Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.

In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1st July of every year.  Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.

3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.

4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

What about July itself increment month employees? Others are getting 2 increments for a year.If one year Juniors increment month is in June both Junior and Senior with July Increment month will get the same Basic on 1.1.2006.Is it fair?

Thanks a lot.

But,the order is silent on the employees who are promoted between February to June 2006.

They are denied of July 2006 increment on opting for their pay revision in the higher grade on their promotion date.

The order granting increments to those Date of increment between Feb-June 2006 and ignoring the promotees during the same period will lead to a bigger anomaly and injustice.

Bringing this to the immediate attention of concerned authorities.

Will it also be applicable for the cases due to get their promotion increment on 01-02-2006 along with regular increment, as I could not got benefit of promotion increment from PB-3 to PB-4 due to opting 6 cpc wef 1-1-2006 from Rs. 14300(5 cpc pay) and due to having same 6 th cpc pay corresponding to 5 cpc pay of Rs. 14300 and 14700 (As per 5 cpc,I was supposed to get 02 increment by fixing pay from date of next increment on 01-02-2006 ).

The decision seems logical. Donot know, why we lag behind when it comes to logic?
There is another illogical thing. That is discriminatory interest rates of EPF, GPF and PPF. Some consensus must be there and they must remain at par.

This is the injustice with those employees whose date of increment was between july to december as they are getting only one incremnt for the year 2006 against those who had increment between january to june. Association should take up this matter also and try for one increment for employees whose date of incremnt was between july to December 2006.

During the total career of 35 years in GSI I got only two promotions followed by one another anomaly in pay fixation.Since my retirement in May 2008 I was feeling very embrassed due to loss of one increment due on 01 06 2006.
It is now resolved successfully.Hope to get an early revision of pension etc by the department

I had joined freshly to job on 10/04/2006. I have got First increment on July 2007. This is not fair to get First increment I have to wait 01 year 03 months. This problem is there for who have joined between 01 January to 30 June 2006. Hence I am requesting you to rectify the problem by giving one increment on July 2006.

Who joined the duty between January to June 2006 are they eligible to get one increment. I joined on 10/04/2006. to get first increment to wait about 15 months. This is not fair. kindly rectify the problem.

This is only one time measure, propotee or new appointee will not get benefit. Promotee has the option to get their pay fixed from July. This was not the case for normal increment.

Can anyone clarify......my pay on 1.1.2006 was 3125 in the scale of 3050. I was fixed in new pay 6060. Increment due in feb. Will there be any benefit. Cos in the fitment table, 3125 and 3200 are bunched to 6060. Experienced people Pls clarify

I joined duty as LDC in MES on 16 Jan 2007. I have got First increment on July 2008. This is not fair to get First increment after completing nearly 18 months. Hence I am requesting you to rectify the problem by giving one increment to the newly joined service before declaration of pay commission i.e. Sep 2008. Atleast give us a chance to draw salary in prerevised scales upto the period of our benefit. Ur all aware that we dont have pension, Gratuity at least i request leaders please see our problems also who are worrest sufferers in 6th Pay commission.

Everybody is thanking leaders. indeed, they deserve it but does anybody realize that these leaders have surrendered or falied to exert any pressure on the Govt. side regarding serious anomalies of minimum pay paid to a new comer and to an old one.
We should not be contented by the saying, "something is better than nothing". This issue has far far reaching implicatuions.

In pre-revised scale of 4000-100-6000 my basic was Rs.4500/- on 01.01.2006. My next date of increment was on 01.02.2006. But on 24.01.2006 I was promoted to the scale of Rs.5000-150-8000. Will I get the benefit of one increment as anounced on 19.3.2012? What will be my fixation status on 01.07.2006? Please suggest what will be the fixation status in my case.

I am completely agree with the above comment by anonymous.I am happy with the order, but not justified for all section of employees.Now, no employees will be in loss, rather some will be more benefited than other section.
So, I urge the concerned authority to formulate some new instrument so that every employee should equally be benefited.

ONE MORE INJUSTICE IS THERE WHICH REQUIRES SOME REMEDIAL ACTION. A GOVERNMENT SERVANT IS ENTITLED FOR AN INCREMENT IF HE SERVE ONE COMPLETE YEAR AS PER THE FUNDAMENTAL RULES. IF A PERSON WHO DRAW HIS INCREMENT ON 1.7.2011 AND RETIRES ON 30.6.2012 IS NOT ABLE TO DRAW HIS INCREMENT AS HE IS NOT IN SERVICE ON 1.7.2012. THIS IS AN INJUSTICE TO THE EMPLOYEE AND THIS ANOMALY IS DIRECTLY DUE TO RATIONALISATION OF DATE OF INCREMENTS OF EMPLOYEES. AND VI CPC SAYS THAT AFTER SIX MONTHS A GOVT SERVANT IS ENTITLED FOR INCREMENT AND HE CAN DRAW IT ON 1ST JULY. THIS ALSO REQUIRES TO BE LOOKED INTO.

similarly those who retire on 30th june are not allowed to draw increment as he is not in govt service as on 1st july. it is injustice to deny increment after working full one year. this is due to rationalisation of increment dates. this also requires to be solv ed.

