On 1-month percentage change, it increased by 0.89 per cent between March and April  compared with 1.99 per cent between the same two months a year ago.

Increase retirement age of government employees to 62 On 21st March 2013, there was an unstarred question in Rajya Sabha, about whether there was a proposal to increase the retirement age of Central government employees. The relevant MOS answered there was no such proposal. That’s not quite true, because there is such a proposal floating around and it went to Cabinet sub-committee and an in principle decision to implement was taken by Department of Personnel and Training (DOPT). One should not mix up existence of a proposal with a decision about implementing it. Evidently, a decision has now been taken to increase the age from 60 to 62 years, the last time such an increase took place was in 1998, when there was an increase from 58 to 60 years. Whenever such a decision is taken, debates centre on the big picture. What are arguments for? First, life expectancies are increasing. There is a shortage of good people within government. Union government wants retirement age 62 The Union Government is seriously considering raising the retirement age to 62 for Central Government employees. Obviously, if the Congress announces this before the Lok Sabha polls, it could expect a sizeable vote share. North Block, which houses the Union Ministry of Finance would be more than happy to have 62 years as the retirement age because for next two years the pension funds can accumulate.

The undersigned is directed to invite a reference to this Ministry’s Office Memorandum of even no. dated 19.3.2012 which provides that those Central Government employees who were due to get their annual increment between February to June during 2006, may be granted one increment as on 1.1.2006 in the pre-revised pay scale as a one time measure and, thereafter, will get the next increment in the revised pay structure on 1.7.2006.

Restructuring of the Income Tax Department

Press Information Bureau  Government of India Cabinet  Ministry of Finance 23-May, 2013 20:25 IST Restructuring of the Income Tax Department  The Union Cabinet today approved the proposal for creation of 20,751 additional posts in the Income Tax Department in various cadres that is 1349 additional posts in the IRS cadre and 19,402 additional posts in the non-IRS cadres. This will help the Income Tax Department collect increased revenue and provide better tax payers services.

Review of the Special Recruitment Drive launched to fill up the backlog reserved vacancies of the Scheduled Castes, Scheduled Tribes and OBCs.  The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).  The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancies which were yet to be filled. The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012. All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.

Training to RRB Staff Regional Rural Banks (RRBs) and their sponsor banks have been advised from time to time to provide training to the staff of RRBs on various aspects related to banking with special attention to Risk Management, Information Technology, Human Resource Management, Industrial Finance, Treasury Operations, use of Core Banking Solution, etc. Information furnished by NABARD on RRB staff who attended trainings in the last 3 years in 56 RRBs is annexed. Information in respect of remaining RRBs is presently not available.

Passbook for Employees’ Provident Funds Account Holders

Passbook for PF Account Holders   There are no dormant accounts in Employees’ Provident Fund Organisation (EPFO). However, as per provision of para 72(6) of the Employees’ Provident Funds (EPF) Scheme, 1952, a member’s account under certain condition is classified as Inoperative Account. All such Inoperative Accounts have a definite claimant.  As per Para 73(1) of the EPF Scheme, 1952, a statement of account to each member through his last employer will be sent after the close of each year, showing opening balance, contribution during the year, interest credited, amount debited and closing balance of the year. 

Status of Implementation of One Rank One Pension

Status of Implementation of OROP  Government has always been sensitive to the demand for One Rank One Pension. Keeping in view the spirit of the demand, several Commissions/Committees have gone into the matter. Their recommendations have resulted in improving the pension of past pensioners.  The 5th Central Pay Commission did not recommend grant of 'One Rank, One Pension' by stating that every Pay Commission gives certain benefits in pay which are over and above the impact of inflation. The additional benefit is given either due to upgradation of recruitment qualifications or change in job contents. 

DA to Employees Provident Fund Pensioners

DA to EPF Pensioners   As per the statistics available upto 31.03.2012, the number of pensioners receiving pension less than Rs. 500/- p.m. is around 12 lakh and those receiving more than Rs. 500 and less than Rs.1000/- is around 16.05 lakh. A number of representations have been received against meager pension and demanding increase in the pension. In order to address this issue, the Government of India constituted an Expert Committee for reviewing the Employees’ Pension Scheme, 1995 on 12.06.2009.   The recommendation of the Expert Committee was considered by Pension Implementation Committee (PIC), a sub-Committee of Central Board of Trustees (CBT), Employees’ Provident Fund (EPF), which inter-alia recommended that a minimum monthly pension under Employees’ Pension Scheme, 1995 be increased to Rs. 1000/- per month as an interim measure. 

Provision of Section 33 of Persons with Disabilities Act, 1995 - Regarding Reservation for Disabled Persons

Reservation for Disabled Persons  Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) (PWD) Act, 1995 provides for reservation of not less than 3% of vacancies in Government establishments for persons with disabilities of which 1% each shall be reserved for persons suffering from (i) blindness or low vision; (ii) hearing impairment and (iii) loco motor disability or cerebral palsy in the posts identified for each disability. However only persons suffering from not less than forty percent of any disability as certified by a medical authority is entitled for such reservation.

Calling Off Strike by Employees of URCs Striking employees of Unit Run Canteens (URCs) have called off their strike and have resumed their duties w.e.f. 3.4.2013.  The Service Headquarters have agreed that a 15% raise will be given on the existing basic emoluments, no victimisation will be done against any employee on grounds of going on strike and a committee will be constituted to examine the issue of intra-services and inter-services disparities in the emoluments of permanent employees, applicability of minimum wages, financial capability of URCs and other allied issue.

Functioning of CGHS Unani Unit without Pharmacist   The Unani unit at Daryaganj, New Delhi is functioning without any pharmacist on Tuesdays for the last three years under an arrangement in which the pharmacist is deputed to visit the CGHS Medical Centre, Parliament House Annexe weekly on Tuesday to provide his services there in the Unani system of medicine.  Action has been initiated to fill up the vacant posts of Pharmacists (Unani) under CGHS at Delhi. No Objection Certificate (NOC) has also been received from the Department of Personnel and Training in this regard.

In these trains, booking of passengers who hold complimentary passes is also done against the Duty Pass Quota. This restriction is not applicable to other Mail/Express Trains.
