On the persistent forceful demand of the Central Government employees, including Railwaymen, successive Central Pay Commissions were appointed by the Government of India with a view to improve upon wage structure and to grant parity with other employees of the Public Sector Undertakings in the wake of market inflation and price hike of essential commodities. These Pay Commissions, while recommending revised pay structure have also recommended grant of Dearness Allowance on the basis of increase in the Price Index.

The very purpose of compensating the pay with payment of Dearness Allowance is being defeated because of unbridled inflationary pressure on the economy and the consequent steep rise in the price of essential commodities.This has resulted in erosion of the value of the wage, remarkably beyond tolerable limit, as a consequence of which, payment of Dearness Allowance has failed to compensate devaluation of pay.

While Dearness Allowance was merged with the pay on crossing the percentage beyond 50% during V CPC as the actual value of wage devaluated because of market hike to compensate eroded value of the wages besides payment of Dearness Allowance, but this time Dearness Allowance, which has already gone beyond 80% w.e.f. 1st July, 2013, is yet to be merged with the pay.

It would, therefore, be quite appropriate and in the fitness of the thing that Dearness Allowance is merged with the pay for all purposes to compensate the erosion in the wage in the wake of market inflation and steep price hike of essential commodities which are posing serious constraints in the livelihood of the Govern employees in general and the low-paid employees in particular.

Before the Parliament election, govt. must take action for merger of at-least 50% DA in to Pay 7 Grade pay, so that the retiring person may also get the benefit in pension before the implementation of 7th CPC

It is high time the Government considers the plea of merger of 50%DA to the pay for the employees and pensioners. It will lose a crucial opportunity if it declines to consider this issue. The inaction will badly reflect in the coming election too.

As far as the present financial benefit is considered, 50% DA merger will not be that much beneficial i.e. it will enhance the gross salary by 4000-6000 for PB II and III employees. But it will be of key importance when the VII CPC pay scales are declared and the basic pay will be fixed according the pre VII CPC basic pay which will be constituted of the basic pay plus the 50% of the pay consequent upon the DA merger

Dear Sir,

The Wage Revision should benifit the family pensioners this time. my mom isreceiving only 9000/-. my dad died in 2003. with 2 children and no house how would a lady run her family. is this the way to treat a deceased govt employee family? Think abt the lower side ppl. plz plz and plz........

As far as our sources in Delhi, the merger issue was not discussed at all in any of the government forums.Simply some print medias and Federations of Central government employees have be fooled the employees and pensioners that merger of DA will be announced immediately after submission of vote on account in the parliament. Government have completely ditched the employees and it is just possible that Congress veterans who are contesting especially from Delhi will definitely feel the heat of hapless Central government employees and pensioners and the defeat of some leaders of Congress will due to ditching and back stabbing of Government employees.
