Do's and Dont's for Pensioners

DOs
1. A copy of every communication regarding pension is required to be endorsed to the pensioner by each node of pension delivery. Please ensure that your full contact postal address (preferably with PIN code) is always updated. Promptly intimate any changes of address to: -
a. Your Bank Branch
b. The Head of Office and the PAO in the Ministry from where you retired;
c. Central Pension Accounting Office

2. There should be proper nomination for pension account. Please retain the acknowledgement received from the bank carefully. It is advisable to open a joint account with your spouse if you are pensioners so that she/he does not hardship later.

3. Please direct your bank branch with proof establishing your Identity for first appearance at Paying Branch alongwith the copy of the special seal authority.

4. CPAO has sent two halves of PPO - the pensioner's and the Bank's. Your half of the PPO is to be handed over to you by your Bank branch when they call you for verification. Your signature will be obtained on their half for their record.

5. Please produce proper and acceptable evidence of eligible savings from time to time for the purpose of Income Tax calculation by the Bank.

6. Please collect Certificate of Income from pension from bank at the close of financial year, even if income tax is not deducted from the pension. Please collect form-16- income tax was deducted.

7. Please furnish Life Certificate early in the month of November every year.

8. A pensioner who produces a life certificate in the prescribed form in Annexure -XVII signed by any person specified hereunder, however, is exempted from personal appearance- :-
(i). A person exercising the powers of a Magistrate under the Criminal Procedure code;
(ii). A Registrar or Sub-Registrar appointed under Indian Registration Act;
(iii). A Gazetted Government servant;
(iv). A Police Officer not below the rank of Sub-Inspector in -charge of a Police Station; Offices;
(vi). A Class-I officer of the Reserve Bank of India, an officer (including Grade II officer) of the State Bank of India or of its subsidiary;
(vii). A pensioned Officer who, before retirement, exercised the powers of a magistrate;
(viii). A Justice of Peace;
(ix). A Block Development Officer, Munsif, Tehsildar or Naib Tehsildar;
(x). A Head of Village Panchayat, Gram Panchayat, Gaon Panchayat or an Executive Committee of a Village;
(xi). A Member of Parliament, of State legislatures or of legislatures of Union Territory Governments /Administrations.
(xii). Treasury Officer.
In the case of a pensioner drawing his pension through a Public Sector Bank the life certificate may be signed by an officer of a Public Sector Bank. In the case of a pensioner residing abroad and drawing his pension through any other bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank, A pensioner get exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.
A pensioner not resident in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from special appearance.

9. Non-employment Certificate/Re-employment Certificate should also be furnished every year in the month of November/May & November in case of retired Group 'A' officer.

10. Please apply in a prescribed proforma to the paying branch for restoration of commuted portion of pension on completing 14 years and 11 months in case your bank does not have a CPPC.

11. Please provide the Pensioner's half of the PPO to your paying Bank Branch in the case of revision of pension for entry of enhanced pension with break up in this half.

12. Please ask for a due and drawn statement from your bank branch in case you have received any arrears in a lump sum.

13. Please ask for a pension slip with break up of in case of any doubt from bank branch

14. If Pensioner's half is lost, worn or torn, a written request is to be immediately made to your paying Bank branch alongwith Pensioner's half of PPO (if available).

15. Please keep all your Pension related documents including Pensioner's half of PPO, safely, as these are important documents.

16. For any clarification on pension payments, contact your bank branch grievance officer of the Bank or CPAO Toll Free /Call Centre 1800 11 7788.

DON'Ts
1. Do not delay in submitting the Pension Papers before retirement as it ultimately effects the time schedule to be followed by the various offices as under: -
(i). Pay & Accounts Officer issuing PPO - Despatch of PPO by PAO to the CPAO on the last working day of the month preceding the month of retirement
(ii). Central Pension Accounting Office (CPAO) - Despatch of PPO by CPAO to Link Branch of PSB by 20th of the month of retirement
(iii). Link Branch - Despatch of PPO by Link Branch to paying branch by 23rd of the month of retirement.
(iv). Paying Branch - Paying Branch will complete all formalities and ensure that the pension has been credited to the pensioner's account on the last date of the month.

2. Please do not provide address and contact number which is likely to change in immediate near future. Please update your address by informing your bank branch, PAO, CPAO and DDO of the ministry you retired from.

3. In case you wish to change your bank or bank branch for pension disbursement, do not close your pension account unless new account is confirmed for pension disbursement.

