Finally the grace of PM to constitute the 7th CPC. But no representation will stand for Lower category Staffs, Hope the things will be considered uniformly to keep an economical balance among staffs. Also hope that the committee will think over additional financial support to those who are working for the nation against the nature & leads unsecured life while on duty such as staffs pertaining to work with the running of trains.

C.G. employee are very excited to hear that 7th Pay Commission has been constituted. After implementation of 6th CPC lot of pay scale has been merged. 
Due to merger of pay scale the charm of future progress by promotion is ended. MACP scheme is also not benefited financial as equivalent to the promotion .
The time period of 10 years for granting MACP is also too much. Hope so , the 7th Pay Commission will look into this matter and improve the future progress of
Group B & C employees by financial as well as their status.

The 7th Pay Commission may consider inclusion of Pensioners under LTC scheme as applicable to others and arrange to submit the claim to the respective office from where they retired since after retirement they would have got bored of TV etc. This will also help improve their mental and physical health as majority may not have money to meet travel expenses.

Government decided that the 7th pay commission shall be implemented w.e.f 01-01-2016. It is brought to the notice that the 3rd Pay commission was implemented in the year of 1973. Afterwards 4th P.C is in the year of 1986. Next pay commission is implemented after every 10 years i.e. 1996 & 2006. The loss of 3 year may please be adjusted in 7th pay commission & implemented it with effect from January 2013.

I request 7th CPC may please bring parity between Steno cadres of CSSS and non-subordinate offices espcialy in U.T.of Lakshadweep. We are getting only two grade pay ie. 2400 and 4200 in our service. A lot of Stenographers are already completed more than 15 to 22 years without getting any cadre promotion and only two grades are here ie. Gr.III and Gr.II. It is injustice. So Stenographers in Laksahdweep may please be considered reasonably and avoid degrading in the 7th CPC.

1. appear in grade D 2400 in subordinate office & same grade in ministerial cedar but time of promotion subordinate office steno 08 year qualifying period and grade pay 4200 and ministerial cedar 05 year in 4600 please see Hon'ble sir stenographer grade pay : Rs. 2400 but qualification is both same so how than difference 
2. LDc appear in gp 1900 (Subordinate office)
steno appear in 2400 (Subordinate office)
LDc cedar last Gp 6600 (Subordinate office)
but steno retired in 4800/- (Subordinate office)
please humbly requested to considered.

In MES 50% posts are authorised to CORPS OF ENGINEERS permanantly (100% at top ie Ein C and Command CE) & there is vast difference of Pay& allcs to Civilian wrt Army personnel for exactly the same nature of duties performed in staff & executive appts. Other perks are also huge, like 03 months leave, besides furlough (leave), Military Service Pay for not carrying out mily duty,ration ,Post graduate degree pay besides other various allcs.Pay comm should consider equal pay for equal work.

Sir, I have a question that why the isolated post of Storekeeper is not giving similar financial effects on growth like promotional Storekeeper? instead of promotion this isolated post of Storekeeper can be upgraded.Please see and consider these type of isolated posts of group 'C' like SK-II which is similar to clerical cadre but there is no promotional and financial growth ....Pay commission should take attention about these posts and at least upgrade them on every 10 years completion.

the Audit officers, who are backbone of the Indian Audit and Accounts Department, who are taking risks, in bringing out corruption and weakness in the system, and who are in the position of questioning the officers in grade pay of even Rs.10000 and above, should be placed atleast in the grade pay of Rs.6 600, otherwise nobody in the country will respect them.

6th CPC created a lot of discrimination between Gr 'A' personnel to Gr'B' and 'C' personnel. Entry pay funda for Gr'B' and 'C' personnel is absolutely vogus. Even anammoly committee agree to give entry level pay to the cadre where direct entry involved but Finance ministry not agreed upon it which is totally unfair. Therefore I humbly request to committee member, kindly first of all rectify such anamoly (specialy those item on which anamoly committee agreed to rectify.

There is no proper representation of old pensioners in the VII CPC. It is a well known fact that 50% of pensioners are senior citizen and require more in terms of finance. It is also a fact that most of the pensioners of this category retired from very lesser pay scales. In particular where the employees were forced to shift to PSU onthe closure
of a particular Department to a newly created PSU.

My only suggestion is that the pension of already retired personnel should be brought at par exactly with those retire after 01.01.2006 and those who would be retiring after date of implementation of 7th Pay Commission. This would avoid disparity as also heart burning to a great extent.

Stenographers are having similar kind of work in any office all over India. The 6th Pay Commission clearly stated that the Stenographers all over India should be treated equally. But DOP&T treating its own Stenographers on high note, otherwise they will create problem at the Central Secretariat. On the other hand, the Stenographers working in Sub Ordinate Offices at low level. This itself is against the principle of equity and equal pay for equal work as enshrined in the Constitution of India. Since, the Stenographers are minority cadre, no one bothers about it. It is the only cadre where an initial recruited person retiring at the same level without any promotion. Thanks to MACP that too followed discriminately at field level. I appeal to all Stenographers to raise to the occasion and show our presence to 7th CPC. The PPS/PS/PAs in the Secretariat of 7th CPC should be appointed from the Stenographers not from IAS or from any other cadre of Government of India.

