Education (RTE) Act in the Kendriya Vidyalaya Sangathan (KVS) w.e.f. 1.4.2011, the students admitted under the provisions of the RTE Act are exempted from the payment of fees

But the Govt did not accept this recommendation.  The Fifth Pay Commission also recommended for Merger of DA after it crossed 50%. Govt accepted the same and belatedly implemented it from April 2004.