4. Please do not fail to check whether you are receiving full pension/family pension authorized by the Govt. of India to you including is related pension with Dearness Relief if you are aged 80 and above.

5. Please do not forget that under the scheme of pension department through authorized banks, banks are required to pay pension to each pensioner by the last day of the month and the Govt. of India fully.

Sir,
       Bharat Pensioners Samaj, an All India Federation of Pensioners' Associations of all Central Govt, State Govts, PSUs, EPS 95, Defence(Civil), Autonomous Bodies and NPS pensioners' and a member of International Federation on Ageing, Toronto (Canada), expresses its heartiest gratitude to you and the GOI for Issuing Concordance Tables vide GOI, Ministry of Personnel, PG and Pensions, Deptt of Pension and Pensioners' Welfare, New Delhi no.38/37/2016-P&PW/A) dated 6th July, 2017, which has not only eased the process of revision of pre-2016 pensioners(civil) of all ranks but has given impetus to the Deptts of the Central Govt to finalise and issue of revised PPOs at quick pace  to the pensioners/family pensioners who retired during the currency of 4th& 5th CPC i.e. between 01-01-1986 to 31-12-2005. 

However, it is painful to learn that a unilateral decision has been taken by the Ministries & Departments to do revision of pensions/family pensions in the descending Order from cessation date i.e. starting from pensioners who retired in December,2015 though no such order has been issued either by the Ministry of Finance or the Ministry of Personnel PG,& Pensions-DOP &PW  In this connection, BPS wishes to submit the following for your kind and active consideration:

(a). Pensioners retired in the year 1986 i.e. in the first year of operation of 4th CPC are already in the 90th year of their lives with hardly any residual life left. Similarly pensioner retired in the year 1995 have entered 81st year of their life. Their life spans with innumerable ailments may not be too long and are being deprived of the timely benefits of upward revision of pensions due to incorrect steps taken by officials at the helm of affairs. Pensions of these pensioners were revised during implementation of recommendations of 5th CPC sometimes in 1997-98 and again in 2008-09 consequent to recommendations of 6th CPC. This goes to prove that records are available;

(b)In addition a large number of pensioners have already sent copies of their PPOs and other Documents to their respective departments from which they retired. These PPOs and documents contains details such as Pay scale of the last post held, Post from which retired, Last pay drawn and other required details.

3. In view of the above facts, there seems to be no wisdom in not commencing revision of pensions of pre-2016 pensioners in Ascending order i.e. Older pensioners having retired first. It seems that the decision start of revision of pensions beginning from December,2005 is a game plan to show bogus progress by laying hands on latest records available. Sir, this is being brought to your kind notice so that injustice being done to older pensioners/family pensioners is stopped forthwith. Bharat Pensioners Samaj request that PPOs of older and super old pensioners are revised on top priority.

This is further to our Circular No.23/2017 of yesterday. You were informed of the decision of Central Cabinet meeting held yesterday to constitute “alternative mechanism” for giving in principle approval for merger of public sector banks in the name of consolidation.

Through our circular referred above we expressed our strong sense of resentment against the decision of the Central Cabinet as we are of the firm opinion that the decision of the Cabinet is nothing but a ploy to go ahead with the hidden agenda of privatisation of public sector banks.

UFBU, through telephonic consultations among the constituents, has decided to hold demonstrations at all State Capitals and major centres at the earliest, the date for which will be decided by state units of UFBU depending upon local convenience.

We call upon all our units to take immediate initiative for holding meetings/consultations of/with state units/constituents of UFBU and to decide the date for holding the demonstration at State Capitals and all major centres of concerned States.

All our State units have to ensure maximum mobilisation of our members in respective areas.

Dear Sir,

Subject: Appeal for restoration of Option 1 recommended by 7th Central Pay Commission for Revision of Pension of Pre-2016 Pensioners – For Parity of Pension between Pre & Post-2016 Central Government Pensioners

Reference: i) DOP&PW OM No.38/37/2016-P&PW(A) dated 12th May, 2017 & 6th July, 2017 ii) Para 10.1.67 of 7th CPC Report for grant of Parity of Pension of Pre & Post Seventh CPC Pensioners

1.We draw your kind attention to the sad plight of large majority of Central Government Pensioners – especially the Pre-2006 Pensioners and more so the Pre-1996 Pensioners, who will suffer a major financial loss in fixation of their Revised Pension on account of an unjust decision on implementation of 7th CPC Report vide DOP&PW OM dated 12-5-2017 cited above.