Sir, As per 5th CPC Ist ACP for LDC Cadre is 4000-6000 then IInd ACP is 5500 - 9000 & after that 6500-10000 but 6th CPC change the pay band for Ist MACP Rs.2000 & After that 2400 & 2800. As per 5th CPC 2800 is not our pay grade. That is technical staff Grade. Kindly consider the same and change 4200 instead of 2800after MACP or promotion.

Judicious personalities are being appointed the chairman of Pay Commissions to look into the benefits of all cadres in Government services from top to bottom judiciously. As per 6th. CPC Assistant Engineers in Central Government Services with all India transfer liability and working involved in difficult/ hard areas of the country have been placed in PB-2 with Grade Pay of Rs. 4600 whereas the AE's working in almost all State Governments with limited transfer liability within the State have been placed with Grade Pay of Rs.5400 which is grate injustice with the AE's of CPWD as under;-
1. Appointed as JE in Grade Pay of RS.4200
2. After 10 years service gets 1st. MACP of Grade Pay
Rs.4600
3.After further 10 years service gets 2nd. MACP of grade Pay
Rs.4800
4.After further 10 years service gets 3rd. MACP of grade Pay
Rs.5400
so far nobody is listening about the injustice matted-out to the AE's of CPWD. Hoping this time Hon'ble Chairman of 7th. Pay commission will adjudicate this anomaly of AE's of CPWD.

Now that the scales are merged, there is no monetary benefit even after getting promotion which is very rare. kindly seen that the pay scales are not merged which will help thousands of Assistant, Asst. Supdt and Superintendents. Make sure that an official gets atleast three fincial benefit promotions in a period of 30 years.

All LDC's are not satisfied with the grade pay of Rs. 2000 as the benefit of grade pay from Rs.1900 to Rs.2000 is only Rs.100/-. Really it is injustice. please rectify the above problem. It is also inform you that State Governments giving next promotional scales for every 8 or 6 years where as Central government employees getting next grade pay only after 10 years. Till date seniority anomalies are not settled as no clear directives are given. Real success of this is time bound submission of the report. Efficiency is O/P By Time. VI Pay Commission had done great injustice to the Assistant Audit Officers of Indian Audit and Accounts Department, who are the backbone of the CAG's Audit Report by not giving grade pay Rs.5400 after completion of 4 years of service as in the case of Revenue Department, Postal and Railway. A pay band in between 15600-39100 and 37400-67000 may please be given to the Senior Officers (Group B/Sub-ordinate Serices like IAAD Departent) as the officers in pay band of 15000-39100 are the backbone of any department as they only know the basic work and had experiences and without them the Officers in the cadre of 37400-67000 will not do justice to their work.

a. Junior Engineer / Technical Assistants = starting 4600 Grade Pay with clause of 5400 after 4 years.
b. Good Home Loan Scheme : Slab start minimum 25 Lakhs with condition NO Govt Accomodation for them at Mumbai / Delhi.
c. Free Laptop on the date completing one year of service.
d. Encashment of unused Earned Leaves on yearly / half yearly basis which will check attendance of government employees and increase punctuality.

In 6th CPC the postal assistant scale was reduced on par with BCR postman. While postal assistant was recruited with minimum qualification of 12th standred where as BCR postman who got service promotion after 26 years was brought up to the equal of postal assistant scale according to 5th CPC. This matter was taken up by the anomaly committee but no decision was taken. Now the postal assistant was granted with 2400 Grade pay and BCR postman was granted with 2800 grade. It is my sincere request that, don't ignore the cadre of postal assistant which is not clubbed with LDC / UDC.

What is the calculation method. How much arrears amount we will get. My father who died in Jan 2013 how much family pension will be revised as per OROP. We are claiming that we are living in a 2nd biggest democartic country in the world, but there is a lot of discrepancies in course of liberizatioin of Service condition even in Central. From the same exam. those who are posted in delhi they are alwayas benifited much more than other suubordinate offices in an around India. For examample, those who were in the Scale of Group B Gazetted Rs. 6500-10500/- befor 6th CPC, all them are bracketed with other three lower scale result of which after considering III MACP either they are equal of lower than the employee who were in the lower scale before 6th CPC. I Mr.Nityananda Das, P.S. to Director was in the scale of 6500- 10500/- in Group B Gazetted Rank as P.S. to Driector, All India Institute of Hygiene and Public Health, Kolkata since October,1996. After implementation of 6th CPC by considering of III MACP, presently my pay is equal to my Junior who were in the scale of 5500-8000/- as Grade I stenographer. Is is not a injustice. Please do the needful.>

Honorable Sir,
It is a pitty that our grade pay (C.S.I.R. // Group-1 Staff ) in this present market scenario is Rs 1800/- and the gap between two promotions is 7 years and on being promoted the GP increases to Rs 1900/- and on next level the GP becomes Rs 2000/-. So from these instances we see that the increment is of Rs 100 only when there is a large inflation in the economy.
It is also to be noticed that that our band does not change and we remain in the the same band till retirement.
Please Sir consider our situation and please see if our condition can be improved ,otherwise it becomes a hand to mouth existence for us and our family. A day will come when we will have to face starvation.

