OFFICE MEMORANDUM

Subject: Instructions for the purchase of laptops/notebooks and similar devices for eligible
officers - revised guidelines.

In supersession to this Ministry's Office Memorandum bearing No. 08(64)/2017-E.II(A) dated 27th September 2016, regarding purchase of Note Book/Lap-Top computers by Ministries/Departments & delegation of powers thereof, it has been decided that laptop; tablet; notepad; ultra-book; notebook, net-book or devices of similar categories may be issued to officers of the rank of Deputy Secretary and above for discharge of official work. These powers shall continue to be exercised in consultation with the Financial Adviser by the Secretary of the Ministry/ Department or any other authority who are specifically delegated these powers by this Ministry from time to time, duly taking into consideration the functional requirements and budgetary provisions.

2. This would, however, be subject to the following conditions:
(i) Cost of device: The Cost of device including Standard software* shall not exceed Rs.80,000/- 

Standard Software: Any software (Operating System, Antivirus software or MS-Office etc.) that is essential for the running of device towards discharge of official functions/duties.

(ii) Purchase Procedures: As prescribed under GFRS/CVC guidelines may be followed.

(iii) Safety, Security & Maintenance of Device: The officer, who is given the device, shall be personally responsible for its safety and security as well as security of data/information, though the device shall continue to remain Government property. The officer concerned will be at liberty to get the device insured at his personal cost.

(iv) Retention/Replacement of device:

a) No new device may be sanctioned to an officer, who has already been allotted a device, in a Ministry /Department, up to five years. Any further issue of laptop in case of loss/damage beyond repairs within the prescribed period, should be considered only after the cost is recovered from the officer based on the book value after deducting the depreciation.

b) For the purpose of calculation of the book value, a depreciation of 25% per year, on straight line method, be adopted.

c) Post the completion of five years of usage, the officer shall retain the issued device.

(v) Conditions at the time of transfer, Superannuation etc.:

a) ln case where, at the time of purchase of device if the residual service of the officer is less than 5 years or in case the officer is transferred/deputed to State Govt. but with residual service of less than 5 years or the officer leaves the Government Service within 5 years of purchase of such device, the officer concerned will have the option of retaining the device by paying the amounl after deducting the depreciation.

b) Upon transfer/deputation of the officer to other Ministry/ Department/Attached/Subordinate offices of the Government of India or to the State Government in case of Officers of the All lndia Services, the otficer will have the option of retaining the existing device and in case of such retention, this fact should be specifically mentioned in the Last Pay Certificate (LPC).

3. lnstructionsforMinistries/Departments:

(i) For the officials who are currently holding laptops, notebooks or similar devices in accordance with the provisions of O.M. dt. 2710912016, the terms & conditions for retention/disposal of the device shall continue to be governed under the existing instructions of the said O.M.

(ii) The applicability of the provisions of this order to the officers of Armed Forcesi Para-Military Forces, officers of MoD & other similar establishments would be subject to restrictions imposed by the concerned departments/organizations duly taking into consideration the security of information. ln all such cases the security of the information shall be the responsibility of the concerned department.

ऑल इंडिया रेलवे मेंस फेडरेशन (एआईआरएफ) के आह्वान पर मंगलवार को देश भर से दिल्ली पहुंचे रेल ने संसद तक मार्च निकाला। वे पुरानी पेंशन स्कीम बहाल करने, सातवें वेतन आयोग की विसंगतियों को दूर करने की मांग के साथ रेलवे के कथित निजीकरण का विरोध कर रहे हैं। देश भर से आए रेल कर्मी सुबह करीब 10 बजे स्टेट इंट्री रोड स्थित एआईआरएफ कार्यालय पर एकत्र हुए। इसके बाद वे पीवीआर प्लाजा से इनर सर्किल होते हुए जंतर-मंतर तक पहुंचे। रेल कर्मियों की रैली के चलते पूरे रास्ते यातायात व्यवस्था सुस्त रही। कई जगहों पर वाहन चालकों को रैली निकलने का इंतजार करना पड़ा। जंतर – मंतर पर रेल कर्मियों की एक सभा का आयोजन किया गया। सभा के बाद रेल कर्मियों की मांगों का एक मांग पत्र लोकसभा स्पीकर , प्रधानमंत्री , वित्त मंत्री व रेल मंत्री को भेजा गया। रेल कर्मियों की इस रैली को जंतर-मंतर पर संबोधित करते हुए एआईआरएफ के महामंत्री शिव गोपाल मिश्र ने कहा कि सातवें वेतन आयोग की रिपोर्ट से सभी केंद्रीय कर्मियों में बहुत नाराजगी है। इसी के चलते केंद्रीय कर्मियों ने 11 जुलाई को ज्वाइंट फोरम के बैनल तले हड़ताल पर जाने का निर्णय लिया था। परंतु चार केंद्रीय मंत्रियों के आश्वासन के बाद 30 जून को हड़ताल को टाल दिया गया था। कई महीने के बाद भी समस्याओं का समाधान नहीं किया गया है।

रेल कर्मचारियों ने नई पेंशन स्कीम की जगह पुरानी पेंशन स्कीम बहाल करने, न्यूनतम वेतन एवं फिटमेंट फार्मूला में सुधार करने, रेलवे में ठेकेदारी प्रथा एवं निजीकरण पर रोक लगाये जाने समेत विभिन्न मांगों को लेकर विरोध प्रदर्शन किया। विरोध प्रदर्शन में एआईआरएफ से जुड़े विभिन्न जोनों एवं उत्पादन इकाइयों से जुड़े कर्ममारी शामिल थे। संसद मार्ग पर पहुंचे रेल कर्मचारियों को संबोधित करते हुए एआईआरएफ के महामंत्री शिव गोपाल मिश्र ने कहा कि सातवें वेतन आयोग की रिपोर्ट से समूचे केन्द्रीय कर्मचारियों में बहुत नाराजगी है। चार केन्द्रीय मंत्रियों ने हमें आश्वासन दिया था कि वह हमारी समस्याओं का समाधान करेंगे पर 18 माह गुजर जाने के बाद भी हमारी उचित मांगों का निराकरण नहीं हुआ है। जीएसटी लागू होने के बाद कीमतें तेजी से बढ़ी हैं, जिससे कर्मचारियों के सामने आर्थिक समस्या खड़ी हो गई है।

Sub:-Revision of the rates of Night Duty Allowance (NDA)recommendations of 7th  Central Pay Commission.

Please refer to Board’s letter No. E(P&A)II-2008/HW-2, dt. 16.12.2008 (RBE No. 199/2008) as amended from time to time regarding revision of rates of Night Duty Allowance (NDA) during 6th CPC period.

2. Consequent upon the decision taken by the Government of India on the recommendations of the 7th CPC, the President is pleased to decide that the hourly rate of NDA shall be equal to {(Basic Pay+Dearness Allowance)/200} which would be admissible to eligible categories of non-gazetted Railway Servants classified under chapter XIV of the Railway Act, 1989 read with the Railway Servants (Hours of Work and Period of Rest) Rules, 2005 for work put in during the period from 2200 hrs to 0600 hrs. The rate should be worked out separately for each employee. The present formulation of weightage of 10 minutes for every hour of duty performed between the hours of22:00 and 06:00 would continue.

3. The grant of NDA shall be subject to fumishing of a certificate by the supervisor concerned that Night Duty is essential.

4. The revised rates of NDA shall be admissible with effect from the Ist of July, 2017.

5. These orders would be subject to modification, if any, after the issue of instructions by the Nodal Ministry i.e. Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training).

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