2.The Seventh Central Pay Commission (CPC) in Para 10.1.67 & 10.1.68 of its Report had for the first time conceded the long pending demand of the Central Government Pensioners for Parity of Pension between the Pre and Post CPC Pensioners and had recommended the following pension formulation for civil employees including CAPF personnel who had retired before 01.01.2016:

Appeal for Restoration of Option 1 recommended by 7th CPC for Pre-2016 Pensionersi) All the Civilian personnel including CAPF who retired prior to 01.01.2016 (expected date of implementation of the Seventh CPC recommendations) shall first be fixed in the Pay Matrix being recommended by this Commission, on the basis of the Pay Band and Grade Pay at which they retired, at the minimum of the corresponding level in the matrix. This amount shall be raised, to arrive at the notional pay of the retiree, by adding the number of increments he/she had earned in that level while in service, at the rate of three percent. Fifty percent of the total amount so arrived at shall be the revised pension.

ii) The second calculation to be carried out is as follows. The pension, as had been fixed at the time of implementation of the VI CPC recommendations, shall be multiplied by 2.57 to arrive at an alternate value for the revised pension.

iii) Pensioners be given option of choosing whichever formulation is beneficial to them.

3.Option 1, cited above, was very much feasible to implement as recommended by 7th CPC for revision of Pension of old Pension since according to the survey conducted by the DOP&PW, it was accepted that the Service Records of over 80% of old Pensioners were available, while those of the others could be re-built as per procedure prescribed in the Rules and as was done after 5th & 6th CPC and as per orders of the Courts in numerous cases.

4.Regrettably, the Committee formed by the Government, to consider the feasibility of implementation of Option 1 recommended by the Seventh CPC, while finding it non-feasible, did not care for the interest of the more than 80% of the Pensioners merely to save the Administration from the botheration of Re-building the Service Records of the rest less than 20% Pensioners. This was a great injustice since the 80% of the Pensioners who’s Records are available, shall suffer a loss of Pension just because of missing records of the rest 20%.

5.Instead, the Government accepted the following formula vide OM Dated 12-5-2017, as recommended by the Committee on Feasibility of Option 1:

“the revised pension/family pension w.e.f. 01.01.2016 in respect of all Central civil pensioners/family pensioners, including CAPF’s, who retired/died prior to 01.01.2016, may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died. This will be done by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. While fixing pay on notional basis the pay fixation formulae approved by the Government and other relevant instructions on the subject in force at the relevant time shall be strictly followed. 50% of the notional pay as on 01.01.2016 shall be the revised pension and 30% of this notional pay shall be the revised family pension w.e.f. 1.1.2016 as per the first Permutation.”

6) The above said formula will very seriously and adversely affect the Revised pension of a large majority of the Pre-2016 Pensioners on account of following reasons:

a) “Parity of Pension” between Pre and Post-2016 Pensioners – recommended by the Seventh CPC – would be denied to the Pre-2016 Pensioners.

b) In the process of notional pay fixation in successive Pay Commissions, there is a lot of dilution particularly for pensioners who retired in 4th CPC period resulting in big financial loss.

c) Irrespective of the date of retirement, Option 1 would have given the same pension to pre-2016 pensioners depending upon the number of increments earned in the last Level. By denying option 1 there will be sub-groups even within the homogenous group of pre-2016 pensioners.

d) None of the above losses would occur to the Pre-2016 Pensioners if the Option 1 recommended by the 7th CPC is implemented and if the new formula is allowed as a 3rd Option in addition to Option 1 & 2 Recommended by the 7th CPC in the interest of natural justice to all Pre-2016 Pensioners.

2. It is, therefore, requested that the Pension of Pre-2016 Pensioners be fixed at the highest of the 3 Options – including first two Options as recommended by 7th CPC and 3rd Option as accepted by the Government and Notified vide DOP&PW OM Dated 12-5-2017.

Reg: Staff – Payment of Bonus – As per Bonus (Amendment), Act 2015. For the Year 2016-17.

Payment of Bonus Act was amended recently. As per the amended provisions the ceiling on salary and wage has been increased from Rs.10000/- to Rs.21000/- per month. As such, employees whose salary/wage does not exceed Rs.21000/- per month are now eligible for bonus.