Please think about them who are deployed from Siachen Glaciar to Kanyakumari , Tibbet Border to Bay of Bengal. Who are fighting against terrorism,against infiltration from Day and night. 2. It could be well appreciated that there is a noticeable degree of shrinkage in the range of difference between the Pay/Grade Pay of UDC/LDC and erstwhile group ‘D’ pers. Whereas, it may be seen that after every pay commission, always the range of difference between employees in upper grades and lower rungs has been got widened further and more. If at all such broadening is considered non-maintainable, at least, lowering of the range should not have been allowed to be taken place in the case of clerical cadre also.

3. While decided the Pay Band & Grade Pay for CLERKS, a material fact has not been taken in to consideration that, almost all the Clerks are now well skilled in computer operation, without which it would not have been possible in the office to pull on the heavy load of paper works including policy execution. Another significant aspect which the 6th CPC did not weigh was;- "the qualification (QR) of Clerks working in government department." This, ultimately resulted in grave irreparable loss to the clerical cadre.

4. HOPE SOMEONE WILL TAKE CARE OF THIS FLAMING ANOMALY...!!!

Pay scale in r/o Group-C Grade pay of Rs. 2400/- is much lower to Grade pay of Rs. 4200/-. therefore such difference between above post should not be in 7th Pay commission as this post were same capacity of duties.

Technicians in Scientific and Research Departments who acquire qualification with permission after joining the department and possess first class are given least importance in their promotions. It is requested to consider the qualification for higher promotions.Though Departmental exams for track change are conducted,only two chances are given and 60% of marks is mandatory to get through, and the question paper will be very tough hardly any technician can get through, if at all a person gets through in written exam he has to face a very tough oral interview where he can never get through.No training, no guidance and no materials are given to a technician in the departmental qualifying exam for track change.If technicians are not given any track change at least regular promotions can be given earlier by giving weightage to the qualification. As it is very difficult to study while working, lot of dedication and hard work is required to take first class, so please consider our request and give value for education.

The constitution of the 7th CPC in time is a great news. The meagerof DA and interim relief will be of great help to the employees especially lower grades at this juncture. The 6th CPC had done good job in lifting up the grade IV and providing greener pastures to Grade I Class. But it is hope the 7th CPC will do better job in balancing the grades keeping in mind of the lower middle grades especially gr.pay of 1900,2000,2400,2800. They deserved to be lifted too. My hearfelt thanks to UPA Govt. - All is well that ends well.

In DAE,Technicians with higher qualification are suffering a lot without recognition and support inspite of their hard work. An LDC or a stenographer will get track change they can become a gazetted officer i:e AAO or APO or still higher grade, as they are given enough of training,they are provided with good study materials and proper guidance and enough of chances are given to them and their passing marks is just 35%,and their exams are conducted frequently.But a Technician has no such support during departmental qualifying exam, the passing marks is 60% with only two chances. Hence a technician can never think of track change. Hence please give us some support and recognition either in track change or one step up promotion for acquiring higher qualification.

LDC's and UDC's in Central government offices play an important role in Administrative matters. They are Graduates/PG Graduates. When compare to their qualifications and work they are getting very less grade pays and scales.Even they dont's have any special allowances like Higher degree allowances, etc., Some departments employees getting special allowances like Patient care allowance etc., where as LDC's and UDC's work is heavy and scale is low. When compare to Teachers and other state government employees,LDC's and UDC's scales are very low. Please make these points in consideration and justify the above matter.

Stenographers are minority cadre, no one bothers about it. It is the only cadre where an initial recruited person retiring at the same level without any promotion. All Stenographers are having similar kind of work in any office all over India. The 6th Pay Commission clearly stated that the Stenographers all over India should be treated equally. Stenographer cadre and clerical cadre (UDC) are totally different cadre and the job work is also different. Steno cadre should not be to merged with clerical cadre and the pay scale of steno cadre should be more than of clerical cadre as the responsibility of steno is more than that of clerical cadre. Do justice to all STENO CADRE in 7th Pay Commission.

If the Government accepts the recommendation of Parliament Panel for raising the retirement age above 60 years, it will be a great set back for unemployment. But at any cost such raising of retirement age should not be applicable to Armed Forces, including Para-military Forces i.e. CRPF, BSF, Assam Rifles etc. as these forces and physical-fighting forces, as such they should always remain fit and young. Rather their retirement age should be reduced to ATLEAST FOR TWO YEARS from present age. This suggestion by an employee of CPMF.

7th CPC is requested to take into consideration of poor plight of personnel of border guarding forces deployed on borders with negligible facilities and away from their families without any financial incentive like MSP for defence pers. or security allowance for IB, CBI, RAW ARC, NSG or SPG personnel. Similarly facilities like free ration,every year LTC for families, concession vouchers etc applicable to defence pers. be also extended after
assessing the factual condtion.