Indeed, it is heartening to see some gud luck and fortune prevailed for a large no. of people. But don't forget that a large no. of people who got promoted between july to dec are the biggest loosers. justice to someone is fine but injustice to others shud also be considered.

Now every employees get one increment on or before july 2006 with 6cpc. But the employees who got promotion in the month jan 2006 and opted 6cpc from the date of promotion has not got increment till July 2006. These employees got increment on july 2007 ( i.e after 17-18 months). so, these employees should also get one increment on the date of promotion itself. I hope Unions,National JCM as well as the official side persons will resolve this issue also.

This is indeed a good news.
I have question about the the promotees between 2nd Jan to 30th June. What is their status. If one opts the fixation from date of promotion he would have to wait till July following (almost for 18 months). The present procedure for options indicate the employee chose minimum loss option (i.e to forego the promotion benefits till June end and opt to get 2 increments from July onwards). This problem is mainly due to the clubbing of annual increment (which from July) with promotional increment.
Hope the anomalies committee looks into the same and seperate both the annual increment and promotional increment.
If this is not taken care of, a junior who gets promoted after July would be drawing ahigher pay than the senior.
Requesting the leaders to pursue this case as well.

I was appointed on 2.2.1997 as Hindi Officer in the pay scale of 6500-200-10500. In the VI CPC the scale was upgraded in 8000-275-13500 as on 1.1.2006 in the corresponding revised scale 14500-39100, Grade Pay 5400, PB-3. My basic pay was as on 1.1.2006 Rs.8100 with DNI Feb.,2007. My pay was fixed Rs.15600 in the revised scale in the minimum stage. Kindly clarify whether i will get one increment benefit from the revised increment order OR NOT. Pl.reply any body.

As per this order, a person who was at the max. as on 1-6-2005 will be treated as a person 'due to get his annual inct betn feb and jun ,2006?. will he be eligible for one inct as on 1-1-2006 and get his pay refixed in the SCPC scale.As per the orders,the stagnation inct will be eligible on completion of 2 yrs in the max. stage hence the doubt.

My basic pay on 1.1.2006 at Rs.3125 and after fixation of sixth pay commission my pay is fixed Rs.6060 plus grade pay Rs.1900 and my increment month of May, 2006

And after one increment on 1.1.2006 my basic pay in pre-revised scale Rs.3125 + 75 =Rs.3200 than what is benefit after new fixation.

I accepted 6th CPC fixation from 1st April 2007 which was my 2nd ACP date as well as increment date. I got next increment on 1st July 2008 i.e. after 15 months. My junior coleague accepted 6th CPC fixation from 1st October 2007 which was his 2nd ACP date as well as increment date. He also got his increment from 1st July 2008 i.e. just after 9 months. The current OM is silent whethr I should get increment on 1 July 2007. It will be injustice if the benefits of OM will not be extended to such cases.

This order will definetely benefit the employees whose increment was between February, 2006 to June, 2006 as they are getting one increment from January, 2006 and one more increment from July, 2006, which appears to be an additional increment. The employees whose increment is between July, 2006 to December, 2006 will get only increment on July, 2006, which appears to be injustice to these employees. As a result of this the person who joined job between July, 2004 to December, 2004 will get same pay as those joined the job between February, 2005 to June, 2005 i.e. nearly one year later. This may kindly be looked into and necessary steps may kindly be taken.

I joinned ISRO in June 2005, subsequently after complesion of one year got one increment in 01 June 2006. Later after sixth pay commssion my increment date is re-fixed on 01.07.2006. Now with this new order for one extra increment on 01.01.2006 for those whose increment date fall between Feb-June 2006. I want to know whether my case will be considered in this case.
My office is saying that they are not very clear about the new joinning staff joinned during Feb-June 2005 and giving reason that how they allot one extra increment on 01.01.2006 because we havenot completed one year probition period, though our first increment date is falling in the period Feb-June 2006 as mentioned in the order. Please clarify on this confusion, because lots of new scientist/engineer had joinned ISRO during Feb-June 2005 period. Similary in other central govt dept. as well.

There are many people who have been deprived of increment which is having cumulative effect due to shortsightedness of staff representatives.For example,those who opted 6PC from a date later than Jan 2006 such as Jan, Feb or March 2007.They were not given increment July2007 but given in July2008 According to them only people affected were those who had increment falling between Feb-June 2006.
Even now, after so much of discussions on various sites on net no one from staff side or Anomaly Committee has taken note of many other anomalies shall be created. Not only staff representatives but Hon’ble Members of The Committee may take note of different suggestions and problems of many other employees who have been denied increment after Feb-June 2006 period also and issue suo-moto clarifications on Govt/DOPT site.