It has been decided to pay Bonus at the rate of 8.33% of salary to all the eligible employees for the period 01.04.2016 to 31.03.2017.

Salary for this purpose includes 1) Basic pay (including FPP & PQP) 2) Special Pay 3) Dearness Allowance 4) Special Allowance with DA only.

All the branches / offices may note to disburse the Bonus to all the eligible employees as per the procedure given here under:

Tentative list of eligible employees together with Bonus Calculation as per the data extracted from HRMS shall be provided to all Zones.

Zonal Offices should get the data verified and confirm the correctness of eligibility and amount of Bonus paid and payable.

For any modifications required to be undertaken in the list, Zonal Office should submit the details to HO with suitable justification

On receipt of the “Branch-wise difference and addition of Bonus payable details – as per the format given in Annexure-IV” from the Zonal offices, the Bonus Amount will be credited to the “Cheque Proceeds Account” of the Zonal Office for onward distribution to branches.

Branches should enter details of Bonus paid in the Bonus Register for verification by the Labour Department Officials.

The entire exercise of verification of calculation and Payment of Bonus to eligible employees should be completed by 25.09.2017.

Introduction of a new currency denomination and design is done keeping in consideration various factors like ease of transactions for the common man, replacement of soiled banknotes, inflation and the need for combating counterfeiting.

Providing the Missing Link

The optimal system of denominations of currency (coins and notes) is one that would minimize the number of denominations and concurrently increase the probability of proffering exact change. So, what should be the optimal mix of currency denominations? Many countries have opted to use a near variation of the Renard Series, i.e., 1:2 or 1:2.5 ratio between adjacent denominations of currency, which means that the denomination should be twice or two and half times of its preceding denomination. Such a ratio allows exchange of value ordinarily in a maximum of three denominations. In India, we have currency denominations of ₹ 1, 2, 5, 10, 20, 50, 100, 500 and 2000. As such, in the lower end of the denomination series, ₹ 200 is the missing one.
Ease of Facilitating Exchange

To achieve the optimal system of currency that would minimize the number of denominations while increasing the probability of proffering exact change, especially at the lower end of denominations, there is a logical need to introduce the missing denomination of ₹ 200, which will make the present currency system more efficient. Provision of the new denomination, therefore, would facilitate exchange, particularly for the common man who deals with denominations at the lower end.

RBI Introduces ₹ 200 denomination banknote

The Reserve Bank of India will issue on August 25, 2017 ₹ 200 denomination banknotes in the Mahatma Gandhi (New) Series, bearing signature of Dr. Urjit R. Patel, Governor, Reserve Bank of India from select RBI offices, and some banks. The new denomination has Motif of Sanchi Stupa on the reverse, depicting the country’s cultural heritage. The base colour of the note is Bright Yellow. The note has other designs, geometric patterns aligning with the overall colour scheme, both at the obverse and reverse.

Subject: Additional benefit on death/disability of Government servant covered by New Pension System — clarification regarding.

Please refer to the instructions issued vide Board’s letters No. 2008/AC-II/21/19, dated 29/05/2009, No.2010/AC-II/21/18 dated 02/07/2013 and 13/07/2010, letters of even number dated 08/09/2014 and 13/01/2016 on the above mentioned subject.

2. Now, one of the recognized Federations (NFIR) have again raised the issue of non-compliance of the above instructions by Zonal Railways and reluctance on the part of Railways in providing additional relief to the widows of NPS subscribers/ NPS subscribers who have been declared invalidated. The Federation have also stated that Zonal administrations are not taking initiatives to ensure additional relief in terms DOP&PW’s D.M. dated 05/05/2009 and that they are reluctant in providing additional relief on death and disability of NPS subscribers.

3. It is once again reiterated that the aforesaid instructions may be followed scrupulously and to review all the cases for ensuring the payment of family pension, disability pension and extra-ordinary pension to the NPS subscribers in case of death/disability. Further, Zonal Railways are also advised to sensitize the administration at lower level towards the problems faced by the employees and their families.

It has now been for a year that Govt. has declared the 7th CPC recommendations and accordingly this office has undertaken necessary initiative for extending the benefits of 7th CPC to the eligible officers and staffs. As per our official records almost every single cases has been attended to in this regard. There are few cases where the same could not be done for want of certain documents/ options etc. Service Books are also being monitored to ensure that benefits have been extended to each and every officers/staffs.

2. However, this office is seeking confirmation in this regard from your end that there are no left over cases in this regard.