In compassionate appointments, so far, some employees are experiencing injustice. In some Scientific organisations, appointments are being made in very low post in Group-C cadre irrespective of first class marks of the candidate in Post Graduation. For ex. First class M.Sc candidates are being given Matriculation posts. They are still surviving in low positions by achieving next promotions through career advancement, which are not at all suitable to their qualifications and the services they are rendering. There may be a few such people serving for the Govt. Hence, they may be justified in 7th CPC by getting upgraded to the higher posts which are atleast nearly equivalent to their qualifications in Group-C cadre, from back date of initial appointment and promoted accordingly.

YES the duty and the responsibility of a stenographer to the department is very high but they are also treated as UDC ( Stenography is a special qualification and its value to be given by GOI). Due to the negligence from the part of Department and difficulty in learning the special art qualification now a days, non are interested to study the same. graduation is sufficient for UDC, but departments asking for Graduation PLUS Stenography for stenographer ( they are double graduates) this consideration to be given to them and they grade may be fixed accordingly, being a justice you know the importance of a stenographer. Pl. do something for the stenographer at least to keep alive of the particular and required profession.

I would like to draw your kind attention on the status of Cost Accountants/Sr.Cost Accountants (ICWA-Final qualified) in Indian Railways. CAs/Sr.CAs are enjoying the same pay structures as are enjoyed by the SOs/Sr.SOs, TIAs/Sr.TIAs and ISAs/SrISAs. At present, no further avenue is available to the qualified Cost Accountants.
Cost Accountants in Indian Railways is confined only to Costing Sectionthough they have the capability to do all the fields of Accounts like, Finance, Stores, Establishment, Budget etc.
Under Ministry of Finance, ICWAs are directly recruited as “Assistant Director” in the pay scale of Rs.8000-13500/-, revised as Rs.15600-39100/-.under pay band III after implementation of 6th CPC’s recommendation. They have a lot of promotional avenues.
5th CPC recommended some avenues for the Cost Accountants in the year 1996. But 6th CPC was silent about ICWAs.Probably, they were not aware about the existence of ICWAs in Railway Accounts department. Actually, the no. of CAs working under Indian Railways are limited.
It is our humble submission to the honourable chairman of 7th pay commission to kindly look into the matter and recomend some avenues for CAs working under Indian Railways.

But no one took care of CGHS & CEA. As you are aware that the same is still pending since the last Pay Commission. We all are concerned about our Health of our family and Education of our children.I am to say that CGHIS should be introduced and CEA should be a lumpsum payment say Rs.25000/- per child per year.

Technical personnel in Scientific research departments are facing bitter experiences. In spite of their higher qualifications with high grade of marks and number of years of experience they have no chance to change their path to achieve Scientific posts. Atleast, there is no departmental exam (exclusively for in-service candidates) for them. Inorder to get Scientific posts, in some organizations, they are facing open competition with freshers and it’s too difficult for them to achieve. Hence these employees may be considered for change of their path basing on their qualifications and experience with a departmental exam (exclusively for in-service candidates) with relaxed standards (if exam is necessary) or atleast with experience in the same field.

In DAE, Officers are given more increments in PRIS-I,it will be upto 6 increments where as for Technicians it is limited only to 3 increments and rarely any will get three increments only favorable candidates will be given, why is this disparity, officers take lot of work from technicians and they work more in radiation inspite of its hazard,while the credit goes to the officers and more increments are given to them and they get early promotions also, where as deserved technicians are not encouraged and their promotions are purposely delayed and degraded.As the Basic pay and Grade pay of the officers are very high, there one increment itself is more, then six increments will fetch them a huge amount. Why is this disparity when all are working for a common cause.Please all the technicians of DAE request to increase the number of increments of PRIS-I to the Tecnicans.

Many Technicians in DAE are less qualified, many have not even passed primary school, they are called early for promotions than qualified technicians, though the workload is more to the qualified technicians, they are not given any recognition. If a technician acquires higher qualification, seldom he is given any recognition rather he is degraded so that he does not get his regular promotions in time or it is delayed inspite of their hardwork, lot of problems are faced by the qualified technicians in DAE. Request the 7th CPC to give one step up promotion to the qualified technicians.

AS SERVING PERSONALS GOT ALL OTHER ALLOWANCES ENHANCED ON BASIS OF DA AT 50% BY 25% THAN HOW CAN YOU FORGET MERGING DA IN PAY/PENSION AS DP TO PENSIONERS.The Pension of Central Govt. Pensioners undergo revision only once in 10 years during which period the pension structure gets seriously dis-aligned, 50% increase in price takes place even in less than 5 years. This results in considerable damage to the financial position of the pensioner with otherwise inadequate Pension. As admitted by Shri Montek Singh Ahluwalia, Deputy Chairman, and Planning Commission in his statement to PTI on 27.2.2008, DA does not adequately take care of inflation. Working employees are getting automatic relief by way of 25% increase in their allowances with every 50% rise in Dearness Allowance. As pensioners do not get any allowances, they feel discriminated against. In order to strike a balance, DR may be merged with Pension whenever it goes beyond 50% as recommended by 5th CPC.

