No proposal to do away with the existing procedure of Submitting annual life certificate

Delay in giving pension benefits

There is no such proposal to do away with the existing procedure of Submitting annual life certificate by the pensioner to renew their pension payment.

Yes Madam. Department of Pension & Pensioners Welfare has implemented an online system called ‘BHAVISHYA’ for retiring Central Government Civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.


At present, Bhavishya is implemented in main Secretariat of 83 Ministries/Departments & 23 attached offices involving 794 DDOs. This Department has also given on-site training to all the Drawing Disbursing Officers/Head of Offices/Pay & Accounts Offices and the dealing hands of main Secretariat of all the Ministries/Department.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Satav Rajeev & others in the Lok Sabha today.

It is equally important to introduce such a system to the retired persons also, as it is experiencd long unexplained delay in issuing authorization letters as corrogendum to PPOs by the Rlys for the pension arrears from 1/1/2006 to23/9/2012,and after issuing the said letter it takes two weeks to despatch it-held up at central dispatching section at the Rly H Q. They also would not consider e-mail applications and e-mail reminders ,telephone reminders,unless copies of their own issued PPOs,are sent by the retirees.

I pray that electronic applications by e-mail be equally respected in as much as paper-hard copy-application and that too calling for PPOs issued by the very authority be avoided.As soon as an application is received a number be assigned to all such cases and thereby at the end of each day the numbers upto which action has been taken to be fed to their web site for transparency and also for the pensioner to know where his case stands. They should also send by e-mail such authrization letter-arrears payment letter to the CPPC of the BANK , bank branch which is paying pension with a copy to the pensioner for payment pending hard copies of authorization letter. I also suggest that as per the directions issued by the Revenue Secretary to the Officers of CBDT to mention their E-mail and their telephones in all their correspondance,so also it should be done by every Govt Officer for transparency and early disposal of all such cases.
Please introduce such system in all matters. DoP&PW to arrange for an uniform soft ware for dealing with the all matters.

!!! Registered Praman I.D!!! can be generated only by Pension Paying Agencies!!!...This information if available can be incorporated in the New Life certificate format.Government has permitted to include the existing address also in the life certificate.The issue is for those who have not yet Obtained Registered Pramaan I.D from the competent forum.Such category of pensioners are to contact the Pension Paying Agency for obtaining Registered Pramaan I.D during the next Annual Identification Day...The said changes may be notified in the leading News Papers for the benefit of the Pensioners, on priority basis, to comply with the instructions issued by the Pension Grievances Cell New Delhi...