3. it is, therefore,enjoined upon all concerned to look into the matter and details of pending cases, if any, may be forwarded forthwith with necessary options etc so as to complete the work of extending the financial benefits based on the recommendation of the 7th CPC.

DEFINITION OF EX-SERVICEMEN

Those who were released between 01 Jul 66 and 30 Jun 68 (both days inclusive) – Any person who has served in any rank (whether as a combatant or not) in the Armed Forces of the Union, has been released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency

Those who were released between 01 Jul 68 and 30 Jun 71 (both days inclusive) – Any person who has served in any rank (whether as a combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months and released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiency

Personnel of Army Postal Service – Personnel of Army Postal Service , who are a part of regular Army and retire from such service (that is directly from APS without reversion to P&T Department) with a pension or who have been released from such service on medical grounds attributable to military service or circumstances beyond their control and awarded medical or other disability pension shall come within the definition of ex-servicemen

Note : As per Govt. of India, Min of Def/Department of ESW OM No 1(9)/2010/D(Res-I) dated 20/21 Jul 2011, personnel who were on deputation in APS for more than six months prior to 14 Apr 87 would also be considered as ex-servicemen with all consequential benefits.

Recruits – Who are boarded out/released on medical grounds and granted medical/disability pension. However, the operation of the OM has been kept in abeyance for issuance of notification by DOP&T.

Those who were released on or after 10 Oct 2012 **

An ex-servicemen means a person-

(i) Who has served in any rank whether as a combatant or non combatant in the Regular Army, Navy and Air Force of the Indian Union and

(a) Who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension; or

(b) Who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; or

(c) Who has been released from such service as a result of reduction in establishment; or

(ii) who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given gratuity; and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service; or

(iii) personnel of the Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service on medical grounds attributable to or aggravated by military service or circumstances beyond their control and awarded medical or other disability pension; or

(iv) Personnel, who were on deputation in Army Postal Service for more than six months prior to the 14th April,1987; or

(v) Ex-recruits boarded out or relieved on medical ground and granted medical disability pension irrespective of the date of boarding out/release.***

Reg: Staff – Payment of Bonus – As per Bonus (Amendment), Act 2015. For the Year 2016-17.

Payment of Bonus Act was amended recently. As per the amended provisions the ceiling on salary and wage has been increased from Rs.10000/- to Rs.21000/- per month. As such, employees whose salary/wage does not exceed Rs.21000/- per month are now eligible for bonus.

It has been decided to pay Bonus at the rate of 8.33% of salary to all the eligible employees for the period 01.04.2016 to 31.03.2017.

Salary for this purpose includes 1) Basic pay (including FPP & PQP) 2) Special Pay 3) Dearness Allowance 4) Special Allowance with DA only.

All the branches / offices may note to disburse the Bonus to all the eligible employees as per the procedure given here under:

Tentative list of eligible employees together with Bonus Calculation as per the data extracted from HRMS shall be provided to all Zones.

Zonal Offices should get the data verified and confirm the correctness of eligibility and amount of Bonus paid and payable.

For any modifications required to be undertaken in the list, Zonal Office should submit the details to HO with suitable justification

On receipt of the “Branch-wise difference and addition of Bonus payable details – as per the format given in Annexure-IV” from the Zonal offices, the Bonus Amount will be credited to the “Cheque Proceeds Account” of the Zonal Office for onward distribution to branches.

Branches should enter details of Bonus paid in the Bonus Register for verification by the Labour Department Officials.

The entire exercise of verification of calculation and Payment of Bonus to eligible employees should be completed by 25.09.2017.

All the salary disbursing authorities are advised to go through the contents of this circular carefully and adhere to the stipulations mentioned without any deviation.

Cabinet approves Closure of loss making Bharat Wagon and Engineering Company

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal of Ministry of Railways to close the Bharat Wagon and Engineering Company Limited (BWEL) – a Central Public Sector Enterprise (CPSE) under Ministry of Railways.

626 employees of BWEL will be benefitted from the voluntary retirement scheme to be offered at 2007 pay scale. The Government will have to provide one time grant off 151.18 crore towards severance package and for clearing the current liabilities of the company.

This measure will stop flow of financial support from public funds for carrying on the operations of sick/loss making BWEL resulting in savings for the Government.

The implementation will be done as per the timelines prescribed in the guidelines issued by Department of Public Enterprises (DPE) on time bound closure of sick/loss making CPSEs.