7CPC should consider some sort of Health Insurance for both serving and retired persons for hassle free cash less treatment in reputed private hospitals.

One increment should be granted to all those who are retiring on 30th June, as they complete one year of Service from the last date of increment. They can consider proportionate increase(in the form of additional increment )for all others also, as per their proportionate service, since their last increment.

7th cpc should think/recommend the following matters,

1. CGHS for all the employees & pensioners with cashless facility, bring more multi/super speciality hospitals under this scheme.

2. wirhdwaw new pension scheme, implement old pension system for all the employees irrespective of their date of joining in govt. service, since concept of NPS/CPF is a total failure in most of the countries.Follow countries like Argentina where NPS has been substituted by old pension system after its failure.

3. flexible transfer policy for employees. implement policies like mutual transfer etc.

4. to ensure minimum 5 promotions for all.

5. clear all anomalies arisen in previous pay commissions.

6. differences of allowances for respective categories should be reduced, such as,

HRA (existing) (proposed)

y cities-20% 25%
Z cities-10% 20%
since, in reality there are not much differences of house rent in X cat cities than that of Y or Z cat cities.

The selection process is so hard as compared to mts but in the pay grade it is only 100 rupees difference. When will the govt understand our problems of less salary. U.T. OF Puducherry is always discarded in extending pay scales on par with other civilian employees of Delhi. For example Superintendent (Section Officer) even after completing 10 years in one and the same grade pay of Rs.4600 (Rs.4800 in Delhi) we wont get MACP of Rs.4800 since because the promotional cadre of Jr. Accounts officer is also lying in the same GP of Rs.4600/-. Unlike others in most of the departments after GP of Rs.4600/- they will get GP of Rs.6600/- on their promotion. It is a ill fate which has to be rectified atleast in VII CPC. Alagesan

LTC anywhere in India may also be extended to anyhwere in the country provided that by restricting the fare to be claimed from the place of the individual's Hometown to the farthest destination in India by his entitled mode of transport since many Govt. servants wards are now working in foreign countries. On the lines of Vth CPC the 7th CPC should constitute scales. I feel the members of 6th cpc had not used their common sense or they are pro to highly paid. Day by day the gap between the highly paid and the low paid was going on increasing. What type of Socialism is this?. Earlier at least to maintain that gap lesser percentage of DA was considered for higher scales. The 6th CPC suggested different multiplication factor low & high, there itself the injustice had been done. Then the increment on every year was 3% of Basic pay. When the difference between lowest and highest basic was high, with every increment the gap widened. Then more no of increments to highly paid, equal % of DA according to basic, All these factors were constituted in creating more wider gap between the two day by day.
I request the Chairman and Committee members to show decency in doing justice to all category. This imparity is to be removed at least in the 7th CPC.
This can be solved by doing a reverse reaction. If the basic of 6th CPC is taken for deciding the basic in the next CPC, then the M Factor should be adopted, "Lower the basic, higher the MF and vice versa.I hope the 7thCPC members will do justice to all especially lower category. I do hope Hon. Shri A K Mathur is not like Sreekrishna who was the master of injustice in this context.If not the lower category will not be able to survive in this country.

Sir, I have retired on March 2006 in the Group A offiocials scale 8000-13500 and as per existing system grade pay of Rs.5400 was granted during pension pay fixation.But my juniors scale staff of AE was granted 5400 grade pay by virtue of MACP and I have been deprived of ACP
as told by Pay Commission and this issue is still not solved.So it is requested to examine the issue of ACP before implication of 7th CPC

1) Ex-servicemen should also get at least two free railway passes in a year like ex-railway employees. (ex-rly employees are given free railway passes).

2) Pensioners should also get yearly increments in their basic pension. While in service, they get yearly increments, bonus, increase in DA, transport alloce and many other facilities. While a pensioner who has got more financial responsibilities in life get only a basic pension + DA as admissible from time to time.

3) Pensioners should also get one month's basic pension as bonus once in a year.

It is not necessary to pay this much amount as pension. For social security a retiring member needs nearly 15000Rs. So my personal opinion is that Rs 10000 + Grade pay is enough for a person. Now many are getting pension at level of giving income tax 20 to 30%. That is not necessary and injustice in a country like India. And my request is to Scrap the New pension scheme.

A steno in Indian Audit & Accounts Department, who has been promoted on 1.1.1991 as PA (Grade Pay: 4200) got the next regular promotion (PS - A gazette Post)in April 2012, i.e. after 21 years. No Pay fixation was granted on the plea that he has been given two MACP promotions (4600 & 4800), the second MACP in 2011. Due to this promotion (from Gr.B non-gazetted to Gr.B Gazetted) he has lost ex-gratia (bonus)which otherwise he was eligible for, and Festival Advance, a benefit which he was eligible for till the date of his promotion. To sum up, in government service, promotion can sometime be a cause for financial loss. Hope, 7th Pay Commission will consider issues like this and include appropriate recommendations to avoid this type of anomalies.

