Sub: Recommendations of the Seventh Central Pay Commission – Implementation of decision relating to the grant of Children Education Allowance.

Please refer to Railway Board’s letter of even number dated 12.10.2017 circulating therewith Office Memorandum No. A-27012/02/2017-Estt.(AL) dated 16.08.2017 of the Deptt. of Personal & Training (DOP&T) containing revised policy instructions on Children Education Allowance admissible to Government servants based on the recommendations of Seventh Central Pay Commission.

2. Deptt. of Personnel & Training has now issued another OM No. A-27012/02/2017-Estt.(AL) dated 31.08.2017 regarding reimbursement of Children Education Allowance for differently abled children of government employees. A copy of the said O.M. is enclosed herewith.

The aforesaid instructions of the DOP&T may be adopted mutatis-mutandis in respect of railway employees.

AICPIN for December 2017 has been released and there is no impact on Central Dearness Allowance with effect from January 2018. As we expected earlier, the same 2% of additional Dearness Allowance for existing CG Employees and 2% Dearness Relief for CG Pensioners effective from 1.1.2018.

Even the All-India CPI-IW for December, 2017 decreased by 2 points and stands at 286 (two hundred and eighty six), the calculation of DA remains at same.

So, the total Dearness Allowance will be 7% with effect from 1st January 2018.

Sub:- Maximum age limit in case of appointment by deputation / deputation (including short term contract)

The undersigned is directed to refer to this Department’s OM No. AB-14017/48/92-Estt (RR) dated 17th November, 1992 on the subject mentioned above. The Recruitment Rules in respect of a number of posts provide for appointment by the method of deputation / deputation (including short term contract). As per existing instructions, the maximum age limit for appointment on deputation / deputation (including short term contract) is ‘not exceeding fifty six years’ on the closing date of receipt of application. In recent past, this Department has received several requests for revision of the maximum age limit for appointment on deputation/deputation (including short term contract) basis.

2. The matter has, therefore, been examined in consultation with the Union Public Service Commission. Keeping in view the fact that gaining experience in analogous posts at SAG and above levels take time, the limited number of officers available at these levels and to tap the talent/service of officers who have rich domain experience, it has been decided that the following age limit shall be prescribed for appointment on deputation / deputation (including short term contract) basis:-

(i) For posts in the SAG level and above (i.e. Level-14 of the Pay Matrix and above):-

‘Not exceeding fifty eight years’ on the closing date of receipt of application.

(ii) For posts below the SAG level (below Level-14 of the Pay Matrix):-

‘Not exceeding fifty six years’ on the closing date of receipt of application.

3. The Administrative Ministries are requested to take necessary action for amendment of Recruitment Rules/Service Rules to incorporate the revised age limit for deputation/deputation (including short term contract) for posts of the level of SAG and above.

Karnataka 6th State Pay Commission Report 2018 - Click to Download

6th State Pay Commission has submitted its report to the State Government of Karnataka on 31st January 2018.

The Chief Minister Siddaramaiah said the recommendations of the 6th SPC will be placed in the next cabinet meeting for approval and the cabinet is expected to approve the same with some modifications.

Now, the Finance Department of Karnataka published the 6th SPC Report as pdf through in its official site.

Highlights of recommendations of 6th SPC Report

The minimum and maximum pay having been determined at Rs. 17,000 and Rs.1,50,600

Commission recommends the following master scale with 92 stages with 18 incremental rates

New pay scales is in the range of 13 to 29 an the new pay structure with 25 revised pay scales

Revised Master Scale: Rs.17000-400-18600-450-20400-500-22400-550-24600-600-27000-650-29600-750-32600-850-36000-950-39800-1100-46400-1250-53900-1450-62600-1650-72500-1900-83900-2200-97100-2500-112100-2800-128900-3100-150600

Commission has worked out the rates of increments (eighteen in number) ranging from Rs.400 to Rs.3,100 which are close to twice the rates of the existing rates of increments

Increments for employees appointed/promoted to a post between 1st January and 30th June are sanctioned with effect from 1st January and those appointed/promoted between 1st July and 31st December on 1st July itself

Fitment in the New Pay Scales according to AIACPI Index as own pay structure of Karnataka Employees

HRA rates recommended 24%, 16% & 8% respective the City Category of ‘A’, ‘B’ & ‘C’

Commission recommends no change in the age of superannuation

Commission recommends reducing the minimum service for seeking voluntary retirement to ten years without any change in other conditions

Minimum pension/family pension therefore is recommended to be revised to Rs.8,500.

Reference: This office Circular No, 463 dated 21.06,2011.

A copy of GOI, MoD letter No.7(62)/2014-D(AG) dated 04.12.2017 on the above subject is enclosed herewith for further necessary action at your end.

2.With the issue of ibid Govt. order, the rate of ‘Jangi Inam’ has been enhanced to Rs. 1000/- (Rs.One Thousand only) p.m. to all categories of Jangi Awardees and their legal heirs of World War I (two lives) and World War II (One life only).

3. The other terms and conditions governing the grant of “Jangi Inam’ will remain unchanged.

4. These orders will take effect from 01.08.2017

5.The payment of ‘Jangi Inam’ at enhanced rate will be subject to all other conditions governing the payment of Gallantry Award. The payment may please be made at the enhanced rate after determining the eligibility in each case by a careful scrutiny of PPO notifying the award.

PCDA Circular No.595 – 7th CPC in respect of the post- 01.01.2016 retired Armed Forces Pensioners/ Family Pensioners : Reg.New PPO series
Subject : Implementation of Govt. decision on the recommendations of the seventh central pay commission in respect of the post- 01.01.2016 retired Armed Forces Pensioners/ Family Pensioners : Reg.New PPO series.

Reference : this office Circular No. 588 dated 20.10.2017 and Circular No.590 dated 06.11.2017.

Reference is invited to this office Circulars mentioned above under which implementation instruction regarding new PPO series and e-PPO series have been issued.

2. The procedure of forwarding of e-PPO in respect of Commissioned Officers of Armed Forces has been provided at Para 4(b) of circular No. 588 dated 20.10.2017. The issue has been re-examined in light of the representations from the pensioner regarding non payment of pensionary award due to non receipt of confirmation from Army HQrs. The matter is under consideration with higher authorities. It has also come to the notice of this offce that in some of the cases documents submitted to PDAs are incomplete/not in order. In view of this and till the finalisation of the matter of confirmation of e-PPO (in case of ICOs) from Army HQrs, PDAs are requested to follow the procedure of physical presence for first payment of pension as mentioned at para (4) of Circular No.546 dated 10.09.2015 which states that “Pensioner will be required to be called to the paying branch / DPDOs if the underbraking /documents submitted by Service HQrs in the case of ICOs (through PSA) is incomplete”.

3. In addition to this, those  pensioners who present themselves before PDA as per old practice along with copy of e-PPO for verification of identity etc. the first payment of pensionary award may be made without waiting for confirmation from Army HQrs for such pensioners.

4. It is also noticed that PDAs are insisting for the confirmation from Army HQrs in Corrigendum PPOs also whereas the provision made in this office Circular No. 588 dated 20.10.2017 is for first payment in case of fresh retiree only but not in the case where pensioner is already drawing his/her regular pension from PDA concerned.

5. All other instructions will remain unchanged.