In view of the continues poor physical and financial performance of the company for more than 10 years, in spite of financial assistance and other support provided by Ministry of Railways combined with low probability of its revival in future, Bharat Wagon and Engineering Co. Ltd. is being wound up.

Background: BWEL was incorporated on 4th Dec’ 1978 as a CPSE after taking over two sick private sector companies – Arthur Butler & Company, Muzaffarpur and Britannia Engineering Company, Mokama. The Company was referred to BIFR (Board for Industrial and Financial Reconstruction) in December, 2000 and was declared sick in the year 2002. The Company continues to be a sick Company since then. The administrative control of the company was transferred from Department of Heavy Industry (DHI) to the MoR in August, 2008, as approved by the Cabinet Committee on Economic Affairs. The company is engaged in the manufacture and repair of wagons, and is having two manufacturing units, at Mokama and Muzaffarpur in Bihar.

Subject:- Procedure for booking of air-tickets on LTC – clarification reg.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 23.09.2015 on the subject noted above and to say that as per the extant instructions, whenever a Government servant claims LTC by air, he/she is required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the services of the authorized travel agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s).

2. In this regard, references are received in this Department seeking clarification whether the aforesaid condition of booking the tickets through authorized travel agents needs to be followed in cases where a non-entitled Government servant travels by air on LTC and claims the entitled train fare.

3. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it is hereby clarified that in case of non-entitled Government servants travelling by air on LTC and claiming entitled rail fare, the condition of booking the air tickets through authorised travel agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ may not be insisted upon. In rest of the cases, the condition of booking the tickets through authorised modes shall continue to follow.

Sub: – Revised methodology for fixing the pay of Running Staff category in 7th CPC scales.

Reference is invited to Railway Services (Revised Pay) Rules, 2016 notified vide G.S.R. No. 746 (E) dated 28.07.2016, forwarded with Railway Board Endorsement No. PCVIV2016/RSRP/l dated 28.07.2016 (RBE No. 90/2016) and Railway Board’s Letter dated PC-Vl[/2016/RSRP/2 dated 02.08.2016 (RBE No. 93/2016) detailing the methodology for fixation of pay in the revised pay structure in respect of existing Running Staff as on 01.01.2016.

2. It was observed that the pay fixed in 7th CPC pay structure as per the methodology laid down in Board’s letter dated 02.08.2016 is coming out to be less than 14.29% increase of pay prescribed by 7th CPC, in certain cases of Running Staff.

3. The matter was, therefore, examined in Board’s office in consultation with the Ministry of Finance and it has now been decided that for fixation of pay for Running Staff category, in cases where the actual rise in pay at the time of initial fixation works out to be less than 14.29%, the initial pay in such cases shall be fixed at the next higher cell of the relevant Level in the Pay Matrix. Illustrations in this regard are enclosed as Annexure

4. It may be noted that there is no other change in the fixation methodology as circulated vide Railway Board’s Letter No. PC-V11/2016/RSRP/2 dated 02.08.2016 (RBE No. 93/2016).

Subject:- Travelling Allowance Rules – Implementation of the Recommendations of the Seventh Central Pay Commission 

Consequent upon the issuance of this Departments O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA), various references are being received in this Department seeking clarifications regarding admissibility of Composite Transfer Grant (CTG) and TA/Daily Allowance (DA).

2. The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that admissibility of CTG and Transportation of personal effects on Transfer and Retirement will be regulated as under:-

i. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have been shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

ii. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge on/after 01.07.2017, the employee will be eligible for CTG at revised scale of pay. As the personal effects would be shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

iii. In case of retirement, if an employee has retired prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

Subject: Pay Bill for the month of August 2017-reg.

Madam/Sir,
I am to invite your attention to KVS(Hq) letter No.11015-3/2017-KVS(Admn.I)/Vol.II dated 03.08.2017 vide which the approval of the Competent Authority for adoption of revised Pay Scales as per the 7th CPC to the employees of Kendriya Vidyalaya Sangathan was conveyed.

It is intimated that while preparing the Pay Bill, the amount of Basic Pay may be mentioned under the coloumn “Pay in Pay Band” and the column of Grade Pay may be left blank till further orders.

As regards allowances, the conditions mentioned under point No.(c) of the letter under reference may be followed meticulously.

Pay bill for the month of August, 2017 may be prepared and uploaded in UBI Salary Portal accordingly within the stipulated time limit.