If the government really intended to sanction 50% merger of D.A. with the Basic Pay in the current 6th Central Pay Scale, it need not make any reference to 7th Central Pay Commission. The government could have straight away announced the merger and would have issued orders to that effect.

All along, the stand of the central government was, not to implement the demand for 50 percent merger of D.A. since the 6th CPC in its report did not contemplate 50 percent merger of D.A in the basic pay when the D.A crosses by 50 percent. What the government wanted to convey in the terms of reference to 7th CPC was that since the 6th CPC did not recommend the merger of 50 percent D.A., at least the 7th CPC may include such merger provision in the 7th Central Pay Commission Report.

In other words if the 7th CPC in its report make provision for merger of 50 percent D.A. with the basic pay, when the D.A. crosses by 50 percent, it simply means that when the D.A. crosses 50 percent of the basic pay after the implementation of the 7th CPC new pay scales, then the 50 percent D.A. would be merged.

For this to materialize, we may have to wait atleast 8 to 10 years since
the D.A. as on 1/1/2016 shall be nil(0 percent) because the entire D.A that would be accrued as on 1/1/2016 under the 6th Central Pay Commission pay pattern shall be merged in the 7th CPC pay scales before formulating the revised 7th pay scale, as per the usual practice. It may actually take atleast 6 to 7 years from 1/1/2016 for the D.A. to cross 50 percent so as to qualify for merger. Therefore the benefit of merger of 50 percent D.A. under 7th pay scales shall be somewhere during the year 2021 or 2022.

It is very strange that none of the central government employees and its various Associations, are aware of this simple fact. It will be no exaggeration, if I say that almost all the central government employees including the pensioners are even now anticipating 50 percent merger of D.A. and are eagerly calculating the financial benefits. Therefore let the central government employees come out of this myth and patiently wait for another 8 to 10 years from now for the D.A. to cross 50 percent of the basic pay that would emerge in the 7th CPC new pay scales so as to realize their dream of 50 percent merger of D.A.

1. Pay scale should be delinked with the rank structure and should be based on number of years of service. Thus personnel in different departments with same years of service get same pay irrespective of appointment or rank.
2. Starting salary for the lowest functionary should be 5 times the government approved casual labour rate. For eg if casual labour rate is Rs 100/-, then starting salary needs to be Rs 500/- per day which amounts to Rs 15000/- per month. Pay fixation should be an outflow of casual labour rates or skilled labour rates prevalent.
3. The dearness allowance (DA) should be increased twice the amount of the price index. For eg if average price index for the given period is 5 % then the DA should be increased by 10 % to cater for the past and future inflation for the rising cost before the next increment.
4. DA to be merged with the basic pay when DA reaches 25 % and every 25 % thereof.
5. New pay revision/ CPC to be ordered when the DA reaches 50 % so that the new pay scales can be implemented the moment DA reaches 100 % instead of waiting for a 10 year period.
6. Instead of having rank linked pay increment it should be based on number of years of service that is every 5 years. Thus increment to be given in pay scale every 5, 10, 15, 20 ... Etc., years of service. This will ensure every personnel in each department with same years of service have same pay. This will ensure parity for all, as promotion period is different in different departments dependent on vacancies.
7. To keep the personnel motivated to work and gain higher ranks/ promotion give one time lump sum monetary benefit at each promotion which should be 10 times the basic pay drawn at that time.
8. There should be standard rate of allowances e.g. HRA, transport allowance, TA/ DA, hotel DA, taxi/ auto rates etc., for all of India than being based on class of city.
9. Air travel authorised to all personnel for temporary duties. Business/ first class travel for All India Services, Group A Services & defence services officers.
10. Payment of HRA to all personnel irrespective whether staying in govt. accommodation or not as govt accommodation is not free. This will ensure occupancy of existing govt accommodations and reduce requirement to create more govt. accommodations.
11. Pension for armed forces personnel should be 70 % of the last salary drawn and be linked with number of years of service than rank.
12. Insurance for defence personnel should be minimum 15 times of the annual salary than being a fixed figure irrespective of number of years of service. Thus personnel who have served longer there family get more compensation in case of any eventuality. Those employed in higher risk jobs within the defence eg pilots, submariners, commandos, etc. to be insured 20 times their annual salary.