I have Joined as Jr. Steno in Indian Railway in the month of February'2007 .Would I get one extra increment? There is mention in the letter for the one extra increment only for those whose increment date between Feb. to June-2006. But not mention for one extra increment for those who joined between Feb. to June in the year 2007, 2008, 2009, 2010 & 2011, So, Personal department of Railway disagree to give one extra increment. So, kindly clarify it so that those who joined between Feb. to June in the year 2007, 2008, 2009, 2010 & 2011 can get the benefit.

I joined in paramilitary on 02.01.2007 (A.N.)and I got 1st increment on 01.07.2008 after 01 year 5 month & 29 days.
Secondly I got my 1st A.C.P. after 05 years instead of 04 year because I joined on 02.01.2007.
Third point, I will get 01 less increment on my superannuation date (30.06.2036)because it will come before 01.07.2036
In this way I am suffering 03 side loss. I hope competent authority will consider my case seriously . thanks & regards

My increment used to fall in the month of MARCH, So,I am eligible to get one additional incremrent.I retired as Section Ofice on 31.12.2011. The scale of Section Officer was 6500-200-10500 which was upgraded to 7500-250-12000 w.e.f.1.1.2006.(Revised to 9300-34800+4800 GP & after 4 years 15600-39100 +5400 GP) IS ANY BODY IN THE GOVT OF INDIA WILL TELL ME THE RATE OF INCREMENT I WILL GET- RS.200 OR 250. In pre-revised scale of 4000-100-6000 my basic pay was Rs.4600/- on 01.01.2006. My next date of increment was on 01.02.2006. I was promoted to the scale of Rs.5000-150-8000 on 09.01.2006. When will be my next date of increment as anounced on 19.3.2012? What will be my fixation status on 01.07.2006?

i joined as clerk in 5/5/04(Basic Rs 3050). Promoted as DEO in 5/2005 (Basic Rs 4000)and then Promoted as AUditor in pay scale of Rs 4500/- from 1/1/2008 due to anamoly i opt for fixation of my pay in Auditor scale (Rs 4500) in 6th pay commission from 1/1/2008 . whether i am eligible for opt to fix pay from 1/1/2006

dear sir, I joined on 8th march 2006 and got first increment in year July 2007 .I.e. After 1and half year. At the time of joining no one were aware of uniform increment date of July. So such person who have joined before implementation of 6th pay commission,they should also be given this facility of one increment w.r.f. 1 jan 2007 and then regular increment on yearly basis to cover up their 6 months in late increment. I hope it will also be analysed for benefit of many such CG employee.

A fraction of a percent of the govt servants who have reached stagnation by April 2005 were informed as per 5th CPC that the next( stagnation )increment is due only in april 2007. While the Sri krishna commission reccommended one fixation increment for stagnation, the original GO pertaining pay fixation ignored it. Now this order also has not helped these unfortunate govt servants as it says that only those who could get increment between 2 Jan 2006 and 30 June 2006 are eligible for this increment. And these people have been denied the benefit. Hence the present GO will be fair and just only if these Govt Servants also are considered in its ambit.

Apart from proposal of MACP,one more injustice is required to be settled for benefit of the Govt. personnel retired between 1.1.2006 and 31.8.2008 as explained below:-
MINISTRY OF FINANCE ‘s ORDERS GRANTING ONE TIME MEASURE INCREMENT ON 1.1.2006 FOR ALL OFFICIALS WHOSE INCREMENT FELL DUE BETWEEN FEBRUARY AND JUNE 2006 is not applicable to the retired employees between January to June,2006 which is great injustice and also for loss of one increment in fixation of pay as well as in pension compared to other employees although they were on service/ duty as on 01-01-2006 in the following case :-
What about the case of a person whose annual increment was due between Feb to June,2006 ( last increment drawn in Feb- June,2005 ) but retired before the normal date of increment i.e. Feb-June,2006? Whether such a person is also entitled to grant of one increment on 1.1.2006 since they were in service on that day (01-01-2006)? if not, such employees will be in a great loss compared to other similar category of employees whose increment is in the month of Feb-June 2006 and retired in July,2006 & onwards as they will get two additional increments on 01-01-2006 & 01-07-2006 and also other consequent retirement benefit.
Although, as per the confederation’s clarification it is APPLICABLE TO ALL GOVERNMENT EMPLOYEES AS ON DUTY ON 1.1.2006 AND WHOSE DATE OF INCREMENT WAS BETWEEN FEBRUARY AND JUNE, 2006 WOULD BE NOW GIVEN AN INCREMENT IN THE PRE-REVISED SCALE OF PAY AS ‘ONE TIME MEASURE’ AND THEN AGAIN REFIXED WITH ANOTHER INCREMENT IN THE NEW PAY ON 1.7.2006. ALL SUCH OFFICIALS WHOSE PAY WILL BE REFIXED W.E.F. 1.1.2006 SHOULD GET ARREARS AND OFFICIALS WHO RETIRED AFTER 1.1.2006 WILL GET THEIR PENSION UPWARDLY REVISED WITH ALL CONSEQUENTIAL RETIREMENT BENEFITS.
please clarify the matter. if required, the matter may please be take up again for the benefit of retired employees and also for natural justice.