13. As GOI/ MOD are the employers of the defence personnel which are an inherently high risk job they should pay for the group insurance of the defence personnel. Presently defence personnel are paying for their own insurance cover which is against natural justice as per labour laws.
14. Distinguishing various areas within the country as peace, hard area, modified field or field should be common to all services under GOI and allowances should be admissible equally to all services personnel.
15. Defence personnel contribute towards there provident fund with no contribution from the employer that is the GOI/ MOD, thus they do not enjoy the provision of the EPF. They should be given 1 % higher interest rate than that approved by the Govt. for EPF.
16. There should be an additional compensation package of 100 times the basic pay for superannuating personnel of defence services given by GOI/ MOD for those retiring below age of 60 years due to retirement age linked with rank.
17. Defence personnel irrespective of rank should be allowed to serve till the age of 60 years or age applicable for central govt personnel. They should be permitted any extension or re-employment of 2 years after retirement or 60 years.
18. Today more defence personnel are lost in operations within the country which are not being treated as war casualty for compensation. Defence personnel are on duty 24 x 7 days a week, 365 days a year and at beck and call of the Govt. Thus the compensation package for them has to consider similar to war time loss. Apart from that one person of the family of the aggrieved should be absorbed in any govt. job as per qualification.
19. The salary and pension of defence personnel should be tax free or they should have a subsidised rate (50 % discounted rates) which is applicable for others with similar salary.
20. To look into the hardship faced by defence personnel especially those deployed in hard areas they should be given an additional separation allowance which should be 50 % of basic pay.
21. To cater for large stagnation in the defence forces grant of NFU to defence forces personnel.
22. Similar rate for all common allowances for all services irrespective of place of posting.
23. Rate for all allowances should double when DA reaches 50 %.
24. One interest free loan during service tenure of 25 and 50 lakh for PBORs and officer respectively.
25. The DA should be non taxable as it is to compensate for price rise.
26. Removal of grade pay and it defining the inter services seniority. Seniority in a govt. job should not be defined by pay scale but the years of service of the personnel which is governed by entry date, batch date or commissioning date.
27. Private sector and the govt. job cannot be equated equally as selection and training for govt. job has a set pattern and is equal for all, unlike private sector where qualification, training, experience are variables. Thus in private sector seniority can be defined by appointments, positions or pay etc. In govt. job if seniority is defined other than the date of defining eligibility it puts into questions the selection procedure and training standards.

I don't know why but the Class-III Ministrial Staff has always got the bashing in the past few Pay commissions. Those who once were equal or even lower from various categories of Ministrial Staff and even now having equal qualification have gone far ahead in pay scales even though they have to work far less than the Ministrial ones. So the Ministrial Staff may please be given due consideration this time as was given in the initial pay commissions.

Stenographers are minority cadre, no one bothers about it. It is the only cadre where an initial recruited person retiring at the same level without any promotion. All Stenographers are having similar kind of work in any office all over India. The 6th Pay Commission clearly stated that the Stenographers all over India should be treated equally. (CCS, CSSS CSS Departments)
Give justice to all stenographers in 7th Pay Commission. Stenographers are in minority cadre.

This group has no pension,GPF and other benefit enjoyed by their seniors.It is really injustice and degrading government servant who joins service on or after 01.04.2014.Actually this system not only denying the benefits they also deducting 10% of salary form the pay. This makes very huge loss to new entrance of central government employees. Hence, i request to all new employees (NPS)to force in government to get relief.If not we are demanding a separate pay structure for new entrants who joins service on or after 01.04.2014

I have a different Opinion on the 7th pay commission. Everybody talking about DA merging ,pay hike and degrade pay. But I want tell about a injustice to the new entrance of the government service who joined after 01.04.2014. This group has no pension, GPF and other benefits that once enjoyed by their seniors. It is really injustice to the NPS employees. In addition to denying the benefits this system deducting a portion of the salary of the employees and such contribution government has not giving a return guarantee. In this context it is evident that today in government service two types of government servants are there. One is” true govt.servants” they are enjoying all the benefits and others are ‘pseudo governments” which have no benefits. Hence, I request to all fight against this injustice to the new entrance of government employees who joins service on or after 01.04.2014.WE want equality in govt. service. In the facts above I request to bring a new pay structure to NPS employees.

D.A. we are getting after 6 months that to after 9-10 months in twice in a year of arrears. But the oil prices are increasing fortnight, now onward the Railway fare will also be increased like wise.
Why we should not asked D.A. should be increased for every fortnight basis.

why don`t you all come to street wise check for present rates for daily usages, as well HRA,TA,in both the rural and urban earya,then you decide how difficult for the

To whom it may concern-------
Technical Supervisors are BACK BONE of the INDIAN RAILWAYS. But they are deprive from various sides. MCM( Master Craft Mechanics) having same grade pay rs.4200/- like a Supervisor but their responsibilities is 1/10 of a supervisor. Technical Supervisors of open line in IR just like a "OILMAN'S BULLOCK".Neither they have got leave/weekly rest in time nor they have fixed duty hours(8 hrs). So I request to you kindly look after the matters and do needful to us i.e TECHNICAL SUPERVISORS.

The Assistant Audit Officers of Indian Audit and Accounts Department, who are the backbone of the CAG's Audit Report by not giving grade pay Rs.5400 after completion of 4 years of service as in the case of Revenue Department, Postal and Railway. This has demoralise the Officers and their aptitude towards work. Will this VII Pay Commission do any justice to the AAOs and AOs of the IAAD department who are fighting for the corrupt free India?

There should be a marked difference between Transportation staff, and Non Transportation staff in the forth coming pay commission for staff involved in transportation are like defense staff and are essential and forgo some benefits in their service times like health and their age of retirement or alternative slot should be given instead of squeezing them much to the discomfort of the beneficiaries and direct posting at the clerical level is to be done away with for ours is eternal in working condition and essential and non essential at present the easiest way to utilize the service people is to get them medical de categorization which gives the maximum mental agony and great expectations and discomfort to the affected staff and so direct utilization with clear o/o is to be followed rather than indirect utilization with clandestine understandings between medical , admin and etc to have good working environment.

pains and pleasures for different central govt staff ;- There are various category of central govt staff with in whom the responsibilities are well marked and by familiarity and local environment and with taking advantage of vastness of organization it is taken advantage by opportunistic staff who become bugs in the CG Set up and this to be checked and in a vast network like ours some category of staff occupy with no work and still enjoy the maximum benefits with no work just because of registration in the roll of CG staff and do many atrocities and hence such kind of idle category of posting should be discorded with. The report submitted by WORK STUDY INSPECTOR cannot be taken into account for he may be an upstart . A station manager post is an utter waste except it is converted into a officers discussion room cups of teas and biscuits and what not , in the days where blogs have become rampant.

Some employees are working in low posts with higher qualifications and experience in same field.These employees may be considered for higher posts basing on their experience in same field and qualifications.

Sir, please un typists ke liye bhi kuch kijeye jo Delhi Govt. mein sare kaam karte haien jaise ki dak lana, dairy karna, filing karna, typing karna, bill banana, files Banana, Dairy aur Dispach Karna, jo ki ak LDC Karta hai, lekin LDC ka Promotion channel Banaya hua hai wo UDC,Head Clerk, OS ban jate hain lekin typist ka koi bhi promotional channel nahin rakha hai. wo typist he bharti hote hain aur ACP bhi unhe 1900 grade pay ke bad 2000 ki dete hain jabki ek LDC ko 1900 ke bad 2400 grade pay dete hain, please un typists ke pay scale bhi usi trah consider kare jaise ki ek LDC ke starting scale typist aur LDC ka ek hi hai lekin aage chalker ek typist aur LDC ke Pay Scale mein itne differences aa jate hain ke LDC promotion per promotion lete chale jate hain aur typist vahin khade reh jate hain without any promotion typist hi retire ho jate hain, Sir, please typists ko bhi LDC cadre mein merge karne ki kripa karei taki unko bhi promotion channel mil sake. Work Charged Typists are minority cadre, no one bothers about it. It is the only cadre where an initial recruited person retiring at the same level without any promotion. All typists are having similar kind of work in any office all over India (including LDC work, like dak receiving, dairy,dispatch, filing,billing etc). Give justice to all typists in 7th Pay Commission. Typists are in minority cadre. Kindly merge them with LDC cadre. Thanking you,

There is a large difference in pay structure between Scientists of Scientific organization and faculties of Universities and IIT's. Till the 3rd Pay Commission, the pay structure of scientific and academic organizations were similar. But, in the last two Pay Commission the pay structure of Scientists got down degraded by 2 levels wrt academic organizations although, The performance of scientists is also rated in the same norms (publications, invited lectures, organization of training programmes & conferences, dissemination of knowledge, field based studies, guiding research students, establishing the laboratories etc) as academic faculties. Scientists are completing all these tasks without much support as what the faculties do get from their students. Therefore, I request to kindly upgrade the scientific cadre at par with academic grades (preferably also in respect of retirement age).
The placement of scientist with respect to academic scale may be given as:
Scientist B as Lecturer,
Scientist C-Sr. Lecturer;
Scientist D- Assistant Professor (of IIT in PB IV);
Scientist E- Associate Professor (of IIT);
Scientist F- Professor (of IIT); Scienstist G- Director of IIT.

I request that the Pay Commission should pay attention to the plight of pensioners. The pensioner feels that immediately on retirement his carry home emoluments have become one third and he has been left high and dry though he has sacrificed his youth for the service. The problem is that the pensioner's liabilities do not reduce overnight but his emoluments reduce considerably and in this time of very high price of daily use commodities and very high cost of medical facilities. So my request is that the pay commission should recommend that the pension should at least be 75% of the last emoluments drawn by him or 75% of the emoluments drawn by his peers in service, whichever is higher.The concept of one rank one pension should also be made applicable across the board to all posts and services both while in service as well as after retirement.

pay commission should provide special attention towards disabled employees to perform their duties specially to provide particular aids appliance etc, moreover they should be given extra pension to fulfill their extra and personal needs specially at the stage of V.R.S.

Why there is huge difference in total salary between higher pay of G.P. 7600 & lower pay of 8700 ? There is no such steep hike at any level. Huge increase of total salary in terms of percentage also. Growth rate should be even and this benefit should be extended to the lower pay scale where the salary is less keeping in view the even growth rate.
Please pay attention immediately and correct the mistake in 7th CPC

Why not give patient care allowance to jco/Or in Army Medical corps ? All other medical and paramedical staff (Mo,Nursing officer,ward sahahika ,safai wali,dhobi,chef staff) take patient care/risk allowance but those personal who maximum interfere with patient that personal didnt took patient care .why this unjustifie? Pls attention on this topic
